It's a Parade!

Re:Carnegie's Open House Dear Staff & Volunteers: M y friend and Iattended a part o f the festivities celebrating Carnegie's 100 years! As a youngster gowing up on E. Georgia and attending Sacred Heart School on Pender Street, our Saturday routine was to head to the Carnegie Library to get our books for the week. Obviously it has very special memories for me and I am thrilled to see it so vibrant today.

This has to be due to the staff and volunteers - I was so impressed with the celebrations. Also the orderly crowds - no pushing and everyone was so polite ( I had forgotten the beautiful window)!

We spoke to someone and found out Carnegie is open 365days/year, serves three mealslday and offers a variety o f services; also the cleanliness o f the Centre has to be appreciated. Again, this is a credit to the staff and volunteers - we trulv enjoyed our time at the Centre.

I took a couple of photos which I'm enclosing for you - wish I had taken more now as it was definitely an event that deserved so much coverage! Thank you again for inviting all Vancouver residents to your Centre to celebrate I 0 0 years!

A R E C E N T HISTORY over the past dozen years the community has mobilized repeatedly around Woodwards to draw the provincial government's attention to the desperate n e d for dignified housing in the downtown eastside. We have engaged in everything fiom street fairs to graffiti art campaigns.

We even saw our local M.L.A. arrested Ibr drawing daisies on the wall o f the abandoned building during one o f those rallies.

Last yew, a group comprised o f local activists, church and union members formed the Ad lloc Committee for Social Justice. It was decided to take on the recent provincial Liberal assault on the poor by holding a week-end carnp-in to draw attention to the removal of the Woodwards building from the social housing bank.

This acqion and the concurrent public pressure did not deter the provincial 1,iberal government lrom its attempts to betray the local community by selling Woodwards.

Finally, on September the 1 4Ih 2002, the Woodwards Social t lousing Coalition, a group o f local activists, held a rally and reclaimed possession of the Woodward building in the name of the community and social housing.

Joincd by hundreds o f other activists and homeless people, what began as a snlall action became a three month stand-oft'betwecn the squatters, the police and the local and provincial government. Through two police raids arid numerous court interventions the squat stood firm, rallying massive support from across the province.

Following the election o f a new and pr(ygessive civic government, housing was found for the homeless squatkrs and an agrwlnent was arrived a that would see the establishment o f a new type of dignified homeless shelter, a well the community to play a significant role intile planning ofthe uses ofthe Woodwards btlilding.

consequences, sometimes unpleasant ConSeqUences. as the conlmunity takes its revenge on those who challenge its contradictions - who want a s ~ i e t y actually to uphold the principles it professes to defend.

That a society should actually embody its own pro-fessed principles is utopian in the sense that nloral contradict the way things really are - and always will be. How things really are and always will be - is neither all-evil nor a l l - g a d but deficient, inconsistent, inferior. Principles invite us 10 do something about the morass of contradictions in which we hnction morally.

Principles invite us to clean up our act; to become intolerant of moral laxity and compromise and cowardice and the turning away tiom what is upsetting: that secret gnawing ofthe heart that tells us that what we are doing is right, and so counsels US that we'd be better offjust not thinking about it, while telling ourselves "I'm doing the best Ican."

1x1's say the principle is: it's wrong to oppress illid humiliate a whole people; to deprive them systematically o f lodging and proper nutrition; to destroy their habitations, means o f livelihood, access to education and medical care, and ability to consort with one another. That these practices are wrong, whatever the provocation - and there is provocatio~l - that, too, should not be denied.

At the centre o f our moral life and our moral imagination are the great mtdels ofrtsistance: the great stories ofthose who have said "No. No, I will not serve." A Mormon may resist the outlawing of polygamy. An anti-abortion militant may resist the law that has made abortion legal. 'lhey too will invoke the claims of faith and morality against the edicts ofsociety. An appeal to the existence ofa higher law that authorises us to the laws ofthe state can be used to justi@ criminal transgression as well as the noblest strug& b r justice, Courage has no moral value in itself, for courage is not, in itself, a moral virtue. Vicious scoundrels, murderers, terrorists may be brave. '1.o dLscribe it as a virtue, we need an adjective: we speak ofwmoral courage'' because there is such a thing as amoral courage, too.

And resistance has no value in itself. the content of the resistance that deternlines its merit and nloral necessity resistance to a criminal war resistance to the occupation and annexation (,fa people's land.

Again, there is nothing inherently superior about resistance. A l l our claims fix the righteousness of resistance rest on the rightness o f the claim that the resistors are acting in the name ofjustice. And the justice ofthe cause does not depend on, and is not enhanced by, the virtue ofthose who make the asser-tion. It depends first and last on the truth ofa description o f a state ofafbirs which is, truly, unjust and unnecessary.

So where is the outrage?

A f k r a flurry of' headlines in the days after her death. virtual silence, at least in the mainstream news. There's been no word on Israel's investigation into her death. Meanwhile, a resolution introduced by her congressman calling on Washington to conduct a "fi~ll.hir and expeditious investigation" goes ignored.

Was Corrie's death media collateral damage. fbrgotten in the bombing of Baghdad? Was she political f:dllout. best left unmentioned by a IJ.S. on the cusp o f war'? REAL WARM REDUCTION IS NOT .JIJST HORSING AROUND When I spoke with Insp. Rob Rich i n the last week o f April, when the new "enforcement" initiative was developing, Itold him, and he agreed, that there is a vast diff'erence between enforcement and policing. This is a policing initiative; (I'm deliberately avoiding the term Project 1'orpedo:it's puerile and in this sensitive time has militaristic overtones the Vf'D should be moving away fiom). 'lhe enhrcement pillar to me means a series o f measures b s by police with arrest and charges laid; carried through with prosecution by The Crown and tnding with appropriate sentencing by the judiciary. I'm referring specifically to those drug dealers in our midst who are not addicted to anything but hard cash and brute force, who don't give a shit how many 15 year olds swimming in their clothes on street comers end up cranked for life as long as they don't die too soon.

I believe in Iiarm Reduction. Ialso believe that drug involved people inadvertently cause significant harm to communities because they are too sick to be aware ofwhat's taking place around them.

We all want to improve the D.E. and we look to manage change effectively and in ways that suit our needs. Most storefronts with olTseset doorways now have gates across them; rent-a-goon security creeps now roam the streets and parks at will harassing

"undesirables".

I'm not soft-soaping police brutality, and I'm not naive. I was in San Francisco in 1968 when the ' k c Squad was wild in the streets you'd be amazed how fast a 285-pounder in full riot gear can run when he's truly motivated. How many o f us,myself included, derided the VPD campaign to install neighbourhood-wide surveillance cameras a couple ofyears ago? Many o f us,most notably the disabled and seniors, who by recent City stats still comprise the majority o f D.E. residents, believed then that a physical presence o f beat officers who could actually hear, speak and think was preferable. Now it's a menace'? Chinese seniors in Tellier I b w e r who have lived there since i t opened are moving out now because not only are they afiaid to venture out shopping, their sons and daughters are afraid to visit them.

Is policin~enforcementa solution? It never is or can be; it's only an approach; an approach at disrupting the established networks o f drug dealers so their drive-thru customers can't find them as easily. ( l ~users ~ are l resourceful enough to adapt when they need to score).

Senior governments have been floaters on the re~nairiingpillars for too long. Gordo and the Feds fiddle while Downtown Eastsiders bum with anger towards one another. Where's the pressure on them?

What is decidedly unhelphl is the oppressive intimidation approach to this issue by those among us who insist every new initiative they develop or every attitude they strike is about "saving lives" the implication being that anyone who questions their activities is thereby oppsed or indifrerent about saving lives. (This is an eerie resonance with current American foreign policy:"either you're with us or you're with the terrorists).

Addicts in attendance were h r h m unanimous in attitudes around drug usage, particularly in public spaces. Some thought shooting up anywhere was a divine right and that the kids' sandbox was a perfect place to stash rigs; others said "ifi catch you your ass is grass". As Shawn Millar pointed out in the last news1etter"addicts don't have a human right to bc obnoxious." It's not g o d enough to declare one's addiction a disability that everyone has to endure. Past policies that served to entrench non.i~dgr~icntal attitudes among users enlaluting lion1 every level o f government were based on the assumption that 11.1:. residents were 'tolerant" of eccentric behaviour - assumptions cultivated by then1 so no other conlmunity need take responsibility for their residents' shortcoming. 'l'his smoke-screen was used h r inorc than 20 ycars fi-om one administration to another to cover up the willful neglect that was the hallmark ol'their governments' legacies to the I).I:.

New and not so new champions are once again rolling through our neighbourhood with promises of'commur~ityrevitali/atiol~.Are we supposed to roll along with then1 applauding? Will they still come around whcn the cameras stop rolling'? Who knows. Ijust know that fhr a lot ofus our "community tolerance" is close to used up and what we are not going to do anymore is roll over. ~-

Over the last quarter century, the I.ubicon Cree have seen the land o n which they depend transformed by logging and large-scale oil and gas extraction to which they've never consented. 'l'lie I,ubicon, an Indigenous Nation of approximately 500 people living in northern Alberta, have never surrendered their rights to their traditional lands. 'l'he 1,ubicon were simply overlooked when a treaty was negotiated with other Indigenous peoples in the region in 1809.

In the 1970s. the Alberta government initiated a program of massive oil and gas development on wliat i t considered Crown land. The l~ibiconsay that their health. their way oflitk. and their culture itself has been devastated by these developnients.

And the I,ubicon have tbught for respect of their rights in C'anadian courts and before the United Nations I I unian Rights Committee.

In March 1990. the (INHRC' concluded that "hi\toric inequities" and "more recent developments'' have endangered the way of life and the culture ofthe 1,ubicon Cree. The Committee ruled that "so long as they continue" these threats are a violation of'the Lubicons' fundamental human rights. At the time, the Canadian government assured the I JNIIRC' that it was seeking a settlement that would protect the rights of the 1,ubicon. To date, however, no such settlement has been reactled. 'l'l~emost recent negotiations between the 1-ubicon and the federal government began in 1998.

Amnesty International calls on the ('ariadim government to uphold the commitments it has made in signing and ratifying core international human rights conventions. to live up to widely agreed upon h~~rnarr rights standards, and to comply without delay uith the recommendations of its own commissions and UN treaty bodies.

Whipping the Bishop, another Modest Proposal

On a rainy day in August, 1992, 1 first heard about the murder o f Indian children at a lJnited Church "residential school" in Port Albemi fiom an eyewitness: a retired fisherman whose best friend was beaten to death in front o f him by a clergyman in April, 1953.

Since then, hundreds o f native people all over Canada have shared with me similar tales o f torture, murder and other mind-numbing atrocities inflicted on innocent kids by priests, nuns and clerby ofevery stripe. And despite our best ellbrts, the media and churches across Canada have rehsed to report or acknowledge any o f these crimes, even today. "White" Canadians, by and large, don't seem to a r e .

Even i f l hadn't have been thrown out o f the [Jnited Church fbr trying to publicly name these wrongs, my conscience wouldn't have allowed me to stay in a "church" that sanctioned nd then covered-up such nauseating acts as routinely administering electric shocks to boys' penises, or operating on kids' teeth without painkillers.

And so I'm appalled, but also intrigwed, by those religious colleagues o f mine who somehow have remained in the Catholic, Anglican and United Churches o f Canada, now that the truth o f such appalling crimes is finally known aAer decades o f concealment and silence.

Ilow can they preach o f Jesus' love and tolerance from a pulpit awash in b l t d and maintained by lies'?

I've met many ofthese clergymen and women, often whon I protest with native survivors outside churches on Sunday mornings, as we try to arouse the conscience o f Christians to their own tiidden Il o l t ~ a u sthat t took the lives ofnearly 100,000 Indian children across Canada.

The response o f these ministers and priests to our presence has always been the same: a pathetic self-justification followed by the inevitable anger.

"We've admitted these things already!" one minister shouted at me on his way into church "You've admitted to murdering children?" I replied.

"Or to sterilizing them at the Nanaimo lndian Iiospital?"

"That's crap!" the "man o f God" screamed back at me, before hurrying into his sanctuary.

It's been easy for me to become angry in return at these people, but that gets us nowhere. AAer all, most "white" Canadians have no experict~ceof'the tortures native people have gone through, and continue to suffer. It's all outside the experience o f most o f us; and so denial and anger is easy. Kealizing this, Ihit upon a modest proposal the other day how to break through the fog ofdenial in our culture concerning our home-grown Genocide.

We need to make i t real.

So 1 propose that every leading church oflicial in Canada have done to them what their churches did torif more vulnerable children fbr generations. I propose that we arrest these men and wornen and incarcerate them in prisons where they are starved, beaten, and violated in every way pssible merely b r speaking English, or ibr trying to practice their religion. 'fhey should be sexually sterilized, and turned over to medical experirnenters. And they should be deliberately exposed to S A M , tuberculosis, and other communicable diseases (we no longer have the sniallpox that was used to wipe out whole peoples), and then left to die untreated and alone.

Iheir bodies should be interred in secret graves, r .

and their h i l i e s told that they died ofpneunlonia.

And when any oftheni who survive these tortures try to describe what happened to them or to sue us for committing these crimes. they should be harassed, arrested, imprisoned and blacklisted so they can never work again.

Ofcourse fbr things to be really equal the churches of these men and women must first be torn down and the Christian religion outlawed across Canada, on pain of imprisonment.

If this is a shocking proposal to you - ifyou feel .justifiably outraged - then my question to you is this: Why are you not equally sickened when these things are done to people ofanother "race"?

Ifa God of Justice was actually out there - the kind of God who really DOES stand with the o p p r a s d against their enemies - this hind of "turning the tables" scenario would occur. And then "white" p p l e might begin to understand, and change.

Jesus had the same idea. In the one act that scholars agree got him crucitied, the dear man couldn't take the religious hypocrisy any longer, so he trashed a wealthy 'Tcmplc one morning. overturning the money-ladm altars, whipping the rich Pharisees and calling a spade a spade.

And that, dear fiiends, is what changes history.

So give Truth a chance. Whip a Bishop for Jesus.

The Ugly Face Of Empire 'lhe aggressive violence o f George Rush and his Administration towards any nation that dares to speak against the American Empire is so disturbing that many citizens can barely grasp the brutality o f the thinking behind it.

IJnli)rtunately, history gives us many examples of empire-building. One example is recorded by the ancient Greek historian 'Thucydides. It is about the Athenian I*hpireand its war against Sparta in the 5th century R.C. - the l'eloponnesian War. The Athenians wanted a srnall city-state to join them in the fight against Sparta, but the people who lived is thcrc, the Melians, were reluctant to do so. 1 how 'l'hucydides recorded the meeting between the Athenians and the Melians.

Athenians: "You know as well as we do that justice depends on the quality ofpower to compel, and th:it the strong do what they have the power to do, and the weak accept what they must."

Melians: "Since you force us to leave justice out o f the accourlt and confine ourselves to self-interest, it is usehl that you should not destroy a principle that is to the general gcxxi o f a l l men - namely that there should be such things as fair play and just dealings.

Athenians: "This is no fair fight with honour on one side and shame on the other. It is rather a quation o f saving your lives and not resisting those who are far too strong for you. To our friends o f the future: 'l'lle more I consider what o f our time is worth preserving, and what might be o f value and interest to you, I feel the urgency o f saving things beyond sentimental value, to share some techniques towards ensuring your own survival. A clue, perhaps, to the way we lived here in this neighbourhood, and a glimpse o f our methmls in how we have survived. ']'hose with curiosity may be compelled to pry open this can. 1 can only hope i t is o f any relevance to you. So little ofour interests and attachments hold lasting meaning. l'hough a story or poem might be amusing, I have my doubts that in 100 years, people will be able to read. One o f my jokes is that in 1 00 years, our children will still be watching re-runs o f the worst shows from the early days oftelevision.

Perhaps you do not have eyes to read, or hands to hold. Or perhaps you have evolved spiritually beyond your body to a new, yet unrealized form.

So, as a gesture, I off'er for you some seeds Ihave collected. I n 100 years, much o f our original seed stocks may be destroyed. Our genetic environment is quickly crumbling around us; whole species are already lost. Our scientists believe that nature car1 be manufactured i n a tube with equal vitality. I don't believe so. 7'he seeds are preserved i n an ordinary, zip-lock plastic bag. I'm sure you still have billions o f these plastic b a g . liopefully, our seeds will also last billions o f years.

These are seeds from a mullein plant, a biennial of the figwort family. Verhu.scurn lhupsus. I n the tirst year, it grows a rosette o f large (up to 12 inches) and very fuzzy leaves. I n its second year, the plant grows a tall central stalk, up to 6 feet high, and pr(duces many yellow flowers.

Although mulhen has little value as a timi plant, medicinally it is recognized by herbalists around the world as a traditional remedy for respiratory congestion and hemorrhage. I n other words, a lung healer.

Natives used the leaves i n smoking remedies. The flowers are antimicrobial, and, inhsed in oil with garlic, are used as a treatment for ear infections.

The plant grows well o n poor soil and is important as a soil regenerator and to prevent erosion.

'I'here is a movement to preserve our original seed stocks, the very basis o f life itself, belhre we iose them completely due to the nai've destruction and geed of'our people. Take these mullein seeds as an example. Germinate them carefully. I'lant them and study their growth. One of my main principles is that human beings must attune themselves to the helper beings i n their environment, and especially the poorly respected weeds that run common. We'd always get a laugh from that.. silly. don't you think.

O n March 3dh, this year my Irlther passed away.

Complications they said - Lmkemia and ( ' a r w r . I le had leukemia for about five years and when the cancer developed, they couldn't use chemo becauw ofhis weakened condition. So it was just a matter 01' time until his body would stop. I le hadn't told ti\ about the leukemia because he didn't want anyone feeling sorry for him. At least that's what I believe. tie said they couldn't figure out what was wrong with him. lie knew that we'd get mad at the medical people thereby shifting the f i ~ u from s himself. I guess we knew and respected his wishes because i t ' \ oAen easier to get mad at a third party then to show the pain of losing someone that you love while you arc in their company. From what I know my dad learned things well. In the hospital, he reminisced with his brother-in-law about the time they went into business chopping w(x)d fix a living. There were three o f them and they split 65 cents for two days o f work. I guess that was g t d rnoney back in the 40's if l heard right. They had a good laugh as they talked about it. Later dad went on to become the "best fisherman on I.ake Winnipeg." A lot o f my uncles and my maternal grandfather were fishermen and no one talked about them being the "best." So maybe he was. 'l'hey called him "Big Swede" because o f his blonde hair and green eyes inherited from his father. t le tished tiwr seasons a year and we hardly ever seen him.

One year during the winter or spring season, he and some others were trapped on an ice floe. They were on the National News and were rescued. I think i t scared dad because that was around the time he changed jobs. t le became a maintenance worker at the Winnipeg General tiospital. He turned a WinterWorks program job into a full time position. tie was hired in the late winter for a job that was supposed to finish in a month or so. tie worked there for around 17 years. Eventually he retired so he could work with t:lma, the other love ofhis life. They had gone together when they were younger. Now she was a cook in one o f the tourist fishing camps. tie got a job in the same place as a handyman. 7b hear him talk, that was the best time o f his life i f it wasn't for those damn small airplane rides to get to work.

After a couple ofyears he retired and moved to her home reservation where he became the bingo shuttle driver. t le used his car to ferry people back and forth to [jingo or if someone needed a ride into town, they could hire dad. 'l'hey must have been very happy.

I)ad quit drinking and smoking. I think he became a C'hristian because he made Elma an honest woman. 'l'hey were married. Together they had 15 kids - 6 horn her and 9 from dad.

I'm glad he found real happiness for a few years before the sufl'ering started. tle was popular 'cause ofhis attitude, he also had a driver's license and a car to boot. tie had a workshop where he could repair stuff and make new creations to decorate their

yard. t le would explain how he built or re-paired something. Sometimes in great detail. tie was really proud o f his work. t le had a huge anwunt of tools and he knew how to use them all -- skilsaw, drill, table saw, etc.. etc. You name it he could use it. He had a tractor for cutting his huge lawn. and he added a plow in the winter so he could do his driveway. O f course he always acted grumpy but I knew he was satisfied with his life.

When we got to the hospital he was very tired looking. It was 2am. He had been in the hospital for a few days and we were told he hadn't eaten anything. t ie smiled at us that night. The next day he was his usual cranky sell: I think i t was because thc Doctor had explained the situation to us at his request and he wanted no pity from us. Towards the end o f the day he had brightened up quite a bit. tie was getting cheeky with everyone in his joking way People were laughing and enjoying his company.

On Saturday he was in great spirits. I hung around while the others went out for breakfast. Ijust sat quietly back while he, Illma and auntie and uncle talked about the early years. It was great to hear him laugh and talk. You'd never guess that he was sick. I closed my eyes and believed we were in their house.

I stayed up beside him all that night occasionally dozing off and sometimes talking to a few others who helped me stay up for a couple o f hours.

Sometime during the night, he left us but his body kept on going for another day. When he woke up Sunday morning he couldn't talk and was having a rough time breathing. I.ike I said he was gone but his body didn't want to give up. Nerves were stretched that day and people were snapping at each other.
