Cottagers delighted to be back at resort

White Bear Lake Resort reopened on May 30 to cottagers who are Saskatchewan residents.

By Kelly Johnson The Observer White Bear Lake Resort opened on May 30 to cottagers and vacationers. The popular vacation spot had been under limited access to only permanent residents and members of the White Bear First Nations due to the COVID-19 provisions set forth by White Bear First Nations Chief

and Council members.

The resort began allowing local access to cottage owners and seasonal camper lot holders, who had reserved those spaces in the past years.

The resort and golf course are open to permanent residents of Saskatchewan only.

All gatherings are limited to a maximum of ten people, everyone is expected to follow the

physical distancing guidelines set forth by Saskatchewan Health Authority [SHA] and must be adhered to at all times.

All activities are under SHA guidelines and anyone needing information can go to the SHA website. More information on the activities at the White Bear resort is available on the White Bear Health Facebook page or by calling the White Bear Lake Resort Office.

Betty DeJong spent a few days last week visiting with her dad Bob Harrison before heading home to Lashburn onMay 29.

Samantha Peet and boys, Hudson, Lincoln and Jaxon left on May 28 for Preeceville to visit with her parents Bryan and Lori Hull and while there also visited with her siblings.

Word was received that Marion Jorgensen of Balgonie, SK (formally of Alida) had passed away on May 28 in her 92nd year. The Alida community extends sincere sympathy to her daughters, grandchildren and their families as well as other family members and friends.

I noticed an obituary in last week’s (May 29) issue for Roland Boulet, who had passed away on April 29 in Olds, AB at the age of 92 years. The Alida community extends condolences to the Boulet and Boutin families.

I was in Redvers the other day and as I went by the school yard I noticed on the front lawn were picture-posters of this year’s Grade 12 graduates.

Also nearby on the centre boulevard were similar posters of the Bellegarde graduates. What a great idea to recognize these young people and their accomplishments that they made this year. I sympathize with these students who won’t be able to celebrate their graduation in the customary way, but do remember you are all thought of proudly on your accomplishments and are wished the best of wishes in your future endeavors. This year Alida recognizes one graduate from our area, Madison Smith, who attended Oxbow Prairie Horizon School.

Congratulations and best wishes to you Maddie and to all the other grade twelve graduates. Stay safe.

We did receive a little rain, but surely not enough to do much good, except it did fill my rain bucket once again (guess what though, it’s getting empty again and I need more rain). Mind you some of the farmers are just as happy as they hopefully will finish up their seeding operations soon. Here on the Cowan farm the guys finally got finished

with the seeding, implements all cleaned up and put aside until next time they’re needed. They are busy checking their crops to see how things are growing – of course have found the usual unwanted weeds sprouting right along with their grain, and in some cases have even found those little creatures known as flea beetles who seem to be very hungry, so now the sprayer is brought out and will be doing its thing once again, providing of course if it’s not too windy – see we just are never satisfied.

Appreciation goes out to the 10 individuals who stepped up and picked out a Centre Street flowerpot.

They are all planted now and one only has to wait for the plants to grow and bloom their little hearts out.

In fact, there is one that is very attractively arranged and is showing off its beautiful colors. The others will follow shortly, I’m sure. This really does help to beautify our little town.

Again it’s still fairly quiet around with most busy with farming, gardening and yard work, while others are still being cautious, only going out to pick up the essentials (mail, groceries). The reopening of the last two phases have proven to be okay for us. It was great to be able to receive a haircut or whatever one wanted, everyone looking their best now (lol).

Phase Three is to begin on June 8. It will be so nice to be able to go out to your favorite café for a cup of coffee or even a meal. Just remember to follow whatever rules that are put in place, it’s for your safety. Continue to keep physical distancing, stay healthy, be safe and take care, we WILL get through this together.

There were more that 120 in each. So from the dandelions I picked in a two-week period on a small area of land, there could have been 120 x 4000 new plants. You can imagine how many there would be around town.

Someone on Facebook said that dandelions weren’t weeds because they belong to the sunflower family. It brought to mind when I was in grade 5 and our Science teacher, Dale

Thanks to June Thompson, who has spend several days digging hard, edging of the beds and setting out perennials, including another peony. For the first time in many weeks, Mary Thiessen came with her guitar; and led a hymnsing outside in the courtyard. We have missed her since her trip to Cuba and quarantine at the farm. Weather permitting this won’t be the first such hymnsing there.

I was happy to give

However, I need my notebook back as I cannot remember the name of the little bush in full bloom outside my window. My computer is on slowdown, and my eyes are worsening.

Another first for the Villa today is the funeral of our resident, Ralph Mills. Only ten people, (family) can attend at the Associated Gospel Church. The rest of the congregation will watch on their phones, and we may see it on computer.

VILLAGE OF ALIDA WATERWORKS & SEWAGE WORKS ANNUAL FINANCIAL OVERVIEW For the Year 2019

The Drinking Water Quality and Compliance Report, and other information on the Village of Alida’s Water & Sewage Works, as required under The Municipalities Regulations, is available for viewing at the Village Office.

The total combined water & sewage works revenue for 2019 was $64,158.00 while total operating expenditures were $93,847.00.

Comparison of water & sewage works revenues to expenditures plus debt payments, expressed as a ratio, is .6836. This means that for 2019, water & sewage works revenues covered 68.36% of the total expenditures.

Water line breaks in 2019 account for the higher than normal waterworks expenditures.

Reserves, which were depleted following upgrades to the water treatment plant and sewage lift station, will be replenished as the full amount of annual utility surpluses are placed in the specified reserve for future capital work on the utility to establish a fund for replacement/ repair of aging infrastructure.

In 2019, the Turbidity at the Water Treatment Plant was between .07 and .22. Turbidity is a measure of water treatment efficiency.

The limit is 1.0 NTU.

Moe must continue to remember his roots

By Murray Mandryk More so than just about any business you can think of, politics is all about knowing whom you are and where you have come from.

The problem, however, is that it’s quite easy to forget all that, even under normal circumstances.

And with the stakes so high in this COVID-19 crisis, it’s likely even harder for our leadership to remember the fundamentals of this province.

As such, Premier Scott Moe had some mixed results in being able to do so.

There is one area in which Moe has been rather successful in remembering where he has come from and reminding all of us in Saskatchewan of exactly who we are.

The Premier recently wrote: “Hats off to our farmer for perseverance and hard work this season” to congratulate that seeding was at the five-year for this date.

In a world where nothing seems normal, Saskatchewan lost a staggering 53,000 jobs in April, agriculture saw a 1.4-per-cent increase in employment in April as seeding got into full swing.

It’s done so without receiving anything resembling the federal subsidies other business are getting. So far, only $252 million has been made available to farmers across the country to deal with effect of COVID-19, very little of which has made its way to western farmers and ranchers. Moreover, it’s only one-tenth of what the Canadian Federation of Agriculture requested.

Yet farmers are demonstrating what Moe aptly described as “perseverance” in carrying on with seeding that will be an estimated 37 million acres this year. Some of them have had to leave last year’s crop in the field because of horrific harvest conditions last fall.

Agriculture is simply soldiering on, pumping millions into the local economy as farmers buy seed, fertilizers, chemicals and fuel.

The net result is that Saskatchewan has seen an increase in exports in the first quarter of 2020, largely due to canola, pulse, agricultural machinery, oats and soya beans sales.

It is important for Moe and others to acknowledge what we are, especially, in these tough times when the impact of the pandemic is taking its toll on all of us.

However, Moe and his government hasn’t always been quite so successful at remembering its roots, as was demonstrated by the recent Saskatchewan Health Authority- driven decision to temporary close to 12 rural hospital emergency rooms as part of the SHA’s pandemic readiness plan.

One gets the need to prepare health staff everywhere in the province for the potential impact of a COVID-19 outbreak.

But the simply fact of the matter is there has been no more than one active COVID-19 case in all of central and southern rural Saskatchewan for a month. To even “temporarily” completely close rural ERs during seeding poses a very real problem.

That it comes from a government that represents all 29 rural seats is even more bizarre.

It took a letter from 21-year Arm River-Watrous MLA Greg Brkich to the SHA and to his own cabinet before the Sask. Party administration seemed to realize this.

In his letter, Brkich expressed frustration over the temporary closure of the Davidson Hospital ER, the only hospital between Regina, Saskatoon, Moose Jaw and Outlook.

“Local folks are being short changed again in rural Saskatchewan” by being left without quality emergency care, Brkich wrote.

Given the history of the closure of 52 rural hospitals by the former NDP government 27 years ago, it’s especially strange that the Sask. Party government would have missed the significance of what it was doing.

To his credit, Moe took responsibility for the “communication” problem and offered assurances the closed ERs would be re-opened in mid-June.

But it does seem to demonstrate how important it is for politicians to remember where they come from.

Arcola honours 2020 Graduates

By Kelly Johnson The Observer The Town of Arcola workers were kept busy May 26 placing the graduation Class of 2020 portraits on display on Arcola’s Main Street utility poles.

The graduates had their final semester cut short when it ended in March due the COVID-19 restrictions that seen the closure of all schools in the province.

Each student will receive their Grade 12 standing, however, they will need to improvise on how to celebrate their final school year.

Some schools have planned virtual graduations ceremonies as a way they can all get together to share one last memory.

The most certain thing that all the students can take with them is that 2020 will be a year that will always be remembered. The 2020 graduates will always be thought of because of this unforeseen challenge that they faced and one they can reflect back on in the future and use it to guide them as they go forward in life.

Even though the COVID – 19 pandemic caused many unfortunate events to take place in the world, we as a staff wanted to “tip our hats” to you for all the effort you put in to the sport/ sports you love. Thanks for your passion for sports, whether that be a full season of practice and games and being crowned a champion, only being able to practice and have your season cut short, training for months only to have your season cancelled all together, or just loving sport and putting in the effort wherever need be. By Kelly Johnson The Observer The weekend of May 30 proved to be a very busy one at the White Bear Lake Golf Course.

The course, which is situated on the White Bear First Nations in the White Bear Lake Resort, was opened on May 15, but operating under the COVID-19 provisions that had been put in place by White Bear First Nations Chief and Council. The provisions were put in place from April 7 until May 30.

The 18-hole White Bear Lake Golf Course and staff, which offers some of the finest conditions for golfers anywhere in Saskatchewan, was well prepared for the influx of golfers that were anxiously waiting to play the challenging links.

Club Professional and Course Manager Gord Petker was very pleased to be back to the “new normal” that all courses in the province are under now. Petker, who resides in Ontario for the winter, was subject to 14 days of quar-

antine upon his return to White Bear Resort in mid-April.

The season opened May 15, allowing only permanent residents of the resort and citizens of White Bear First Nations to golf. Courses were allowed to open under the Saskatchewan Governments reopening strategy and it was a wait and see what the planned opening weekend would bring to the White Bear Resort and White Bear Golf Course. The community of White Bear First Nations, White Bear Lake cottagers and the many patrons of the popular vacation destination, were anxiously awaiting the opening of both the resort and its many facilities.

With the extra time to organize for the season the course was ready to go Saturday morning, May 30 under the new rules that all courses now must abide by.

Typically other area golf courses seen a busy start to the season and full booking sheets, the White Bear Course was no exception, realizing

the same high volumes other courses experienced on the May long weekend. The course, which has become a must play destination for avid golfers, did not disappoint.

Petker was enjoying the return of the golfing public, “It was great to see members and the public enjoying the golf course and the weather for the weekend”.

Members, staff and the White Bear community were very pleased with the opening of the well manicured course that has seen golfers coming from great distances to Challenge the Bear.

The Course has become a centerpiece of the White Bear community and a favourite for golfers in the area.

Petker added, “White Bear Lake Golf Course is in great condition and we have had a lot of positive feedback on the course.

Seeing it open and everyone enjoying the outdoor activity after the long isolation, has made for a wonderful start to the 2020 golf season here.”

Off leash dog park coming soon

By Kelly Johnson The Observer West Park in Carlyle is now home to a new amenity that will serve the community and their canine friends.

The new dog park is close to completion and set to open in the very near future, providing space for dog owners to add adventure and socializing for their dogs.

The off-leash dog exercise facility will be ready once signage is up and Public Health gives the all okay.

The fenced compound will consist of three sections, one for larger dogs, a section for smaller dogs and a

receiving run area at the entry where owners can leash or unleash their dog when coming or going.

The compound was built by Geiger’s Fence Erectors, Limited from Regina. This is the second dog park they have built, the first one was for the City of Regina.

The fencing for the compound consists of approximately 310 lineal metres enclosing an area of nearly 3,000 square metres. The enclosure is made of galvanized steel posts, chainlink wire that is also galvanized material, at a height of six feet, with the required gates to access the de-

William Peter Sinclair 1959 - 2020

With sadness in our hearts, but also with gratitude for a lifetime of special memories, we announce that William completed his earthly journey on May 24, 2020 at home, surrounded by the love of his family.

William leaves a legacy of love with his wife Edrina Sinclair (Brittin); daughter Maria Walter (Mathew) and their children Kade & Quinn; daughter Michelle Sinclair (Brian Straight) and her daughter Natalie; son David Sinclair (Adrianna); daughter Nicole Rogalski (Zane); father Donald Sinclair (Donna); brother Michael Sinclair (Bev); sister Bernadette Skuban (Joseph); mother-in-law Jean Brittin; sister-in-law Andrea Brittin (Bob); brothers-in-law: Laird Brittin (Birgit), Blair Brittin (Marie), Jeremy Brittin (Tara) and Kelvin Brittin (Donna), along with several nieces and nephews.

He was preceded in death by his mother Gladys Sinclair and his father-in-law Edward Brittin.

A private family graveside service took place at the Estevan City Cemetery on May 27, 2020. A public celebration of William’s life is being considered for a later date when it is once again safe for us to gather.

By Kelly Johnson The Observer On May 30 Clarence Hookenson of Kisbey turned 100 years of age. The day was a celebration at his home in Kisbey where he resides with his wife Charlotte. His family was able to organize a remarkable and special celebration that included his many friends and associates, under the conditions that are in place due to the COVID-19 pandemic.

They organized a parade that was led by the Carlyle and District Fire and Rescue’s main unit, followed by an RCMP patrol unit, both with lights and sirens going, then followed by a long parade of various vehicles, from tractors to semis, bicyclists and people on foot.

Those greeting Clarence were treated to Tim Horton doughnuts, which were handed out as they passed by Hookenson, who was seated at the end of his driveway. Hookenson’s son, Brian, had the pleasure of serving the tasty treats with help from longtime family friend, Jack Wilson.

Hookenson spent his life farming and raising cattle on the family homestead, which he acquired from his father at the end of World War II. His pride was raising cattle of which he had great success through the years.

One of Hookenson’s passions was showing his cattle at the Royal Winter Fair in Toronto for 15 years.

In the late 60’s and early 70’s he won top honours five times with Champion steers. In 1967 he won Supreme Champion Steer which graded 96.6 out of 100 and to this date stills holds the record for highest score at the

Hookenson has held many offices over his lifetime, having been elected to different positions on various boards and councils for 49 of his 100 years.

For 30 years he was a Councilor and Reeve for the Rural Municipality of Brock #64. He spent 27 years on the executive of Municipal Hail as a Director, Vice President and President.

For 11 years he sat as a Director of the College of Veterinarians at the University of Saskatchewan in Saskatoon. Hookenson spent 14 years as a Director of the Saskatchewan Federation of Agriculture, followed by another four years as President.

He has fond memories of attending the World Agriculture Con-

ferences in Helsinki, Finland in 1979 and in Trondheim, Norway in 1990, having met delegations attending from 55 other countries.

Gary Carlson of Regina, who met Hookenson in the late 70’s and became friends during their time at the Saskatchewan Federation of Agriculture, described their working relationship, “He did an excellent job, was an excellent leader, an excellent farmer and livestock showman.”

Hookenson was also elected twice to the Canadian Wheat Board in 1968 and 1982 for terms of four years, retiring in 1986.

Hookenson described the Canadian Wheat Board as, “The best grain marketing system in the world and we lost it.” The majority of shares in the Wheat Board were sold

to Saudi Arabian interests in 2015.

The one question that is asked of every centenarian is, “What is the secret to reaching 100?” Hookenson replied, “Kisbey water.”

Also quizzed on “how it felt to be 100?”

Hookenson said he would, “Sooner back up to 50. I could run then.” Hookenson has never smoked or drank, claiming that seeing fellow soldiers receive detention in the army was a determining factor to stay away from any use of alcohol.

He was inducted into the Saskatchewan Agriculture Hall of Fame in 2019 and was presented a lifetime membership in the Royal Canadian Legion, in March of 2020.
