DOST-CAR inaugurates PSTC-Ifugao building

Sicat, Regional Director of DOST III) LAMUT, Ifugao, April 26 – To bring science and technology innovations closer to the people of Ifugao, the Department of Science and Technology (DOST) in partnership with Ifugao State University (IFSU) inaugurated today (April 26) the training center, marketing and development center where the provincial office will also stay. Genna Jallorina, Ifugao provincial science and technology director said with the new building, the DOST will not anymore rent a space for their office which will also serve as the science and technology center and innovation center for the Ifugaos. “You will now have an easier access to our services,” without having to travel about eight hours to Baguio or 10 hours to Metro Manila. The partnership between IFSU and DOST started in 2010 when the DOST requested Ifugao’s only university to provide a lot for a science, technology and innovation center for

With the theme, “Science For The People”, the DOST-CAR will once again go around the provinces to banner the DOST programs, projects and activities (PPAs) as well as identified local technologies needed by the respective provinces starting June 2017. The theme underscores the importance of going back to the grassroots for people to better appreciate the merits of science, technology, and innovation. For the Cordillera Administrative Region, the techno promotion day will not only provide a venue for the DOST PPAs to be presented to various stakeholders but will likewise bring to the people local technologies appropriate in the locality, as identified by the Provincial S&T Centers. This program was likewise supported by the Regional Development Council-CAR through the approved project entitled, “Advancing a Sustainable and Competitive Economic Development through Science, Technology and Innovation in Support to the Cordillera Region’s Quest for an Autonomous Region”. Through the partnership with RDC-CAR, a PhP100,000 fund support was given to DOST-CAR which will also include an IEC on autonomy vis a vis federalism. The first leg of the technology promotion day was held in the province of Ifugao on June 20, 2017 followed by the province of Kalinga on June 22, 2017. For Ifugao, the featured technologies include cacao processing with resource speakers from the DA-PHILMECH, and biogas technology with Dr. Orlando Anselmo, Provincial S&T Director of DOST Region III as resource speaker. The IEC on autonomy vis a vis federalism was presented by Mr. William Mamadlo of the PLGU-Ifugao. For Kalinga on the other hand, the topic was also on cacao processing, again with resource speakers from the DA-PHILMECH, while the IEC on autonomy vis a vis federalism was presented by Mr. Lawrence Bayangan of the City Government of Tabuk City.

The Small Enterprise Technology Upgrading Program is the DOST’s banner program designed to assist Micro Small and Medium Enterprises (MSMEs) to addresses technological problems in improving their productivity and competitiveness through S&T interventions such as technology upgrading, packaging and labelling, technology trainings, laboratory analysis and technical consultancy. The sectors covered by the program include Food, Gifts, Decors and Handicrafts (GDH), Agriculture/Aquatic/Marine, Metals and Engineering, and Furniture sectors. For the 2nd quarter of 2017, 36 project proposals were approved for implementation broken down as follows: Abra-5; Apayao- 8; Benguet (including Baguio City)- 6; Ifugao- 3; Kalinga-8; and Mountain Province- 6 with a total funding requirement of PhP26,114,031.65. Pilot Gold-Copper Project in Itogon, Benguet underway

It can be recalled that this is the 2nd provincial S&T caravan to be held in the Cordillera Administrative Region. A month after the inauguration and turnover of the UPDOST Gold-Copper processing project, the Small-Scale Mining Federation (BFSSMI) thought of an idea of fabricating and installing separate sluice-boxes and launders, an even easier gold beneficiation process for artisanal miners. The ground ore runs through a launder passageway (acts as a sluice) that is designed to be long and narrow in which a coil mat/carpet is placed. The matting is easy to clean making for a quick harvest cycle and two sluice-boxes are placed in a series to obtain an even higher recovery. The sluice concentrates will undergo panning to separate the gold from the other particles. This is being done manually. The rest of the ore and water mixture (sluice tailings) makes its way down to a tank filled with water for reprocessing. With a capacity of 1 tonne per hour, the total gold recovery using sluice method is 56 %, for a 14.5947 Metric Tons of ore with a grade of 6 grams per ton of raw Gold.

During the inauguration, Mariano said “if we have a cooperator, we can have an organized system of development.” The center, he said will cause an inclusive growth where more cooperators can be assisted by the agency. “If we have one cooperator who can provide a job for one family, that would mean one family less on the streets of Metro Manila.” Former regional director Sicat, who is now the head in region III said the DOST has worldclass programs which are applicable locally. The goal of the department under the President Rodrigo Roa Duterte’s administration is to have a collaboration with the academe and the international institutions. “DOST within IFSU mean a hand-in-hand development in Ifugao. Ifugao will have a fast development especially with the research and development capability of the university,” he said. He said that the center will be a symbol of the never ending development for the people of Ifugao.

The sluicing method by the Small-Scale miners is designed to bypass the Falcon gravity concentrator and shaking table. However, UP Diliman and the DOST Cordillera suggested that a parallel process with the Falcon gravity concentrator and shaking table, and the sluicing method be done so that there will be a comparative result using the two methods. The project team insists to see this project fully operational using the original process flow designed.

IFSU President Dr. Serafin Ngohayon also said “today we are standing on a visible, concrete landmark of what partnership mean and what partnership will bring to the people.” The center will serve as a catalyst in maturing technology and innovating them to be useful which will uplift lives of the people in the area.”

Meanwhile, the Memorandum of Agreement for Turnover is still subject for finalization. Deadline for the accomplishment of Memorandum of Agreement will be on the 2nd week of august 2017. The DOST Gold-Copper processing project will end on 31st of August 2017. DOST-CAR, as one of the implementing agency of the project is commissioned for the creation of a monitoring and evaluation team.//fmgl

He reminded the DOST that the use of the 400 square meter lot of the IFSU is a 25-year usufractuary partnership agreement. “The DOST has to prove that it will perform its function within the period to show that the agreement is worth continuing.

PSTC-Mountain Province Conducts cGMP Training

Dr. Pita S. Picpican, FSQT member lectures on cGMP during the training on current Good Manufacturing Practices with Packaging and Labeling on May 11, 2017 at the Conference Hall of the PSTC-Mountain Province. The DOST-CAR, through the Province Science and Technology Center – Mountain Province and in coordination with the Food Safety Quality Team (FSQT) conducted a training on current Good Manufacturing Practices (cGMP) with Packaging and Labelling on May 11-12, 2017 at the Conference Hall of the PSTCMountain Province. Current Good Manufacturing Practices ensures that products are standardized and controlled according to current quality standards. As such, the training was conducted to equip the Micro, Small, and Medium Enterprises (MSMEs) in the province, particularly those belonging to thelocal food industry with appropriate knowledge on food safety standards and proper packaging and labelling. Through the training, it is further hoped that the productivity and competitiveness of the MSMEs shall be improved through better product quality assurance.

On-site assessment by the FSQT members during the training on current Good Manufacturing Practices with Packaging and Labeling on May 11, 2017 at the Conference Hall of the PSTC-Mountain Province. The first day was focused on lectures of current Good Manufacturing Practices and Food Safety, Packaging and Labelling and FDA Requirements while the second day was devoted to onsite assessment of five (5) firms who are ready to apply for their respective License to Operate (LTO) from the Food and Drugs Administration (FDA). Resource speakers during the training were Dr. Pita S. Picpican, Engr. Angel L. Maguen, Mr. Pepito Toring and Mr. Ramiel Lagaban, all from the DOST-CAR.

Technology Promotion Day in Ifugao helps brighten the future of the Cacao Industry Development in Ifugao

Dr. Victor B. Mariano, Regional Director of DOST-CAR gives his message during the 2017 Technology Promotion Day in Ifugao on June 20, 2017. Cacao Industry in Ifugao is no longer a new thing with many agencies already promoting it. Ifugao’s low lands with its climatic condition and the love of the Ifugaos to nurture trees and other ornamentals add to one of the basic needs of cacao – the 70% shade at its growing stage. Few had an early appreciation of the industry and had already invested on it. The sharing of their experiences and the visibility of the cacao plantation in their farms helps much in the advocacy and promotion. Some are already harvesting the yields of their crops but the next step is still in a grey or vague situation – so thus the question of “what’s next”. Such situation was addressed during the conduct of the Technology Promotions Day at the PSTC – Ifugao Conference Hall on June 20, 2017. Engrs. Jeszel M. Suligan and John Carl A. Galvez from the Philippine Center for Post-Harvest Development and Mechanization (PHilMech) made a thorough presentation on the processing of cacao and the other potential products from out of the cacao fruit. Cost estimates were also presented as well as the present and projected demands of the market which sure have trickled the participants’ minds to appreciate and invest in the industry. From just merely looking at pictures and presentations Engr. Genna B. Jallorina – the Provincial Director of PSTC – Ifugao made clearer the imagination of some of the participants with the bringing in of a cacao fruit from her backyard. Convincing others needs the self-experience so thus her sharing too on her “not a very delicate cultivation and production of cacao” experience. The Technology Promotion Day also made a re-direction of plans on those who only see their contribution in the cacao industry through merely cacao nursery development. They now see the potential of going into the production and eventually into the processing deriving a higher “added value”. This activity then is the needed boost to the development of the Ifugao Cacao. Plans are now up for the consideration of conducting “hands – on” training on cacao processing for those who are already harvesting the fruits of their labor. //mbmc

2017 Scholars’ Congress completed

Ms. Sally M. Leung, Guidance Councilor of Saint Louis Univeristy lectures on Time and Stress Management during the Scholars’ Congress on April 22, 2017 at the Decaestecker Function Hall, SLU-Navy Base, Baguio City. The DOST-CAR Scholarship unit with financial support from DOST-SEI under the Science and Technology Learning Assistance Program (STLAP) implemented the project entitled “Seminar on Time and Stress Management for On-going Scholars”. The activity was conceptualized to equip the scholars on effective ways of time management to help them cope with school stressors. The congress was conducted on April 22, 2017 at Decaestecker Function Hall, Saint Louis University- Navy Base Campus, Baguio City. A total of 151 scholars from Benguet State University, Saint Louis University, University of the Cordilleras and University of the Philippines joined the event. Part of the congress was the seminar on Time and Stress Management with Ms. Sally M. Leung, Guidance Counselor of the University of the Philippines- Baguio as resource speaker. She gave pointers on how the scholars could use their time wisely and effectively. Part of the lecture include exercises/activities to give examples of strategies on how to relieve stress. Further, the new S&T scholarship policies were discussed to the scholars in the afternoon. Concerns raised during the congress include financial benefits, appeals, Summer Practical Training Program (SPTP), and shifting of courses. Additionally, the DOST-SEI graduate scholarship program was presented. To lighten up the mood of the scholars, Mr. Zion Jemillinium Tam-awen, 2012 BS Agriculture Engineering student from BSU provided an intermission number through song. Meanwhile, scholars from the University of the Cordilleras were tasked to provide icebreakers during the program. The day was capped with a message from Dr. Nancy A. Bantog, Assistant Regional Director for Technical Services and Scholarship Coordinator of the DOST-CAR. She thanked everybody for their active participation and expressed hopes that seminars like these would help scholars manage their time and stressors. She also challenged them to deliver the expectations from them as scholars and to join the ranks of R&D personnel for the country after graduation.//mab

From the Farm to the Table: Innovating the Kerobee Farms thru Science and Technology “The SETUP has contributed greatly to the overall improvement of my firm’s production process. The greenhouse ensured that production of raw materials will be year-round and the equipment provided made my products more competitive.” Mr. Romeo Kimbungan, Proprietor, Kerobee Farms Competition in the local market is tough not only among local enterprises but also with foreign goods that are flooding the Philippines. Micro, Small and Medium Enterprises (MSMEs) need to continually innovate and expand their products if they want to keep abreast of the stiff market competition not only in the Cordillera region but in the entire country. The Kerobee Farms from the province of Benguet in the Cordillera Administrative Region is one such enterprise that has maintained its niche in the market because of its enterprising proprietor, Mr. Romeo Kimbungan. What started as a simple farm in 1992 with honey as its main product line, the company has since grown and expanded its operations to include organic vegetables and herbal plants and processed tea in 2008. Currently, products now include honey vinaigrette with herbs, honey calamansi concentrate, herbal wine 7-in-1, honey turmeric drinks with lemon, organic lip balm, ashitaba tea, Arabica coffee, 9-in-1 instant herbal tea, turmeric powder, and malunggay powder in sachet. Mr. Kimbungan credits a big part of his success to the assistance provided by the Department of Science and Technology-CAR through the Small Enterprise Technology Upgrading Program or SETUP. His recognition of the need to infuse appropriate technology assistance to his enterprise pushed him to avail of the SETUP assistance twice, the first phase of which was in 2010 with the project entitled, “Expansion of Organically Grown Vegetables and Herbs Production of the Kerobee Farms”. Through the project, the adoption of appropriate greenhouse farming technology enabled the enterprise not only to expand its product lines but also to ensure a year-round production cycle that has greatly improved his production efficiency. In 2014, the Phase 2 of his SETUP project entitled “Improving Kerobee’s Tea Production Process through Technology Intervention” focused on the processing aspect of his now expanding enterprise. Through this project, innovations on tea packaging was introduced where manual filling, tagging and sealing of tea products were eliminated. Thus, not only was the production process improved but product quality was likewise ensured as the products reach the tables of its customers. The holistic provision of science and technology interventions likewise include trainings/seminars on Good Manufacturing Practices, Food Safety, Manufacturing Productivity Extension Program (MPEX) as well as assistance on the improvement of the farm’s packaging materials and label designs, including nutrifacts. All these has contributed to the improvement of the firm, enabling it to be globally competitive. In fact, expansion of local market outlets was achieved from the usual

13 outlets, to a total of 22 reaching as far as Pangasinan, Batangas, Nueva Viscaya, and Manila. The export market is now slowly being penetrated starting with Canada and currently, there are two (2) on-going negotiations for possible export market expansion. M r . Kimbungan’s success was recognized by several award giving bodies because of his perseverance and innovativeness in building up his enterprise. These awards include the Outstanding Agricultural Entrepreneur (2011), Regional Gawad Saka Award (2014), and Top 3 Outstanding AgriEntrepreneur- National Category (2015) from the Department of Agriculture, Regional Best SETUP Adoptor of the DOST-CAR, and Finalist for the National Best SETUP Adoptor in 2015; among others. Being a simple and humble man, Mr. Kimbungan does not rest on his laurels. His success has encouraged him to give back to the community through various ways. Additional raw materials needed by the firm are sourced from small-scale farmers not only from the province of Benguet but also in nearby regions. The enterprise also provides scholarships to high school students starting in 2014 as well as trainings on bee keeping and management to interested individuals and On-the-Job trainees. Tree planting activities are done yearly in the municipalities of Tuba, Tublay, and Kapangan, Benguet which is in line with his advocacy on environmental protection, one of the reasons why he produces organically grown products. The Kerobee Farms is one proof that initiative, innovation and dedication is key in establishing a successful enterprise that brings quality products from the farm to the table. And while science and technology played a big part in its success, his dedication and hard work is integral in surviving the competitive business arena.//smsc

What do I mean by “THIS”?

As many DOST scholars would mention, passing the DOST exam is a very exciting moment and a great achievement since it was like passing the BAR exams of our level during that time. I remember that I even posted on Facebook the result of the exam where my name can be found on it (if you scroll down on the names of course). Some people I know congratulated me and even liked my post. I was that thankful and proud back then that I even shout to the world about it. I felt very blessed indeed not to mention that we can get involved in a program (SOEP) where we would be taught basic subjects to prepare us especially for our first year in college. Those scholars who attended were given allowance to support us during our 6-week classes. Awesome, I was attending free classes and even given financial support to do so! Unfortunately as I entered college, my sister was hospitalized for almost two months and she had to have home medication for a year. She was weak back then that she had to be in a wheelchair. During her months at the hospital, my mom was her main caregiver, though I also had to assist her during breaktime. I also slept at the hospital during that time, making my assignments or reviewing our lessons for possible quizzes. My mom had problems on the hospital bills since she had to take a leave on her job. At least, she wouldn’t have to worry on my school expenses and allowance, since DOST was already shouldering it. First semester went well for my education since I became top 1 in the dean’s list. However, during the second semester, I remember clearly that I was reporting on our Theology subject, but the next scene was me waking up in the clinic and seeing my co-scholar friend waiting for me to wake up. “Nag-seizure ka,” he said after seeing my confused reaction. I was surprised because I haven’t had any major illnesses since birth and I wasn’t the kind of person that would easily get sick. After another attack at home, it was confirmed by the laboratory test results administered to me: I have an Epilepsy. Ever since, I need to strictly maintain my medication but I still continued my studies under DOST scholarship. There were times that I would become pessimistic on my condition but I would always end up telling myself that at least I have good people around me who care so much and would always have my back. I still have my complete senses, and my life-saving scholarship.

On my second year, I got to the point where I thought to

myself “I was so sick of this”. The seizure attacks became more frequent that I was advised to take a leave of absence in school. I really liked to continue studying although thinking it over, it was for the best. I was also comforted by the thought that my scholarship won’t be lost. My leave of absence was approved immediately after some weeks. After many months of missing student life, feeling unproductive and envious towards my batchmates, I felt a sense of joy in returning to school. However, my brain was not functioning like it was before. I would sometimes get frustrated about not understanding many lessons well. I learned later from my doctor and on some of my readings that nerve cells can be damaged during seizures. The medications I’m taking in have also some side effects. Learning difficulty, memory loss and unusual behavior are some complications of my condition. There were times that I wouldn’t be able to get a complete rest due to my hectic schedule, so I still had some attacks but not that frequent as before. For how many months now, I haven’t got any seizure attacks. By adjusting my lifestyle, I was able to find time for rest, school, and enjoy other commitments. My beloved mom and my family is also assisting me in my medication and inspiring me at the same time. I still have one year to graduate and with that span of time, I know it will be a new set of expedition with inevitable difficulties. But my previous years taught me to value what I still have, which I realized, is so plenty that even my fingers and toes aren’t enough to enumerate them. My scholarship, for one, also gave me a hope to continue and pursue my dreams. Plus I learned how to better save and budget my allowance, which I am very grateful for. I didn’t have to worry that much about unexpected expenses, so I can just focus my attention to more important and productive things instead, like schooling.//

Preparations for the 2017 RICE in CAR underway

The Regional Invention Contest and Exhibit (RICE) in CAR will be conducted on November 6-8, 2017 at the Baguio Convention Center, Gov. Pack Road, Baguio City with the theme, “Invention and Innovation for the People”. The RICE in CAR shall be conducted by DOST-CAR, in partnership with the Technology Application and Promotion Institute (DOST-TAPI) and support from the City Government of Baguio. Further, this event will serve as the qualifying round for the National Invention Contest, pursuant to Section 4 of the Republic Act No. 7459 also known as “Inventors and Invention Incentives Act of the Philippines”.

“Science For The People” is the governing theme of the Department of Science and Technology under DOST Secretary, Fortunato T. Dela Peña. Such theme is but timely, if the Department wants to bring to the countryside the merits of science, technology, and innovation especially to those who need it the most, the people in the grassroots. For its part, the DOST-CAR will conduct two (2) provincial science and technology caravans for 2017. The first, the Science For the People (SFTP) Caravan was completed during the 1st quarter of the year to highlight parallel activities on various DOST services such as the STARBOOKS, scholarship, DRRM, OneExpert, and the Regional Metrology Laboratory. The 2nd round of the provincial caravan is the Technology Promotion Day were technologies and experts shall be brought to the provinces that are focused on the technology needs of the locality. Likewise, the DOST-CAR partnered with the Regional Development Council-CAR to include an information campaign on autonomy vis a vis federalism. Perhaps the highlight of this year’s science and technology promotion initiative will be the conduct of the 2017 Regional Science and Technology Week (RSTW) in Tabuk City, Kalinga on October 1014, 2017. This is the first time that such event will be conducted outside Baguio City and Benguet such that the full support of the Provincial Government and the Office of the Congressman of Kalinga is most welcome. The PLGU-Kalinga will be the main partner of the DOSTCAR in the conduct of the RSTW in CAR, which will be held at the PLGU-Kalinga Astrodome in Tabuk City. Meanwhile, preparations are also underway for the conduct of the Regional Invention Contest and Exhibits (RICE) in CAR at the Baguio Convention Center, Baguio City on November 6-8, 2017 with the theme, “Invention and Innovation for the People.” For the RICE in CAR, the DOST-CAR partnered with the City Government of Baguio and their utmost support will definitely be contributory to the objective of identifying winners to represent the Cordillera region in the upcoming National Invention Contest and Exhibits in 2018. With all these events, it is hoped that the efforts of the DOST will indeed be brought to the people of the Cordillera Administrative Region.//smsc

Four Filipino Scientists who are changing the world Irene Crisologo, radar meteorologist Irene Crisologo is a radar meteorologist based in Potsdam, Germany working on open source methods for processing weather radar data. “I hope that someday the methods can be used operationally to aid in weather monitoring and forecasting,” she says. “The possibility to customize the methods to suit the local conditions can improve weather monitoring and forecasting.” Crisologo believes science is one of the foundations of nation-building, calling it “the enemy of short-term band-aid solutions.” While she praises the Department of Science and Technology’s Balik Scientist Program, a brain gain initiative that encourages scientists to return to the country, Crisologo also hopes that there will be more opportunities for scientists to work outside of the university setting. Julius Sempio, scientist specializing in geoinformatics and remote sensing Julius Sempio is a scientist who stayed home, although his assignment takes him out of this world. Sempio, who specializes in geoinformatics and remote sensing, is helping develop an effective archive and database for images coming from Diwata-1, a Philippine microsatellite launched into orbit last year, and the future Diwata-2. The system ensures data from the Diwata satellites “will be readily accessible for applications such as mapping, monitoring the environment and detecting changes in land features and land usage,” he explains. Sempio lauds government efforts like Project NOAH and the DREAM Program, and urges them to build on the Balik Scientist program to let scientists share their experiences with public school students. Migs Canilao, anthropologist and archaeologist Migs Canilao is an anthropologist and archaeologist specializing in environmental and urban geography. He is completing his studies at the University of Illinois in Chicago, where his research involves using high resolution satellite imagery to track ancient gold trading trails and settlements in Northwestern Luzon.

“What is interesting to study in terms of Luzon gold is how the various settlements are interconnected and organized in terms of efficiently moving … this metal from interior mines to coastal jump-off points before their journey across the sea,” Canilao explains. “Corresponding ... data will in turn show which settlements had a locational advantage in the system.” “Applied anthropology helps us integrate postcolonial voices, indigenous voices in development planning and execution,” Canilao says. “Applied archaeology ... allows us to identify and protect archaeological sites that are part of our national Filipino identity.” The inclusion of indigenous voices helps, Canilao adds, in aspects such as historiography and planning. He also hopes that local government units, the academe, and stakeholder communities support the National Museum in its protection of archaeological sites. Andreia Carrillo, astrophysicist

Andreia Carrillo is an astrophysicist from Bulacan, now based in Austin in the United States, where she is finishing a doctorate degree at the University of Texas. Her previously published paper characterized a dwarf galaxy 15 million light years away, including the kinds of stars it had and their implications on the environment. She admits while astrophysics may be difficult to relate to the general public, she maintains that it’s important “to always be wondering about these things, asking questions, and doing steps to be closer to an answer — and possibly more questions.”

DOST-CAR inaugurates PSTC-Ifugao building

Sicat, Regional Director of DOST III) LAMUT, Ifugao, April 26 – To bring science and technology innovations closer to the people of Ifugao, the Department of Science and Technology (DOST) in partnership with Ifugao State University (IFSU) inaugurated today (April 26) the training center, marketing and development center where the provincial office will also stay. Genna Jallorina, Ifugao provincial science and technology director said with the new building, the DOST will not anymore rent a space for their office which will also serve as the science and technology center and innovation center for the Ifugaos. “You will now have an easier access to our services,” without having to travel about eight hours to Baguio or 10 hours to Metro Manila. The partnership between IFSU and DOST started in 2010 when the DOST requested Ifugao’s only university to provide a lot for a science, technology and innovation center for

With the theme, “Science For The People”, the DOST-CAR will once again go around the provinces to banner the DOST programs, projects and activities (PPAs) as well as identified local technologies needed by the respective provinces starting June 2017. The theme underscores the importance of going back to the grassroots for people to better appreciate the merits of science, technology, and innovation. For the Cordillera Administrative Region, the techno promotion day will not only provide a venue for the DOST PPAs to be presented to various stakeholders but will likewise bring to the people local technologies appropriate in the locality, as identified by the Provincial S&T Centers. This program was likewise supported by the Regional Development Council-CAR through the approved project entitled, “Advancing a Sustainable and Competitive Economic Development through Science, Technology and Innovation in Support to the Cordillera Region’s Quest for an Autonomous Region”. Through the partnership with RDC-CAR, a PhP100,000 fund support was given to DOST-CAR which will also include an IEC on autonomy vis a vis federalism. The first leg of the technology promotion day was held in the province of Ifugao on June 20, 2017 followed by the province of Kalinga on June 22, 2017. For Ifugao, the featured technologies include cacao processing with resource speakers from the DA-PHILMECH, and biogas technology with Dr. Orlando Anselmo, Provincial S&T Director of DOST Region III as resource speaker. The IEC on autonomy vis a vis federalism was presented by Mr. William Mamadlo of the PLGU-Ifugao. For Kalinga on the other hand, the topic was also on cacao processing, again with resource speakers from the DA-PHILMECH, while the IEC on autonomy vis a vis federalism was presented by Mr. Lawrence Bayangan of the City Government of Tabuk City.
