Over the past year, our mighty community of supporters demonstrated just how much we can achieve when we commit to ending homelessness. Hope Solutions served more than 3,500 vulnerable neighbors—families, children, and individuals—by combining housing with the support that restores stability and hope. Guided by our strategic plan, we invested deeply in our programs, people, and partnerships, ensuring that our work continues to create meaningful, lasting impact.

We heal the effects of poverty and homelessness by providing permanent housing solutions and vital support services to vulnerable families and individuals.

The progress is clear; Contra Costa’s most recent Point-in-Time Count showed a 26% decrease in homelessness—a welcome reversal from years past. Increased housing and coordinated services drove that result, and Hope Solutions led many of those efforts. We worked collaboratively with county partners to expand access to housing and deliver critical services for our community’s most vulnerable residents.

Key highlights include:

Building homes, restoring stability: With the help of great partners, we built Hope Village Walnut Creek from scratch, and recently opened this cottage community for six formerly homeless seniors living with a disability. This was a milestone achievement. Next, we have secured key funding and permit approval for Village of Hope Pittsburg, a larger cottage community to provide young adults without stable housing a community designed for them. We hope to break ground soon. Third, El Portal Place is a shining example of how our community can come together to reuse and reimagine office space into dignified housing for 54 formerly chronically homeless adults with disabilities. We are proud to be the onsite property manager and service provider to help these new residents transform their lives.

Delivering services that keep people housed: Keeping people in their homes matters as much as creating new ones. We helped more than 1,100 individuals and families quickly move from temporary or unstable situations into permanent homes of their own. We also stepped in when people faced losing their housing—supporting 622 households to stay where they live by negotiating with landlords, covering past-due rent, or helping families catch up on utilities until they regained their footing. For young adults leaving foster care, we created a lifeline: rental vouchers and hands-on support so they could step directly into safe housing instead of facing homelessness.

Through funding from Tipping Point Community, we worked alongside young people to pilot paid education and job training opportunities to fast-track their long-term self-sufficiency.

Driving policy and community engagement: We formalized our policy efforts—kicking off the next phase of our Resident Empowerment Program and hiring a Policy and Government Affairs Manager— strengthening our position as a leader in housing advocacy in our community. Our team shared expertise at national conferences and regional forums including Housing California, and the National Lived Experience Leadership Conference. Our efforts to impact our systems and drive change were recognized by the KPIX Icon Award.

Focusing on our people: We’ve grown our team to more than 120 professionals, 40% of whom have experienced homelessness themselves and bring invaluable insights as they support our clients. We filled key leadership roles, promoted 21 staff, and created spaces for feedback and growth through our CARE (Cultivating Accountability and Respect for Everyone) Committee. The result: an amazing culture of impact, inclusion, and high retention. We happily report that an internal survey showed 100% employee satisfaction.

This year, we welcomed three new members to our board of directors, several of whom have supported Hope Solutions since its founding. In the coming year, the role of board chair will transition from Don O’Neal to Stephanie Bontemps, and we are excited by the energy and

knowledge she will bring to the role. We are deeply grateful to our leadership team and board of directors for guiding our work with tireless dedication. Their commitment and countless hours played a vital role in helping us achieve our goals.

This year we again showed something we believe in our core: homelessness can be solved. The numbers indicate great progress, and the stories of our clients bring it to life—families back in stable homes, young people charting new paths, seniors living with dignity. This is the evidence that our strategy works, our community’s investment pays off, and a future without homelessness is within reach. With your continued partnership, we are getting there. Paula’s Story

Paula, almost 70 years old, arrived at Hope Village Walnut Creek after years of hardship. For nearly 14 years, she had lived on the streets of Antioch. She preferred not to dwell on the dark years before she arrived at Hope Village—a time she described as a constant struggle for survival and a testament to the strength of the human spirit. Her turning point came when Hope Solutions entered her life. After finally making it off the streets into a homeless shelter, Paula was connected to Hope Solutions. From the moment Paula set foot in her new unit at Hope Village, her needs were met in ways she had not experienced in years. Beyond just housing, she was met with compassionate support services. Her case manager was always ready to help her navigate any challenges—be it transportation, healthcare, or simply adjusting emotionally to her new home.

Paula also found profound kindness in the members of Grace Presbyterian Church, where Hope Village Walnut Creek is located. The congregation welcomed Paula with open arms and prioritized her wellbeing in ways she found both touching and transformative.

Hope Village Walnut Creek

This year Hope Solutions proudly opened Hope Village Walnut Creek, Contra Costa County’s first cottage community designed to provide dignified, service-supported permanent housing for vulnerable unhoused residents. Developed in partnership with Grace Presbyterian Church, Firm Foundation Community Housing, HomeAid Northern California, Pulte Group, and the City of Walnut Creek, this innovative model transformed an unused corner of a parking lot into a vibrant community of high-quality cottages, providing individuals experiencing homelessness with dignified and secure places to call home. Hope Village Walnut Creek—now home to six seniors experiencing homelessness and living with a disability—represents a unique solution to our community’s housing shortage. We are excited to build on this momentum as we prepare for future projects, including a new cottage community in Pittsburg dedicated to homeless youth ages 18-26.

El Portal Place

El Portal Place in San Pablo is a new home for 54 adults who have faced long-term homelessness and disabilities. What used to be an office building has been thoughtfully transformed into a caring community through a smart reuse project. Hope Solutions manages the property and provides hands-on support right where residents live—with clinical care, case management, and a full range of services—to help them rebuild and transform their lives.

At Hope Solutions, we believe that ending homelessness and poverty begins with one essential foundation: a safe, stable home. But housing alone isn’t enough. That’s why we combine permanent housing with wraparound, trauma-informed support services that help individuals and families not only stabilize but begin to thrive. Our approach addresses the root causes of poverty, homelessness, and generational trauma, offering everything from mental health care and employment support to youth enrichment and family reunification.

As a proud partner in the Contra Costa County Continuum of Care, Hope Solutions’ programs are referral-based, ensuring that resources are coordinated countywide and that individuals and families are connected to the right housing solution for their needs.

Financial Sustainability

For nearly three decades, Hope Solutions has balanced diverse revenue streams to support our work to end homelessness.

Our revenue streams include public government contracts and private philanthropic support from a wide range of individual donors, foundations, and corporations. In FY 2023, we increased our budget from $10.3 million to $13.0 million dollars.

Dasjha’s Story

Dasjha joined Hope Solutions’ Rapid Rehousing program for TransitionAge Youth (ages 18-24) determined to create a brighter future for herself and her young son. With steadfast support from the Hope Solutions team and generous funding from Tipping Point, Dasjha was able to secure stable housing and receive a laptop—an essential resource that empowered her to complete assignments and stay on track with her education.

This support enabled Dasjha to focus on her studies at Los Medanos College, where she pursued a certificate in Child Development. Her dedication and perseverance paid off: she successfully secured a fulltime job, marking a significant milestone in her journey.

However, Dasjha’s path was not without obstacles; she faced daunting challenges, including domestic violence, unemployment, and struggles with mental health. Through it all, she leaned on her care team at Hope Solutions, drawing strength from their guidance and encouragement.

Today, Dasjha is not just surviving—she is thriving. With her sights set on a safer home for herself and her son, she is determined to build a stable, fulfilling life.
