Something new & e x c i t i n g h a s been added t o t h e C a r n e g i e s c e n e . Marty Hunter & Bob S a r t i have o r g a n i z e d n a t u r e walks t h r o u g h o u t t h e Lower Mainland d u r i n g J u l y & August.

Come & l e a r n t h e h i s t o r y of o u r l o c a l a r e a s a s w e l l a s having fun.

Whenever f i g h t i n g t h e b u r e a u c r a t s becomes t o o much f o r me I t h i n k of a l l t h e wonderful n a t u r e walks I ' v e had t h e good f o r t u n e t o b e p a r t o f .

On J u l y 8 we d i s c o v e r e d a w e a l t h of h i s t o r y o u t on t h e Musqueam Lands, We walked a l o n g a p a t h by t h e F r a s e r R i v e r . Bob showed u s where t h e r e was an o l d J a p a n e s e f i s h i n g v i l l a g e which was c o n f i s c a t e d by t h e government d u r i n g World War 11.

We wandered along. t h e t r a i l s where t h e r e were many t r e e s & a v a r i e t y of w i l d f l o w e r s . T h e r e a r e salmon i n Musqueam Creek b u t t h e c h l o r i n e from t h e s u b - d i v i s i o n above i s k i l l i n g some of them o u t . T h i s h a z a r d t o nat u r e comes from swimming p o o l s .

The S o u t h l a n d s e x p e d i t i o n w a s v e r y i n t e r e s t i n g a s a g r e a t number of h o r s e s a r e k e p t on t h e s m a l l f a r m s .

It was wonderful t o h e a r t h e sweet s i n g i n g of b i r d s i n s t e a d o f t h e r o a r of t r a f f i c . I n c l o s i n g I would l i k e t o s a y come & l e a r n a g r e a t d e a l o f h i s t o r y one cannot l e a r n from books.

I t ' s h a r d sometimes t o keep t h e i d e a o f b a l a n c e i n mind, t r y i n g t o g e t adeq u a t e space w h i l e n o t excluding o t h e r s from t h e 3rd f l o o r .

C l a s s e s i n c r e a t i v e w r i t i n g , c u r r e n t eve n t s / s o c i a l s t u d i e s & o t h e r s u b j e c t s happen with r e g u l a r c o u r s e s t h a t can l e a d t o g e t t ing a Grade 12 equivalency diploma.

Naming names of s t a f f , t u t o r s & s t u d e n t s w i l l always l e a v e someone o u t . Almost e v e r y p a r t of t h e Learning Centre i s , however, involved i n making o u r dynamic p u b l i c a t i o n Off The Wall. The 3rd one ( o r i s it t h e 4tw i s being p u t t o g e t h e r now 6 funding s o u r c e s a r e o u t t h e r e somewhere. The work & completed c o p i e s seem t o b e extremely p o p u l a r , g i v i n g l e a r n e r s a g r e a t d e a l of encouragement with w r i t i n g . Today, out of t h e goodness of my h e a r t , I opened t h e concession. I t ' s a job t h a t I ' m r e a l l y not fond o f but I d i d n ' t want Carnegie patrons t o have no c o f f e e o r f o o d j The f i r s t person I encountered was shout-( ing t h a t i t was 9 o ' c l o c k . 4 why weren't we ' open. I t o l d him t h a t i t ' d be open soon I but t h a t d i d n ' t make him happy E he l e f t . 1 The day went along q u i t e p l e a s a n t l y u n t - / il n e a r t h e end of my s h i f t . a volunteer i n t h e computer room, was/ t h e l a s t customer. We Remember.. .JAMES LEONARD RYAN Jamie was born January 6, 1956 a t P r i n c e Rupert, BC E d,ied on June 2 2 , 1993 i n V a n couver. He was 37 y e a r s o l d .

Jamie was a s t r o n g , h e a l t h y baby w i t h l o n g , lanky limbs. Right from t h e s t a r t he was mischievous, v e r y a f f e c t i o n a t e and f u n l o v i n g . When he was small h e was always i n t o something, l i k e blowing up t h e neighb o u r s cabbages i n t h e garden, o r p u t t i n g f i r e c r a c k e r s i n key-holes & knocking on t h e door! Halloween meant being a b l e t o p l a y t r i c k s on everyone, which h e loved t o do. f i r e c r a c k e r s i n keyholes E knocking on t h e d o o r ! Halloween meant b e i n g a b l e t o p l a y t r i c k s on everyone, which he loved t o do!

Jamie s p e n t t h e f i r s t 11 y e a r s of h i s l i f e growing up i n P r i n c e Rupert. Even when h e was 10 o r 11 y e a r s o l d he was on t h e h u s t l e - s e l l i n g newspapers, y e l l i n g "Ext r a ! Extra! a s w e l l a s s h i n i n g shoes. I f h e was caught downtown & chased home he would j u s t go t o t h e n e x t s t r e e t .

I n 1966 h e and some o f t h e f a m i l y went t o t h e R e s i d e n t i a l school i n A l e r t Bay unt i l 1969. In 1969 t h e f a m i l y was r e u n i t e d i n Vancouver. The n e x t y e a r Jamie h i t c h h i k e d a c r o s s Canada t o Montreal. He would c a l l home c o l l e c t because he was l o s t i n t h e subways. When he came back h e t o l d everyone he was a t Woodstock.

The y e a r s t h a t followed Jamie s p e n t 'Isearching f o r himself" - h e was an l1AU s t u d e n t i n school 6 promoted h i m s e l f two g r a d e s . He was a fisherman and a logger. He loved p o e t r y , music E a r t . He had a p a s s i o n f o r t h e outdoors, going on barbeques 6 p i c n i c s . One of J a m i e l s f a v o u r i t e s a y i n g s was " l i f e ' s a beach!". He took h i s r o l e o f u n c l e v e r y s e r i o u s l y ; h e loved a l l h i s n i e c e s and nephews.

Jamie had many o b s t a c l e s i n h i s l i f e ; one of t h e h a r d e s t h e a r t a c h e s t o overcome was t h e untimely d e a t h of h i s o l d e s t brot h e r , Ricky, because t h e y were v e r y c l o s e growing up t o g e t h e r . But even d u r i n g h i s

h a r d t i m e s Jamie kept i n t o u c h w i t h h i s f a m i l y , always touching t h e i r l i v e s i n a v e r y s p e c i a l way. Who c o u l d , e v e r f o r g e t h i s s e n s e of humour, e x p r e s s e d i n h i s own unique way?

Jamie s p e n t t h e l a s t few y e a r s of h i s l i f e b a t t l i n g with h i s dependencies. He wasn't happy w i t h t h e l i f e s t y l e he l e d . He was t r y i n g t o g i v e up t h e d r u g s E a l c o h o l .

Many of h i s f r i e n d s and f a m i l y t r i e d t o h e l p . But f o r r e a s o n s , none of u s r e a l l y know why, Jamie l o s t h i s p e r s o n a l b a t t l e w i t h drugs. A c t u a l l y we a l l l o s t . This world i s a p o o r e r p l a c e w i t h o u t you Jamie.

We miss you and w i l l n e v e r f o r g e t you, Jamie i s s u r v i v e d by p a r e n t s Leonard and Mar5e Ryan, s i s t e r s Leona, Gwen,6 Teresa, b r o t h e r s Robert, Gary, Gregory E C l i f f o r d , h i s n i e c e s & nephews, and stepmother Joyce Vickers.

My mental a f f l i c t i o n , by t r i c k o f f a t e , i s such t h a t I r e q u i r e t h e a s s i s t a n c e of a psychoanalyst & ongoing behaviour modifica t i o n t h e r a p y t o even a t t e m p t t o a l l e v i a t e t h e symptoms t h a t p r e v e n t me from being a b l e t o a c q u i r e E m a i n t a i n a s t e a d y job i n t h e f a c e of t h e everyday w o r l d w e a l l l i v e m U n f o r t u n a t e l y it i s o u t s i d e t h e mandate of social s e r v i c e s t o p r o v i d e t h i s assistance So I f i n d myself i n a Catch-22 s i t u a t i o n .

I wind up f e e l i n g a s i f I have i n e f f e c t b r r n thrown away by t h e s o c i e t y I l i v e i n .

I c a n ' t work t o be a b l e t o pay f o r my own p o t e n t i a l r e h a b i l i t a t i o n & t h e l o c a l governing body r e f u s e s t o h e l p .

I s t h i s r i g h t ? Is t h i s f a i r ? Is t h i s even m o r a l l y a c c e p t a b l e ?

No, i t ' s n o t . In my o p i n i o n i t ' s crimina l & should be addressed t o & f o r a l l o f t h e o t h e r s i n t h i s p r o v i n c e who a r e i n t h e same predicament o r s i m i l a r ones t h e m s e l v e s We a r e condemned t o l i v e o u t o u r l i v e s on a m i s e r a b l e p i t t a n c e , g i v e n t o u s each month by S o c i a l S e r v i c e s . I t i s l i k e b e i n g punished f o r being w i t h a handicap which i s n o t o u r f a u l t & which i s beyond t h e ave r a g e i n d i v i d u a l ' s c a p a b i l i t y t o d e a l with We a r e being robbed o f o u r l i v e s & any e x p e c t a t i o n of happiness E s e n s e of worth o r self-esteem which should b e an i n a l i e n a b l e r i g h t f o r any person l i v i n g i n today's society.

How much more low-rent housing w i l l be b u i l t i n t h e Downtown E a s t s i d e . And where w i l l it go? These a r e j u s t a couple of t h e i s s u e s t h a t came up a t t h e Housing Forum a t Carnegie i n June.

The Tories have axed t h e s o c i a l housing program. This means t h a t beginning i n 1994 t h e r e w i l l be only 600 new u n i t s of s o c i a l housing a v a i l a b l e each y e a r a c r o s s B.C. i n stead of 1800 a y e a r . Unless t h e province commits t o p u t t i n g a good chunk of t h a t housing here, t h e amount of new s o c i a l housing w i l l go way down.

A t t h e same time, Gastown i s going ups c a l e . Close t o 200 condos have a l r e a d y been b u i l t t h e r e , o r a r e being planned. By t h e end of t h e y e a r t h e r e w i l l be a t l e a s t seven trendy a r t g a l l e r i e s t h e r e .

This kind of development pushes up land values, making u t more expensive t o b u i l d s o c i a l housing. While t h e r e a r e a l r e a d y some low-rentals i n Gastown l i k e t h e Four S i s t e r s , Alexander Place, t h e Europe and Columbia House, t h e t r e n d i s now toward b u i l d i n g housing f o r people with middle 6 high incomes.

In a r e c e n t Vancouver Sun a r t i c l q , L a r r y Reazley, a s e n i o r p l a n n e r with t h e C i t y , xoted t h a t s p e c i a l zoning i n one p a r t of t h e Downtown E a s t s i d e keeps land p r i c e s lower t h e r e than i n t h e r e s t of t h e neighbourhood.

This i s t h e a r e a t h e C i t y c a l l s t h e Down town E a s t s i d e Oppenheiner D i s t r i c t o r DEOO This i s a s p e c i a l zoning a r e a t h a t include:5 t h e 2 blocks of Hastings between C a r r a l l E blain and t h e 13 block a r e a n o r t h e a s t of )lain & Hastings.

The DEOD was c r e a t e d i n 1982 a s a way t o encourage t h e p r e s e r v a t i o n of h o t e l s & t h e c o n s t r u c t i o n of new low r e n t housing E it worked well. Pver h a l f of a l l t h e s o c i a l E co-op housing b u i l t s i n c e t h e 1970s h a s been put up i n t h e small a r e a n o r t h e a s t of blain & Hastings. Half o f a l l t h i s housing i s s e n i o r s only 6 s o - c a l l e d s p e c i a l needs housing.

But t h e Downtown E a s t s i d e community i s f a r l a r g e r t h a n t h i s 1 3 block a r e a . I f s o much s o c i a l housing - e s p e c i a l l y s e n i o r s 6

i n A o n e small a r e a , what w i l l happen t o t h e r e s t of t h e neighbourhood? A s$il a r e a l i k e t h i s can only handle so many people, and s o many s e r v i c e s .

Unfortunately, when t h i s q u e s t i o n was r a i s e d a t t h e housing forum, many people t r e a t e d it a s an a t t a c k on people with mental h e a l t h problems, i n s t e a d of looking a t what t h i s c o n c e n t r a t i o n o f s o c i a l housing means f o r t h e l a r g e r Downtown E a s t s i d e neighbourhood. m a t 1 s now happening i n Gastown i s one p o s s i b l e f u t u r e f o r a good p a r t of t h e Downtown E a s t s i d e . And a s c o n d o s f o r p e o p l e who can a f f o r d t o pay 150-250 thousand ($) t a k e over t h e r e s t of t h e neighbourhood, the services E businesses here w i l l inevit a b l y be t h e ones t h o s e people naed&want..

Unless we begin pushing f o r an o v e r a l l housing p l a n & g r e a t e r community c o n t r o l over t h e a l l o c a t i o n of housing, theDowntown E a s t s i d e w i l l e v e n t u a l l y b e squeezed i n t o t h e DEOD. A s right-wing governments c u t s e c i a 1 housing funding, it w i l l become more important t o develop innovative ways t o b u i l d low-rent housing f o r everybody i n t h e community.

The Frank S e r i e s # 1 One Shot Out He s a t s i l e n t l y . A l i g h t g l a z e o f sweat r e s t e d on Frank's weathered forehead. The day was muggier than u s u a l & F r a n k ' s room d o e s n ' t o f f e r reasonable v e n t i l a t i o n any day of t h e year; j u s t t h e underscent o f hallway c a r p e t s t h a t haven't been cleaned i n a decade. Frank was f e e l i n g because h i NA meeting was cancelled. Normally he can go a couple of weeks c l e a n a s long a s he goes t o h i s group s e s s i o n s . He had been tempted a couple of times but foyght o f f t h e urge because t o n i g h t w,as h i s meeting f he was looking forward t o t a l k i n g proud o how much he was focusing.

In March t h e M i n i s t r y o f S o c i a l S e r v i c e . s a i d t h a t t h e r e were 669 c l a i m s o f welfarc fraud E t h a t h a l f o f them were v a l i d . W i t l over 323,080 p e o p l e on w e l f a r e 194,000 cases (families o r individuals living a l o n e ) , t h i s works o u t t o a f r a u d r a t e o f ,Ou17, o r l e s s t h a n 2 c a s e s p e r thousand.

In n e a r l y 20 y e a r s o f working w l t h low income community groups, two c a s e s o f a l l eged w e l f a r e f r a u d s t i c k i n my mind. Probably they a r e s i m i l a r t o t h e l e s s than 2 f r a u d c a s e s p e r thousand t h a t happened i n March. I t h i n k t h e y show t h e kind o f r e a l c h o i c e s t h a t p e o p l e on w e l f a r e have.

I encountered my f i r s t c a s e of a l l e g e d f r a u d y e a r s ago. The p e r s o n on w e l f a r e hac been c u t o f f because t h e M i n i s t r y s u s p e c t ed t h a r , because n i s r e n t took up almost a l l of h i s cheque, h e was probably engagi ing i n t h e e v i l p r a c t l c e o f - c o l l e c t i n g pop b o t t l e s . I t t u r n e d o u t t n a t he was col l e c t i n g pop b o t t l e s . And making a l i t t l e money from them. Not much. The man p a i d a high r e n t because h e c o u l d n ' t s t a n d l i v i n g i n a r o a c h - f i l l e d room i n Vancouver's Dowr town E a s t s i d e , h i s o n l y o p t i o n on t h e amount o f money t h a t w e l f a r e allowed.

What was t h i s man g u i l t y o f ? Wanting t o l i v e i n a h a l f d e c e n t apartment? Wanting t o e a t ? I t h i n k he was a l s o g u i l t y of want i n g t o both pay r e n t E e a t without commiti n g a crime. And t h e way h e saw t o do t h i : was t o c o l l e c t a few b o t t l e s on t h e s i d e . bortunately there is a clause i n the GAIN Act t h a t s a y s t h a t GAIN i s f o r t h e purpose of " r e l i e v i n g p o v e r t y , n e g l e c t & s u f f e r i n g . " The w e l f a r e a p p e a l t r i b u n a l , a s I remember,it, invoked t h i s c l a u s e t o demand t h a t t h e M i n i s t r y r e i n s t a t e t h e mar on welfqre, & he wasn't c u t o f f a f t e r a l l E he wasn't g u i l t y o f f r a u d . Who i s t h e most g u i l t y i n t h i s c a s e ? A g o v f t t h a t d i d n ' t provide enough t o l i v e on o r a man t r y i n g h i s , b e s t t o eke o u t an e x i s t e n c e without h u r t i n g anyone?

The second example was more r e c e n t . An advocate t o l d me of a woman who was f o r c e d t o s i g n a repayment agreement with t h e M i n i s t r y because s h e h a d n ' t been d e c l a r i n g maintenance payments. l a y d i d n ' t s h e d e c l a r e t h e payments? Her e x - p a r t n e r was supposed t o pay $100/month.

Sometimes he p a i d n o t h i n g E t h e n made up f o r i t 2 o r 3 months l a t e r by paying $200 o r $300. But, M i n i s t r y r u l e s s a y t h a t women can o n l y keep $100 a month. So t h e M i n i s t r y would t a k e t h e money t h a t was supposed t o be p a i d t o h e r i n t h e p r e v i o u s months when s h e d e c l a r e d t h e income. What was t h i s woman g u i l t y o f ? Wanting t o f e e d h e r c h i l d r e n ? Wanting o t buy themrunning shoes f o r s c h o o l ? Should h e r s t r o n g e s t l o y a l t y De t o h e r c h i l d r e n - - g e t t i n g them t h e t h i n g s they need--or t o t h e M i n i s t r y ? These a r e questions t h a t people on w e l f a r e l i v e with every day.

Nelfare r a t e s a r e l e s s t h a n h a l f t h e poverty l i n e f o r s i n g l e peop1.e on welfare.

For o t h e r s w e l f a r e payments b a r e l y reach half t h e p o v e r t y l i n e . Given t h i s s i t u a t ion, I t h i n k i t ' s amazing t h a t s o few people v i o l a t e t h e r u l e s .

What can anyone p o s s i b l y g a i n by "cracking downM on people l i k e these--people try ing t o eke o u t an e x i s t e n c e without h u r t ing o t h e r s i n t h e b e s t way t h e y know how?

Surely i t s time f o r p o l i t i c i a n s E t h e nedia t o t u r n i t s a t t e n t i o n awau from hyst e r i c a l c l a i m s of w e l f a r e f r a u d E toward x e a t i n g d e c e n t jobs, d e c e n t housing, and social programs s o we won't have poverty.

An a c t i v e f o r c e of 307 v o l u n t e e r s , working i n 15 d i f f e r e n t program a r e a s , donated an a s t ounding 45,350 h o u r s o f t h e i r v a l u a b l e & e s s e n t i a l labour t o t h e people of t h e Downtown E a s t s i d e . m e Learning C e n t r e was n e a r l y b u s t i n g a t t h e seams w i t h 107 v o l u n t e e r s t u t o r i n g f o r 9,247.5 h o u r s , A hard-working c o r e o f 75 k i t c h e n v o l u n t e e r s churned o u t t h e l e gendary menus f o r a r e c o r d 17,549.5 h o u r s The 45,350 hotirs of v o l u n t e e r l a b o u r , if c a l c u l a t e d even a t t h e minimum wage ($6/hr), would have c o s t t h e C i t y o f Vancouver $272,100. C l e a r l y t h e community h a s been w e l l s e r v e d by i t s r e s i d e n t s & a l l of t h e v i t a l p r o g r a m s ~ ~ o p e r a t i nhge r e would be n o n - e x i s t e n t w i t h o u t them.
