Weekly RCMP report Submitted by Staff Sgt. Darren Simons Merry Christmas and Happy New Year from the Staff of Carlyle Detachment.

• As you may or may not be aware the Detachment does Meals On Wheels every December. Realistically who else can you guarantee will be around when you want them and don’t want them? The Police. Recently and tragically one tray did not make it out of the parking lot of Moose Mountain Lodge. This was partially due to the clumsiness of the Member and partially due to the strap having worn out velcro. To the rescue came Tanya of “Sew and Sews” and we now have new straps which will undoubtedly assist in avoiding further mishaps.

I am not saying it was me that dropped the tray, however, after the tray was dropped I went in to replace it, leaving Marie Russell in the patrol vehicle wondering where I went. She got out of the vehicle on a very cold day and observed the spilled soup and figured things out. Spilled soup, plus missing colleague, plus colleague who is a clutz . . . you get the picture, who says you need to be a Police Officer to solve mysteries?

• Arcola Fire Department and Carlyle RCMP were dispatched to a fire which, unfortunately resulted in the death of one individual. At this time we do not feel it was suspicious. We would like to give a big “Thank You” to the community of Arcola. The hard work of the Volunteer Fire Department should not go unnoticed with the firefighters having to return several times to deal with flare ups and to check on the Members who were doing scene security. In addition, it is always humbling when community members approach the Police and offer their homes for “breaks” and refreshments. It is important that we recognize this and it definitely makes what can be a hard uncomfortable duty much easier.

We would also like to put a big thank you to Moosomin Detachment for lending a couple of Members as well as Carlyle and Weyburn Traffic Services for

their assistance with this investigation as well.

• Would you be alarmed to find out we did not respond to any false alarms this past week? Don’t be alarmed being we always seem to get false alarms.

• Cold weather used to mean a decrease in calls and if the cold snap lasted longer it would result in “Cabin Fever”, which generally would result in increased calls for service. I believe this was because people could only handle each other for so long before they would get on each other’s nerves.

It is my theory that with technology individuals can stay apart and don’t have to fight over what is being watched or who will change the channel. Most households have two televisions, a computer and everyone seems to have a smart phone. Thus, if you want your own space you can generally find it.

Therefore for the Police cold snaps do not always mean an increase in work. I sure don’t miss standing out in the cold knocking on doors to get invited in to resolve a dispute.

• We truly care about the youth and children in our communities. For this reason we have taken the time and effort to train several Members as “Child Passenger Safety Technicians” Cst. Mike Pike is our Detachment expert and if you have concerns, or want to ensure you are transporting your children safely, we will assist in this endeavour. We will be announcing dates of clinics in the near future. If you have an immediate concern contact our office and we will set you up with an appointment with Cst. Pike.

• Members investigated allegations of an assault at an establishment that serves liquor. One individual allegedly threw a drink in another individual’s face, called them a derogatory name and got slapped in return. The involved individuals do not want each other charged and our investigation has been concluded.

• A disagreement at a “party” resulted in another physical confrontation between co-workers. Our investigation is continuing.

• An individual went to a residence and attacked another individual. Unfortunately, in the process of assaulting the other individual, they were injured

and had to seek medical treatment.

Sask. Party must work to keep its dynasty going

By Murray Mandryk It went largely unnoticed, but something happened this particular decade that hasn’t happened since the 1930s.

The past decade was the first decade in Saskatchewan in 80 years where at least part of it wasn’t influenced by the governance of a Co-operative Commonwealth Federation/New Democratic Party governance.

Here is something else that was rather statistically unique: This was actually first decade in 60 years and only the third time in our history that saw one party rule for the entire decade.

You’d have to go back to CCF rule in the 1950s, part of the Tommy Douglas/Woodrow Lloyd 20year run, to find an entire decade in which only one party ruled Saskatchewan.

What this all means is the Saskatchewan Party, a party that’s only 22 years old,_ has clearly become the dominate political force.

An electoral win in October, a win everyone is expecting, will extend the Saskatchewan Party run to 17 years. That will be mean it will have governed for 17 of its 27 years of existence _ a record comparable with the CCF that governed Saskatchewan 20 of its first 31 years.

The Sask. Party is quite the Progressive Conservatives in Alberta that won for multiple decades.

And, yes, we had an NDP government as recently as 12 years ago that completed a 16-year run from 1991 until 2007, suggesting Sask. Party run may not be all that unique even in our modern political history.

But that last NDP 16-year run, it had a “coalition government with the Liberals (albeit, a coalition in name only) and some rather narrow victories as this province struggled with its own political identity.

Compared this with the massive wins of former premier Brad Wall, 60- to 65-per-cent of the popular vote. There is no doubt that the Sask. Part now stands the province’s natural governing party, dominating the political landscape.

It has become a dynasty comparable with anything in our political history. In some ways, it’s also become synonymous with Saskatchewan, itself.

But all this begs the questions: Where is the Sask. Party likely to go from here? What does the Sask. Party have to do to stay on top in the next decade that might not be blessed with a resource boom?

Well, the challenges for any government after three terms are usually complacency, entitlement and a lack of innovation.

It begins with innovative solutions to growing the province that will likely have less natural resource revenue to balance the budget.

The Sask. Party government took a big step towards rectifying that by producing a surplus budget after years of deficits and overspending. Much of this problem was of this government’s own making _ a sight of that complacency and entitlement that had clearly begun to set in.

That said, it did the right things in this year’s the province’s budget … although it still has its problems.

It still has a fond affection for capital spending, partly driven by its desire to leave monuments at considerable costs to taxpayers.

Sure, many of these projects like the Saskatchewan Hospital at North Battleford and new schools were needed.

But can anyone honestly justify the $1.9 billion for a by-pass around Regina? Were there cheaper alternatives?

And then there is the increasing question of those close to the party benefitting, a re-occurring theme this past term we saw with the Global Transportation Hub and perhaps other government investments.

Government longevity requires being in sync with the public. But, mostly, it’s simply requires providing good government.

That may be the new challenge for the Sask. Party in the decade to come.

What we can learn from our pets When I was growing up my family had a dog. My husband’s family had cats. After we were married he didn’t want a dog and I didn’t want a cat. We knew we would never, never, ever have a pet.

A chocolate brown springer spaniel arrived first and we named her Mocha. This was followed a couple of years later by a My Outlook white and brown Collie-cross we Shelley Luedtke called Carmel. I know, the candy themed names are rather pathetic. Hang on, it gets worse.

For many years these delightful dogs brought countless hours of joy and became a special part of our experiences as a family. Sadly, age and illness resulted in the loss of both dogs within eight months of each other. The pain of losing our beloved pets convinced us we didn’t want to ever go through that again. We knew we would never, never, ever have another pet.

Hershey, a lab shepherd-cross, arrived as a surprise for our daughters while two years later an illconceived concept of a “family vote” resulted in the addition of a golden retriever named Toffee. (That’s it for the candy-coated names--I promise).

Studies suggest that pet owners benefit from the presence of an animal in their home. They cite lower blood pressure, decreased heart rates and fewer headaches among the many health benefits of sharing your life with a pet. Although I truly loved seeing the wagging tails of my dogs welcoming me home at the end of the day, a quick trip through the memory of all the things these precious dogs destroyed as puppies does nothing but raise my blood pressure and cause my head to pound.

I recently read the account of a man and his dog who took part in a pet therapy volunteer program.

Once a week the owner and his dog, Watson, spent the afternoon with patients in a residential program providing treatment for individuals who had suf-

fered traumatic brain injuries. Some of these patients had lost their memory, others their ability to speak, but they responded to Watson’s visits with anticipation and smiles, and for some, was the only living thing they seemed to connect with. Watson was a star. Patients, along with the staff, loved him.

To enroll his dog in the program the writer described the orientation process he was required to fulfill as the owner including seminars, workshops, criminal record check, and a workbook of information to study. Watson on the other hand had to be…a dog. His value was in being fully and wholly what he was made to be. Oh, what we could learn from Watson.

Consider the advice we often give to someone heading out on a date, or job interview, or any number of new situations: “just be yourself.” The advice is great but it seems that the use of the word “just” gives us a sense that being ourselves ends up as something we need to be limited to. Instead of saying we should just be ourselves, how about saying we should be fully and wholly ourselves.

We had to experience again the pain of losing pets when Hershey and Toffee died within 10 days of each just a couple of years ago. There was no way we were going to go through that again and so we renewed our commitment to remain pet-free.

Weiss, a beautiful, but very big Saint Bernard now shares our home. It was intended as a shortterm arrangement but despite my determination to not get too attached, there is no way I would want to let him go.

There is nothing about my dogs I would change-although I’d love to have a couple pair of my shoes back. They teach us many things: a walk is a good thing, we can be content with a couple of toys, treats are fun, and never pass up an opportunity to have a nap. Mocha, Carmel, Hershey, Toffee, Weiss and Watson are reminders to me that although there are stresses, strains, pressures and problems that need to be faced in life, the best thing we can do is to be fully and wholly ourselves. That’s my outlook.

From Page 3 - RCMP report Upon being released from the medical facility they were arrested and charged for assault and they were also charged for breaching their release conditions.

They were subsequently released on further conditions.

• Members were called to a residence to deal with an intoxicated individual who was allegedly assaulted. Upon arrival the individual claimed they were assaulted, however, they were too intoxicated to co-operate. A family member took responsibility for their care and our investigation continues.

• A vehicle was vandalized and had its back window broken. If you have any information in relation to someone breaking the window of a vehicle or any other crime please contact the RCMP. • We had a couple of collisions. In one incident a vehicle was struck when an individual failed to realize the vehicle in front had slowed to turn. Fortunately there were no injuries, however, the vehicle will never be driven again due to the extensive damage. The violator was charged for careless driving.

• Regina Police Service requested we interview a suspect in relation to an incident in their jurisdiction. The alleged offender denied any involvement.

This subject was subsequently arrested the following night after stealing a vehicle that had been left running and unlocked. They were remanded for court in Estevan and while the wheeling and dealing between lawyers was occurring, Regina Police Service contacted our Detachment to advise they

had just identified our suspect through a photo line up. Unfortunately for the accused, this negatively affected their ability to get released and therefore they remained in custody, yes, even though Christmas is coming they remained in custody. Unfortunately for this individual more charges are forthcoming.

• I know we have said it before, and we will say it again. Do not leave your vehicles running with the keys in the vehicle and the doors unlocked. Please lock your sheds, your garages and your homes.

Criminals look for the easy theft. Don’t make it easy for them.

• Members issued approximately 10 tickets and approximately 30 warnings over the past week.

• Members issued tickets for fail to produce drivers licence - $100, cell phone - $280, stop sign - $230, fail to wear seatbelt - $175, careless driving -$280 and the most expensive tickets were for $308 and $820. (ouch) • Members issued warnings for careless driving, unregistered vehicle or trailer, fail to stop at a stop sign, inadequate speedometer, fail to produce registration, tail light fail to emit red light, inadequate headlamps, obstructed licence plate, inadequate licence plate light, and speeding.

• Members issued inspection notices for inadequate windshield, inadequate daytime running lights, install mud flaps and fenders, inadequate licence plate lights, and cover auxiliary light that is above headlights.

It’s another early deadline (Thursday, Dec. 19) for the January 3 issue. It was just a day ago that I sent in news for the column, which was also an early deadline for the December 27 issue so of course not much news for this time around. So this will be very short and sweet (as the saying goes). Hope you all had a great Holiday Season. Everyone will be back to work or to school when the new week begins (Jan. 6). The deadlines will all be back on schedule and maybe one will also get back to normal and remember what day it is.

Today, Thursday, Dec. 19 most of the elementary schools in our area held their annual Christmas Concert. Many parents, grandparents, aunts and uncles, as well as friends attended these concerts and enjoyed the students’ performances. These events

NIGHT SKIES | JANUARY AN ASTRONOMY ARTICLE BY JAMES EDGAR The Moon begins this month a few days before first quarter and at an apogee distance of 404580 km. On the 9th, the Moon skirts by the cluster M35, just before full Moon on the 10th. As expected, since a solar eclipse occurred in late December, a lunar eclipse comes 14 days later, on the day of the full Moon. Unfortunately, this is a hard-to-detect event, with the Moon just barely enters Earth’s shadow, plus it isn’t visible from the Western Hemisphere at all. An observer would have to be in India to witness the moment of greatest eclipse. On the 11th, the Beehive Cluster (M44) provides the lunar backdrop. By the morning of the 20th, Mars is 2 degrees south of the very old Moon. Jupiter is occulted on the 22nd for Southern Hemisphere viewers, and for us, it’s a close brush at 0.4 degrees. The waxing crescent Moon glides by Venus on the evenings of January 27 and 28.

Mercury is too close to the Sun for most of the month, becoming visible in the evening later on.

Venus is the bright object in the western evening twilight – often mistaken for an airplane’s landing lights, or sometimes thought of as an alien spacecraft. It’s just the brightest object in the sky, after the Sun. This will be the best apparition for Northern Hemisphere viewers in nearly a decade. The Moon is nearby on the 27th and 28th and Neptune is a scant 0.08 degrees north on the 27th.

Mars is a morning object, gradually moving eastward among the stars of Libra, then Ophiuchus, and Sagittarius. On the 17th, Mars is right by its rival, the carbon star Antares, named for the Greek god of war; Mars is the Roman god of war, essentially the same god. The key is that Antares and Mars are very similar in appearance – bright red. The Moon is 2 degrees north on the 20th.

Jupiter is too close to the Sun during the first half of January for comfort, but gradually shows up

in the eastern morning sky toward month-end.

Saturn is not visible for the whole month (behind the Sun).

Uranus is in the constellation Aries throughout the year, retrograding westward for a few days, the gradually begins proper motion eastward. Opposition comes at the end of October, so chances are good for an unaided viewing of the blue-green planet.

Neptune is in Aquarius for 2020; with a period of about 164 years, it stays relatively in the same place for several years. Look for it in the western evening sky in January.

The Quadrantid meteors peak on the evening of January 4.

2019 YouthBiz winners Winners for the 2019 YouthBiz competition have been announced! $2,200 in prize money was awarded to students in southeast Saskatchewan for their efforts in describing their business ideas and developing business plans. This year, 212 students from 12 schools registered to compete in the youth contest.

YouthBiz is a program offered by Community Futures (CF) Sunrise.
