WELCOME TO THE CCBR 2019 Year Book – The Year in Review.

2019 has been a year in which much of the economic activity generated over the past five years continued to flow through and indeed some of this will continue into 2020, as you will read in the pages ahead.

Generally speaking, the focus of growth has been centred on Gosford and this will extend into 2020 and the year after.

Residential developments in and around the CBD are changing Gosford and we are seeing a new dining precinct emerge. This has been driven largely by the opening of The Bon Pavillion in the Bonython Tower early in 2019 which set a new standard in eating for the whole Central Coast.

Since then a number of new restaurants have opened in the CBD to cater for an increasing population.

One of the most significant events in 2019 was the granting of a mining licence for the Wallarah 2 Coal Project in the north of the region. This mine will create a lot of jobs and even more during its construction.

Of course it was, and still is, opposed by those who like to oppose everything.

The coal company carried out numerous environmental studies all of which showed there would be no environmental damage and to their credit both state and federal governments approved the mine and construction should start next year.

Another job generating facility which was opposed by the local residents is the Intercity Train Maintenance Facility at Kangy Angy, a huge $200 million project which, again, will employ a lot of people – Central Coast people. This will open in 2020.

The Central Coast is desperate for job generating businesses to establish in the region. Far too many residents have to commute each day to work and that has enormous implications both social and economic.

The Warnervale Airport is another huge job generating project if the activists who have been fighting against it for almost 30 years could be put in their box and allow it to develop. Fortunately, the Minister for Planning and Public Spaces has decided to review the Act which prevents this airport from reaching its full potential as a General Aviation Airport.

It is indeed very unfortunate that the future of this Airport will always remain in the hands of the Central Coast Council.

We need to understand that the future of our region rests with the under 50s in our population who want to bring up their families confident that there is a future for them and that they will have plenty of opportunities to prosper.

On a very positive note it is good to see work start on a Medical School and

Research Institute for the University of Newcastle at Gosford Hospital.

This is a game changer for the Central Coast as it will provide opportunities for young people to get a tertiary education without leaving home.

On that note we should acknowledge that it was the Member for Robertson Lucy Wicks whose initiative got this facility for Gosford.

And for Gosford there is even more good news as the University of Newcastle under the leadership of Vice Chancellor Prof Alex Zelinsky is now planning a Gosford Campus within the next five years.

All we need is for the State Government to provide the land and the Federal Government to provide the student places.

Education is a basic right and this Campus will encourage our young people to aspire to a higher level of learning.

A University of Newcastle campus in Gosford along with the Medical School and Research Institute will be an absolute game changer for Gosford and the Central Coast.

It will provide new education opportunities and create a considerable amount of employment.

In the run up to the State Election the Premier promised that Gosford would be one of four Education and Employment Precincts in the Sydney Central Coast areas.

We trust that the new Government will deliver on this promise.

The changing face of Gosford

IT SEEMS AN impossible dream. Held back for over forty years by its civic fathers, the city of Gosford has become a blank canvas for those people with vision and the dollars to move in and create a new trajectory for the future.

The 2016 Census revealed that the population of Gosford, North and West Gosford was 8,550. By the time of the next Census in 2021 that population will easily have increased by over 50% and if all the projects that are now being considered for Gosford come off, which it is highly likely they will that figure could double.

In 2014 the Minister for Planning Rob Stokes said, “The NSW Government is committed to rejuvenating the Gosford business district and again making the waterfront a focal point for the community. This project reflects the NSW Government’s commitment to revitalising the Central Coast economy.”

He was referring to the demolition of the Gosford Primary School and since then both Federal and State Governments have committed to Gosford’s growth firstly with the Australian Taxation Office moving into a purpose-built building on the site in 2018 and in late 2018 the Department of Finance, Services and Innovation moved into a $50 million 7-level office development developed by St Hilliers.

In 2017 a new Minister for Planning, Anthony Roberts set out to create a positive investment climate for investors and property developers. By October 2018, a new State Environmental Planning Policy (SEPP) and Gosford City Design Advisory Panel was put in place resulting in the Department of Planning directly receiving dozens of enquiries from land owners and property developers.

“I said when I launched the new Gosford City Centre planning measures that it was Gosford’s time to shine. I am delighted in the increased interest in Gosford City Centre. Gosford has fabulous potential and momentum is building towards achieving that potential,” said Minister Roberts.

Gosford Health Precinct Earlier, in February 2015 then Minister for Health Jillian Skinner announced the redevelopment of Gosford Hospital, a $368 million project that would be the genesis of a Health and Education Precinct in Gosford.

Completed in 2017 the new Gosford Hospital has become the focus for the entry of the University of Newcastle, a partnership with the NSW and Federal Governments, to establish a Medical School and Research Institute in Gosford.

Work started in late 2019 on the twin tower construction of the Medical School and Research Institute on top of the Gosford Hospital Car Park, a $32.5 million commitment by the NSW and Federal Governments plus $20 million from the University of Newcastle.

Confidence factor spurs investment in Gosford With the completion of the Bonython Tower and Merindah Apartments residential developments (see Page 7) in the Gosford CBD the stage has been set for a new wave of developments that will drive the Gosford dream into a new reality.

In October 2019 Sydney property developer, ICC Development Group, developer of the Sofitel Darling Harbour announced that they would build a 167 room $400 million 4-star hotel – The Archibald – on corner of Mann and Donnison Streets, Gosford.

The development will comprise two towers 25 and 26 storeys high and will comprise 300 residential apartments, hotel, restaurants and shops and will feature a roof-top bar.

ICC Developments CEO Harold Dakin said that construction would commence in early 2020 and be completed by the end of 2022.

The Lederer Group owns the Imperial Shopping Centre Gosford and underwent a $18 million makeover in 2015.

Subject to receiving development consent, Lederer are targeting commencing construction in late 2020.

St Hilliers is one of Australia’s leading private, integrated property and construction groups. Having completed the first stage of the Central Coast Quarter project which comprises the Department of Finance Building in Gosford, St Hillers in September 2019 lodged a masterplan DA with the NSW Department of Planning for an integrated mixed-use precinct with a hotel, residential apartments, food, beverage and retail outlets and multiple public thoroughfares to be known as Central Coast Quarter. The development has been designed to revitalise the southern end of Mann Street, Gosford.

UON’s plan for Gosford Campus THE UNIVERSITY OF Newcastle plans to be a major player in the new Health Innovation and Education Precinct that could transform the Gosford CBD and make Gosford a global player in health innovation.

The Precinct would have three major institutions. Already in place is the upgraded Gosford Hospital. The University’s new medical school and the Central Coast Research Institute is under construction, with the first class of medical students due to start in 2021. The Research Institute’s Director, Professor Nick Goodwin, has already started working on making the Institute a world leader in integrated healthcare. The last piece of the puzzle would be a University of Newcastle Gosford CBD Campus and Innovation Hub. The Campus would offer a broad range of unique courses developed to suit the educational and economic needs of the Coast, as well as in-demand courses for local students. It would attract students into the CBD and help overcome barriers to attending university.

The Innovation Hub would form the fourth node in the University’s Integrated Innovation Network, known as I2N, offering working space, training, mentoring, events, and globally connected courses in enterprise skills for tech-heavy start-ups. After just three years of operation, I2N has 5 spin off companies and 16 start-ups, and has welcomed 6,000 people through the doors.

Local Member Lucy Wicks, who has long championed the vision for Gosford to become a national centre of innovation excellence, secured Federal Government support of $18 million towards the campus.

The University has similarly committed $18 million towards the first stage of the Gosford Hospital precinct capital build and are working to secure other elements of the plan to ensure the proposed Campus’s longterm viability for the people of the Coast.

The University’s Vice-Chancellor, Professor Alex Zelinsky AO said the Campus would deliver on the University’s mission on the Central Coast.

“The University has a mission to provide the people of the Central Coast with new opportunities through education and research. This Campus would help us deliver new courses, new pathways to study, an Innovation Hub and enterprise skills. It would drive economic activity on the Coast, attracting new industries and creating jobs” Professor Zelinsky said.

In 2019, the NSW Government also named Gosford as the site of one of four

new Education and Employment Precincts and pledged to work with the University of Newcastle to make this happen. The University is continuing to work with the NSW Government to ensure a strong partnership that will underpin a successful development.

With three strong anchor institutions in place, Gosford will become a true regional capital and destination.

The University of Newcastle has been on the Central Coast at their Ourimbah Campus for more than 30 years, offering students choice and support to move to and through higher education. The proposed CBD Campus could create Gosford as a hub of innovation and opportunity for the next 30 years.

PROFESSOR NICK GOODWIN has been appointed Director of the recently created Central Coast Research Institute (CCRI), a joint venture between the Central Coast Local Health District (CCLHD) and the University of Newcastle.

Recognised internationally as the leading authority and advocate for integrated care over twenty-five years, Professor Goodwin, 51, took up the position after arriving from the UK in July.

He was Co-Founder and CEO of the International Foundation for Integrated Care based in Oxford for the past eight years and Editor in Chief of the International Journal of Integrated Care.

The CCMSRI is part of a wider ambition to create a Health and Wellbeing precinct in Gosford that will become a world-class facility supporting clinical research and education. The investment should result in an influx of several hundred researchers, medical students, nurses and other health professionals living and working on the Central Coast. The intention is also to provide new educational opportunities locally, for example in helping develop new careers in community-based services.

The CCRI’s core focus will be on integrated care and population health – in other words, activities that help redesign the care system so that it becomes less fragmented and costly whilst simultaneously maximising people’s health, wellbeing and independence.

Working at the interface between research and practice, Professor Goodwin has spent more than 20-years seeking to advance integrated care in policy and practice internationally. Working with regional and national governments, as well as supranational agencies like the World Bank and World Health Organisation. He has led efforts in the adoption of integrated care policies in many countries. In 2011, he was co-Founder of the International Foundation for Integrated Care based in Oxford in the UK, a start-up that has grown to encompass more than 30,000 members and which operates through collaborating centres around the world including the University of Newcastle in Australia.

Nexus full, 2020 expansion planned

Nexus Hub Wyong ALL OFFICES AT Nexus Business Hub, the centre of the Henry Kendall Group’s Golflinks Commercial Campus at North Wyong are now full following Central Coast Council leasing the top floor in late November.

Council’s leasing of 852 sqm of space for their IT Department means that Henry Kendall Group will now expand on the southern side of the Nexus building adding

approximately 500 sqm of offices, workstations and event space.

Commenting on the growth of Nexus in recent years HKG Managing Director Damien Wilde said, ‘We are seeing the organic growth of an ecosystem for small business with Nexus as the hub of this ecosystem as our workstation memberships continue to grow.”

Mr Wilde said that he is currently negotiating with a café operator to take an indoor

and outdoor space on the ground floor at Nexus.

“We have a DA approval for a 3,500 sqm commercial building on the site. Given the recent activity in the enterprise corridor with Servers Australia, Nexus, ING and Central Coast Council we are confident that we will be able to start construction for this building in the next 12 to 18 months,” he said.

Key to the success of Nexus is the ICTY infrastructure at the Golflinks Campus which comprises a data centre with Gigabit connectivity, multi-homed and multi-pathed fully redundant fibre network with 10GB connections already live within the Campus.

Wyong mine approved IN AUGUST 2019 the Wallarah 2 coal project was granted two mining leases by the NSW government, bringing the $800 million underground mine a step closer to reality.

The decision has been applauded by the mine owner, the minerals council and the mining union, but as expected was criticised by environmental groups despite them having lost their case in the NSW Land and Environment Court earlier this year.

The government said that the state would receive $830 million in royalties over 28 years.

Wallarah project manager Kenny Barry said that if things went smoothly, the mine could be ready to go underground in 2021 or early 2022.

Both sides agreed that the granting of the licences was a consequence of an approval for the project granted in January last year by the planning assessment commission.

The Australian Coal Alliance had opposed the validity of the 2018 approval in December last year, and their case was dismissed by the NSW Land and Environment Court on March 22 the day before the election.

The Wallarah 2 mine has been a quarter of a century in the planning, with the original exploration licences for the Wyong coal reserves issued by the Carr State Government in 1995 (see CCBR May 2019).

Mr Barry said the project had been through an “exhaustive and bruising� approvals process, and the joint venture partners were “very happy� with the granting of the two leases.

CFMMEU mining and energy division northern president Peter Jordan said the union welcomed the mine, which has approval to extract 5 million tonnes of coal a year for export. “Our industry needs fair rules that are consistently applied to give operators, investors and workers some certainty,� Mr Jordan said. “The community has been waiting for a long time for the jobs that will flow from this project. As with any project, our focus

will be on representing workers and making sure the project delivers permanent, secure jobs.�

Minerals Council chief executive Stephen Galilee said Wallarah 2 had been “a political football at successive state elections� but all of that was now “in the past�. “This has been one of the most scrutinised mining projects in NSW history, subjected to repeated assessment over a ridiculous 16-year period, including by independent scientific experts, the Department of Planning, and the Independent Planning Commission, before receiving a positive determination last year,�

Mr Galilee said, commending the government for granting the lease.

CSR Hebel opens new $75 million plant at Somersby

CSR Hebel’s new facility at front and older facility adjoining IN OCTOBER 2019 over 200 people attended the official opening of CSR Hebel’s new state of the art Autoclaved Aerated Concrete (AAC) manufacturing facility at Somersby with CSR Chairman John Gillam saying that it represented a landmark $75 million investment for CSR. One of the Central Coast’s leading manufacturing companies employing some 140 people CSR began production of Hebel in Australia at Somersby almost 30 years ago and remains the only local manufacturer of AAC in Australia and New Zealand.

“This will allow Hebel to double its current capacity and continue to service the growing demand of the Australian hous-

ing market for innovative, quality building products such as Hebel,” Mr Gillam said.

Planning for Hebel’s new plant began over four years ago, and the focus has remained on the local economy and minimising the carbon footprint. This has underpinned the decision to work with local suppliers, manufacturers and products sourced in the region where possible.

As a result, much of the $75 million spend has been spent locally in Australia, and once the plant is running at full capacity, 45 new jobs will have been created for the local community on the Central Coast, a point noted by Julie Coates, CSR CEO and Managing Director, in her welcome speech.

Border Express opens new $9 million freight depot at Tuggerah Intercity Fleet Maintenance Facility to open in 2020

Border Express’s new Central Coast Freight Depot at Tuggerah EARLY 2019 SAW Border Express open a new $9 million freight depot at 27 Reliance Drive, Tuggerah Business Park.

The 4,500 sqm custom-built facility on a 1.5 hectare site has been designed to service the Central Coast region into the future, as Border Express embeds itself as part of a growing Central Coast economy.

Border Express had serviced the region from its Cameron Park branch, which services Newcastle and the Hunter.

The depot has the capacity to receive

Border Express’s interstate linehaul trucks and efficiently separate and transfer parcels and bulk freight for distribution across the region.

The new facility will enable the company to provide overnight service between Sydney, Melbourne and Brisbane for Central Coast businesses with next day delivery and afternoon pick-up.

The company employs some thirty staff at Tuggerah, including sub-contract delivery drivers.

Construction on the State Government’s $300 million Intercity Fleet Maintenance Facility at Kangy Angy progressed well throughout 2019.

Works across the site which comprise: train wash building, traction substation, security building wheel lathe building and maintenance building along with ancillary site works and overhead access bridge off Enterprise Drive are now all well underway in line for completion in 2020.

Employing some 200 people this Facility will become one of only a few large employers in the manufacturing/maintenance sector on the Central Coast.

The Facility is being delivered by John Holland Group for Transport NSW and will maintain a fleet of 500 train carriages once in full service.

The new Intercity Fleet will service the Blue Mountains, South Coast, Central Coast and Newcastle.

$380 million development for Gosford Health Precinct

Initially announced in early 2019 concept plans for a $350 million Northside Medical Precinct on the corner of Racecourse Road and Faunce Street, West Gosford were unveiled by the developers at a community drop-in session in late August.

Since the original plans were announced in February 2019 the State Significant Development Application has been made to the Gosford City SEPP’s Design Excellence Panel which proposed and

approved a variation to the design which was taken to the community for comment.

The Northside Private Hospital will form the largest part of the proposed medical precinct. The hospital development will include 14 operating theatres, 224 inpatient beds, an intensive care unit, radiology department, pathology centre, pharmacy and a mix of food and retail.

There will also be physiotherapy and rehabilitation clinics, a geriatric unit and a mental health unit.

Once completed it would become the Central Coast’s largest private medical facility.

Located 600m from Gosford Hospital the development is a joint venture between local developers, Northside Group (Gibbens Group and Commercialhq) and AA Crown Holdings The hospital is expected to be up and running by 2022.

$30 million North Side Medical to complement new private hospital To be located adjacent to the new private hospital Gibbens Group and Commercialhq will develop a complementary $30 million facility, North Side Medical Gosford offering suites from 20 sqm to 20,000 sqm with extensive car parking.

Two of the Central Coast property developers, Commercialhq and the Gibbens Group, purchased the former Ausgrid Depot on the corner of Faunce Street and Racecourse Road, Gosford in late 2018.

Their plans to develop the 30,000 sqm site, just a kilometre from the new Gosford Hospital, as a health precinct leveraging off the new hospital and medical school were advanced very quickly when they were approached by AA Crown Holdings Pty Ltd a Wollongong based company that had developed the Ramsay Health Care operated Wollongong Private Hospital in 2015 at a cost of over $100 million.

Central Coast Grammar School investing in next generation education CONSTRUCTION OF A new K to 6 junior school for Central Coast Grammar School at Erina Heights will accelerate the school’s capacity to deliver the next generation education at the heart of its strategic plan. Projects over $5 million now out of Council hands A LANDMARK ANNOUNCEMENT by the Minister for Planning and Public Spaces The Hon Rob Stokes MP and Member for Terrigal Adam Crouch MP on 26 August will take all Development Applications over $5 million out of Central Coast Council’s control.

Commenting on the move which was in response to the Kaldas Report released in late 2018 the Minister said, “I am delighted to announce that Central Coast Council has been added to the network of LPPs across NSW with the introduction of a Local Planning Panel (LPP) for the Central Coast.,” Mr Crouch said.

The move comes after two frustrating years for builders, developers and investors who have had complying developments refused by Councillors and approved after being taken to the NSW Land and Environment Court.

Delays and legal costs are reminders of the worst days of the former Gosford Council.

“This will bring greater transparency and accountability to our region’s planning system,” said Mr Stokes. “The Central Coast is growing and the new LPP is needed to ensure that major developments are planned and delivered in a strategic way.”

Member of the Legislative Council The Hon. Taylor Martin said the Central Coast community had been calling for a LPP since the NSW Government first introduced the policy.

“We know that by 2036 an extra 75,500 people will call the Central Coast home, which is why our community deserves the same planning certainty as our city

ING Bank’s new Call Centre for Wyong

The fight for Warnervale Airport

Architectural image of proposed ING call centre building at North Wyong CENTRAL COAST PROPERTY developer Gibbens Group have lodged a Development Application with Central Coast Council for a 4-storey office building at 4 Dulmison Avenue, Wyong (on the edge of the North Wyong Industrial Estate).

The building, with a construction cost of around $11 million will comprise a total gross floor area of 5,519 sqm on a 12,268 sqm site and will include a ground floor café and outdoor garden / breakout area. Secure external car parking for 300 vehicles is provided for.

It is understood that three levels of the building will be occupied by ING Bank call centre.

ING have operated a call centre in Tuggerah Business Park for about 25 years.

The site on which the ING development is proposed covers 8.26 Ha and comprises several industrial buildings known as Wyong Business Park. The property was acquired by Gibbens Group about four years ago.

Its been a running sore for almost 30 years with the development of Warnervale Airport which has been opposed by a small number of activists.

In October the Member for Terrigal, Adam Crouch announced that the Minister for Planning and Public Spaces, the Hon. Rob Stokes MP, would carry out a review of the regulatory framework for Warnervale Airport, to provide the Central Coast community with certainty about the future of this important asset.

The review will look at the Airport’s operations under the Warnervale Airport (Restrictions) Act 1996 and assess how the Airport should be managed and regulated into the future.

During the review period, the Department of Planning, Industry and Environment proposes to not take compliance action against the Airport operator on the statutory limit of daily take offs and landings.

Mr Crouch said the review was a win for the Central Coast community, community groups, local authorities and everyone that interacts with the Airport.

“I have been in constant contact with the Minister for Planning and Public Spaces to ensure the needs of the Central Coast Aero Club are aired at the highest levels within the NSW Government. I am delighted that the Department will not take compliance action while we plan for the future,” Mr Crouch said.

“The Airport is a critical asset for the Central Coast as it provides training for the

next generation of pilots and also access for emergency services,” said Mr Crouch.

A marathon three-hour debate at Central Coast Council’s 12th August meeting over the future of the Warnervale Airport with some 200 supporters in attendance descended into a farce after a Rescission Motion (Item 6.1) by Councillor Best FAILED and the Gallery erupted.

The Rescission Motion to overturn Councillor Greenaway's motion from the 8th July meeting to stop mowing, slashing and trimming of vegetation adjoining the airport until a formal environmental assessment was done. This was the Rescission Motion that failed. This caused the Gallery to all stand in protest The result being that the Mayor Jane Smith lost control of the meeting. The Labor Councilors took fright and supported the subsequent Motion (Item 7.1) a complete about-face on their position for the past 15 months.

Earlier Councillor Greg Best had placed 2 motions on the Council Agenda in respect to Warnervale Airport.

New planning measures for Darkinjung land IN EARLY FEBRUARY Minister for Planning and Housing, Anthony Roberts, announced a suite of pioneering planning measures to help the Darkinjung Local Aboriginal Land Council better utilise its land giving greater self-determination for the Darkinjung community through the Darkinjung Delivery Framework which encourages better social and economic results from its land.

The Darkinjung Aboriginal Land Council covers all of the Central Coast region and is one of 120 Local Aboriginal Land Councils (LALCs) in NSW established under the Aboriginal Land Rights (ALR) Act 1983.

The measures announced by the Minister align the planning system more sympathetically with the ALR Act, stimulating improved governance, empowerment, strategic planning and more efficient land use and has been welcomed by the Urban Development Institute of Australia (UDIA).

The package includes a State Environmental Planning Policy (Aboriginal Land) 2019 (SEPP), a Ministerial Direction, an Interim Darkinjung Development Delivery Plan, and a Memorandum of Understanding (MOU) outlining how the NSW Government and Darkinjung will work together.

Speaking to Darkinjung and local business leaders in Gosford the Minister said, “It is a very proud moment to stand here with the Darkinjung people and deliver these inventive measures that will help benefit their communities and the entire Central Coast region,” He said the Darkinjung is the largest non-Government landholder on the

Toxic politics continue at Central Coast Council

28 February 2019. Some 700 submissions were received.

It would appear to be a ploy to drive away developers and investors who are looking to develop properties across the region as part of the State Government’s Central Coast Regional Growth Plan 2036 that will see a further 70,000 living, mostly, in the northern Central Coast.

2019 saw a continuation of the toxic politics being played out by the Labor/Green majority at Central Coast Council.

Greenie Councillor Jane Smith who was elected Mayor of the new Council in September 2017 continued in the position until September 2019 when Labor Councillor Lisa Matthews was elected Mayor. She will continue until the Local Government Elections in September 2020.

Some of the decisions taken by Council in 2019 were:

Draft Climate Change Policy approved At its 8th July meeting Central Coast Council approved the draft Central Coast Climate Change Policy with some clauses relating to sea level rise planning and the process of planned retreat omitted.

Climate Change Policy will impact some 20,000 plus homes across the Central Coast and will see soaring insurance premiums in areas affected along with potential loss of property values and development constraints.

Perhaps the most onerous option in the Draft Climate Policy is Planned Retreat, yet it is described only as "retreat" and mentioned only once in option D10 of the policy, Planned Retreat could impact entire communities resulting in the removal of property rights and ultimately the loss of private property.

The term "Retreat" signifies a policy of Planned Retreat.

This provision would allow Council to force families to agree to development conditions forcing them to leave their homes, demolish them and restore the land to its

Deferral of Consolidated LEP In July a Mayoral Minute to defer the Central Coast Consolidated LEP, one of the most important planning instruments that controls how a council regulates development and land use, was introduced by Mayor Jane Smith.

Sea level rise projections in this Policy are the worst-case scenario, the decision to mandate the highest RCP 8.5 should be questioned.

Insurance companies and banks rely on these policies to determine premiums and mortgage rates and past experience demonstrates premiums will skyrocket, if they'll insure at all, and the banks are unlikely to lend without insurance or in areas affected by future projections.

Businesses & Individuals are likely to have imposed on them "shared responsibility" conditions, whatever they might be.

The policy does not define them.

Election over Terrigal Boardwalk to proceed With the NSW Elections now behind us Central Coast Council has stopped playing their political games and at their 24th June meeting approved the $3 million Terrigal Boardwalk project.

Council will contribute $1.648 million already collected from the Terrigal Tourism/ Business Development Levy Council will contribute 50% and the State Government will do likewise.

All Labor councillors voted against the project which was approved with the Mayor’s casting vote.

Gosford CBD and waterfront

The Central Coast is made up of 107 urban and rural suburbs and villages that are serviced by eleven Business Centres.

Their commercial characteristics are set out below to provide a snapshot of the region.

Many of these suburbs are best described as villages or towns and not all are serviced by retail precincts.

The Central Coast Leagues Club offers a wide range of dining, drinking and entertainment options further complementing the offering in the CBD. Medical - Gosford is a major centre for medical and health services in the region.

A new 484 bed Gosford Hospital delivering next generation health services was opened in June 2018.

Gosford Private Hospital, owned by the Healthe Care Group is nearby with an adjoining Specialist Centre. In mid-2019 Healthe Care announced plans for a $32 million redevelopment of Gosford Private.

Numerous medical specialists and paramedical services operate in and around the CBD. Research Institute and Medical School - The University of Newcastle’s Faculty of Health and Medicine is establishing the Central Coast Research Institute and Medical School within the Gosford Hospital Precinct. Construction started in mid 2019 on this $72.5 million project due to open in early 2021.

Education – Schools within the CBD area include Gosford High School - an academically selective high school, Henry Kendall High School, Gosford Primary School and Gosford TAFE.

In March 2019 the University of Newcastle has announced that it will establish a $250 million Gosford Campus in the CBD offering a range of business, law and communications courses.

Contact Centres - Major corporations have established Contact Centres in the Gosford CBD. They include: APIA, NRMA Membership Services, NRMA Roadside Service, Qantas Assure, nib Health Funds, ANZ Wealth, SafeWork NSW, NSW Long Service Leave Corporation.

Government – Central Coast Council’s southern Council Chambers is in Gosford. Government departments in Gosford include: Department of Financial Services, Long Service Leave Corporation, SafeWork NSW, Department of Planning and Environment (Central Coast office), Australian Taxation Office.

Digital and Creative Businesses – The NBN supports a growing number of digital and creative businesses in the CBD with Fibre-to-thePremises service.

Sport - The 20,000-seat Central Coast Stadium, overlooking Brisbane Water, is regarded as one of the finest stadiums in Australia. Gosford Golf Club and Gosford Race Club are located on the perimeter of the CBD. Gosford Sailing Club is located near the Gosford Boat Harbour.

Residential – High rise residential construction, within a radius of two kilometres of the CBD, is seeing a substantial increase in the population over the next few years.

Late 2018 and during 2019 around ten high rise residential apartment buildings were completed.

A similar number were under construction in late 2019. Other developments are in the planning stage.

Light industrial Area - An extensive light industrial area makes up a large part of the West Gosford precinct.

West Gosford is located on the Central Coast Highway at the gateway to the Central Coast and bordering Gosford CBD. Four motels are located on this road along with the Gosford RSL Club a leading entertainment venue. This Club is planning a major rebuild and has lodged a DA with Council for a $31 million development on their site.

West Gosford is a composite suburb of retail, bulky goods retail and commercial as well as retaining a light industrial area.

Riverside Park comprises a 4-level commercial office tower and GP Super Clinic as well as a bulky goods retail complex.

Business Centres ERINA Erina is situated on the Central Coast Highway, the main arterial road to the Region’s beaches, and is 5.5 kilometres from Gosford. An excellent public transport service runs through Erina.

Within the Erina business precinct is the regional shopping centre Erina Fair, commercial and retail developments and a light industrial area.

Surrounding the business area are several retirement villages along with a residential area that has developed over the past twenty years.

In recent years a critical mass of medical services from general practitioners to specialists and supporting services have established in Erina.

Retail - Erina Fair Shopping Centre, is the 22nd largest shopping centre in Australia attracting some 12 million people each year.

Also located in Erina are discount retailer, Harvey Norman and some twenty other national brand name furniture and electrical retailers. Home renovation retailers and interior design consultants also have premises in Erina.

THE PENINSULA Woy Woy, Ettalong Beach and Umina Beach make up the area known as The Peninsula – a unique residential and holiday area in the south of the region. It appears isolated from the rest of the region due to the large expanse of Brisbane Water that surrounds and separates it from other town centres; however, this is regarded as its greatest asset.

Woy Woy Woy Woy is situated on the shores of Brisbane Water and is a retail and commercial centre servicing The Peninsula. It is also the Peninsula’s public transport hub with rail, bus and ferry services converging to service the area.

Two shopping centres are located at Woy Woy: Deepwater Plaza Shopping Centre and a smaller centre, Peninsula Plaza.

Commercial services at Woy Woy include all major trading banks, lawyers and accountants. Brisbane Water Private Hospital services the whole Central Coast region.

Ettalong Beach Ettalong Beach, situated at the entrance to Brisbane Water, is traditionally a tourism area, although for many years it has seen a permanent residential population take hold. The tourism market is supported by Mantra Ettalong Beach Resort and adjoining Ettalong Diggers Club.

A scheduled passenger ferry service operates between Ettalong Beach and Palm Beach.

Umina Beach In recent years Umina Beach Town Centre has been transformed into a strong destination retail precinct with major retailers Woolworths, Coles, Aldi and Bunnings being in the main shopping strip.

The retail offer at Umina Beach is now such that it attracts customers from a much wider area that includes Kariong and Empire Bay. With the NRMA owned Ocean Beach Caravan Park and other holiday accommodation in the area, Umina Beach attracts a strong seasonal tourist population.

OURIMBAH Ourimbah is located near the junction of the Sydney-Newcastle M1 Expressway and is serviced by a scheduled rail service between Sydney and Newcastle.

The University of Newcastle Central Coast Campus is in Ourimbah along with a Hunter Central Coast TAFE Campus and Central Coast Community College.

The Department of Primary Industry’s National Centre for Greenhouse Horticulture is located within the University precinct.

TUMBI UMBI

Electricity utility Ausgrid’s Regional Support Facility employing about 300 staff is based in Ourimbah and service the entire Central Coast region.

Close by is Kangy Angy where the NSW Government is building the Intercity Train Maintenance Facility to service the new Intercity Train Fleet that will operate between Central Coast, Newcastle, Blue Mountains and South Coast.

Originally a residential and semi-rural suburb midway between Tuggerah and The Entrance, Tumbi Umbi is home to Mingara Recreation Club, the largest licensed club in the region and adjacent Glengara Retirement Village, medical centre and fast food oulets.

Business Centres TUGGERAH Tuggerah is geographically at the centre of the Central Coast region and is located 4 kms south of Wyong Town Centre at the convergence of the Pacific Highway, the M1 Motorway and Wyong Road (which leads to the coastal suburbs) and the main northern rail line. It is therefore a major public transport hub servicing the region.

Retail - Comprised within the Tuggerah precinct is the major regional shopping centre Westfield Tuggerah, Tuggerah Super Centre, Bunnings Warehouse and other major discount retailers.

Commercial – The Central Coast Mariners Football Club’s headquarters is located in their Centre of Excellence building, a 7-level commercial building that comprises commercial and professional service businesses and medical centre.

Additional commercial and professional services are also located in Tuggerah Business Park, (for further information about Tuggerah Business Park, see Industrial Areas).

Sport – The Central Coast Regional Sporting and Recreation Complex is located on 18.28 hectares of

land near Tuggerah Railway Station.

The Central Coast Mariners Football Club’s unique training fields and Centre of Excellence is located adjacent to their headquarters.

Residential - Also making up part of the Tuggerah precinct is the Mardi Woodbury Park Estate residential area with a population of about 4,000.

Education - St Peter’s Catholic College is a wellestablished school servicing an extensive area of the Central Coast region.

Banking and commercial services at Tuggerah include all major banks, building societies and credit unions in Westfield Shopping Centre.

A number of accountants, lawyers, insurance brokers, property valuers, surveyors and consulting engineers are located in the Tuggerah Business Park.

WYONG

THE ENTRANCE

Wyong Town Centre is a transport hub for rail and feeder-bus services from outlying northern Central Coast areas including Warnervale, Toukley and Budgewoi.

Central Coast Council’s northern administration office is at Wyong.

Retail – Wyong Village Shopping Centre and an Aldi Supermarket provide the major retail offering in Wyong complimented by street front retail shops.

Commercial - Banking and commercial services in Wyong include a Bendigo Bank branch as well as lawyers and accountants.

Dining and Entertainment - An emerging dining precinct is becoming evident in the Town Centre supported by entertainment venues The Art House and Royal Hotel which offers theatre restaurant style entertainment.

Mercure Kooindah Waters Residential Golf & Spa Resort is located a few kilometers from the Town Centre and comprises an 18-hole championship golf course, golf club and 100-room luxury resort surrounded by a home residential development.

Wyong Race Club and Wyong Golf Club are both adjacent to the Town Centre.

Situated at the entrance to Tuggerah Lakes, The Entrance is traditionally the Central Coast’s leading holiday area. The Entrance is well known for its many cafés overlooking the foreshore and entrance to Tuggerah Lakes.

Accor Group owns and operates a Pullman 59room 5-star Resort Hotel and Conference Centre at Magenta Shores at North Entrance. TOUKLEY Toukley services a residential area that extends to Norah Head. It is on the main road leading from the M1 Motorway through to the Coast.

Retail - Toukley’s retail offering consists of strip shops that include Coles and Aldi supermarkets.

Medical - Toukley has become a centre for a wide range of medical services.

Entertainment - Toukley RSL Club is the largest business in the town.

Commercial - Business and commercial services in Toukley include Commonwealth and ANZ banks, building societies, credit unions, lawyers and accountants.

In some suburbs the sole retail offering is centered on a shopping mall while in others the sole retail offering is a supermarket complex with complementary offerings.

Long Jetty

Retail precincts on the Central Coast from north to south are:

Bateau Bay

Budgewoi Located between Lake Munmorah and Budgewoi Lake, Budgewoi is provides a limited retail offering anchored by a Coles Supermarket.

The Long Jetty retail area extends along The Entrance Road and comprises a majority of second hand clothing, furniture and bric-a-brac shops along with a growing number coffee and food shops catering to a younger market segment.

Bateau Bay Square is anchored by Coles, Kmart, Aldi and Woolworths stores and services an extensive surrounding area.

Killarney Vale

Other services include fast food outlets, real estate etc.

The shopping strip along Wyong Road at Killarney Vale is anchored by a Coles Supermarket.

Lake Haven

Gosford

The major retail offering a Lake Haven is the Lake Haven Shopping Centre that services the northern suburbs of the Central Coast from Warnervale and Toukley to Doyalson and beyond. Major stores in this centre are: Coles Supermarket, Aldi, Woolworths, Kmart, JB Hi-Fi,

The retail offering in Gosford is anchored by the Imperial Shopping Centre with surrounding retail being mostly a mix of services and dining.

Within the Lake Haven retail precinct is a Homemaker bulky goods complex with Harvey Norman Discounts store and nearby Bunnings Warehouse.

Toukley Toukley’s Main Road shopping strip features a wide variety of retail and service offerings including a Coles Supermarket within the retail precinct.

An Aldi Supermarket is located at East Toukley Wyong Wyong Village Shopping Centre and an Aldi Supermarket provide the major retail offering in Wyong complimented by street front retail shops with a wide variety of offerings and services. (See also under Business Centres) Tuggerah Comprised within the Tuggerah precinct is the major regional shopping centre Westfield Tuggerah with major tenants including David Jones, Big W, Target, TK Maxx, JB Hi-Fi, H&M, Aldi, Woolworths, Coles.

Tuggerah Super Centre, Bunnings Warehouse and other major discount retailers catering to the homemaker market are also located in the Tuggerah Retail Precinct.

While Gosford is a commercial centre it nevertheless has a large retail offering to service those who work in the city as well as the many thousands who visit daily to access commercial, professional, medical and social services along with a growing residential population.

The Imperial Shopping Centre anchors the retail precinct and 2017 underwent a substantial refurbishment.

Dining - 2019 has seen a positive change in dining options in the CBD. Since opening in April 2019, the John Singleton backed Bon Pavilion, in Gosford has become the centrepiece of an emerging diningout precinct in the CBD. Erina Erina Fair Shopping Centre is the 22nd largest shopping centre in Australia attracting some 12 million people each year.

Major stores include: Myer, Aldi, Big W, Coles, Kmart, Woolworths, JB Hi-Fi Also located in Erina are discount retailer, Harvey Norman and some twenty other national brand name furniture and electrical retailers. Home renovation retailers and interior design consultants also have premises in Erina.

This grouping of homeware retailers provides an unusual critical mass making Erina a magnet for home buyers and renovators.

The Entrance

Anchoring the retail offering at The Entrance is the Lakeside Shopping Centre with an extensive retail shopping strip catering mostly to the visitor market.

Retail Precincts Avoca Beach The Avoca Beach retail precinct comprises primarily dining and food retail.

Kincumber The Kincumber retail precinct is centered on the Kincumber Shopping Centre with Coles supermarket and complementary retail offerings.

A small number of fast food outlets and the Kincumber Hotel are located in the immediate area.

Woy Woy Woy Woy is a well established retail precinct with two shopping centres and retail strip.

Deepwater Plaza is anchored by a Coles Supermarket and Kmart while the Peninsula Plaza comprises a Woolworths Supermarket and small number of complementary retail stores.

Ettalong Beach The Ettalong Beach retail strip caters primarily to the visitor market with a number of food outlets.

Umina Beach The Umina Beach retail precinct with major retailers Woolworths, Coles, Aldi and Bunnings plus a strong strip retail offering attracts customers from areas as far as Kariong and Empire Bay.

Industrial Areas Industrial areas across the region include: • Somersby (300 ha), • West Gosford (125 ha), • Lisarow (50 ha), • North Gosford (25 ha, • Erina (10 ha) and • Proposed Mount Penang Business Park (130 ha).

• Tuggerah Business Park and Berkeley Vale (200 ha), • North Wyong (125 ha), • Tuggerah (60 ha), • Charmhaven (35 ha), and • Proposed Wyong Employment Zone (360 ha) of which Warnervale Industrial Park is already being developed. (Wyong Employment Zone (WEZ) includes Warnervale Airport.)

Adjacent to the Wyong Employment Zone is a much larger area, Bushells Ridge (630 ha), which has been identified for development. This area comprises land owned by the Wallarah No 2 Coal Joint Venture and the Darkinjung Aboriginal Land Council.

With no new land proposed to be zoned for employment purposes in the Gosford LGA it will be seen that the northern industrial areas and proposed industrial areas of the region, all adjacent to the Sydney – Newcastle Freeway (M1), offer the most opportunities for future growth.

These areas are described in more detail on the following pages.

TUGGERAH BUSINESS PARK Tuggerah Business Park is regarded as the region’s premier business location.

Covering 75 hectares, it provides the ideal environment for light manufacturing, warehousing and distribution, and office operations.

Fully serviced with all utilities more than 200 businesses operate within this Park and include manufacturers, distribution centres and warehouses, construction companies and other professional and commercial services.

Tuggerah Business Park is home to a number of international and national companies some of whom are: • Hachette Australia national distribution centre, • Belkin Australia head office and national distribution facility, • Husqvarna Australia head office and distribution centre, • Pure Fishing Australia head office and national distribution centre, • Call Centres - NSW Police Assistance Line Call Centre, ING Direct Call Centre, Centrelink Call Centre, BERKELEY VALE INDUSTRIAL AREA Berkeley Vale and the adjoining Fountaindale Industrial Areas are situated 5 – 6 kilometres east from the Tuggerah Exit of the M1 Pacific Motorway The headquarters of two of Australia’s major food companies – Mars Food Australia and Sanitarium – are located here.

Medium-sized companies located in the area include: Halley & Mellowes, Linfox Food Services Distribution Centre, Trend Laboratories – TrendPac, Life Health Foods Australia and Palm Beach Motor Yachts.

SOMERSBY INDUSTRIAL ESTATE Somersby Industrial Estate is located adjacent to the Gosford exit of the Sydney-Newcastle Freeway and covers almost 400 hectares.

Industrial Areas A number of international and national companies are located in this estate. They include: Manufacturing - 3S Lighting, Alushapes, Australian Conveyer Engineering, Baltimore Aircoil, BASF, Borg Manufacturing, CSR-Hebel, Komatsu Mining Group, Delta Laboratories, Robsons., N J Phillips, Protective Fencing, Rimex, Sapphire Aluminium Industries, Sulo, Thermit, and Reinforced Concrete Pipes Australia (RCPA).

Warehousing and distribution - Garden City Products, Bidvest Frozen Foods, NORTH WYONG INDUSTRIAL AREA North Wyong Industrial Estate and adjoining Enterprise Corridors is located approximately three kilometres north of the Wyong town centre and railway station.

The area zoned 4a General Industrial was established about 40 years ago and comprises approximately 150 hectares while two areas either side, zoned Enterprise Corridors, have been developed in recent years.

The Pacific Industrial Estate an adjoining area developed in recent years has vacant land selling for around $200 plus per square metre.

Major businesses in the area are: Dulmison Australia, FMC, Heyden Frames and Trusses, Pacific Labels, Alfa Laval Aalborg Pty Ltd, Parchem, All States Trailer Spares, Cordina Chickens.

GOLFLINKS COMMERCIAL CAMPUS

Nexus Business Centre

The Henry Kendall Group are developing the Golflinks Commercial Campus which comprises 14 hectares of land on the Pacific Highway opposite the Wyong Golf Course adjacent to the North Wyong Industrial Area and a few kilometres from Wyong Town Centre.

WARNERVALE BUSINESS PARK Covers 47.6 hectares and is strategically located at the Sydney-Newcastle Freeway and Sparks Road interchange and adjoins Warnervale Airport. The main northern railway line and Warnervale Railway Station border the Park’s eastern boundary.

A number of small logistics companies and distributors are based in the Park.

Major businesses are: Sanitarium, Woolworths Distribution Centre, and Coastal Transport Services.

Minor Industrial Areas WEST GOSFORD INDUSTRIAL AREA is located at the entrance to Gosford, three kilometres from the Sydney-Newcastle Freeway.

This area comprises a mix of light industry and bulky goods retail. Most of the businesses operating in this area are small to medium in size and cover a wide range of service industries, builders’ supplies, auto services, distributors and manufacturers.

NORTH GOSFORD INDUSTRIAL AREA is located close to the Gosford CBD. Most businesses in this area service the building and automotive industries.

LISAROW INDUSTRIAL AREA is situated five kilometres north of Gosford and is located on the northern and southern sides of the railway line.

Most of the companies in this area are medium to large in size. They include: AMS Furniture Systems, BuiltSmart Group, Central Coast Shopfronts, Interpod Mirait Technologies Australia, Scholastic Australia, McCains Foods (Sara Lee production facility), Accent Office Interiors, TUMBI UMBI INDUSTRIAL AREA is located on Wyong Road approximately halfway between Wyong and the coastal areas of Long Jetty with the Mingara Recreation Club nearby.

CHARMHAVEN INDUSTRIAL AREA is situated on the Pacific Highway about 12 kilometres north of Wyong. Most businesses in this area service the building and automotive industries.
