A concept design is being developed for Main South Road Stage 2 (between Aldinga and Sellicks Beach). Information will be provided to the community in the coming months with an opportunity to provide feedback.
Meanwhile, major construction works will start on the Seaford to Aldinga section of Main South Road in mid-2022.iii
Early works for the Main South Road and Victor Harbor Road duplication projects expected to be completed by 2024 i are underway as part of the highly anticipated $560 million Fleurieu Connections Package.ii The Australian and South Australian governments are funding the duplication projects delivered by the Fleurieu Connections Alliance. The Alliance is a partnership between the Department for Infrastructure and Transport, CPB Contractors, Aurecon and GHD, together with Sub-Alliance partners McMahon Services Australia and Tonkin.
These projects will result in safer and faster journeys for motorists and provide a vital boost for local tourism and communities and support hundreds of jobs each year during construction. Surveying, service location and geotechnical investigations have begun along Main South Road between Seaford and Aldinga, and Victor Harbor Road between Main South Road and McLaren Vale.
After extensive community and stakeholder consultation on the initial designs, feedback is also being sought on safety improvements for Victor Harbor Road between Main Road, McLaren Vale and Tatachilla Road, and Willunga Hill. South Australians will also benefit from the economic boost the duplication projects are set to provide, supporting 770 jobs each year during construction.
WHAT IS INVOLVED IN THE DUPLICATIONS?
The Fleurieu Connections package includes duplication of Main South Road from Seaford to Aldinga, a ‘2+1’ lane road layout from Aldinga to Sellicks Beach and duplication of Victor Harbor Road between Main South Road and the start of the left turn into McLaren Vale, and the Victor Harbor Safety Package. Moreover, additional safety treatments along Victor Harbor Road, including an overtaking lane at Hindmarsh
MAIN SOUTH ROAD TO BE COMPLETED IN TWO STAGES
Stage 1 will involve the duplication of Main South Road from Seaford to Aldinga, including a grade separation (overpass) at the intersection of Tatachilla Road and Maslin Beach Road, a grade separation at the intersection of Port Road and a dual lane roundabout at the Main South Road and Aldinga Road junction. Meanwhile, Stage 2 involves the upgrade of Main South Road from Aldinga to Sellicks Beach, with a ‘2+1’ lane road layout and associated road treatments that address Main South Road’s safety issues and future capacity. A ‘2+1’ lane road layout consists of two lanes in one direction and one lane in the other, alternating every few kilometres. Further design work will occur over the coming months to develop the design for Stage 2. The community will have an opportunity to provide input once the design is developed.

VICTOR HARBOR ROAD DUPLICATION IN MORE DETAIL
Victor Harbor Road, between Main South Road and the McLaren Vale turn off, will be duplicated with additional safety treatments along Victor Harbor Road (including an overtaking lane at Hindmarsh Valley). A planning study is also underway to investigate the preferred solution for Victor Harbor Road between Main Road, McLaren Vale and Tatachilla Road and to Willunga Hill.
Stakeholder and community engagement forms an integral part of this Planning Study. The Department for Infrastructure and Transport (the Department) is seeking input from the community to help it better understand: 1 how people use and access Victor
Harbor Road now and how this might change in the future; 1 where and how people cross from one side of Victor Harbor Road to the other; and 1 potential safety issues and improvements that are important to the community.
THE TEAM BEHIND THE DUPLICATION
CIMIC Group’s CPB Contractors has been selected by the South Australian Government, as part of the Fleurieu Connections Alliance with the Department, Aurecon and GHD, to deliver duplication works on the Main South Road and the Victor Harbor Road in South Australia.iv
The duplication works are funded by the Federal and South Australian Governments and will reduce traffic congestion, improve road safety and connectivity, and support economic growth in the Southern Fleurieu region. CIMIC Group Executive Chairman and Chief Executive Officer Juan Santamaria said: “We are pleased to have the opportunity to deliver these important projects in South Australia aimed at reducing travel times and increasing safety for the local community and visitors to the Southern Fleurieu region. CPB Contractors will deliver the works with a strong focus on safety, quality, the environment and on minimising impacts on the local community.” CPB Contractors Managing Director Jason Spears said: “We are currently delivering the Port Wakefield to Port Augusta Alliance in
collaboration with the Department for Infrastructure and Transport, including works on the Copper Coast, Augusta and Port Wakefield Highways and the Joy Baluch AM Bridge. We’ll apply this experience to efficiently deliver these duplication works and maximise economic opportunities for South Australian people and businesses.”
COMMUNITY FEEDBACK
Around 130 people attended the Community Information Sessions held in late April 2021, and nearly 900 survey responses were received.v The Department also met individually with several stakeholders and received direct feedback to the Department.vi Common feedback raised during the consultation about the concept designs between March and May 2021 included: 1 a strong level of support for duplication of Main South Road, between Seaford and Aldinga, and for a grade separation at the intersection with Tatachilla Road; 1 considerable feedback about the functioning of the current single lane roundabout at Port Road and Main
South Road and requests for it to be replaced with a grade separation; 1 mixed views on the duplication between Aldinga and Sellicks
Beach. Common feedback at the
Community Information Sessions was that duplication south of
Aldinga wasn’t critical and may negatively impact the character of the area. Other treatments to improve the safety of the area were however important. The undulating nature of Main South Road, particularly north of Norman Road, was also consistently raised; 1 the importance of minimising the impact to vegetation;
1 the importance of east-west connections being maintained, particularly for emergency services, agriculture machinery, pedestrians and cyclists; and 1 the importance of minimising disruption during construction.
