Dear Folks,

A lot has happened in ten years in our community. Carnegie itself first opened its doors as a community centre on January 20, 1980 and, as Tora says in his immortal poem, it "didn't just happen along like a girl in a bar, smiling and selling teddy-bears."

Every spark of an idea to improve our neighbourhood has been fanned into a flame with years of hard work.

Since that ancient day a few (and by no mclns all) of the successes include: - CARNFGIE - DERA HOUSING SOCIETY - FIRST UNITED CHURCH HOUSING - D.E.Y.A.S. - FOUR SISTERS CO-OP - CO-OP RADIO - CRAB PARK - TELLIER TOWER - D.E. WOMEN'S CENTRE - EVELYNE SALLER CENTRE (Alexl44) - END LEGISLATED POVERTY - F.L.A.W. - LEARNING FRONT - CRABTREE CORNER Politics often seems like a boring waste, a lost cause leaving little but the residue of fatalistic cynicism that only gets worse. As the Downtown Eastside Duck once remarked: "Why can't they ever get it right?"

As the above short list may indicate, if all the ideas and dreams were &eft to those gray "them", the Downtown Eastside might have ended up as a giant parking lot.

Of course there are many Canadians who want to come under the American government...seems they neither trust but nor respect their own people this type of rationalism isn't too popular anymore.

The whole world should have International Law that all agree on, but even between two countries like the USA and Canada they can't agree to an arrangement that is mutually beneficial. The Free Trade deal advocates that Canada should trust America too much..that we should work for the convenience of the other side. It's nice of Canadians to tolerate any inconvenience for the sake of being the 'good neighbour', but even the best neighbour will stop when all the giving is one-way.

Any sort of trade involves the profit of one party or the other; it is rare that both parties to trade will profit. In many cases, when one party profits, the other party loses. The profit-motivated usually try to lie, cheat and steal as long as they can get away with it. As soon as one party to any trade agreement breaks any part of the arrangement even though both may try to remain honest - thr trust is gone and the resulting dishonesty grows like a malignant cancer.

It is not easy to be honest because there are too many who try to exploit the honest. To be honest is to be willing to be alone. If a person wants to be honest, he or she will have to be very careful not to be tricked into being a victim of exploitation. Share and be generous with courage..to share is beautiful.. but be aware of those who are happy to share only yours.

I was r e c e n t l y i n T o r o n t o . One evening, r e a d i n g a l o c a l Toronto d a i l y , I was s t r u c k by a n a r t i c l e on h o u s i n g problems i n t h a t c i t y .

I c o u l d have been r e a d i n g any l o c a l Vancouver p a p e r . The d i s t r e s s , t h e problems, t h e a s s a u l t on a f f o r d a b l e housing, c i t i z e n s c r y i n g o u t i n outr a g e a g a i n s t d e m o l i t i o n s of p e r f e c t l y good homes... S u r e l y I w a s r e a d i n g a Vancouver p a p e r ? But no, i t w a s TO. The p o i n t becomes c l e a r . T h i s i s a n a t i o n a l problem: It i s t h e a s s a u l t o f b i g b u s i n e s s p r o f i t e e r i n g and s p e c u l a t i o n on r e a l e s t a t e a t t h e expense o f d w e l l i n g p l a c e s f o r what a r e c a l l e d " t h e poor", b u t who a r e i n f a c t t h e v i c t i m s o f a n economic system o f e x t o r t i o n o f t h e r i g h t s o f ordinary people t o s e c u r i t y , s h e l t e r and s a n e l i v i n g c o n d i t i o n s .

To me i t c a l l s f o r e x p a n d i n g u n i t y among a l l community o r g a n i z a t i o n s , p a r t i c u l a r l y t h o s e o f a c t i v e , productive labour..the t r a d e unions.. and a l l who r e s p e c t human b e i n g s and cherish a decent l i f e s t y l e f o r a l l Canadians.

R e c e n t l y I was r e a d i n g t h e book E a s t o f Main, which i s a n a n t h o l o g y o f poems from E a s t Vancouver. I r e a l l y e n j o y e d r e a d i n g t h e poems and l i k e t h e i d e a o f p o e t s l i v i n g i n E a s t Vancouver g e t t i n g published.

My problem w i t h t h i s book l i e s i n t h e back p a g e s , where t h e p o e t s h a v e a c h a n c e t o t a l k a b o u t t h e i r work A s a resident of and t h e m s e l v e s . t h e Downtown E a s t s i d e f o r f o u r y e a r s , I t o o k g r e a t o f f e n s e t o t h e comments made a b o u t my neighbourhood.."one o f t h e l a s t s k i d rows i n North America" and "one o f t h e l a s t t r a d i t i o n a l s k i d row areas". Two o f t h e p o e t s s t a t e d t h i s as t h e i r r e a s o n f o r l i v i n g here.

Many p e o p l e and o r g a n i z a t i o n s + h a t make t h i s neighbourhood t h e i r home have f o u g h t l o n g and h a r d t o r i d t h e neighbourhood o f t h e image o f "Skid It makes me f u r i o u s when I Road." s e e people glamorizing t h e poverty and t h e s o c i a l problems t h a t a r e a p a r t o f o u r d a i l y l i v e s . The Downtown E a s t s i d e h a s enough b a t t l e s t o f i g h t ; we do n o t need p e o p l e c h o o s i n g t o l i v e i n "Skid Road" f i g h t i n g t o keep t h e poverty, t h e sub-standard l i v i n g c o n d i t i o n s and t h e p a i n a l i v e . We need p e o p l e who c a r e a b o u t t h e q u a l i t y o f l i f e , p e o p l e who w i l l f i g h t t o make a b e t t e r q u a l i t y o f l i f e a c c e s s i b l e t o everyone.

The Downtown E a s t s i d e i s a s t r o n g neighbourhood and we do n o t need p e o p l e who want t o l i v e on "Skid ~ o a d . " I do n o t t h i n k t h a t anyone would choose t o l i v e i n p o v e r t y and i n sub-standard l i v i n g c o n d i t i o n s .

P o v e r t y i s n o t a c h o i c e ! It i s p e o p l e who p e r p e t u a t e t h e i d e a t h a t p o v e r t y i s a c h o i c e t h a t keeps p e o p l e i n poverty. Stop glamorizing poverty.. i t i s n o t f u n t o b e poor.

I had l o t s of good d a y s t h i s l a s t f e s t i v e s e a s o n . Thanks t o John and Harold f o r l e t t i n g m e h e l p p r e p a r e Christmas d i n n e r . That n i g h t was a r i o t i n t h e k i t c h e n ; some o f you peop l e s h o u l d have been t h e r e .

I cannot remember when my l a s t Christmas was s o f u l l f o r m e . It made my f i f t y - f i v e y e a r s o f l i f e a l l w o r t h i t . My one r e s o l u t i o n f o r 1990 i s t h a t a l l t h e people a t Carnegie p u l l t o g e t h e r and make 1990 t h e b e s t y e a r f o r t h e community as a whole and n o t f i g h t w i t h e a c h o t h e r . We have t o l o v e one a n o t h e r and n o t h a t e f o r any reason.

I send everybody my l o v e and hope t h i s New Year b r i n g s t o a l l t h e r i c h o f t h e H e a r t and S o u l .

A f t e r 5 o r 6 l e t t e r s from DERA S u p p o r t e r s c r i t i c i z i n g me f o r my s t a n d on t h e s t a n d a r d s o f maintena n c e by-laws, I was a b o u t r e a d y t o give i t a r e s t - then Paul Taylor d e c i d e d t o e d i t o r i a l i z e &, I g u e s s , s l i p i n t h e l a s t word ( s o m e t h i n g edHe s a y s : i t o r s a r e notorious for) "To b l a m e DERA f o r g i v i n g l a n d l o r d s an excuse t o r a i s e r e n t s , e v i c t , s h u t down a n d / o r s e l l o u t i s p u e r i l e & short-sighted." I find it interesting, t o say the l e a s t , t h a t democratic s o c i a l i s m (which I t e n d t o s u p p o r t , b u t w i l l not f a i l t o c r i t i c i z e i f necessary) i s l e s s open t o c h a n g e i n t h e Downtown E a s t s i d e t h a n i n t h e s o - c a l l e d a u t h o r i t a r i a n systems of Soviet Russia.

Restructuring (perestroika) is not a bad i d e a . ..& t h a t ' s a l l I ' m s u g g e s t ing: a r e s t r u c t u r i n g of s t a n d a r d s of m a i n t e n a n c e by-laws s o t h a t t h e y c a n ' t be u s e d t o j u s t i f y r e n t i n c r e a s e s . . w h a t ' s wrong w i t h t h a t ?

DON'T GIVE US THAT GARBAGE -150,000 TONS OF IT IN YOUR BACKYARD -The mayor and the majority of aldermen on City Council are proceeding with plans to put a garbage processing plant in the railway flats between Main Street and Clarke Drive, the Mount Pleasant Slope and Strathcona.

If this plant goes ahead, u 60,000 residents living in t e West End, Downtown Eastside, South False Creek/Fairview Slopes and arts of Mount Pleasant will e excluded from participating in the city's

curbside blue box recycling programme.

The plant will be located within walking distance of four residential neighbourhoods -Grandview, Starthcona, Mount Pleasant and Downtown Eastside -- as well as parks and public schools in those neighbourhoods.

Environmental and recycling groups, as well as unions, are also very concerned about this garbage plant, and the impact it will have on the way Vancouver rocesses its garbage in t e future.

Political supporters of this plant claim it is a temporary solution to the garbage crisis.

However, they can't explain why a private business would spend upwards of $5 million to construct a temporary plant, especially when markets for recycled materials are weak at this time?

The city's own Engineerin Department recommende delaying the decision on this plant until the curbside recycling rogramme is fully in place. ?hey want to see what lessons can be learned from this that can be applied to recycling in the urban core.

The only way this plant makes sense is if the Cit (that 'means you and I) subsi izes it or if the operator is in it for the long haul -- or both.

CN Rail has asked City Council to consider swapping the original site for the plant (near Main Street) for a larger site (700 block Evans Ave.) that is only 600 feet from Strathcona Park and 1300 hundred feet from residences in Grandview Woodlands.

Although neighbourhood groups asked City Council for an open public debate on this arba e plant, it looks as Lou& what we are etting is a simple question an answer information session with someone from the City Engineering Department.

That means its up to us to ask the im ortant questions and to let t e politicians know if we're not satisfied with the answers. Here are some things to remember when you o to the public meeting on anuary 24th:

* The arba e plant will take all gar age rom apartment offices, and businesses in the

area north of 16th Ave. Residents who live in multiple unit buildings, or workers and employers in this area do not even have the choice to participate in the atsource recycling programme.

* The system of waste collection in the downtown core alread has many problems. This plant will lock the downtown into this system for a good many years to come.

* The garbage lant will

process 150.00 tonnes of garbage per year, but only a portion of that will be recycled. City estimates of the amount of garba e that can actually be recyc ed through

the plant range from 15% to 40%. * To reach that 40% maximum, the plant will be re uired to manufacture Re use Derived Fuel (RDF).

This is a potentially toxic mix of garbage that must be incinerated to be of any use.

The Burnaby incinerator has alreadv moved to be a dange&s and costly boondoggle.

* Political supporters of this garbage plant claim it is necessary to reduce the flow of waste to the Burns Bog landfill. But even at the plant's maximum recovery rate of 40%, the plant will reduce the overall flow of garbage to Burns Bog by only 6%.

* The garbage going to this plant will not be separated.

Wet and dry garbage will be mixed to ether. This kind of garbage ecays rapidly and smells badly.

* Resource recovery plants use heav machinery and are not note for their quiet operation.

The r e a s o n i n g was v i r t u a l l y i d e n t i c a l t o t h a t of North Vancouver's" t o s t o p t h e demolition of a f f o r d a b l e housing and i t s r e placement w i t h l u x u r y condominiums.

The r e a s o n i n g p r e s e n t e d by Mayor Campbell and t h e o t h e r NPA members of Vancouver C i t y Council a g a i n s t imposing such a moratorium i n o u r c i t y i s a sad excuse. By l e a v i n g low-cost and a f f o r d a b l e r e n t a l housing u n p r o t e c t e d , thousands of c i t i zens, many of whom have l i v e d most of t h e i r l i v e s i n Vancouver, a r e being f o r c e d o u t of t h e i r homes.

There i s nowhere t o go f o r housing 3s t h e vacancy r a t e s become s m a l l e r and t h e accomodations sought d i s appear i n p i l e s of r u b b l e .

When hundreds of Vancouver's c i t i zens came t o C i t y H a l l on December 1 9 t h t o show t h e i r concern w i t h t h i s same m a j o r i t y ' s i n d i f f e r e n c e and demanded s o l u t i o n s - i n c l u d i n g a moratorium on d e m o l i t i o n s and a neighbourhood p r o t e c t i o n program t h e response was vague and consciousl y d i r e c t e d t o d i v e r t a t t e n t i o n from y o u r l a c k of p o l i t i c a l w i l l t o s o l v e t h i s c r i s i s t o t h e s a t i s f a c t i o n of the thousands o f people whom t h e huii,.'reds i n a t tendence a t Council Chaabers on t h e 19th r e p r e s e n t e d .

Mayor Campbell, t o c i t e t h e megap r o j e c t s as t h e C i t y ' s answer t o t h e p r e s s i n g need f o r a f f o r d a b l e housing is a chimera. V i r t u a l l y none of t h o s e demanding an immediate p l a n of a c t i o n w i l l be a b l e t o a f f o r d even t h e l e a s t expensive s u i t e i n t h e s e megaprojects i f they were t o open tomorrow. With t h e p r o j e c t e d f i r s t day being a t l e a s t two y e a r s i n t h e f u t u r e t h e s e p e o p l e s ' chances s h r i n k t o v i r t u a l l y zero.

The p l a n seems t o be t o f o r c e a v a s t m a j o r i t y of Vancouver's p r e s e n t c i t i z e n s o u t of t h e i r c i t y ; t o make way f o r only well-to-do people migrat i n g h e r e from elsewhere.

Basic g r o c e r i e s , p r e s c r i p t i o n d r u g s , medical d e v i c e s , r e s i d e n t i a l r e n t s , most h e a l t h and d e n t a l s e r v i c e s and c h i l d c a r e won't be t a x e d .
