Berugte verkragter sit 33 jaar Die Herald het weer oor verskeie nuusgebeure in sy uitgawe van 20 jaar gelede berig.

Die berugte verkragter wat ‘n jong vrou van Carletonville verkrag en by verskeie gewapende rooftogte op die dorp betrokke was, is tot 33 jaar gevangenisstraf gevonnis.

Frederick Johannes Viljoen (40) is op 20 Augustus 1996 op vier aanklagte van gewapende roof, een van poging tot roof en een van verkragting skuldig bevind. Viljoen het nog nooit enige vaste werk gehad of behou nie en het sedert hy standerd ses geslaag het, die grootste deel van sy volwasse lewe in die gevangenis deurgebring. Hy is sedert 1972 reeds 12 keer op verskeie aanklagte gevonnis en twee keer tot gewoontemisdadiger verklaar.

Viljoen is op vier aanklagte van roof en een van poging tot roof elk vyf jaar

gevangenisstraf opgelê en agt jaar gevangenisstraf op die klagte van verkragting.

200 boere het Fochville tot stilstand gedwing tydens ‘n vreedsame protesoptog met 168 trekkers en bakkies waarna ‘n versoekskrif aan die polisie oorhandig is. Dié boere wat die afgelope week swaar gebuk gegaan het onder die hande van gewetenlose misdadigers toe drie boere wreed aangerand en een vermoor is, was deel van ‘n nasionale poging om die misdaad en verarming van sekere mense op te los.

In die versoekskrif word gevra dat daar dringend aandag geskenk moet word aan die hoë misdaad, die ineenstorting van die stadsadministrasie, die miskenning van eiendomsreg en onredelike belastingdruk. ‘n 34-jarige man van Carletonville wat op aanklag van verkragting op borgtog vrygelaat is,

het hom weer aan dié beweerde misdryf skuldig gemaak. Mnr. Barend Johannes McIntyre van Carletonville het ‘n tyd gelede op ‘n klag van verkragting van ‘n 11-jarige meisie verskyn en is op borgtog vrygelaat. Hy is egter die vorige week weer gearresteer op aanklag dat hy ‘n 8-jarige meisie meer as een maal verkrag het.

Successful and Accessible organisation reaches out to students Kagiso Segone An organisation known as Successful and Accessible held a career exhibition at Tswasongu High School in Khutsong on Saturday 11 March.

This local non-profit organisation (NPO) was established by a group of like-minded young people who were studying at various institutions of higher learning and saw challenges within the education system of their community.

The main objective of this NPO is to bridge the gap between institutions of higher learning and high school learners by offering them quality career guidance and career counselling. In this way, the learners are able to make

informed decisions about the career paths they want to embark on.

Students from different high schools around Merafong attended the exhibition where guest speakers from the organisation and various positions in their respective fields around the area addressed them.

They included Modiehi Chere (law graduate), Dianzo (Merafong Fm radio presenter), Vibration Taylor (rapper and journalist), Itumeleng Maselwane (businessman), Elijah Mduduzi (video director), Paul Mbathane (beauty spa owner), Lionel Pulisa (CEO of Merafong Fm) and Arthur Ndolo (IT specialist).

Three life sentences for each rapist Kagiso Segone Two rapists from Blyvoor were sentenced to three life sentences at the Potchefstroom High Court on Thursday 9 March.

This area is situated between Fochville, Vereeniging and Westonaria. The brutal farm attack has shocked and angered the people all over the area. After gaining entry to the Kalbasfontein farm, the suspects proceeded to torture Nicci Simpson (60) with an electric drill and stabbed her multiple times, leaving the farmhouse covered in blood. One of the attackers also kicked Simpson’ knee until it was broken.‘Ëvery time I told them that I had no money, the leader stabbed the palms of my hand with a knife and threatened to cut off my legs,’ Simpson told the Beeld after the attack.

They also killed her dogs during the attack. The victim has been hospitalised with severe injuries and has been deeply scarred by the attack. The attackers fled with a firearm, vehicle, cellular phone and the contents of a safe. The suspects have not yet been arrested.

In 2013, Simpson fired warning shots and scared farm attackers off the farm, according to Farmitracker. This was after four suspects stabbed a Fochville farmer, Hannes de Wet to death.

Simpson is well-known in the area as she is an avid environmentalist who has also opposed the building of a mega mine dump in the area where she stays.

We are here to represent something and, as an individual, you get to choose who or what to represent.

Professional agents do their work in different fields but there are also agents in the spiritual realm. We become agents through our daily lives and what we say and do is what tells us what kind of agents we are. What you stand for as a person really determines what you do and how you treat people.

I believe everyone can be good and everyone can be bad but people are generally influenced to be bad and negative. If we are not in control of our destinies, we accept

those influences and live by them.

When we are in control, we do not have to do anything we do not want to do.

We are in a position where we understand where we are heading and how to get there.

Once we have mastered ourselves, then, and only then, can we do what we want to do and be able to resist outside influences.

Once we know our purpose in life, we are able to make a difference in the world. It is a question of really thinking about what we are here for.

Are we here to watch the world go by or are we here to play a part in the world? That is the question that we should ponder on. The wonderful thing about life is that there is always a chance to change something, wha-

tever it maybe. Whatever it is that an individual is not happy about, they can make a choice to let it be or to do something about it. Most people want things to change but are not willing to do anything about it so they remain in the same dilemmas, situations or circumstances.

This is a problem because many people are currently unhappy, not because they cannot be happy but because they decide not to do anything about how they feel. If we all decide to do nothing then what kind of society are we building?

We need more agents of change in our communities and societies. I have come across great people who are doing wonderful things and making a

difference in many lives but it is not enough. We need more people who are dedicated to changing what they do not like to what they would like to see.

These are heroes, angels or whatever you may call them but I like to use the term “agents of change”. They are people who represent the change in the world and who are standing for something.

They want to play a role in their communities because they see the need for change. Change happens because of such people and, without them, we will continue to live in the same world.

All great men changed something in life and so can we. The biggest change we can make is changing the way we think and then we can become agents of change.

We engage and interact with attitude in different ways; it can be through compliments or complaints that we get from other people or give to other people. As long as you are still alive here on earth you will always possess an attitude, either negative or positive and, throughout the Bible, God always addressed the attitude of his children on a number of issues.

Many people have been blocked or unfriended on Facebook based on their attitudes, I have seen people I know being removed on Whatsapp groups. It is impossible to estimate the number of jobs that have been lost, the number of promotions missed and the number of marriages ruined by poor of attitude. Attitude can be your best friend or your worst enemy, depending on how you manage it.

Attitude is defined as a way of thinking or feeling about something or

someone. The attitude we choose affects everyone we meet. Attitude is like the umbilical cord that provides much-needed nourishment to the child. So, too, does your attitude provide the vital ingredient for your unborn dream. It’s something we can’t see or touch yet it impacts our entire life, for either good or bad. There is nothing as powerful as attitude. It dictates your response to the present and determines the quality of your future Z you are your attitude and your attitude is you. If you do not control your attitude, it will control you.

Your attitude can create your world and shape your destiny. It determines your success or failure in any venture in life. As I have said, more opportunities have been lost, withheld, and forfeited because of attitude than any other cause. Attitude is more important

than wealth and it can keep one poor or rich. It is the servant that can open the doors of life or close the gates of possibility. It can make beauty ugly and homeliness attractive. The difference between the rich and the poor is attitude. The key to successful life doesn’t depend on how deep your pocket are but how deep your attitude towards life is.

Attitude attracts people in the form of friends and business associates but the same attitude can repel them away from you.

There is no school, university or college for attitude, no amount of training in leadership skills, courses in management methods, power titles, promotions, or associations can replace the right attitude. The only school or place available to develop this scarce commodity is in your mind and your heart; attitude is an inside job. Remember what confines you will define you. It has

been said that your attitude determines your altitude. No matter what your circumstances are, you can choose to change your attitude. Inspirational speaker and renowned television personality, Joyce Meyer, said, ‘Attitude is your thought processes turned outwards. It is the posture you adopt to your circumstances.’

One of the typical positive attitudes you can develop is to always keep your sense of humour. People like to be around those who find humour in even the most awkward moments. Humour is very attractive, it took Trevor Noah to the USA and earns him millions.

Take responsibility for your attitude as well as your actions. Surround yourself with positive people who will encourage you and help to develop you.

Attitudes are like magnets. C.S Lewis put it well by saying, ‘Every time you make a choice, you are turning the control part that chooses into something a little different from what it was before. And taking your life as a whole, with all your innumerable choices, you are slowly turning this control thing either into a heavenly creature or into a hellish one.’

Burglars target Khutsong church Kagiso Segone Burglars made off with sound equipment from the Anglican Church in Tswana Section, Khutsong on 11 March. The complainant alleges that

he ensured that all the windows were closed, the doors properly locked and everything was in order after he went home on 10 March.

At about 13:00 the following day, he went to the church and found church

members standing outside. They informed him that some items were missing from inside the church. When he went in to investigate, he noticed that a black

Motor vehicle stolen in Carletonville Kagiso Segone A vehicle was stolen from house No.129 in 22nd Avenue in Carletonville on Friday 10 March.

The owner of the vehicle parked his Toyota Hilux with the registration number FN 97 TK GP outside the Hang Over Bar in Oberholzer. According to him, the vehicle was locked and all the windows closed.

At around 01:30, the owner went outside and found the vehicle missing. A case of motor vehicle theft has been opened. The vehicle has not yet been found and police are still looking for more information.

Woman robbed at her house Kagiso Segone Suspects made off with R2 000 and left a child with a wound on his head after robbing a woman in her house in Ext. 5, Khutsong at around

21:30 on 10 March. The complainant apparently went outside to switch off the generator when she saw the three men who said they wanted to buy cigarettes. One allegedly pointed a firearm at her and

shouted that he wanted money. The victim gave them the R2 000 but they demanded more. They ultimately left with the money. The complainant’s child had to have three stitches on the side of his head.

Business robbery and theft of motor vehicle Kagiso Segone Suspects stole a vehicle from D.J Motors in Dolomite Street in Carletonville at around 10:00 on Saturday 4 March.

According to the owner, Mr Johan Mahne who had just left when the incident took place, there was only one employee at the administration office present. Two men apparently came in to look for cars and another three walked straight into the office and asked for a quotation

to rent a car. Suddenly, all three suspects went behind the counter and grabbed the employee around her neck and attempted to strangle her with a towel.

They then demanded money and wanted her to open the safe but she told them she does not have the key. They opened the till and took the money. They also stole a cellular phone, laptop, a watch and a necklace.

one took the key and pulled a white Renault into the driveway and the suspects drove away.

The vehicle was found at Blybank 15 minutes later.

Water supply disruption Adele Louw The municipality warned this week that several towns within the Merafong City Local Municipality area will be without water for a day next week.

According to the municipality, Rand Water will be doing maintenance work on the Driefontein Reservoir on 23 March, which is next Thursday. The water supply will be interrupted and Fochville, Wedela, Elandsrand and Deelkraal will be affected.

‘Consumers are urged to use water sparingly and to make provision to store water,’ the municipality urged.

Potholes are a serious hazard Mzwandile Maila

Sinkholes must be addressed Most of Merafong’s residents stay on potentially dangerous dolomite and it is high time that the municipality starts to acknowledge the fact.

Since the start of Carletonville as a town, the area has been plagued by sinkholes. In 1962, a seven-storey-high crusher plant building at West-Driefontein disappeared into a sinkhole with 29 workers, none of whom could be rescued. In 1964, another sinkhole claimed the lives of five members of the Oosthuizen family of Blyvoor when it swallowed their home.

Although these incidents happened so long ago that they almost seem to have no connection with what residents are currently experiencing, it does point to the fact that we live in an area that is known to be potentially dangerous.

This does not mean we all have to be moved away.

Although such dangerous sinkholes do occur, millions of people have stayed in the area

without ever coming to any harm. It does mean, however, that we have a much higher potential for problems because of the dolomite. Geologists are unanimous that leaking water, whether it is drinking water or sewage, causes sinkholes.

With this knowledge in mind, it is almost impossible to understand why the municipality does not pay more attention to such leaks. This week, the Herald is doing a follow-up story on ground sagging on top of a major sewerage line in Khutsong Ext. 5, which lies in an area where sinkholes are known to be particularly dangerous and deep. Why the municipality still hasn’t addressed this problem, which came to light more than a month ago, baffles the mind.

More than half a century ago our area made international news because of the sinkholes.

If we don’t want this to happen again, more pressure will have to be put on the municipality to attend to the leaks.

In the Carletonville area, when driving on the Welverdiend R559 road, Elandsrand roads via Blyvooruitzicht road, Khutsong road or the streets, there are potholes.

In some areas, the deterioration is so great that the roads have been reduced to gravel. The grave danger that potholes present to cyclists and pedestrians can also be costly to a municipality that fails to fix them and could face multi-million rand lawsuits as a result. Potholes cause damage to rims and tyres and can cause suspension damage like a broken ball joint or a blown strut. ... Alignment is the adjustment of a car’s suspension – the system that connects the car to its wheels.

The bottom line is that potholes aren’t good for your car and can cause unnoticeable damage. While a flat tyre or odd noise is very obvious, small leaks or other slight damage may not be evident right away.

Pothole damage can cause: • Tyre puncture, damage or wear.

• Wheel rim damage.

• Premature wear on shocks and struts.

• Suspension damage, including broken components.

• Steering system misalignment.

• Exhaust system damage.

• Engine damage.

What to do if you hit a pothole • Check for damage to tyres, wheels and steering 1. Check for damage • Pull over as soon as it’s safe to do so and check for any obvious damage to your wheels and tyres.

• Some damage might not be obvious

straight away, so keep an eye out for any vibrations, your steering wheel not centring properly or the car pulling to one side. If any of these happen, get your car checked by a garage or tyre specialist as soon as possible. Ignoring tracking or steering damage can be costly and dangerous.

2. Take notes • Don’t rely on your memory. Return to the scene, take notes, make sketches and, if safe to do so, take photographs of the offending pothole.

• It’s a good idea to include a familiar object in your photo like a shoe or cooldrink can to give a sense of scale.

• Make a note of exactly where the pothole was – the road name, town etc. and its position on the road – as well as the contact details of anyone who saw what happened.

3. Report the pothole • Whether you intend to make a claim for damage or not, your first priority should be to report the pothole to your local municipality. They can then arrange repairs and prevent any other similar incidents.

4. Repair your car • If you have to get repairs done, it’s a good idea to get several quotes first.

• Make sure you keep all quotes, invoices and receipts and take copies to support your claim.

5. Make your claim • Write to the council responsible for the road with all the details you’ve collected, including copies of your quotes, invoices and receipts. It’s important to understand that authorities can’t be held responsible for a pothole they didn’t know about.

Unruly youths cause chaos in Carletonville CBD Adele Louw Chaos erupted in Carletonville’s central business area last week when unruly protesters smashed windows, forcing the police to retaliate.

The morning of 8 March started relatively quietly with a meeting of the MPPF (Merafong Progressive Partner-

ship Forum) in the park in front of the Carletonville municipal library at about 09:30. Earlier this year, this group started action to get more local people employed at mines in the area.

In January, members of this group held a large gathering in front of the offices of Teba (The Employment Bureau of Africa) Limited in Palladium Street as

part of the action. This resulted in Teba obtaining an interdict against leaders of the protest, prohibiting them from coming close to the business.

Although the meeting in the park took place without issues, problems seemingly erupted when the leaders of the action left for a meeting with Sibanye Gold.

As far as could be determined, some younger job seekers first started burning tyres in front of the municipal offices in Halite Street before they moved to the street in front of Teba. Here, they overturned rubbish bins and some members of the group went into the Teba offices.

An argument apparently broke out between the community members and some Teba staff, after which the members came out.

All hell broke loose when some of the job seekers outside the building proceeded to overturn rubbish bins and smash the windows, not only in front of the Teba offices but also elsewhere outside the building.

Members of the Carletonville Police’s crime prevention and crowd control units, who had rushed to the scene, fired several rubber bullets at the vandals.

On Tuesday, the communications officer of the police in Carletonville, Warrant Officer Peter Masoea, told the Herald that one community member, Ms Nontgemselo Thumbo, had been charged in relation to the incident.

Thumbo (24) appeared in the Oberholzer magistrates’ court on Monday on charges of malicious damage to property and disturbing the peace.

‘Residents must know that if they hold illegal gatherings it will yield negative results. Even if a march is authorised, we, as the police, will secure and protect lives and property if things get out of hand,’ Masoea warned.

The chairman of the MPPF, Mr Abie Malefo, told the Herald after the incident that people who had previously gathered as part of his group had been warned not to go to Teba or take matters into their own hands.

‘We have previously held many disciplined, orderly and legal protests. We do not condone such actions at all,’ Malefo said.

Owner of sinkhole house wants to fight in court Adele Louw The owner of the house that was partially swallowed by a sinkhole on 5 March says he is ready to take the Merafong City Local Municipality to court over the matter.

Mr Papi Magwasa, the owner of Erf 532 in Mkhondo Street says he is furious with the Merafong City Municipality, which is now blaming him for the disaster.

According to a press release issued by the municipality last week, the building in his yard that fell into the sinkhole is illegal as the building plans for it were never submitted.

The municipality also claimed that the extremely high volume of water used on his property ‘...clearly indicates a leak in the water services on his property. This could be the cause of Z or at least a contributing factor to Z the sinkhole...’.

During the past week, however, Magwasa insisted that he was so sure that the sinkhole was not his fault that he and his family are taking the matter to court. Magwasa and his lawyer, Mr Makgaje Motsumi, showed the Herald building plans for the structures on the property, on which a stamp of approval was given by the former Khutsong Town Council on 28 June 1991.

They also indicated that there was no sign of any leak at his water meter, which is situated on the sidewalk outside his property.

‘We complained to the municipality about the water leak for several months and they did nothing. Now, they want to blame me for this.

It is not right what they are doing to us,’ an upset Magwasa told the Herald.

Motsumi said he was also considering asking the organisation, Lawyers for Human Rights, to assist with the matter.

Water and sewage were still leaking into the sinkhole during the past week.

Khutsong dancers showcase their talents at Motjeko Kagiso Segone The Gauteng Department of Sports, Arts, Culture and Recreation hosted the Motjeko Dance Festival at the Khutsong community hall on 11 March.

The festival was aimed at identifying, developing and showcasing talent in a variety of different forms/styles of dance. It was also aimed at encouraging sustainability and originality within cultural dances.

The festival is part of the provincial department’s creative industries strategy intended to develop the industries to contribute to economic growth, job creation, community development and urban regeneration.

Auditions were held across all the

corridors of the province to select the best groups for the festival. Fifteen dance groups from in and around Gauteng participated in the event that brought Gauteng communities together to promote social cohesion, heritage and living cultures through dance.

Issues of women, youth and people living with disability were also addressed during the course of the festival.

The groups were awarded certificates and participated together in an impressive grand finale.

The winners, who will be awarded an amount of R10 000, were not announced during the festival but they will get the opportunity to showcase their talent at the upcoming Grahamstown Arts Festival.

Province again promises houses to grannies Adele Louw This week, the mostly elderly residents of Khutsong Ext. 3 waiting for new houses heard again that their fate is now in the hands of the Gauteng Provincial Government.

An outreach to discuss the housing for these residents was held at Khutsong hall on Monday. Several grannies were bussed to the hall to get feedback from the Gauteng Legislature’s petitions’ standing committee (PSC), which had been asked to report back on the progress.

The hopes of the Ext. 3 grannies were raised when fewer than a handful of show houses were built in this area in 2014. ‘The government started building me a new house on 18 November 2014 but they broke it down again on 6 June the next year,’ one of these beneficiaries, 73-year-old Ms Maria Motone, told the Herald on a previous occasion.

Like many others, Motone has been waiting for a new house for more than two decades.

On Monday morning, several grannies who had gathered to hear the latest news on the ill-fated housing project also told the Herald about their troubles.

‘I have been waiting for a house since 1983,’ 77-year-old Ms Eveline Bangane complained. We have been waiting so long for new houses.

‘These people from government just speak lies every time,’ another granny complained. Others also seemed very sceptical of promises that they would eventually get houses after waiting so

One of the provincial officials who addressed the group, a member of the Gauteng Provincial Legislature and chairperson of the PSC, Ms Refilwe Mogale told the Herald that they believed the building of new houses would soon get underway.

‘The Gauteng Department of Human Settlements made a provision in the annual performance plan (APP) to construct 265 in-situ houses in Khutsong Ext. 3.

Subsequent to the appointment, however, it was realised that the civil engineering services on site needed to be upgraded at a huge cost.

The government could not cover the costs at the time. A project management decision was later made to build

the houses in Khutsong South Ext. 5 and 6 to compensate for the 265 houses in Ext. 3 on a land parcel owned by the Merafong Local Municipality. In addition, provision was made in the region’s business plan for 2016/2017 to install services on 935 stands.

‘The budget allocated was gazetted to be transferred to the municipality for implementation. In September 2016, the MEC for Human Settlements ordered the implementation of the Khutsong South Ext 5 and 6 project to be moved to the implementation by the Gauteng Department of Human Settlements and that no funds would be transferred to Merafong municipality. On 4 February 2017, the MEC ordered the reversal of the decision not to transfer and take the project back to

the municipality.

An amount of R26 282 000 is in the process of being transferred to the municipality to service 500 stands in Khutsong Ext. 5 and 6,’ Mogale said.

She added that the money was supposed to have been in the municipality’s pocket by the end of last month, already.

She stressed that members of the community who are not happy with services should rather call the PSC at 012 932 0129 before resorting to protests.

‘New information is available on this project, the details of which will be forwarded in a separate press release as soon as it can be confirmed,’ was the only response that the municipality had by Tuesday.

Gauteng iShashalazi Theatre Awards reward raw talent Kagiso Segone The stage is set for the Gauteng iShashalazi Theatre Awards which will be held at the Civic Centre in Carletonville from 18:00 on Friday, 17 March.

The event makes a return in 2017 after a two-year absence. The awards are a culmination of a year-long programme that includes identifying, empowering and showcasing talent throughout the province. They are aimed at rewarding and acknowledging talented community theatre practitioners from rural, township and backyard areas with limited or no resources who use theatre to entertain, educate and inform the public.

The iShashalazi Theatre Programme is an initiative of the Gauteng

Department of Sport, Arts, Culture and Recreation in collaboration with the Gauteng Theatre Practitioners’ Committee. As a platform for talented individuals to launch their careers in theatre and within the creative industry, the programme has helped build the careers of many who went on to make it big in the performing arts. It is also a programme aimed at capacitating community theatre with the aim of transforming and graduating them from amateur to a formal practice by identifying and training talent.

‘With a diverse range of productions being staged within the iShashalazi Theatre programme, bringing our respective groups together for an annual award ceremony celebration is long overdue. There are hundreds of indivi-

duals who, despite a lack of formal training, have been passionate about theatre especially at community level. Sagging ground still not addressed Adele Louw Despite the fact that sinkholes in the old part of Khutsong have recently hit national news again, the municipality has still not dealt with another potential sinkhole.

Last month, the Herald reported that residents of Khutsong Ext. 5 are tired of the Merafong City Local Municipality not listening to their complaints about leaks.

One of the problem areas pointed out is at the fence of house No. 6561, where the ground is busy sagging on top of what neighbours say is the area’s main sewage line. ‘Officials from the municipality came here to check but they said they were too busy with sinkholes elsewhere in Khutsong and they would come back.

They never did anything and we have not seen them since,’ one of the neighbours complained. ‘What worries us most is the fact that all the storm water that flows here just goes straight into the ground.

have called the municipality to complain but no one has helped me. I am afraid that something bad will happen to me in this house. I would feel better if the municipality would give me another house,’ the owner of the house next to where the ground is sagging, Ms Precious Maqinge, told the Herald. She pleaded with the newspaper to help her.

At the time of the Herald’s visit on Monday, the cracks right at her fence also seemed larger than before.

‘The municipality must do something about this before we have a disaster too,’ another concerned resident of the area, Mr Sello Molisalife, pointed out.

Despite having previously given feedback on the same issue, the municipal spokesperson claimed that it had not yet been reported to its call centre, and could, therefore, not be looked into further.

‘The matter has now been reported under reference CC2/14/03/2017/08, and the matter will now be investigated,’ he said.

E-‘fail’ at Merafong municipality Adele Louw The Merafong City Local Municipality promises that its email system will soon be up and running again.

Several residents and councillors have complained to the Herald that they could not reach the municipality via email during the past week. This made it very difficult to follow up on complaints, for instance. Even some municipal officials expressed frustration at the fact that the email system was

down.

IT issues have led to problems at the municipality before. In 2014, the municipal public accounts committee (MPAC) raised questions about the non-compliance with the Merafong City Local Council’s supply chain policies. This related to the appointment of the company, Brilliantel, that was paid an amount of R6 462 195.56 to overhaul the municipality ITC system. As far as could be determined, the same company is still responsi-

ble for handling the municipal computer issues.

The Herald officially asked the municipality about the situation on Tuesday.

‘The municipality had a contract with the IT company to provide ITC services, including the mail server. This company’s contract ended at the end of February. On 9 March 2017, the processes to activate the new mail server started and it is expected to be up and running by 16 March 2017,’ the municipal spokesperson said.

Thoughts and views session under African skies Kagiso Segone The Khutsong Literary Club held its first thoughts and views session at an outdoor venue on Saturday 4 March.

The theme of the event that was held at Kukuru Car Wash in Maxhoseng Section, Khutsong was ‘people of people’ #Touchbasebotho. It was hosted by Bafana Mtini and the speaker was Nonzukiswa.

Artists and actors attended the session and discussed social issues that affect humanity. The host, who is also known as Sub Sir, also entertained the audience with his performance.

Unfinished road ‘a disaster’ Adele Louw An unfinished, messed up road in Khutsong is currently raising residents’ tempers.

Last week, Mr Moeketsi Mogagale from the township’s Batswaneng area, showed the Herald how municipal contractors had messed up the area near house No. 2470.

In addition to the road surface being in such poor condition that it is impossible to drive on it when it rains, the contractors have opened the storm water drains on the sides of the roads and removed the covers.

Several of these gaping holes can now be seen along the side of the road.

One of the open storm water drains is right next to a tavern.

‘This is so dangerous Z anyone could fall into one of these and could get very badly hurt,’ he pointed out.

At the time of the Herald’s visit, all the open holes were completely filled with water. ‘They are so deep that you could drown in them after it has rained,’ Mogagale said.

tors. ‘The last time we saw the contractor working was in December. They must come back and fix the disaster that they have created,’ Mogagale lamented.

Another problem that the contractors allegedly created came after they took out large pieces of dolomitic rock and dumped them on the sidewalks near the project. ‘Someone must come back and fix this otherwise we, as residents of Ward 9, will go to the municipal manager with a petition,’ Mogalale complained. As far as he and the Herald’s journalist walked, other upset residents joined in complaining about the issue.

lity about the situation on Tuesday, asking when the project would be completed, why there is currently nothing going on at the project and when the water and sewage leaks would be repaired.

‘The contractor was suspended due to non-compliance and, after they did comply, they resumed their work. The municipality instructed them to be back on the site on 6 March 2017 and they were.

‘The projected date of completion for the project is the end of March 2017,’ a municipal spokesperson responded.

Dangerous water leak continues unabated Adele Louw Residents staying in the area of Azurite Street in Carletonville have been struggling for more than a year to get a serious water leak on a sidewalk repaired.

One of the residents of this area, Mr Peet Wagner, told the Herald in June 2016 that he first reported the leak on the sidewalk on the corner of Anthracite Street on 12 April. He reported it at the Merafong City Local Municipality’s call centre.

‘I gave them a month to repair it; one has to be fair,’ Wagner told the Herald. The municipality said at the time that the leak was coming from a faulty fire hydrant and that they were just waiting for parts to have it repaired. The municipality’s response time leaves much to be desired, however, as the leak has still not been repaired after almost a year.

‘People call me about the leak all the time. I have personally reported it to the municipal call centre and got a reference number more than a month ago. It makes one furious that the municipality just seems to ignore this leak,’ a councillor, Mr Carlos Rebelo, told the Herald on Monday.

Rebelo also visited the site of the leak with the Herald on Monday. Long grass and reeds are already growing on the sidewalk and extend almost a metre onto the road surface because of all the water.

‘This is going to cause a sinkhole that will endanger innocent ratepayers’ property,’ Rebelo complained, pointing to grass that had grown to above his head.

It did not look as if anyone had been at the site recently since the reeds and tall grass seemed to be undisturbed and undamaged.

On Tuesday, the Herald once again asked the municipality why they have not done anything about this particular leak.

‘The matter was reported on 27 February 2017 and it was resolved on

the same day. If a new leak has sprung up, it has not been reported.

The matter has now been reported under reference CC02/14/03/17/09,’ was the only response that the municipality offered on the matter.

Brandbeskermingsverenigings maak gereed vir brandseisoen Met die afgelope seisoen se baie reën en lang gras maak die omgewing se Brandbeskermingsverenigings (BBV’s) reg vir ‘n baie besige brandseisoen.

Daar word jaarliks voorwinter beplanning gedoen deur brandbeskermingsverenigings rondom vermindering van veldbrandrisiko’s, maak van voorbrande en die gereed maak van brandbestrydingstoerusting. Ingevolge die nasionale Veld- en Bosbrand Wet, Wet 101 van 1998, moet grondeienaars kennis dra van die vereistes, veiligheid en wettigheid van veldbrande. Geregistreerde brandbeskermingsverenings is deur die minister aangestel om te voorsien dat alle grondeienaars in hul gebied die wet en neergelegde reëls nakom vir die voorkoming en bestryding van veldbrande in hulle areas. Een van die belangrikste voorsorgmaatreëls rondom die voorkoming en verspreiding van veldbrande en na en van eiendomme, is die maak van voorbrande

asook die vermindering van ‘n brandrisiko in die gebied.

Voor enige voorbrand gedoen word is daar wetgewing en vereistes aan verbonde waaraan grondeienaars moet voldoen. Daaglikse brandgevaarlesings word na BBV lede gestuur vanaf die 107 Noodsentrum wat bepaal of brande toegelaat word of nie. Dit is van belang dat alle grondeienaars aan hierdie wetsvereistes moet voldoen, aangesien dit tot swaar boetes of selfs arrestasies kan lei. Brandbeskermingsverenigings en brandbeskermingsbeamptes pas wetgewing toe in gebiede waar daar hoë brandrisiko’s voorkom. Brandbeskermingsbeamptes word deur die minister aangestel in die vereniging om toe te sien dat alle grondeienaars aan die nasionale Veld- en Bosbrand Wet voldoen, sowel as die reëls en regulasies wat deur die minister goedgekeur is.

Their body would only be discovered much later,’ Ngqaqu complained. According to him, the ditch has been left open for about two weeks.

The Herald took these concerns to the Merafong City Local Municipality on Tuesday. ‘The excavation is over six metres deep. The use of a backactor at this depth is not possible and the municipality has secured the services of an excavator. The excavator that was contracted encountered mechanical problems, however, hence the delay. The work should be completed within a week,’ the municipal spokesperson promised.The municipality did not give any undertaking to barricade the site, however.

Unaddressed leaks continue to worry residents Adele Louw Khutsong residents have expressed their concern about various leaks over the past weeks.

On Monday, a concerned Khutsong resident, Mr Bright Ngqaqu, pointed out a leaking manhole in the middle of the road in front of the AFM church in Khutsong Ext. 2. A large amount of sewage was streaming from it and flowing down the road before disappearing into a storm water drainage ditch.

‘I was in church yesterday and it stank so much that you could hardly concentrate,’ he told the Herald.

A number of residents staying near the leaking manhole, including several women with small children, also complained that it was a health risk for them and their children. ‘This manhole has been leaking for about two months,’ one of the residents said.

In the meantime, residents of Batswaneng are very worried about water leaking from the Chiawelo water tower.

The Herald took their enquiries to the municipality. According to the spokesperson, the centre used to be the old municipal beer hall and was converted into a business hive through a donation by Harmony Gold. The project was executed by the mine. ‘The contractors left many of the specifications unfinished, however, and produced a development that can only be described as poor workmanship. ‘The business centre was then occupied but it became unbearable for the tenants, who withdrew from their rental agreements with the full understanding of the municipality. ‘The Gauteng Province then allocated an amount of R 9.2 million to renovate the building as part of the MEC’s outreach. This was insufficient, however, and an additional amount of around R 2 million is still needed to complete the project. This is for additions that were not part of the original scope of work.

‘Since the work is incomplete, the municipal building control cannot issue an occupancy certificate and the building cannot be utilised for any purpose before completion.

‘The municipality is aware of the cable theft and the water meter that was stolen at the facility. The matter of security could not be addressed because of the current financial situation. We, therefore, call upon the community to assist in the safekeeping of municipal facilities, infrastructure and installations. At the end of the day, the community will be without facilities because of the damage caused since there is no money available to rebuild, renovate or build new facilities.’

Appropriate action will be taken,’ a municipal spokesperson replied in response to the sewage leak.

Regarding the water leak at Batswaneng, he said the telemetry system that was installed had been stolen again.

‘This impacts on the municipality’s ability to control the water level.

Currently, the process is manually operated and spills will continue to occur until the telemetry system can be reinstalled,’ he replied.

No money to cut grass in open veld Adele Louw The municipality says its financial woes do not allow it to cut the long grass that is providing cover for criminals in Khutsong.

Several residents of Skopas complained to the Herald about the extremely long grass in the open veld next to house No. 5374 on Monday.

‘It is so long that the “nyaope boys” hide there all the time. They inject themselves in the bushes and attack residents from there,’ one of the upset residents, Mr Bright Ngqaqu, told the Herald.

According to Ngqaqu and other residents, such as Mr Gift Lehloo, people living g in the area are now too scared to walk around at night or to send their children to even the nearest shop. ‘We are really begging the municipality to cut the grass,’ Nqaqu said while standing next to some bushes that are about six feet high.

On Tuesday, however, the Merafong City Local Municipality’s spokesman had bad news for them.

‘Due to current financial constraints the municipality does not cut the grass in open areas,’ he said.

He referred the Herald back to a recent press release on the issue of grass cutting.

It stated, among other things, that the financial constraints had prevented the municipality from renewing the previous contracts that assisted in the cutting of the grass in certain areas.The municipality currently has only a handful of cutting teams to service all the areas.The municipality is only going to cut the grass along the main roads and, specifically, on the centre islands of the main roads as well as non-residential pavements and public open spaces like parks.

Gemengde groente-en-skonspiraal Skonspiraal: Sif 650 ml bruismeel, 7 ml bakpoeier en ’n knippie sout in ’n mengbak en vryf 100 ml botter in met die vingerpunte. Roer by 300 ml gerasperde Cheddar-kaas en meng tot ’n stywe deeg met 150 ml melk. Rol uit op meelbestrooide oppervlak in vierkant van 20 x 35 cm. Verf deeg met ekstra gesmelte botter. Meng 300ml gerasperde Cheddar-kaas, 40ml gekapte pietersielie en 2ml droë tiemie saam en strooi oor deeg. Rol van die lang kant af op. Sny in skywe van 2,5 cm dik.

Skep 1 kg geroosterde gemengde groente in oondskottel en pak skonskywe rondom. Verf met geklitste eier en bak sowat 25 minute by 200° C. Sit dadelik voor.

Maak 10 ml mielieblom aan met bietjie van die stroop wat eenkant gehou is en plaas tesame met die res van die stroop in kastrol. Verhit en roer tot deurskynend en skep bietjiesbietjies oor koek. Besprinkel met gevlokte amandels en bedien.

Cheesy noodles Prepare 180 g quick-cooking noodles according to packet instructions.

Fochies presteer in PUK Super 16 rugby-reeks Jurgens Bence Die rugbyspanne van Hoërskool Fochville het vanjaar weer goed afgeskop in die Puk Super 16 reeks, waar hulle vanjaar in die Noordelike streek in die poel fase te staan gekom het.

Beide die o.14 en o.15-spanne is steeds onoorwonne in die reeks en het eerste in die poel fase van die reeks geindig. Die o.16-span, tweedes en eerstes het onderskeidelik in een wedstryd vasgeval en eindig dan tweede in hulle onderskeie poele.

Die PUK Super 16 reeks het op 24 Februarie afgeskop vir Fochies met wedstryde teen Schoonspruit waar die Blou Golf, soos die sportspanne van Hoërskool Fochville bekend staan, die dag wen deur vier van die vyf wedstryde op die rugbyveld te wen.

Fochies se eerstes het hulle goeie vertoning van 2016 voortgesit en aan Schoonspruit gewys waarom hulle as “The Thunder” bekend staan en hulle wedstryd gemaklik met 34 – 0 gewen.

Die o.16’s val vas en verloor hulle wedstryd naelskraap met ‘n telling van 24 punte teen 20. Fochies se naasbestes wen 26 -6. Beide die junior spanne het aan die toeskouers gewys dat hulle baie het om na uit te sien met betrekking tot rugby by die skool in 2017,deur hulle wedstryde maklik te wen. Die o.15span teken ‘n telling van 55 punte aan met slegs vyf punte teen hulle en die o.14’s wen hulle eerste Super 16 wedstryd met ‘n telling van 22 -5.

Vryburg Hoërskool, die Noordwes Meduimskole wenner van 2016 en ook die skool wat die Puk Super 16 reeks in 2016 gewen het, was volgende op die lys.
