Town manager leaving Waxhaw for Hickory

Stallings recognizes first mayor with gesture STALLINGS – The Town of Stallings recognized Heath Guion on Dec. 12 by dedicating a pavilion in Stallings Municipal Park in his honor.

Guion laid the groundwork for developing Stallings Park and was the guiding force in buying the first acre for it. He served on the first town council from 1975 to 1979 and as mayor from 1979 to 1989.

He worked to improve residents’ lives through the installation of traffic signal and sewer system, among other projects. He also was on the board of directors that organized the Stallings Volunteer Fire Department in 1954.

When asked what his favorite part of serving the town was, Guion replied, “Doing something for with the community, making a difference and working together.”

WAXHAW – Waxhaw commissioners resolve to hire a new town manager for 2017, following news that Warren Wood accepted an offer to become Hickory’s next city manager.

The Hickory City Council announced the hiring during its Tuesday, Jan. 3, meeting. Waxhaw released a statement the following morning, expressing commissioners’ disappointment to lose Wood, but they understood why he left.

Wood is married to Amy Wood, assistant provost and dean of graduate and adult education at Lenoir-Rhyne University. His wife, who commutes nearly three hours a day to get to work, was recently promoted.

“We made the decision to minimize the impact of this constant travel on our family,” Wood said. “It has been a pleasure working with the community of Waxhaw, the town board and the extremely dedicated staff the town employs.

Moving back to Hickory is the best decision for my family at this time.”

The Hickory native worked 22 years for the city, most recently as assistant city manager and chief financial officer, prior to becoming town manager of Waxhaw in March 2015.

His tenure with Waxhaw could be described as one of forward momentum.

The town has tried to simplify its dealings with developers by revising its comprehensive plan and rewriting its Unified Development Ordinance. Efforts to broaden the town’s tax

base included hiring a consultant to bring in higher-end businesses and researching how to best recruit Millennials.

Wood also has talked about the importance of convincing property owners to annex into town, as well as the need to create an engineering division to manage permitting, code enforcement and erosion control.

Mayor Stephen Maher described Wood as a “tremendous asset to the community.”

“Warren has been instrumental in estab-

lishing strong governance, organizational and financial structures, systems and policies that have established a foundation for Waxhaw and will ease the transition to a new manager,” Maher said.

Wood is expected to start his new role in April. He has agreed to help with the transition of the new town manager. The council will convene this month to discuss the hiring process for his successor.

CHARLOTTE – Susan G. Komen Charlotte recognized Union County resident Joanne Monaco as top individual and team fundraiser after the chemotherapy nurse raised more than $33,000.

Her son, Jeff Monaco, held a golf tournament in May in Exton, Pennsylvania. Monaco also held a tournament at Raintree Country Club with the help of her son, Tim, and her husband, Bruce.

Monaco added a Jazzercise fundraiser in October.

Monaco has worked as a chemotherapy nurse with Oncology Specialists of Charlotte for more than 10 years.

Highlighting the year’s best in government Welcome to my second annual column in which I hand out fake awards to government leaders in southern Mecklenburg and western Union counties in honor of the Golden Globes.

No jibba jabba … just awards …

Best performance: Vi Lyles

Lyles has expressed interest in running for Charlotte mayor. She’s a solid choice, having demonstrated an understanding of south Charlotte’s redevelopment and traffic woes as a resident, assistant city manager and at-large councilwoman.

Runner-up: Pat Cotham – Cotham, a passionate advocate for constituents on the Mecklenburg County commissioners, helped orchestrate Trevor Fuller’s ouster as chairman. This could help Matthew Ridenhour better serve his south Charlotte district.

Best newcomer: Mark Wireman

Wireman introduced 15 items to the agenda for the Indian Trail Town Council to consider, ranging from serving coffee during meetings to disbanding the Economic Development Advisory Committee. And this was just for his first meeting. He’s thorough and does his research.

Runner-up: Elyse Dashew – Being a member of the high-profile Charlotte-Mecklenburg Schools Board of Education could intimidate even the most outgoing personalities. Dashew has embraced the role well.

Biggest flop: PayPal

Two weeks after announcing it would open a global operations center in Charlotte, PayPal

changed its mind after perceiving state legislation as anti-LGBT. U.S. Congressman Robert Pittenger called out PayPal for its hypocrisy, noting it does business in 25 countries where “homosexual behavior is illegal.”

Runner-up: Indian Justin Vick Trail hotel – It makes business sense to put a hotel at Sun Valley Commons, but residents weren’t thrilled with the idea.

Town council agreed.

Best ensemble: Matthews Town Council

Matthews Town Hall often serves as a shark tank as Mayor Jim Taylor and council devour developers to the public’s delight. The council is the best group of elected leaders I’ve come across in this region. They tend to be the best negotiators and ask the toughest questions at rezoning hearings. Discussion doesn’t stop at traffic. I wouldn’t be surprised if they talked about the bark on trees.

Runner-up: Stallings Town Council – Stallings people aren’t pushovers. The town council has rejected at least four rezoning requests this year, including subdivisions off Stevens Mill and Lawyers roads.

CATS launches efficiency survey CHARLOTTE – The Charlotte Area Transit System has been surveying customers on its website for a campaign designed to improve the service.

“Over the next 12 months, CATS will conduct extensive public outreach to best understand what is most important to riders,” according to the survey. “CATS will use this feedback to develop a plan for route and service adjustments.”

What UCPS parents can expect in 2017

Union County Public Schools can post on its social media the cliché #NewYearNewMe, as the school system could undergo some transformations.

The district went through a whirlwind of changes throughout 2016: new superintendent, mostly new board of education members and now, a pending new student assignment plan. But more changes are coming to UCPS, as Superintendent Andrew Houlihan completed his Listening and Learning tour a couple months ago. He’s ready to move Union County forward.

Board members, parents and district staff will see new things coming with the new year.

Stronger focus on literacy

After his Learning and Listening tour, Houlihan said literacy was going to be a key focus in the coming year. This means not only ensuring students are reading on grade level, but also assuring schools have adequate resources. Staff is looking at all school and classroom libraries to evaluate whether they have proper resources.

Almost all UCPS reading proficiency scores decreased in third, fourth, sixth, seventh and eighth grade, which took the biggest hit by almost 10 percent from last year. Fifth-grade reading increased by 0.4 percent, but English II scores decreased by more than 4 percent.

“When we have a trend data of going from 72 (percent) to 67 (percent of students who are proficient in reading) over a three-year period of time, that to me is time for our team to hit pause on something and to really spend some quality time evaluating what’s happening from a literacy perspective,” Houlihan said Sept. 6, 2016.

Houlihan plans to introduce a reading buddy program to help increase literacy scores, as well as create bonds between children and community members.

Staff has already begun efforts toward increasing literacy through the $135,000 purchase of S.P.I.R.E. programming, which could help students with dyslexia.

Student assignment talks

Vice Chair Gary Sides set student assignment in motion, when he directed the superintendent to develop a new student realignment plan. The request came with provisions that could help avoid the disasters of the last redistricting.

The new plan has to include a citizens advisory committee, focuses on increasing efficiency with transportation and a no-questions-asked grandfathering policy.

process and they did not set a deadline for when the plan should be completed. Board members also encouraged the use of a outside professional, such as Jerome McKibben, to forecast student population trends.

Houlihan said that would cost $11,000.

Everything is up in the air, but what’s certain is members will have to be intentional about what decisions they make and will invite greater community input or they could end up with another lawsuit.

Improved relations with the county

The BOE and county commissioners have had a tumultuous relationship the past few years to say the least. It’s been a tug-and-pull of capital spending and funds being moved to pay for emergency needs.

BOE members, who have since left the board, seemed resistant to comply with additional measures commissioners required to approve money moving.

However, newer members – such as Melissa Merrell and Leslie Boyd – stepped up and performed their due diligence.

Commissioners seemed to come around a bit too, as they approved a $54-million bond referendum last year.

New board members already have tight relations with commissioners, as many on both boards are supported by the Union County GOP. Commissioners will still probably keep tabs on the BOE, but that might ease off now that they’ve got some familiar faces on the board.

College-, career-readiness becomes critical

UCPS has a lot to boast about when it comes to its graduation rate. It was 92.8 percent in 2016, while the state rate was 85.8 percent. The school had two high schools with 100 percent graduation rate and eight that had a rate of 90 percent or better.

But that’s not enough for Houlihan.

He wants to know students are leaving UCPS prepared for their post-high school lives, whether that’s a college or career path.

The new superintendent wants to start preparing students as early as elementary school, including visits to colleges.

Houlihan said children from the middle class or affluent areas are more likely to have families pushing for college and career exploration through college visits and other resources, but not all students are afforded that opportunity.

BOE member Christina Helms said during her reelection campaign that she wanted to see greater efforts toward preparing high-schoolers for the future.

She hopes to expand career-based academies based on area interests, as well as encourage students to take college-level courses in high school.

Education Briefs Hemby Bridge shows holiday spirit INDIAN TRAIL – Hemby Bridge Elementary School students and staff showed their holiday spirit before the winter break with their holiday attire day on Dec. 20, 2016.

Participants competed to win various categories, including best traditional sweater, do-it-yourself sweater, most sparkle and tackiest attire.

With decorated trees, reindeer, elves and Santa, there was a surprise around every hallway, according to the school.

Weddington Middle School principal uses trash experiment to teach students a lesson WEDDINGTON – Trash can reap havoc on middle school recess, as students witness trash on the basketball courts and four square.

Principal Marcus Leake felt inspired by a lesson he learned as a student to encourage more students to pick up the trash. He recalled a day when a student picked up a random piece of garbage with a $5 bill hidden inside.

Leake tried his own experiment, placing a $10 bill in a discarded Chex Mix bag.

Throughout the lunch periods, sixth-graders kicked the bag, seventh-graders jumped over it and eighth-graders walked right by it.

One student, eighth-grader Nikky Nieto, picked it up.

Leake congratulated Nikky on her willingness to stop and do her part to keep the campus clean.

He reached into the bag and presented Nikky with the money.

Six steps to prep for college applications

Calling all high school sophomores and juniors. College application preparations shouldn’t wait until the summer before your senior year. That’s why Charlotte Klaar, director of Klaar College Consulting LLC, has some tips to offer to get students on the right track.

1. Earn “good grades”

Seems like a no-brainer, right? But Klaar said the key to this is that high school students taking a curriculum they can be successful in. Sometimes parents feel the pressure to push students into Advanced Placement and honors courses that might not be at their aptitude levels.

“I’m not saying that they shouldn’t try, but AP courses move really fast and a student needs to be willing and able to do the work,” Klaar said.

She added college admissions counselors are going to look more fondly on As and Bs on the transcript even if it’s not an honors course than Cs and Ds in AP courses and non-submitted AP tests.

Parents might want to evaluate their school’s advanced options. Maybe your student best fits in AP History or English rather than AP Calculus.

2. Find activities you’re passionate about (don’t just fill your resume)

Create a “meaningful” resume, Klaar said.

This means not filling up a student’s resume with 15 clubs and activities that he barely participates in. Students should find activities they’re genuinely passionate about and devote time to it. This also will help the student find out what’s important to them.

However, Klaar cautions video games shouldn’t be considered an “activity” on the list, as she reflects that as “escaping from life.” Parents should make sure to get students off the couch once in a while.

3. Look for leadership opportunities

Students should always push for first chair or the lead in the play, but not everyone can be president of the club. Klaar suggests students continue to look for leadership opportunities within their passions, such as taking on a committee role or serving as the school play’s director. Hard workers that are positioned underneath the president are just as important.

4. Plug into volunteer service

Volunteering pushes students out of the “center of the universe perspective,” Klaar said. She encourages students to find a cause they’re passionate about. If a student is in the band, see if he can find a way to share that talent with others. Find a meaningful activity.

Also, those experiences will come in handy later when you need to write an admissions essay.

Klaar suggests student-athletes volunteer with the Special Olympics, as the athletes can teach participants the sport and can provide a lesson in perseverance.

A 15-, 16- or 17-year-old most likely won’t have the definite answers to all these questions, but it’s important to get the ball rolling. This can place certain colleges and career paths off the table in the future.

When students are looking for a college, they need to look at fit (the lifestyle the student wants to live) and match (refers to the numbers – i.e. unweighted GPA or ACT/ SAT score).

If a student’s score falls within the middle 50 percent, that’s a target school for students. Klaar believes if the student’s scores fall at the upper part of the 50 percent, that’s likely the school for that student.

Students should apply to “dream” schools, but Klaar doesn’t recommend applying for eight of them.

They also need to do their due diligence when evaluating a school. Schools conduct data-mining and look at how interested students are in their college. Did they visit the school? Do they spend time looking at the email materials the school sent? Did they meet with the school representative when he visited the school?

Students should ensure they’re on the right track through semester visits with their guidance counselors. Klaar encourages students to visit their counselors to ensure they’re being realistic about their expectations.

I understand itâ&#x20AC;&#x2122;s 60 homes, but itâ&#x20AC;&#x2122;s already a dangerous intersection.â&#x20AC;?

Judson pointed to NCDOT plans to turn the intersection into a roundabout, which could help the flow of traffic.

County staff was unsure of the timeline for that road project.

The county will consider voting on the rezoning at a future meeting.

MONROE â&#x20AC;&#x201C;Â Rick Judson remembers moving out to Chestnut Lane when he was a 30-something.

Now, the self-proclaimed â&#x20AC;&#x153;old geezerâ&#x20AC;? says he has children in their 30s, one of whom wants to live in the community heâ&#x20AC;&#x2122;s trying to develop there.

Judson, a member of the N.C. Housing Hall of Fame, is asking Union County to rezone 20 acres off Chestnut Lane, near Red Barn Trail, to build a neighborhood with 59 single-family custom homes, ranging from the high $400,000s to the mid-500,000s. â&#x20AC;&#x153;The price is not a pipe dream that we have,â&#x20AC;? Judson said, noting its based off extensive study that includes research on the demographics and vision the county has for the property.

Heâ&#x20AC;&#x2122;s also gotten feedback from neighbors, such as planting more vegetation along the buffer lines. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve known some of those neighbors for 40 years,â&#x20AC;? Judson said. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m not going to let $2,000 of shrubbery stand in the way of that sort of relationship. We feel very comfortable this is a plan neighbors and the general public will like.â&#x20AC;?

The junior recorded 19 shutouts during the Pirates’ run to the state championship game. He allowed only 0.357 goals per game. He earned Southwestern 4A Conference Goalie of the Year and all-region honors.

Davidson was a dominant offensive weapon for the Warriors. The senior forward, who was unstoppable at times, recorded 35 goals and eight assists this season. He was selected as a high school All-American and is being considered for Gatorade Player of the Year.

JACKON WHEATLEY Porter Ridge

Wheatley was a force on offense for the Pirates.

The junior midfielder attacked opponents with 21 goals and six assists. He received all-region and all-conference recognition.

Limbanovnos provided the Warriors with a reliable scorer and distributor. The senior forward tallied 13 goals and 13 assists. He earned allregion status and made the Southern Carolinas’ all-conference team.

Young capped an impressive high school career with the game-winning penalty kick in the title game to earn MVP of the championship. As a senior this season, he banged in 15 goals and dished out three assists. Young made the all-state team.

Temprile was among the toughest defenders around. As a junior, he made three goals and two assists, while anchoring CATA’s defense. Temprile earned all-state honors for his efforts.

Ranshaw played stingy defense for the Mavericks. The junior also scored four goals and dished out six assists this season. Ranshaw was named to the Southern Carolinas’ all-conference team, He received all-region recognition.

Timmons was in a class by himself when it came to scoring. The junior striker/forward led Union County in scoring with 40 goals. He also dished out six assists and made 45 steals. Timmons made the Rocky River 2A all-conference team.

Cail, a team captain, pressured opposing defenses with his ability to score and pass. The junior forward finished the season with 30 goals (teamhigh) and 21 goals (second on the team). He made the all-state team, and was named Uwharrie Athletic Conference Player of the Year.

Winesette was one of the area’s most dynamic scorers this season, making him a matchup nightmare for opponents. He finished his junior campaign with 22 goals and connected for four assists.

Marban provided key veteran leadership as a team captain. The senior center mid scored 20 goals (second on the team) and recorded 25 assists (team-high). Marban received all-state recognition.

KARL-HEINZ REICHERT Porter Ridge The senior midfielder confounded opposing defenses with his ability to put the ball in the back of the net (27 goals) and create scoring opportunities for teammates (23 assists). Reichert made the all-state team and was named Southwestern 4A Conference Player of the Year.

Southern Carolinas’ boys basketball action underway Conference play has finally begun for high school basketball teams in Union County.

The Southern Carolinas Conference is as competitive as it gets. Weddington entered the season as the frontrunner, but that is up for discussion after Sun Valley won the first meeting, defeating the Warriors 56-51 in the finals of the Cox Mill Christmas Tournament on Dec. 30.

The Warriors can’t afford to take Piedmont or Sun Valley for granted. The Panthers and Spar-

tans appear to have what it takes to be right on their heels and even win the conference.

Weddington opened league play with a decisive 71-45, win over Cuthbertson on Tuesday, Jan 3. Junior guard Corey Davis and senior guard Ryan Schwieger lit up the Cavaliers with 49 points combined.

Piedmont (10-5) is thriving in Jay Fitts’ first season at the helm. The Panthers have one of the area’s top players in junior guard Hunter Tyson, who has the ability to score from anywhere on the floor and crash the boards.

Sun Valley (10-4) torched Anson, 70-50, in its league opener Jan. 3. Coach Keith Mason will take the Spartans into a hostile environment when they

visit Piedmont for an 8 p.m. tip off Friday, Jan. 6.

The Spartans are relatively balanced offensively, but senior wing Anthony Brown (15.8 ppg) and senior guard Jeremiah Miller (11.5 pgg) are Sun Valley’s go-to scorers. However, opponents can’t key on just them, because Mason has a litany of other proven threats.

The season is still young with tons of ball left to be played, but the race for the Southern Carolinas Conference title might come down to Piedmont, Sun Valley and Weddington. All three appear to be playoff teams with the pieces to make deep postseason runs. Don’t sleep on Marvin Ridge.
