EDITORIAL

We had it all in 2020 AS EVERYONE WILL attest, 2020 was a year full of surprises although one surprise was not a surprise at all. The shenanigans at Central Coast Council could only end one way and those who did not see it coming weren’t taking notice. The year started with bushfires and the Central Coast certainly dodged a bullet as they were extinguished before they got a hold on what could have seen a total disaster. It was then storms and floods but they happen on a regular basis. By March COVID-19 had become an issue and for many businesses only JobKeeper and sundry state and federal grants kept most going. It has been a tough time but, anecdotally we are hearing that most businesses are doing well. With international travel banned, those who would spend all their money in Bali or somewhere like that are spending it on the Central Coast. We hear that our manufacturing sector is going flat chat and so is our building industry. One area which is of concern is the property development sector where Central Coast Council has been ideologically opposed to all forms of development. It goes beyond that and DA’s for factories on industrial zoned land are being stopped because vegetation has to be removed. In addition this thinking has permeated the deliberations of the Local Planning Panel which is supposedly made up of independent experts that determined DA’s.

Two major developments slated for Gosford CBD were approved subject to unrealistic conditions that have put these projects on hold. Meanwhile unemployment on the Central Coast continues to run at around 5.5% (preCOVID) compared with a state average of 4.3%. Commercial real estate agents tell us that enquiry coming out of Sydney from businesses looking to relocate is strong and has only become more so with the opening of NorthConnex. The big problem for our region is that there is very little undeveloped industrial land and much of what has been zoned industrial is not serviced. It has been an issue for close to ten years. The environmentalists think this is great but they have no interest in economic growth and the employment of people, especially our young people where unemployment is close to 15%. And then there was the surprise that wasn’t really a surprise with the Minister for Local Government suspending Central Coast Council and appointing an Interim Administrator for three months on the basis the Council had run out of money and couldn’t pay the wages. Within weeks the Administrator had terminated the employment of the CEO and presented his 30 Day Report which showed, among other things, that Council had accumulated losses of $232 million and was heading $115 million operating loss this financial year.

He also found that staff numbers had increased by 242 when it would be expected with the amalgamation of the two councils that staff numbers would be less. As a result he is undertaking a major sell-off of Council properties, increasing rates by 15% and reducing staff by 300 with the aim of balancing the operating budget in FY2022. One positive is that the University of Newcastle remains committed to establishing a Campus in the Gosford CBD. The Federal Government supports this and we are hopeful that the State Government will see its value and allocate funds to buy the land in the New Year. As you read through this Year Book you will see that it has not been all doom and gloom with investors continuing to invest in the region and businesses moving to the region. With the NSW Premier bringing in the Greater Sydney Commission to bring together key stakeholders in the region to identify new opportunities for economic and employment growth a renewed focus and first-of-its-kind strategy for the region’s future and this is expected to be announced early in 2021. “The Central Coast is a unique region and requires unique solutions, and that’s why a team from the GSC will be specially tasked with developing this Strategy,” said the Premier Edgar Adams – Editor

Central Coast Council – A financial disaster THE ISSUE HAD been brewing all through 2020. Central Coast Council was looking at a deficit of $80 million for the year and the only councillors calling it out were Clrs Best and McLachlan. All others were putting their head in the sand and the CEO had no idea. By October the cash had run out and Minister for Local Government, Shelley Hancock was forced to pay workers wages and payments to suppliers amounting to $6.2 million. That was on the 21st October. By the end of October the Minister had appointed an Interim Administrator, Dick Persson AM and Interim CEO, Rik Hart and suspended the Council, all 15 of them. On taking office Mr Persson said that he was committed to finding out how this financial crisis had occurred and would report to the Minister and the community within 30 days. He delivered his 30-Day Interim Report at an Extraordinary Meeting of Council on 2nd December. A few days before that Mr Persson announced that he had terminated the employment of Mr Gary Murphy, Council’s CEO, in accordance with the provisions of Mr Murphy’s Contract of Employment, effective immediately. Mr Persson said that recruitment of a new Chief Executive Officer will commence shortly. “In the meantime, the Acting CEO Mr Rik Hart and Chief Operating Officer Mr Malcolm Ryan will continue to head the organisation through the challenging times ahead,” he said.

It is clear the CEO was either unaware of the looming crisis, or simply failed to adequately respond. Either way the performance of the CEO was unsatisfactory. “Council, in their role as the Governing Body, also shares that financial responsibility. They also failed in this regard. “Central Coast residents have been badly let down by their Council and widespread anger over the Council’s performance is totally understandable. Among the many issues highlighted In the Executive Summary of the Report the Administrator says, “The newly amalgamated Council clearly did not understand how much money they had at the outset. They set about a programme of expanded capital works and expanded services that they could not afford. Apart from budget mismanagement, Council funded much of this new expenditure from Restricted Reserves, which was either unlawful, or done without the approval of the elected body. • • • •

Mr Dick Persson AM The ten page 30-day Interim Report set out the history of how poor financial decisions and catastrophic budget mismanagement had led Australia’s 6th largest council to the situation they find themselves in today. “The financial crisis confronting the Central Coast Council is very serious. Council’s operating loss for the current financial year is on track to be in the order of $115m, this follows last year’s loss of $89m,” Mr Persson said. The Report found that since amalgamation: • Accumulated losses have reached $232m • Debt has risen from $317m to an estimated $565m • Staff numbers have increased by 242 • Restricted reserves of around $200m have been used unlawfully to fund Council opportunities and capital works. “It will take urgent and strong action to turn things around. Tough decisions need to be made immediately”, said Mr Persson. Mr Persson outlined a series of measures to achieve the necessary turnaround: • Significant asset sales of a least $40m

Nexus expands, adds 500 sqm and 10 gigabyte connection

Opening in 2014 it was the first co-working space in the region. Nexus combines stunning architectural design, the fastest internet connection on the Coast and a thriving small business ecosystem. From the beginning Nexus reimagined what was possible for a flexible, affordable workspace. Henry Kendall Group Managing Director, Damien Wilde said, “We live in a world that is rapidly changing in so many ways. There has been a lot of discussion in recent years

UON opens refurbished Food Science Laboratory THE CENTRAL COAST is well along the way to cementing its place as a leading Food Innovation Region with the opening in March 2020 of the refurbished Food Science Laboratory at the University of Newcastle’s Central Coast Campus Ourimbah. Refurbished at a cost of $1 million, as part of the UON’s $2.6 million teaching space investment in the Campus, the Laboratory was officially opened by Vice-Chancellor, Professor Alex Zelinsky AO along with Faculty of Science Pro VicChancellor Professor Lee Smith and Frank Sammut Executive Officer of Central Coast Industry Connect. The opening was attended by a number of representatives from the region’s food industry. “We see Ourimbah as a Centre of Excellence for Food Science, and an opportunity to strengthen our engagement with industry and community on the Coast,” said Prof. Zelinsky. “Food Science is one of four University programmes which are only offered here on the Central Coast.” “Presently, there are around 100 undergraduate students studying food science and human nutrition on this campus and I am very proud that over 90% of our Food Science graduates find employment within three months of completing their degrees,” he said. “One of the ways Newcastle is different from other universities is that our research activities are strongly aligned to industry needs. We see it as part of our mission to deliver industry-ready graduates to regional

And that is particularly the case here on the Central Coast.” Referring to the region’s food manufacturing capacity Prof. Zelinsky said, “The food industry is a significant contributor to the Central Coast economy and employment. Well-known brands such as MARS Food, Sanitarium, and Cordina Farms all operate in the region. Leveraging off this strength, we aim to build a central hub of related food activity.” “We could not do this without our partners on the Coast. In partnership with Regional Development Australia, Central Coast and Central Coast Industry Connect, the University will work closely with industry partners, many of whom are here this morning. Together we will develop strategic initiatives that respond to the needs of the local food sector, supporting regional development and job growth,” he concluded.

Laboratory opening a Key Milestone for Central Coast Food Innovation Region Commenting on the significance of the Food Science Laboratory at the Ourimbah Campus, CCIC Executive Officer, Frank Sammut said, “ “Today is another milestone in the journey of making the Central Coast a Food Innovation Region. Since the inception of this initiative, established by Regional Development Australia Central Coast in 2017, we have made significant progress in bringing this concept to reality for industry.” “A key milestone early in our journey was the signing of a MOU between UON, RDACC and CCIC, recognising that industry, government and the university needed to work closely together to drive the food initiative to gain outcomes of economic growth and jobs for our region.

Breakthrough energy firm moves to Coast IT WAS ONE of CCBR’s first articles of the year. A new sign on the site of the former Krone factory on the corner of Enterprise Drive – “Star Scientific” had been erected. Intrigued, Central Coast Business Review tracked down Group Chairman Andrew Horvath for an exclusive interview. A family-owned business, Star Scientific is a research and development company that has been investigating nuclear physics for over 30 years, in the area of Muon catalysed fusion. As a spin-off of to this R&D they have discovered and developed a breakthrough catalyst for converting hydrogen into heat without combustion – the Hydrogen Energy Release Optimiser, or “HERO®”. In layperson’s terms, HERO® is a coating, that when affixed to a backing material and introduced to hydrogen and oxygen in a closed environment, “glows”. It quickly generates massive heat and the only output is pure water, which can be re-used in the process. The test units generate over 700 degrees Celsius within about 3 minutes and have produced industrial steam on a small scale. As Andrew Horvath explains it, “we are now in the process of scaling the test units up, to prove HERO®’s applicability for industrial processes such as electricity generation and desalination. Sitting in the Berkeley Vale facility is a purpose-built 1.5-megawatt turbine from Siemens, which we hope to have spinning by the end of this year, powered by hydrogen via the HERO® catalyst.”

Obviously, the prospect of industrial-scale heat generated without combustion has captured global attention. Mr Horvath said, “we are in constant conversation with governments, corporations, investors and energy NGOs across the globe, but with particular interest from the United States, Europe, Japan and Korea. The prospect of extending the life of major capital assets such as power stations and electricity distribution infrastructure has stakeholders most enthusiastic.” The development of HERO® will, however, not be without its challenges. “The biggest challenge we will face is the supply of green hydrogen as HERO® is taken up by industry. From our perspective there are not enough solar farms or wind farms in Australia, not by a long shot, and global competition to supply hydrogen will be fierce. It is good to see, therefore, the Federal Government taking the bull by the horns via Chief Scientist Alan Finkel’s national hydrogen strategy.” Commenting on how this potential global revolution in green energy comes to be located here on the Central Coast Mr Horvath said, “We’ve always had a strong presence in the region. Our first facility was on the Coast before we moved to Newcastle. However, the discovery of HERO® and the need to rapidly scale up meant we needed a larger facility and we just couldn’t find the right space in the Hunter. Then the Berkeley Vale facility came up and it was almost perfect – having said that we have already spent $2 million

It will house some of the most sophisticated scientific instrumentation on the globe.” Meanwhile Star Scientific has won the 2020 Global Energy Awards’ Emerging Technology of the Year. Andrew Horvath, Global Group Chairman, Star Scientific Limited said this was a proud moment for the entire team at Star Scientific Limited who have worked passionately to develop HERO® to what it is today. Mr Horvath said, “we were chosen as finalists from some 300 entries from over 36 countries, acknowledged for ingenuity and commercialisation potential. The award recognises that HERO® has created its own category in the energy sector, primed to address a gap that will significantly change global hydrogen use.

Adam Crouch appointed Parliamentary Secretary for the Central Coast The year 2020 started off with NSW Premier the Hon. Gladys Berejiklian appointing Member for Terrigal Adam Crouch MP, Parliamentary Secretary for the Central Coast. The announcement was made in midDecember and came after the Gosford Erina Chamber of Commerce made representations to the Premier when the NSW Cabinet held a Community Cabinet meeting on the Central Coast in September 2019. Following the State Election in March 2019 the Premier abolished the position Parliamentary Secretary leaving the Central Coast region without any direct representation with the Government. Prior to this MLC Scot Macdonald was Parliamentary Secretary for the Hunter and Central Coast from 2015 until 2019. Mr Crouch’s appointment is significant as it recognises the Central Coast as a region in its own right. Gosford Erina Business Chamber, President Rod Dever said, “The announcement is seen as a positive response to the business community from the NSW State Government. “The appointment reinforces the Premier’s words that the Central Coast is important to the government and is certainly on the government’s radar. Having a Parliamentary Secretary for the Central Coast allows for greater representation and provides a stronger voice for the region. “The Coast has so many projects which require continued focus, including the Gosford City Redevelopment, which cannot be left lagging,” Mr Dever said.

New jobs at Kangy Angy Rail Maintenance Facility Central Coast recognised as a region

The purpose-built facility will service and maintain the New Intercity Train Fleet, and features around six kilometres of electric rail lines – seven-tracks across at its widest, access roads, offices and amenities. Inspecting the Facility in August, Minister for Transport Andrew Constance said testing of the facility will continue ahead of the introduction of the New Intercity Fleet later this year. “The Facility has created employment, skills development and business opportunities on the Central Coast during construction and that will all continue into operation,” Mr Constance said. Services across the site comprise: train wash building, traction substation, secu-

rity building, wheel lathe building and maintenance building along with ancillary site works and overhead access bridge off Enterprise Drive. The facility will be operated by UGL Rail, which is part of the RailConnect consortium contracted to design, build and maintain the new fleet. “UGL is currently recruiting for roles in engineering, supply chain, supervision, planning, quality and asset management, with more than 90 positions to be filled over the next 18 months,” Mr Constance said. The design and construction of the facility was delivered by John Holland on behalf of Transport for NSW and will maintain a fleet of 500 train carriages once in full service. Costing $2.3 billion the new Intercity Fleet will service the Blue Mountains, South Coast, Central Coast and Newcastle.

Deputy Premier and Leader of the National Party, The Hon. John Barilaro MP has taken control of regional NSW with the announcement on April 2nd that the NSW Government has a new Department of Regional NSW with him as Minister. Commenting on the change Mr Barilaro said, ‘“The Central Coast is one of the fastest growing regions in NSW and plays an important role in our State’s economy. I have visited the Central Coast many times, as recently as last month, where I visited to learn more about the issues facing communities in the region.” Significantly Mr Barilaro said, “The new Department will have a permanent office based in Gosford, in a newly funded government building. The team located in Gosford focusses on place-based initiatives to address local issues.” “As part of the new Department of Regional NSW, Industry and Trade the Central Coast is eligible for, and has already received, funding for projects and infrastructure from various funds.” “The Central Coast was included in the 20 Year Economic Vision for Regional NSW, launched in 2018. The NSW Government’s aim is to ensure the Central Coast has the infrastructure, jobs, services to be a thriving city hub,” Mr Barilaro concluded.

Work starts on new ING Central Coast home JULY SAW WORK commence on a new $26 million office building at North Wyong for the Gibbens Group to be occupied by ING Australia. ING Australia, which currently operates a call centre at Tuggerah Business Park, will relocate to the new building having signed a long-term lease for 3,600sqm of space over three levels including the ground floor and staff parking for 350 vehicles and will accommodate 600 people. The purpose-built building has been designed to the highest environmental standards with a 4 Green Star rating. It will utilise natural light and provide vistas over Wyong Golf Course. A sprawling garden will give employees the opportunity to work outside of the space to recharge. The ING building forms part of the Wyong Business Park at 4 Dulmison Avenue with a 190m frontage to Pacific Highway and an overall area of 8.26ha which Gibbens Group are developing after acquiring it about five years ago. New facilities for students at Central Coast Grammar School CENTRAL COAST GRAMMAR School at Erina Heights, the region’s premier school and home to over 1,300 girls and boys from Kindergarten to Year 12, has invested over $20M in a new Junior School campus opening in January 2021. The School is currently undertaking a large capital works programme which includes a new Junior School and the conversion of the current K-2 buildings for senior use. Central Coast Clinical School and Research Institute to open in mid-2021 THE CONSTRUCTION OF the $72.5 million Central Coast Research Institute and University of Newcastle Central Coast Clinical School reached a new milestone in November 2020 with the completion of its base-build. Located at Gosford Hospital, the Clinical School will feature a 100-seat lectorial space, seminar rooms, problem-based learning spaces and breakout areas for students, as well as a library. The building will include three simulation labs, and laboratory settings that will expose students to real-life situations they could expect to experience as public health providers when they enter the workforce. Commenting on the project University of Newcastle Vice-Chancellor, Professor Alex Zelinsky, said: “Through our partnership with the Central Coast Local Health District, we are establishing a framework for practical application of lessons in local clinical settings, developing high-quality health practitioners who are reflective of the public health needs of the community in which they will work,” Researchers will have access to dedicated and collaborative spaces, including specialist anatomy, histology and molecular laboratories and a microbiological physical containment level 2 – or PC2 – lab fit to carry out world-class research. The facility will also host the new Central Coast Research Institute (CCRI) operating as a joint venture between the Central Coast

LHD and the University of Newcastle, the Director of the CCRI, Professor Nick Goodwin said, “We know that many people in our community deserve a better care experience and that integrated care is a route towards improving their health care outcomes. We also know that approaches which combine research, innovation, education and knowledge translation help to accelerate the adoption of innovations to achieve such goals.”

Residential property market thrives against all odds THE YEAR 2020 has certainly been an interesting one for Central Coast real estate. Some predicted that the market would crash, however surprisingly, By Jess Verrender the opposite has occurred in our region. While agents reported the slowest April on record, there was still growth on the coast during coronavirus lockdowns. According to CoreLogic, Central Coast property values grew by 0.2 per cent in the March-June period, while in Sydney values dipped down to -0.8 per cent. Since then, the local market has skyrocketed. Annual growth as at 30 November was 8.4 per cent for the Central Coast, while Sydney was just 3.7 per cent. Fortunately for the entire nation, the year has ended on a bit of a high for real estate, with CoreLogic’s November Home Value Indices reporting dwelling value rises across every capital city and rest-of-state region. The success of the Central Coast market has been mainly attributed to new working from home conditions and record low interest rates. Mortgage payment deferrals also helped keep things afloat. The year started out strong, but by the end of March, the industry was forced to adapt to our new world by making a quick pivot to online inspections, 3D tours and video appointments. Director of McGrath Central Coast Jaimie Woodcock said that by June and into July it was becoming quite clear that the doom and gloom of the COVID market was in fact playing out in a very different manner than expected on the Central Coast. “The rush to move from Sydney was on, and we found levels of enquiry, open home inspections and registered bidders at auctions were at unprecedented numbers,” he said. McGrath, the coast’s largest agency with over 100 staff and nearly 2000 properties under management, sold $1 billion worth of property across all sectors in 2020. “During August, September, October and November we’ve seen many suburb records broken, average sale price increases of over 30 per cent in some suburbs, the highest auction clearance rates in Australia,” Mr Woodcock said. “We have some of the most searched suburbs on the main online portals across the country and the rental market is the strongest I’ve experienced in over 25 years in the local market. We’re experiencing inspections on properties with over 50 groups and 20 applications on a property is

The vacancy rate now sits well below 1 per cent across the Central Coast.” Wiseberry Principal Darin Butcher, who owns three offices on the northern end of the coast, gave similar feedback. “The first couple of weeks when COVID hit was tough, but pretty soon the Central Coast was thriving,” he said. “When people from the city realized that they could be more mobile and work from home, it just added a whole new perspective on where you did business, and the Central Coast was just a great spot for people to come who always thought, ‘Hey, I’ll retire on the coast’ or, ‘I want to go there one day’ and they just made it happen.” Mr Butcher also noticed an increase in investors buying into the region. “We can see by that supply and demand that the rental prices have gone up. There’s no question about it, and they’ll continue to go up. they are getting excellent returns. There is also talk of more interest rate drops – we are hearing about rates under two per cent, which is unbelievable.” Mr Woodcock said that there was an emerging market for properties over the $5 million mark on the Central Coast. “We’ve seen numerous sales this year, even over $6 million, and there’s no shortage of buyers prepared to pay these prices for quality property,” he said. “The big winners for me have been the rural market and the quality built homes near the beach. I’ve seen sales that represent a 40 per cent increase in value in the past 12 months alone around these two sectors.” Holiday house specialist Cathy Baker of Belle Property Central Coast said that throughout 2020 she had experienced high end holiday home inventors paying up to double figures for holiday homes, with some luxury holiday returns providing over $250,000 pa in returns. “The new trend is holidaying locally with family and friends, with overseas holidays replaced by holiday homes purchases,” she said. “I don’t see this changing in a while.” While the prestige market has performed well, local renters are finding it increasingly difficult to find a property, as Sydneysiders swarm the market and vacancy rates drop to a staggeringly low 0.5 per cent. In the previous edition of Central Coast Business Review, Ray White Terrigal agent Rod Amos suggested that the situation could see the region on the verge of a social crisis. “Less than 1 in every 200 rental properties is available for rent. This presents a dire situation, a potential homelessness scenario,” he said.

Chairman and major shareholder, Jack Singleton, said that the location in Enterprise Close, West Gosford to service the region was a decision based on data that showed the Central Coast was the ninth biggest market in Australia and growing, and as a distribution centre across the Coast and into Newcastle West Gosford is the most effective location. Not only that, with the opening of North Connex very soon it will be the right location to service the northern suburbs of Sydney. “The data we have shows that spending on flowers on the Central Coast is strong and growing and the average price per sale is above the industry average,” said Mr Singleton.

“We also see a strong market here for corporate gifts,” he said. “Our plan is to have 10 delivery centres servicing the major cities and 10 centres across regional Australia over the next five years,” Mr Singleton said. Erina company outfoxing shoplifters In the retail trade its called 'shrinkage,' but it is straight out theft. An Australian-based study has found that shoplifting is surging, with major retailers losing over $3.3 billion last year alone. Shoplifting is so prevalent that it has spawned an entire industry with shoplifters working together and operating their own how-to-steal websites," says Robert Bodill, Co-owner and Managing Director of Erina based manufacturer of a new innovative anti-theft device for clothing stores, FoxGuard Security. For the past fifteen years, Mr Bodill has been importing and distributing a range

A first for the Coast’s food industry CEO’S OF THE region’s largest food manufacturers met in February to discuss potential collaborations that would benefit both the industry and the region. The CEO’s forum was hosted by Sanitarium at their head office at Berkeley Vale. Commenting on the meeting, Frank Sammut, Executive Officer of Central Coast Industry Connect (CCIC) said. “I have worked in the food sector for over 30 years, and I believe that this is a first for our region to have all the CEO’s of our largest food companies come together to lead the charge for stronger collaboration throughout the sector. This sort of thing doesn’t happen readily and I am excited to see where it leads” he said The Central Coast Food Alliance (CCFA) has created a great foundation off the back

of a strong 2019 and saw an opportunity to continue this momentum into 2020 by initiating this industry CEO forum. “Whilst the larger portion and backbone of the food industry is small business, it is important to recognise that the region has some of the country’s largest food manufacturer’s head offices located here, and it is vital to have their commitment and collaboration to see continued growth as a sector “said Dan Farmer, General Manager of the Central Coast Food Alliance. The event was conducted over breakfast and through a round of introductions the desire for collaboration was apparent. Companies represented were Sanitarium, Cordina Group, Mars Food Australia, Agrana Fruit Australia, Life Health Foods and TrendPac.

Business and operational challenges were discussed openly with many areas of opportunity quickly identified. The role for CCFA will be in facilitating collaboration and delivering programmes of change, something that was well received by the forum. “Being that this was a first for the local sector, we wanted this meeting to be all about the industry leaders to get to know each other and build trust. I was really impressed to see such strong commitment from the CEO participants to future forums such as this, and it was very clear that they valued the connection, the thought leadership, and the enhanced opportunity to make a difference” said Peter Crane, Chair of the Central Coast Food Alliance.

Chamberlain to lift output following Atlanta USA Expo Chamberlain Group is expecting output of their Grifco Poultry Winch, which is made at their West Gosford factory, to increase by 12% and generate $2.5 million worth of sales following their attendance at the IPPE (International Production and Processing Expo) in Atlanta in January. The IPPE is the world’s largest expo for the Poultry Industry with 25,000 people from around the world visiting. The Grifco Poultry Winch is the leading poultry winch in the Australian market and was showcased at the IPPE by partnering with the largest supplier of poultry equipment in the USA which has a global footprint. Commenting on their success at

the Expo Chamberlain Group’s Head of Operations – Oceania, Graeme Sheekey, said, “Our plan is to supply Australian made winches to Chore-Time who will distribute throughout USA, Canada and Mexico in 2020 and potentially in Asia down the track.” Chore-Time is one of the world’s largest providers of poultry and egg production systems and the Grifco poultry feeder and drinker winch, which is designed for Australian conditions, are recognised throughout the Australian poultry industry as the benchmark for workmanship and reliability. Phoenix was set up in 2016 by Marc Roberts, David McPherson and Josh Searle who had worked together in a similar business which was forced to close. operating surplus of $65m, which was predominantly driven by a one-off operating grant of approximately $40m. “In respect of staffing there are now 250 more people (FTE) employed now than at the time of the amalgamation. Additionally Council embarked on a number of expansive initiatives, some with highly paid staff that resulted in employee costs outstripping projected growth. Actions are in-train to deal with this situation, however the willingness of lenders to provide necessary further loans [either private or public] is totally dependent upon the Council embarking on an urgent turnaround strategy to ensure next year’s budget is at least ‘break even’.

The Central Coast is made up of 107 urban and rural suburbs and villages that are serviced by eleven Business Centres. Their commercial characteristics are set out below to provide a snapshot of the region. Many of these suburbs are best described as villages or towns and not all are serviced by retail precincts. Retail precincts vary in size from a few shops to substantial retail strips like Killarney Vale and Budgewoi while others are anchored by shopping centres. GOSFORD CBD Gosford is a major public transport hub with rail and bus interchange and direct road links to Sydney and all other areas within the region. The CBD and surrounds is presently undergoing a major transformation that is seeing significant investment in residential developments resulting in a growing residential population within a two kilometre radius of the CBD that will need to be serviced. The NSW State Government’s Central Coast Regional Plan 2036 nominates Gosford as the Regional City. Significantly Gosford is located within the Regional Plan’s Southern Regional Growth Corridor which extends from the Somersby Industrial Estate in the west to Erina in the East. Professional and commercial services Professional and commercial services within the CBD include all major trading banks as well as building

Construction of a $32 million redevelopment of Gosford Private commenced in 2020 and will be completed in 2021 Numerous medical specialists and paramedical services operate in and around the CBD that have the effect of attracting large numbers of people accessing these services. Research Institute and Medical School - The University of Newcastle’s Faculty of Health and Medicine is establishing the Central Coast Research Institute and Medical School within the Gosford Hospital Precinct. Construction started in mid 2019 on this $72.5 million project due to open in early 2021. Education – Schools within the CBD area include Gosford High School - an academically selective high school, Henry Kendall High School, Gosford Primary School and Gosford TAFE.

WEST GOSFORD West Gosford is located on the Central Coast Highway at the gateway to the Central Coast and bordering Gosford CBD. Four motels are located on this road along with the Gosford RSL Club a leading entertainment venue. This Club is planning a major rebuild and has lodged a DA with Council for a $31 million development on their site. West Gosford is a composite suburb of retail, bulky goods retail and commercial as well as retaining a light industrial area. Riverside Park comprises a 4-level commercial office tower and GP Super Clinic as well as a bulky goods retail complex. Retail - West Gosford Shopping Centre caters for local residents and business and in surrounding areas.

In March 2019 the University of Newcastle announced that it will establish a $250 million Gosford Campus in the CBD offering a range of business, law and communications courses. The Federal Government has committed to Student Places while State Government support is yet to be announced. Contact Centres - Major corporations have established Contact Centres in the Gosford CBD. They include: APIA, NRMA Membership Services, NRMA Roadside Service, Qantas Assure, ANZ Wealth, SafeWork NSW, NSW Long Service Leave Corporation. Government – Central Coast Council’s southern Council Chambers is in Gosford. Government departments in Gosford include: Department of Premier & Cabinet, Department of Financial Services, Long Service Leave Corporation, SafeWork NSW, Department of Regional Development, Australian Taxation Office. Digital and Creative Businesses – The NBN supports a growing number of digital and creative businesses in the CBD with Fibre-to-the-Premises service. Sport - The 20,000-seat Central Coast Stadium, overlooking Brisbane Water, is regarded as one of the finest stadiums in Australia. Gosford Golf Club, Gosford Tennis Club and Gosford Race Club are located on the perimeter of the CBD. Gosford Sailing Club is located near the Gosford Boat Harbour. Residential – High rise residential construction, within a radius of two kilometres of the CBD, is seeing a substantial increase in the population over the next few years. Late 2018 and during 2019 around ten high rise residential apartment buildings were completed. A similar number were under construction in late 2019. Other developments are in the planning stage.

Bulky Goods Retail - Retailers include: Officeworks, Domain, Spotlight, Bunnings Warehouse and Riverside Park Homemaker Centre. Accommodation Gosford RSL Club operates the Galaxy Motel, a 4-star 50 unit complex as well as the Ashford Motel with 43 units, both located on the Central Coast Highway. Other motels include: Gosford Palms Motor Inn, Waterfiew Gosford Motor Inn, Ibis budget Gosford. Entertainment - Gosford RSL Club is an entertainment venue servicing the area. The Entertainment Grounds. Operated by the Gosford Race Club, The Entertainment Grounds are an outdoor – indoor multi-purpose community facility for functions, events and festivals as well as horse racing. Light industrial Area - An extensive light industrial area makes up a large part of the West Gosford precinct.

Business Centres ERINA Erina is situated on the Central Coast Highway, the main arterial road to the Region’s beaches, and is 5.5 kilometres from Gosford. An excellent public transport service runs through Erina. Within the Erina business precinct is the regional shopping centre Erina Fair, commercial and retail developments and a light industrial area. Surrounding the business area are several retirement villages along with a residential area that has developed over the past twenty years. In recent years a critical mass of medical services from general practitioners to specialists and supporting services have established in Erina. Retail - Erina Fair Shopping Centre, is the 22nd largest shopping centre in Australia attracting some 12 million people each year. THE PENINSULA Woy Woy, Ettalong Beach and Umina Beach make up the area known as The Peninsula – a unique residential and holiday area in the south of the region. It appears isolated from the rest of the region due to the large expanse of Brisbane Water that surrounds and separates it from other town centres; however, this is regarded as its greatest asset. Woy Woy Woy Woy is situated on the shores of Brisbane Water and is a retail and commercial centre servicing The Peninsula. It is also The Peninsula’s public transport hub with rail, bus and ferry services converging to service the area. Two shopping centres are located at Woy Woy: Deepwater Plaza Shopping Centre and a smaller centre, Peninsula Plaza. Commercial services at Woy Woy include all major trading banks, lawyers and accountants. Brisbane Water Private Hospital services the whole Central Coast region. Ettalong Beach Ettalong Beach, situated at the entrance to Brisbane Water, is traditionally a tourism area, although for many years it has seen a permanent residential population take hold. A scheduled passenger ferry service operates between Ettalong Beach and Palm Beach. Umina Beach In recent years Umina Beach Town Centre has been transformed into a strong destination retail precinct with major retailers Woolworths, Coles, Aldi and Bunnings being in the main shopping strip. The retail offer at Umina Beach is now such that it attracts customers from a much wider area that includes Kariong and Empire Bay. With the NRMA owned Ocean Beach Caravan Park and other holiday accommodation in the area, Umina Beach attracts a strong seasonal tourist population.

OURIMBAH Ourimbah is located near the junction of the Sydney-Newcastle M1 Expressway and is serviced by a scheduled rail service between Sydney and Newcastle. The University of Newcastle Central Coast Campus is in Ourimbah along with a Hunter Central Coast TAFE Campus and Central Coast Community College. The Department of Primary Industry’s National Centre for Greenhouse Horticulture is located within the University precinct. A small retail village services the surrounding residential area. Electricity utility Ausgrid’s Regional Support Facility employing about 300 staff is based in Ourimbah and service the entire Central Coast region. Close by is Kangy Angy where the NSW Government has located a new Intercity Train Maintenance Facility to service the new Intercity Train Fleet that will operate between Central Coast, Newcastle, Blue Mountains and South Coast.

TUMBI UMBI Originally a residential and semi-rural suburb midway between Tuggerah and The Entrance, Tumbi Umbi is home to Mingara Recreation Club, the largest licensed club in the region and adjacent Glengara Retirement Village, medical centre and fast food oulets. Business Centres TUGGERAH Tuggerah is geographically at the centre of the Central Coast region and is located 4 kms south of Wyong Town Centre at the convergence of the Pacific Highway, the M1 Motorway and Wyong Road (which leads to the coastal suburbs) and the main northern rail line. Retail - Comprised within the Tuggerah precinct is the major regional shopping centre Westfield Tuggerah, Tuggerah Super Centre, Bunnings Warehouse and other major discount retailers. WYONG Wyong Town Centre is a transport hub for rail and feeder-bus services from outlying northern Central Coast areas including Warnervale, Toukley and Budgewoi. Central Coast Council’s northern administration office is at Wyong. Retail – Wyong Village Shopping Centre and an Aldi Supermarket provide the major retail offering in Wyong complimented by street front retail shops. Mercure Kooindah Waters Residential Golf & Spa Resort is located a few kilometers from the Town Centre and comprises an 18-hole championship golf course, golf club and 100-room luxury resort surrounded by a home residential development. Entertainment - Toukley RSL Club is the largest business in the town. Retail Precincts This section sets out those Retail Precincts on the Central Coast with a wide range of offerings whether they feature shopping malls or not. In some suburbs the sole retail offering is centered on a shopping mall while in others the sole retail offering is a supermarket complex with complementary offerings. Retail precincts on the Central Coast from north to south are: Budgewoi Located between Lake Munmorah and Budgewoi Lake, Budgewoi is provides a limited retail offering anchored by a Coles Supermarket. Other services include fast food outlets, real estate etc. Lake Haven The major retail offering a Lake Haven is the Lake Haven Shopping Centre that services the northern suburbs of the Central Coast from Warnervale and Toukley to Doyalson and beyond. Major stores in this centre are: Coles Supermarket, Aldi, Woolworths, Kmart, JB Hi-Fi, Within the Lake Haven retail precinct is a Homemaker bulky goods complex with Harvey Norman Discounts store and nearby Bunnings Warehouse. Toukley Toukley’s Main Road shopping strip features a wide variety of retail and service offerings including a Coles Supermarket within the retail precinct. An Aldi Supermarket is located at East Toukley Wyong Wyong Village Shopping Centre and an Aldi Supermarket provide the major retail offering in Wyong complimented by street front retail shops with a wide variety of offerings and services. (See also under Business Centres) Tuggerah Comprised within the Tuggerah precinct is the major regional shopping centre Westfield Tuggerah with major tenants including David Jones, Big W, Target, TK Maxx, JB Hi-Fi, H&M, Aldi, Woolworths, Coles. Tuggerah Super Centre, Bunnings Warehouse and other major discount retailers catering to the homemaker market are also located in the Tuggerah Retail Precinct. The Entrance Anchoring the retail offering at The Entrance is the Lakeside Shopping Centre with an extensive retail shopping strip catering mostly to the visitor market.

Long Jetty The Long Jetty retail area extends along The Entrance Road and comprises a majority of second hand clothing, furniture and bric-a-brac shops along with a growing number coffee and food shops catering to a younger market segment. Bateau Bay Bateau Bay Square is anchored by Coles, Kmart, Aldi and Woolworths stores and services an extensive surrounding area. Killarney Vale The shopping strip along Wyong Road at Killarney Vale is anchored by a Coles Supermarket. Gosford While Gosford is a commercial centre it nevertheless has a large retail offering to service those who work in the city as well as the many thousands who visit daily to access commercial, professional, medical and social services along with a growing residential population. The Imperial Shopping Centre anchors the retail precinct. Dining – Gosford CBD features around fifteen cafes and restaurants including the Bon Pavillion and Central Coast Leagues Club. Erina Erina Fair Shopping Centre is the 22nd largest shopping centre in Australia attracting some 12 million people each year. Major stores include: Myer, Aldi, Big W, Coles, Kmart, Woolworths, JB Hi-Fi Also located in Erina are discount retailer, Harvey Norman and some twenty other national brand name furniture and electrical retailers. Home renovation retailers and interior design consultants also have premises in Erina. This grouping of homeware retailers provides an unusual critical mass making Erina a magnet for home buyers and renovators. Terrigal The Terrigal retail precinct caters primarily to the region’s visitor market with a large number and variety of food outlets. LISAROW INDUSTRIAL AREA is situated five kilometres north of Gosford and is located on the northern and southern sides of the railway line.
