Spring runoff potential for most of the province moves to below average Recently, the Water Security Agency (WSA) released the March spring runoff outlook.

Most of the province is facing a below normal spring runoff for 2020 as low winter snowfall

levels are impacting conditions across Saskatchewan.

A band in southwestern Saskatchewan stretching from Moose Jaw through to Lucky Lake and Leader is facing the driest conditions with a well below normal runoff projected. Some agricultural water supply issues could develop within drier areas during 2020 if lack of moisture persists through spring.

March and April can be the some of the wettest months, so the outlook may improve. Only the far northwest and extreme southeast and southwest corners of the

province are projected to have near or above normal runoffs, with small portions of the province expected to have a higher than normal runoff.

However, in these areas where above normal runoff is expected, �lood �lows are unlikely based on current conditions and normal conditions going forward.

Snowmelt runoff is in�luenced by fall soil moisture, storage conditions, winter precipitation accumulations and weather during the spring melt. While much of the southern half of province entered the winter with good to ex-

cess moisture conditions, below average snowfall has decreased the runoff potential.

Water supplies from the province’s major reservoirs are expected to be adequate in 2020. Desirable summer operating levels are also expected at most recreational lakes within the province in 2020.

The Qu’Appelle Valley is the exception with Last Mountain, Pasqua, Echo, and Crooked lakes likely to be lower than desirable.

The WSA will issue another forecast in early April if runoff is not yet underway.

Grain Growers seek carbon tax exemptions The Grain Growers of Canada (GCC) strongly support the Senate Public Bill S-215 brought forward by Senator Diane Grif�in to exempt natural gas and propane from the carbon tax.

“This past year’s harvest from hell was dif�icult for grain growers across this country,” said GGC chair Jeff Nielsen.

“We are so pleased that Senator Grif�in brought forth this bill to recognize that farmers need immediate relief from the mounting costs to our bottom line.”

The bill from Senator Grif�in was driven by her experience as former chair of the Senate Committee on Agriculture and Forestry in the last parliamentary session. In the 2018 Senate report from the aforementioned committee, entitled “Feast or Famine: Impacts of climate change and carbon pricing on agriculture, agri-food and forestry,” recommendations were made to broaden the exemptions for agriculture.

The report speci�ically advocated for the exemption of propane and natural gas for all farming operations from the carbon tax – including costs to heat or cool a structure.

The legislation tabled recently follows those recommendations

and seeks to include exemptions that should have been in place since the implementation of the Greenhouse Gas Pricing Pollution Act. “These costs are adding up and Canada’s grain farmers cannot continue to pay the price for inaction. A complete exemption for all fuels used on the farm is what we need to avoid these crises in the future and provide farmers with the resources to continue doing what we do best,” said Nielsen.

“This will not be the last time where farmers face a tough harvest. We need a legislative and regulatory environment that re�lects contributions that Canadian farmers have and continue to make towards the climate solution – while ensuring a sustainable future for this important industry.”

Senator Grif�in’s bill was tabled the same day as a similar piece of legislation in the House of Commons from Member of Parliament Philip Lawrence. While the two pieces of legislation are not identical, the GGC is happy to support both and will advocate strongly for them as they go up for debate in the respective chambers.

“In committee, farmers consistently indicated that they should be

treated fairly regardless of the crop they grow or the livestock they raise.

The government said that they require more evidence on how the carbon tax is impacting farmers,” said Senator Grif�in. “My bill is complementary to a similar bill in the House of Commons. However, a Senate committee is the quickest path in Parliament to collect this evidence and provide the government and parliamentarians with recommendations.”

“It is a very important step forward to see Sen. Grif�in and MP Lawrence recognize the urgent need to support Canada’s grain farmers,” added Nielsen. “This will not be the challenging harvest and farmers need a legislative environment that re�lects this new reality.”

GGC expects that these bills will demonstrate that elected of�icials of all political stripes recognize the importance of immediate action. We urge all parliamentarians to support these critical pieces of legislation.

By Kelly Johnson The Observer Chopper K Auction Mart in Alameda holds regular weekly livestock auctions.

Producers bring their live animals to the market on Wednesdays and the regular weekly sales begin at 9:30 a.m. Thursdays. The owners of the facility are Chad and Kim Levesque.

Buyers come from various localles, including Moose Jaw, Moosomin, Virden, MB and Hamiota, MB, to name a few, as well as regulars from the local area. The auctioneer puts around 150 head through the sale

arena each hour as local ranchers watch from the bleachers for their livestock to go through.

Local cattleman Jim Neuman says, “Prices are up a bit from last year”.

He was selling spring calves at an auction held on Jan. 23.

At the Jan. 23 auction, livestock looked in very good shape and generally each producer was happy with what their cattle had sold for.

Bidding remained robust right through to the close of sale indicating a strong market.

The producer is compensated almost

immediately and can receive their cheque about 15 minutes after their livestock go through the sale arena. The auctioned cattle are all loaded and shipped that evening and the next day.

The auction mart in Alameda has been operating in Alameda for over 50 years, opening in the 1960’s. It also boasts a restaurant where you can sit down and dine on the wares of the cattle producers. It features several cuts of steak and other dishes, so everyone can enjoy the work the producers put into this industry.

Elemental Energy invests in renewable energy projects

By Laura Kish thecitizen@sasktel.net Elemental Energy’s portfolio of renewable energy projects include operational assets and projects in various stages of development. In January, Elemental hosted a dinner at Fat Lady’s Bar and Grill in Glenavon for its largest project in

development, the Bemersyde Wind Project located near Peebles.

Presenting with their development partner, EDP Renewables Canada Ltd. (EDPR), Elemental and EDPR provided project updates and outlined their plan to prepare for SaskPower’s next call for wind energy through a

Request for Proposals (RFP) in late 2020 for up to 300 MW of new capacity.

Ken Little, Associate Director of EDPR, commented that the Project is “in a really good wind area” and outlined several bene�its of the Project’s location including limited environmental constraints.

SaskPower says things are still subject to change. If the Bemersyde Wind project is successful in receiving a contract through SaskPower, Little noted that the Project is targeted to be constructed two years following contract award to allow time for permitting and construction preparation.

There is already a 10-turbine 20 megawatt wind project near Grenfell. Will Paterson, Project Manager with Elemental Energy explained that the Bemersyde Project would likely use larger turbines than those installed in Grenfell. Even equipped with larger turbines, Patterson explained that the Bemersyde Wind project is expected to be composed of 40 to 60 turbines depending on the amount of energy SaskPower decides to procure.

By Kelly Johnson The Observer Chopper K Auction Mart in Alameda holds regular weekly livestock auctions.

Producers bring their live animals to the market on Wednesdays and the regular weekly sales begin at 9:30 a.m. Thursdays. The owners of the facility are Chad and Kim Levesque.

Buyers come from various localles, including Moose Jaw, Moosomin, Virden, MB and Hamiota, MB, to name a few, as well as regulars from the local area. The auctioneer puts around 150 head through the sale

arena each hour as local ranchers watch from the bleachers for their livestock to go through.

Local cattleman Jim Neuman says, “Prices are up a bit from last year”.

He was selling spring calves at an auction held on Jan. 23.

At the Jan. 23 auction, livestock looked in very good shape and generally each producer was happy with what their cattle had sold for.

Bidding remained robust right through to the close of sale indicating a strong market.

The producer is compensated almost

immediately and can receive their cheque about 15 minutes after their livestock go through the sale arena. The auctioned cattle are all loaded and shipped that evening and the next day.

The auction mart in Alameda has been operating in Alameda for over 50 years, opening in the 1960’s. It also boasts a restaurant where you can sit down and dine on the wares of the cattle producers. It features several cuts of steak and other dishes, so everyone can enjoy the work the producers put into this industry.

Elemental Energy invests in renewable energy projects

development, the Bemersyde Wind Project located near Peebles.

Presenting with their development partner, EDP Renewables Canada Ltd. (EDPR), Elemental and EDPR provided project updates and outlined their plan to prepare for SaskPower’s next call for wind energy through a

Request for Proposals (RFP) in late 2020 for up to 300 MW of new capacity.

Ken Little, Associate Director of EDPR, commented that the Project is “in a really good wind area” and outlined several bene�its of the Project’s location including limited environmental constraints.

SaskPower says things are still subject to change. If the Bemersyde Wind project is successful in receiving a contract through SaskPower, Little noted that the Project is targeted to be constructed two years following contract award to allow time for permitting and construction preparation.

There is already a 10-turbine 20 megawatt wind project near Grenfell. Will Paterson, Project Manager with Elemental Energy explained that the Bemersyde Project would likely use larger turbines than those installed in Grenfell. Even equipped with larger turbines, Patterson explained that the Bemersyde Wind project is expected to be composed of 40 to 60 turbines depending on the amount of energy SaskPower decides to procure.
