Cannabis legal in Canada Adults who are 18 years of age or older would be able legally to: • possess up to 30 grams of legal cannabis, dried or equivalent in nondried form in public. • share up to 30 grams of legal cannabis with other adults. • buy dried or fresh cannabis and cannabis oil from a provinciallylicensed retailer. • in provinces and territories without a regulated retail framework, individuals would be able to purchase cannabis online from federally-licensed producers. • grow, from licensed seed or seedlings, up to 4 cannabis plants per residence for personal use. • make cannabis products, such as food and drinks, at home as long as organic solvents are not used to create

concentrated products. Cannabis edible products and concentrates will be legal for sale approximately one year after the Cannabis Act has come into force on October 17th, 2018. Possession limits for cannabis products The possession limits in the Cannabis Act are based on dried cannabis. Equivalents were developed for other cannabis products to identify what their possession limit would be. One (1) gram of dried cannabis is equal to: • 5 grams of fresh cannabis

• 15 grams of edible product • 70 grams of liquid product • 0.25 grams of concentrates (solid or liquid) • 1 cannabis plant seed This would mean, for example, that an adult 18 years of age or older, can legally possess 150 grams of fresh cannabis. Cannabis for medical purposes The current regime for medical cannabis will continue to allow access to cannabis for people who have the authorization of their healthcare provider.

Protecting youth The Cannabis Act has several measures that help prevent youth from accessing cannabis. These include both age restrictions and restricting promotion of cannabis. Age restrictions No person may sell or provide cannabis to any person under the age of 18. The Act creates 2 new criminal offences, with maximum penalties of 14 years in jail, for: • giving or selling cannabis to youth. • using a youth to commit a cannabis-related offence. Province rejects $1.5 million County disaster funding request JOHN MATHER A disaster funding request from Lamont County to the province to help offset costs from spring flooding has been turned down. Corporate Services Director, Debbie Hackman, told council, Oct 9, a request for an estimated $1.5 million had been turned down. “I applied for an estimated amount,” she said. “Because we still have roads that need to be rebuilt because of the damage caused.” She said the money would have covered costs arising from damages to the roads, culverts and County infrastruc-

ture, the cost of labour and overtime for immediate repairs, and the costs of materials needed to make repairs. She said she had applied for the grant through the disaster recovery program from Alberta Municipal Affairs. She said the granting agency indicated to the County in rejecting the request that flooding wasn’t widespread in nature and that the snowpack and subsequent snow was less than a one in 12-year level. Further, they reported it did not exceed the one in the 50-year return to be considered an extraordinary event.

“I’m not happy about it,” Hackman added, “But it was hard to say if it would be considered or not.” She added the County had applied for disaster funding before. She said funding was granted for the Skaro fire of a couple of years ago and an application was still outstanding for this year’s wildfire in the Bruderheim area. Flooding was widespread across the County last spring with several families being evacuated for a few days north of Chipman. Roads were closed in many areas across from Andrew to the Elk Island Park area and along the boundary between Lamont and

Minburn east of Mundare. With no emergency funding coming for the province, she said, the funds will have to be made up from a contingency fund she set up in the 2018 budget. If that didn’t cover all the costs, then further funds may have to be pulled from reserve funds. She said there would be no impact on the taxpayer. “It would depend on the overall picture at the end of the year, if I have to go into any reserves. I don’t foresee a problem at this point. It’s something that would never lead to any increases in the mill rate.”

SOFT SHOULDERS CAUSE ANDREW ROLLOVER

Traffic came to a stop as Highway 45 east of the Andrew turnoff was closed for a few hours on Oct. 10 as a powerline utility truck and trailer was lifted right side up. According to Constable Montgomery from the Two Hills RCMP, who attended the accident, soft shoulders were to blame for the rollover. Nobody was hurt in the accident. The truck was being uprighted at the time of the photo.

BC fires caused 3rd quarter high-risk air readings in Lamont County JOHN MATHER While air quality generally remained low during the third quarter from July 1 to Sept. 30, wildfire smoke pouring into Alberta from BC fires, in August, pushed the air quality to historic readings of high and extremely high-risk in Lamont County. The Fort Air Partnership released its third quarter results recently. During the quarter FASP reported 658 hours were recorded

at the high risk level and 74 hours hit the very high-risk level. Out of 2,146 hours monitored at the Bruderheim monitoring station high risk readings were recorded 5.41% of the quarter while very high-risk readings occurred .56% of the quarter. At the Elk Island station, 2,081 hours were monitored with high readings being reached 4.04% of the time and very high-risk levels

readings happening for 1.01% of the period. In Lamont County with 2,120 hours monitored high risks level were registered 4.62% of the time and very high levels were captured .33% of the time. The FAP said that while the high risk and very high risk levels were captured, overall in the quarter the air quality in the Industrial Heartland are was low in an acceptable range for the majority of the time.

BY HAZEL ANAKA The last column included a few topics capturing the airways and frontal cortex of anyone paying attention. Turns out five hundred words or so wasn’t enough so here goes for another batch of head scratchers. • Since Trump’s election as president less than two years ago, he’s lowered the bar on expectations of the office; blown precedent and protocol to smithereens; used and abused people around him; and lied, lied, lied. For such a small man who’s proud

and narcissistic, imagine the rage and embarrassment he felt when the crowd of world leaders at the United Nation’s General Assembly laughed when he bragged about how much he’s accomplished since he’s taken office. The humiliation of it all and yet another new low for the stature the US has enjoyed among most of the world. Far worse than his hurt ego is the damage he’s inflicting on his country and the world. Mind you, he is keeping the publishing business healthy as tellall books roll off the presses every few weeks. I personally am hoping to see him defeated or jailed or both before too much longer. The world can’t afford his type of leadership. • Justice was finally served as the world watched a hand-cuffed

Bill Cosby being led off to jail. He was sentenced to three to ten years for drugging and assaulting Canadian Andrea Constand about fourteen years ago. He was also declared a “sexually violent predator” and likely to reoffend. This was the second trial and the culmination of years of suffering, court proceedings, delays, and anguish for this victim. We know there were more than sixty women alleging abuse and that Cosby has never expressed guilt or remorse. This case is the first one to result in a conviction and jail time in the wake of the #MeToo movement. Wonder if Harvey Weinstein, Bill O’Reilly and all the creeps similarly charged are quaking just a bit? • I haven’t heard or seen anything other than a crawler across the bot-

tom of my TV saying that Ticketmaster is being accused of colluding with ticket scalpers. If true, would anyone be surprised, really? Between service charges, ticket holdbacks, and bots that buy up blocks of tickets within seconds of them going on sale, the customer has been getting the shaft for years. Some days it’s hard not to feel disempowered and trod upon by the big guys. This is one of those days. • I’ll end on a positive note. The other day I stopped at the Sherwood Park Bed, Bath & Beyond hoping to order a king matelassé coverlet for our bed. With stock stacked floor to ceiling, it’s not a favourite place. I stumbled upon the clearance section and found what I wanted at half price. Getting a pair of euro shams in addi-

tion to the standard ones seemed like a good idea. Marsha took my desire seriously and searched multiple locations in the store because the computer said they had stock. She then called the southside store and got

some items put on hold. While some retail clerks can barely point to the area they think you should search, this woman walked the customer service walk. That’s it until next time from where I sit.

Opinion Phil Donahue knew I believe in minority groups gaining exposure with parades, protests, and the like so that people can see that even with a few differences we are all pretty much the same. In fact, all humans are far more the same than different. What I don’t believe in, are radical groups trying to whip up a frenzy and make it seem like we are more different than we are the same. It seems these days, with so much immediate communication and instant outrage that it has all just become a bunch of yelling. But if yelling is what you enjoy, please proceed because that is also your right (except in a library and a few other places). Even yellers need to respect other people mind you. It is not a yeller’s right to yell-down others and not let them have their opinions. It is not a yeller’s right to attempt to halt free thought, and it is not alright to humiliate, name-call, lie, or cheat to suppress opinions that don’t resemble your own. I remember watching an episode of Phil Donahue when I was a youngster. Phil was one of the first reputable TV talk show hosts, and one particular day as guests he had these “bad asses” dressed in white robes with their faces covered. I had never seen anything like them before. The crowd jeered as these members of the Ku Klux Klan made their racist remarks and calls for “white power.” The crowd wanted their horrible words stopped. But as loud as the displeased crowd got, Donahue kept calling for quiet to allow everyone to hear what the KKK had to say - and the host brilliantly directed them to their own hanging noose (so to speak). I had heard of the KKK of course, and was curious. I was so glad Mr. Donahue got control of the raucous crowd because as I listened I began to realize how uneducated these men in robes were. As I listened I understood how foolhardy, how ignorant, how disgusting, and how poorly they were raised. As I listened I realized how important it was for me to hear everything for which they stood, and all that they had to say. Phil Donahue knew exactly what he was doing at the time. He knew that if people heard these men talk, that they would hang themselves with their own words. So when I hear colleges and universities trying to attempt to stop speakers from giving their points of view on campus, I realize it is more a fear that maybe they don’t trust their own viewpoints. Phil Donahue knew that stifling other’s views through bullying, yelling and banning wouldn’t accomplish the end goal. He knew to trust in human intelligence and goodness, and knew that evil opinions would not prevail yet good opinions could stand up to dispute. Kerry Anderson

The Fort’s Tilden Laverdiere caught a pass from Jacob Crow and torqued the twine to make it a 6-4 game, before Shiach and Andruchow rounded out the scoring to tie the game for Lamont. Hauch and Shiach had assists on the last two Hawk goals. The Hawks hosted the Sturgeon Peewee 2 squad on Oct. 14 dropping a 9-4 score. Hauch and Andruchow continue to have a hot stick for the Hawks with Hauch notching his first hat trick and Andruchow having a goal and an assist. Sturgeon scattered the scor-

ing among the team with goals from Braydon Vollrath with a pair and singles from Cole Morin, Jaxon Strand, Hunter Sowers, Jack Volpe, and Jack Howells, Graeson Jensen, and Tristan Samchuk. Sowers and Samchuk notched assists for Sturgeon. Lamont was forced to try and play catch up through the game with Sturgeon scoring four goals in the opening frame and adding three more in the second. Lamont got several power plays in the third and despite scoring two third period goals were unable to overcome the deficit.

Author visits Lamont Elementary MAUREEN SULLIVAN Award winning author of children and teen books, Eric Walters visited the students at Lamont Elementary School on Oct. 11. He talked about his books, how he writes them, and where the story idea comes from. He easily captured the attention of the students with his story telling. As a former teacher he easily got the students involved in thinking creatively. He encouraged them to read more and stay in school. Using the books he writes as inspiration he gets the kids to have empathy for others and to think of what they would do in the same circumstances as the characters. He then encouraged the children to become better citizens themselves. Walters writes what he knows, and showed the students, through slides and stories how he made his stories come to life and getting them to tell him what they would do in similar circumstances. Would you feed a hungry cat, he asks when discussing his book 'Cat Boy'. "Who thinks this is going to end badly?" he

20th Andrew Garlic Festival

MAUREEN SULLIVAN Despite the cold and damp weather there were good crowds out at the 20th annual Garlic Festival in Andrew on October 13. The day was packed with fun, entertainment, food and all things garlic. The morning was busy with the Borshch Brothers, fiddlers, garlic bingo, and the Paul Isaak Variety Show. There was a break for the parade at 1:00 pm and then the afternoon continued with more from Paul Isaak, Dallas

Arcand Jr - a three time world hoop dancing champion, and the Dunai Ukrainian Dancers. Lana Tymchyshyn and Maryanne Hofer tied in the garlic peeling contest, each peeling 15 cloves in two minutes. The Farmers market was packed all day, after the morning started with a pancake breakfast hosted by the Andrew Lions Club on the main street. The eating continued at the perogy dinner hosted by the Andrew Rainbow Club at lunch, and finished with the

Country Family Hoe Down Supper and Dance - not to mention the concession food available. The bench show had 25 adult entries and six junior entries, with all the entries grown or made by the exhibitor. In the morning there was a presentation by the Andrew Fire Department on being Fire Smart and the Garlic Guest Speaker was Terry Prociw. The Andrew Museum was also opened all day. Prociw are; make sure you have good seed; know if you have hard neck garlic which is planted in the fall or soft neck garlic that is planted in the spring; mulch your garlic after the first frost; harvest at the right time when half the leaves are dead and brown and the other half are green; and dry your garlic completely, the only sure way to know is if you break some of the larger bulbs open.

Chipman council meeting MAUREEN SULLIVAN The Chipman Village Council held a public hearing for Bylaw 5692018 to amend Land Use Bylaw 537-2010 to meet new MGA Requirements, on Oct. 9. The bylaw deals with development permit applications and notices, and appeals. The changes are that within 20 days that a permit is received without enough information the applicant will be notified. Section 3.7(1) of Development Permits and Notices is changed from 20 days to 22 days. Appeals Procedure Section 4.1(5) is changed to an appeal shall be made by serving written notice of appeal to the Secretary of the Board within 21 days. The first reading of the change was read last September, the second and third reading were carried unanimously. The regular council meeting followed. An update on the insurance claim for storm damage at the reservoir pumphouse/ tankfill. There was a lightning strike at the pump house Aug. 17, that damaged the generator and all the electronics associated with it. They are waiting for an insurance adjustor to come and look at the damage. The existing generator is 42 years old and costs approximately $2,700 to maintain yearly. The plan is to replace it with a new unit at the cost of $60,000 including installation. It should be installed in December by Power System Plus with the needed changes to the intake system. For now they will continue to run the old generator manually. The hope is that insurance will cover a portion of the cost. The generator for the lift station is also 42 years old and will be replaced when the new yearly budget is made. Costs for repairs to the electronics is $62,000 with a $5,000 deductible. A motion to pay $51,500

was passed. The village is switching banks from ATB to Servus, enough money will be left at the ATB to cover any scheduled account withdrawals. There is a surplus in funds because Greymont is still paying fees for water, and will until the County system is ready. The village spent $12,000 on trees being planted around town and hope to plant another $10,000 to $12,000 next spring. This cost will be charged to Streets and

Road Capital. The village is in the process of coming up with a policy for planting trees in memorial of someone. In Correspondance a letter was received from Fortis outlining the expected increase in fees. This cost of running streetlights will jump from $700 - $800 a month up to $800 - $900 a month. The preliminary 2019 Equalized Assessment from the province will probably go down but true costs won't be

known for several months. A donation request for the Chipman Ag Society Christmas dinner was passed. A request from the North Saskatchewan Watershed Alliance for support was denied. An electrical panel at the ag grounds is missing a cover, where the feed is going to. It will be investigated and a cover and lock will be secured. Plans for the upcoming Rememberance Day will be undertaken.

Sisters’ lives affected by cancer, now fighting to help others MAUREEN SULLIVAN From Oct. 16-19, the owner of the Flower Pot, in Lamont is raising money for Dress for the Cause, a breast cancer charity. Jean Stacey along with her sister Cathy Ridenour, have made 600 cookies and brought in 350 carnations along with a gift basket draw. This is the first year that they have raised money for Dress for the Cause but Stacey and her son have participated in Run for the Cure a couple of times. Breast Cancer hits close to home for the sisters, as their mother Ann Frey passed away from it over 25 years ago and Ridenour was treated for it this past spring. "My sister wouldn't be here without breast cancer research, it was an experimental drug that saved her." said Stacey. The sister's spent time baking homemade oatmeal chocolate chips and oatmeal raisin cookies,

and have already sold 400 of them. There are also 350 pink carnations and a gift basket donated by the sisters. "My family lost one to

breast cancer (my mom) and has one that was saved (my sister). To honour such strong women, we have decided to participate by

donating all items for sale, and all money raised will go to Dress for the Cause," says Stacey. This Friday Oct. 19, will see the two sisters

working together in the store, and the gift basket winner will be drawn by Ridenour. It all started with their mother working in a flower shop years ago

and the ladies feel it is a nice way for the sisters to honour her by working together as one to help other women in their fight against cancer.

Laura May Chomyshen Hearts have been deeply saddened with the passing of Laura May Chomyshen (of Edmonton, Alberta, formerly of Lamont County) on October 8th, 2018 at the age of 77.

Jean Stacey is raising money for breast cancer research this week in honour of her late mother and surviving sister.

Help us recognize your hockey player Kerry Anderson Each winter I spend several hours Sunday evenings accumulating hockey scores, and scorers, from three different areas where Caribou Publishing newspapers are located. It’s a fun way of giving minor hockey players in our area a little credit for their victories playing Canada’s favourite game. In the Beaver County area, Lamont County area and Flagstaff County areas, parents have let me know of particular websites where local hockey players participate in leagues which post scores semi-regularly. Because our print deadline is Monday, I scour these sites each Sunday evening in an attempt to get the latest

scores and give scorers some credit for their good games played that week. Believe me, this is no easy task over three different counties in both the Zone 2 and Zone 7 districts. There are dozens of teams in dozens of leagues, playing in many different age and skill levels. Some leagues and teams are more prompt than others when it comes to posting game sheets. Often it is up to the home teams to get the games into the league websites, and the parents and coaches are quite busy running around with their teams all winter long making sure these kids get the best hockey experience possible. As well, there are some

hockey players likely playing in leagues which I have no idea even exist. Before your young hockey player’s league begins this winter, please send out an email to me letting me know what website I can go on to find statistics for your local hockey player’s team. The goal is to give every hockey player boy or girl - in our areas, credit for their achievements without missing a single child. But I also need your help. If a local hockey player is being missed in the weekly minor hockey league write ups, please contact me - it will have been a complete oversight.
