Has City Hall changed their plan for the Downtown Eastside?!!

Statement of Leilani Farha, the United Nations Special Rapporteur on Adequate Housing,: "As UN Special Rapporteur on the right to housing like my predecessor, 1 am deeply alarmed by the ' housing conditions for those living in the Downtown Eastside (DTES) of Vancouver. The prevalence of homelessness is an obvious symptom of structural .inequality and a failure to effectively implement the right to housing, an obligation which extends to the City of Vancouver, the province of British Columbia and the Government of Canada. There is a clear and obvious connection between inadequate social assistance rates, poor housing and homelessness. It is important for all levels of government to work together along with the community and persons e~periencing homelessness or housing inequality to diSCUSSand create sustainable solutions to address this human rights crisis.

I support the recommendations of my predecessor who visited Vancouver in 2007 and called for an explicit recognition of the right to housing by all levels of government alongside legislation and policy supporting this right, as well as the development of a national housing and homelessness strategy based in human rights principles and standards."

Regent Hotel tenant wins big money for not having heat and hot water A tenant at the notorious Regent Hotel took his landlord to rent court, the Residential Tenancy Branch, and won $1675 plus reduced rent of$150 a month for as long as he doesn't have proper heat and hot water.

Jack Gates is working with the SRO Collaborative, which is organizing in several of the worst hotels in the Downtown Eastside. As part of this work, he is trying to get repairs and more safety in his hotel for himself and others. "It's a victory for all of us at the Regent," said Jack. "Hopefully the other tenants will follow my path and we can force the landlord to do basic maintenance." Gates says the Regent has rats, mice, black mold, roaches, and bedbugs. Some people don't even have mattresses, he said.

"I didn't do this alone," said Gates. We did door knocking with the SRO Collaborative workers and volunteers like Wendy, Adam, Mohammad, Justin and Dan. Some people are living in unbearable conditions. It inspired me to keep going."

In the 20 page judgement from the Residential Tenancy Branch, the arbitrator says, "1 find that the Tenant and other occupants of the residential

King-mong Chan wins Power of Youth Leadership Award CCAP's organizer King-rnong Chan has been awarded the Power of Youth award for social movement building from the Canadian Centre for Policy Alterna-. tives (CCPA). King-rnong got the award at the CCPA's annual fundraising event held April 6. King-mong was nominated for the award by Phoenix Winter, Chair of the board of the Carnegie Community Centre Association, and Jean Swanson, a CCAP volunteer.

The Power of Youth Leadership A wards recognize and celebrate young progressive leaders in BC who are driving change towards a more socially, economically and environmentally just society.

At only 24 years old, King-rnong has worked at the Carnegie Community Action Project for about three years, organizing, to slow gentrification and get more I and better housing for low income people, especially .

Chinese speaking seniors. He started at C:CAP as a social work practicum student and was then hired to work on organizing. King-mong has organized the Chinatown Concern group which has helped Chinese speaking seniors who were excluded from usual city processes go to city council and voice their concerns.

He is also organizing with other Chinese speaking groups to work for more housing for low income Chinese speaking people and to build unity with other groups working for housing in the DTES. Congratulations, King-mong! .

Why are the regulations for dispensaries different in Vancouver from Victoria Each municipality has the ability to decide policy on the city issues that affect their residents. While cannabis is Federally still illegal, Vancouver & Victoria, in an attempt to regulate, have created formal policy that restricts the unregulated growth of the industry.

Vancouver has sought to address concerns through the. issuing of a business license that uses zoning and land-use as a means oflimiting the sprawl. As Van's population is different from that ofVic.'s. the respective Municipal governments have created frameworks in the 'best interest' of the public(s).

Winning ideas are those that address identified community needs or interests, such as volunteerism, small business development, digital literacy, community engagement, cultural programming, social inclusion or local history.

The night is Saturday, A~prilI6, 2016, and it begins at 6:30 pm with a ",o~derful dinner, followed by a relaxed evening of live music, readings, silent auction and inspiring presentations about the Volcano. We're asking folks to pay by donation, but suggest $15-20 per person. The location is the Grandview Calvary Baptist Church hall at 1803 East 1st Ave, Vancouver, Unceded Coast Salish Territory. You can enter the space off of 1st Ave (south side of the buildings); it is also wheelchair accessible through the entrance on the north side of the building. Childcare will be available (please contact us if you would like childcare).

Why support the Volcano? ... because it makes room for critical voices and perspectives in the struggle for justice and human cijgnity. The Volcano is a grassroots, independent newspaper that is grounded in the predominantly low-income, working-class, and Indigenous peoples' movements for justice throughout BC. Program - recommends events andactivities Education/Library - deals with issues from our library, one of the busiest VPL locations, and with the Learning Centre on the third floor Seniors -: Our seniors are active and this committee Community

Relations - hears from the community

is dedicated to them. about issues and events and requests for support, as

well as overseas CCAP staff and reports Oppenheimer

Park - The park and its programs are a part of Carnegie. We just recently succeeded in

getting a traffic light put in at Jackson and Powell Streets.

Finance - All requests/recommendations are monitored

for money go here as well as grant requests.

We have some very sad news to share with you today.

The Portland Hotel Society (PHS) recently applied to Vancouver Coastal Health (VCH) to renew our funding for DURC. We regret to inform you that PHS was not chosen to continue to run the drop-in centre. The contract has been awarded to another community service agency in the neighbourhood (the name of the agency has not yet been announced). We expect VCH to announce the new agency over the next couple of weeks, and we wanted you to hear the news from us first. [It has since been announced: The Lookout Society] We are deeply disappointed by this news. As you know, for more than 13 years, DURC has been a safe and welcoming place for our community.

We want you to know we are committed to exploring every avenue possible to secure new funding and new partners to keep DURC open, so it can continue to serve the community, just as it is today. We are not giving up and you should not lose hope.

While this is terrible news we want you to know that the DURC community and staff are hereto support you. We are available any time to answer any questions you may have. Please don't shoulder this alone - if you need us, reach out to your DURC family for support.

After March 31, there will be what is called a 'transition period' where PHS will work with the new agency to ensure a smooth transition from our service to the new service. What that means is DURC is NOT closing its doors on March 31. We are negotiating for as long a transition period as we can, and are actively pursuing alternate funding and partners to keep DURC running.

We will keep you updated on the transition plan and any updates on our efforts to find new partners. If you are curious to find out how it's going, please just ask. We have no secrets from you, our members and staff.

Our first priority through all this will always be YOU! We want to make this as smooth for you as we can and will do everything possible to ensure the critical services you rely on everyday continue uninterrupted.

To all our incredible peer staff: We know that experienced peer support workers like you are the backbone of DU RC, and have been a huge part of the success of the centre. We could not do what we do without you. We will do everything we can to make sure the new managers of the drop-in centre continue to employ you in their new programs.

We understand the sadness, anxiety and uncertainty this news will likely cause amongst DUHC staff and our member Our promise to you is this: We are still working hard to find a solution that will help us keep DURC and the work we do together going. We have not given up! We are still fighting!

The Centre is a critical and essential service in the DTES that sees over 1000 visits a day from Vancouver's most marginalized citizens, engaging them in innovative endeavours and effecting low barrier harm reduction and health services. DURC also employs over 200 DTES community members who would otherwise experience significant barriers to employment.

Should media be billionaires' toys?

~ Last year, right-wing billionaire Sheldon Adelson secretly bought the Las Vegas Review-Journal, & immediately began pushing reporters to investigate people he hated. Puzzled journalists had to investigate their own newpaper to find out who the new owner was, and what was behind the strange editorial direction.

'Saving the Media: Capitalism, Crowdfundlng and Democracy' by Julia Cage, recently published by Harvard University Press, is a brilliant book, In the conclusion Cage writes: '...the media have all too often served as toys for billionaires in search of influence. In what kind of democracy are we living when we must rejoice that a realestate speculator and a mobile telephone magnate turned up just in time to save 'Liberation?" Must we loudly applaud a new golden age in American media because a number ofbiIIionaires have generously reached into their pockets to save venerable old newspapers? . â&#x20AC;˘ Just as genuine democracy cannot survive if political life is financed by a: few people with unlimited resources, we cannot have the media on which the quality of democratic debate depends beholden solely to billionaires with bottomless pockets ...'

With the world growing hotter every year, and our children and grandchildren's futures at stake, the stories we will tell with your support in 'Reports from the Race Against Climate Change' are urgent. We cannot leave this up to 'billionaires with bottomless pockets ...'

We must raise money from our readers. We don't have a billionaire and we can't do this without you. Please help.

Media's role is to empower the public, not to promote the agenda of the 1%. If news is left to the oligarchy to manage, the troubles we experience today will deepen rather than resolve.

Information is a public good. It is an essential ingredient of political participation in a democracy.

TO WHAT PURPOSE Ever ask this question when someone or something is asking for your help .. specifically financial help? It can be decided easily enough, or rather ignored, since each of us gets asked for money on a daily basis.

It's part of every non-profit organisation, every idea that has a group of people working on the same kind of thing - and even under that is the cloud of "Who knows someone with money?" as if such people are just waiting to give their cash away.

The Carnegie Newsletter has this kind of distress & can be published twice a month only with now necessary gifts, tax-deductible donations. There are Foundations, all of which have criteria governing their available cash, but applying for grants means fitting into someone else's mold.

Tried with "Let's Talk" when that woman who won medals at both the Summer & Winter Olympics made her face & story available: She has a mental illness & the idea was to get all us 'crazy' people out of mental closets, stop the stigma, don't be ashamed or uptight, yadda-yadda. She announced this funding stream for mental health Bell Telephone was sponsoring. I wrote I thought the Carnegie Newsletter would push all the buttons for such a corporate monolith - low-income & poorly housed in bad conditions with substance abuse issues, mental health/illness exacerbated with few options & the struggles to make things right. For a few bucks (actually $8000 .. or did I ask for $11 ,OOO?) they could fund a paper that has at least half of those working on it mentally 'disordered' ; that provides an independent voice; that uplifts a community of thousands with sharing resources and working to better ...

For a few bucks they could have been acknowledged as not being made up of bloated. greedy capitalists, of seeing their own mental disorder and deciding to actual do some good instead. It didn't fly. The response was asking what mental illness the Carnegie Newsletter targeted; what forms the "certified mental health consumers" would fill out to allow the medical practitioners on staff(?!) sufficient access to monitor their improvements; describe what controls will be in place to ensure the validity of results ..... " What they insisted on was having a psychiatrist here to check the mental bona fides of anyone 'crazy' enuf to work on the Newsletter!

Actual issues of ending legislated poverty, getting safe, decent, affordable housing, intelligent handling of homelessness, substance use & abuse, street safety, violence against & exploitation of women, structural changes necessary in economic systems, at-risk youth with no options, youth activities that mean something to the young, cultural sharing beyond protests against and festivals and fairs and gatherings and spiritual elevation!! Nah, corporations are set up to profit off all this shit.. so it certainly seems ..

So here we are - not all crazy or wired or beat to shit and still making the best paper in the city. AND (at last) the purpose of this whole rant: The Carnegie Newsletter needs-money to keep going, just like most everyone else: If anything you see or read in this paper makes you nod your head then there's still hope.

There is a budget shortfall, a need, for about $9000.

If you or anyone you know has a chunk of change just burning holes in whatever sock it's stashed away in, please send some to the Carnegie Community Centre Association, with a note saying "for the Newsletter."
