T

2015 North Luzon Cluster S&T Fair successfully conducted

he North Luzon Cluster, composed of DOST Regions 1, 2 and CAR has successfully conducted the 2015 North Luzon Cluster Science and Technology Fair on September 1-3, 2015 at the Vigan Convention Center, Vigan City, Ilocos Sur. This is the 2nd regional fair to be conducted nationwide, after the successful implementation of the National Science and Technology Week on July 24-28, 2015 at the SMX Convention Center in Pasay City. During the opening day of the NSTW, an estimated 10,000 visitors representing various sectors from the government, the academe, private sectors, the media. Every year, the DOST conducts the NSTW in July to showcase technologies that were developed to push for development in the country through science, technology and innovation. These technologies, programs, projects and activities are done by all agencies under the DOST system including the Research and Development Institutes, Councils, attached agencies, and regional offices. The North Luzon Cluster S&T fair is the regional celebration of the NSTW, which for this year adopts the theme, “Science Nation Innovating for Global Competitiveness”, to highlight the application of science, technology page 9

DOST’s Science Nation Tour climbs the Cordilleras “Agham na Ramdam!” is the Department of Science and Technology’s (DOST) mantra in making Filipinos feel and experience the impact of science and technology (S&T) in their daily lives. Now ii is the monicker of DOST’s latest information campaign, and is all set to rally the Cordillera Administrative Region (CAR) as DOST’s Science Nation Tour goes to Baguio City for its next leg on October 6-8, 2015. Last July 24-28, 2015, the Department of Science and Technology successfully concluded the National Science and Technology Week at the SMX, Mall of Asia, Pasay City. During the opening day alone, we were able to gather an estimated 10,000 visitors representing various sectors from the government, the academe, private sectors, the media. And all of them had one thing in common, they are science enthusiasts who recognize that Science, Technology and Innovation is indeed a key player in pushing for nationwide development and global competitiveness. There is a clamor for DOST to bring the NSTW to our stakeholders in the regions for them to appreciate what we, at the DOST are doing. It is for this reason now that we are here today. We are very proud to present to you, various technologies that we have developed to push for competitive economic development in the country. These technologies were developed by our local scientists and engineers for we, at the DOST believe that we have the capability to develop solutions to our own problems. And we have been doing this for the past years. The North Luzon Cluster Science and Technology Fair is the 2nd regional fair that we have so far conducted, the first of which was the South Luzon Cluster in Palawan last August 17-19. This 2nd leg of the regional NSTW is spearheaded by the DOST Regions I, II and CAR and of course, with full support from the Technology Application and Promotion Institute of the DOST, and the City Government of Vigan, Ilocos Sur. Aside from the Science and Technology exhibits that are showcased in this convention center, this event will also feature a technology bazaar of SETUP assisted cooperators, technology forum, and S&T quiz, trivia and interactive exhibits for our students. We hope that you will take this opportunity to experience Science and Technology in this three-day affair.

s&t news STARBOOKS deployed in CAR A total of seven (7) STARBOOKS sets were distributed to the DEPED Division Offices in Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province and Tabuk City on September 14-18 and 22, 2015 as part of the partnership between the DOST-CAR and DEPED-CAR entitled “Support to Science and Technology Education in CAR through the STARBOOKS Digital Library.”

The DOST-CAR regional office spearheaded the deployment of the STARBOOKs in the provinces in coordination with the DEPED District Offices and Provincial Science and Technology Centers (PSTCs). During the deployment, a training and orientation was conducted by Ms. Hansi G. Dinumla and Mr. Ingemar Zarate to identified participants. Similarly, a hands-on training was facilitated.

Both parties signed the Memorandum of Agreement for the project on July 17, 2015

Aside from the STARBOOKS orientation and training, the Provincial S&T Directors of the DOST-CAR also used the activity to promote further, DOST programs, projects and activities.

The collaborative project between the DOST-CAR and DEPED was conducted primarily to provide the DOST-STII’s Science and Technology Academic and Research-Based Openly Operated Kiosk (STARBOOKS), the first digital science library in the Philippines. Through the partnership, it is hoped that the science and technology education and appreciation in the Cordillera Administrative Region will improve.

Bringing STARBOOKS closer to the hearts of Educators in Ifugao

“TO SEE IS TO BELIEVE”- a common remark or notion we hear or see in most Filipinos is a mindset which sales agents, technology – transfer implementers, politicians as well as educators and others who want to bring new ideas into an area must intelligently address.

The Department of Science and Technology-Benguet Center has successfully provided current Good Manufacturing Practices (cGMP) training and skills trainings on baking for food processors in the province for the third quarter this year.

Pre-tests of the product or program by the prospective adoptors or recipients, the market, the voters, or whoever is the supposed end - user and the like are made through comments, jokes and sometimes annoying querries or other remarks and insights so as to make sure that the seller or the program holder will prove his/her credibility and that of the product, technology or whatever is being introduced or being brought – in for them. STARBOOKS, though it has been there for quite a time already after it was launched and promoted, is not exempted by such attitude of some folks. Though flyers, success stories, beautiful insights and other good remarks to promote the program may have been made previously, the best means so far was the provision of STARBOOKS units for the end – users where they could physically see and tinker on it and eventually use it. This time, one of the laudable activities to bring STARBOOKS closer to the hearts of educators and end - users is the program being implemented lately which is the provision of free units for the Provincial Centers of DOST for researching student - visitors could use and at the Division Offices of the Department of Education (DepEd) where most Educators in the Elementary and Secondary Levels do official businesses as well as a venue, most of the time, for schools division activities like competitions, conferences and seminars.

As part of the DOST’s commitment to assist Micro, Medium and Small Enterprises (MSMEs) not only through the provision and/or upgrading of processing equipment, the S&T Center has also identified other possible interventions such as provision of trainings to uplift the knowledge and skills of the firms to be able to compete in the local and world market. One of the necessary trainings that the S&T Center provides to the MSMEs is the cGMP training. In as much as food production and processing are the province’s emerging venture, it becomes imperative that the entrepreneurs are oriented on good manufacturing practices to ensure production of safe foods for the consumers. In coordination with the DOST-CAR Regional Standards and Testing Laboratory (RSTL) and Metrology laboratory, the GMP training was successfully conducted on August 25 at DOST-Benguet Conference Room. At least 17 participants from MSMEs and prospective food processors were benefited from the said training. The Food Safety regulatory System (RA 10611), Basic Food Hygiene and Good Manufacturing Practices, Food Hazards, Food Safety, Plant Lay-out, and Importance of Calibration were tackled during the said training.

3rd Quarter SETUP Update With the continuous efforts of the Provincial Science and Technology Centers in coordination with the Regional Office, 12 approved proposals for the SETUP Core projects were added on the list amounting to P8,276,988.00. Of the 12 approved proposals, six (6) MSMEs/cooperators are from the province of Benguet, three (3) from Ifugao and one (1) each from Abra, Kalinga and Mountain Province. Among these, five (5) projects are under Food sector, three (3) each are under GDH; and Metals and Engineering and one (1) under the Agriculture sector. s&t news Cordillera Month Celeb brought to Apayao

The 28th celebration of the Cordillera Month was conducted from July 9-15, 2015 and spearheaded by the DENR-CAR, chair of the RDC-CAR Sectoral Committee for Environment and Watershed. Since 2014, the hosting of the Cordillera Month celebration is brought to the provinces starting with Abra. For this year, the celebration was hosted by the province of Apayao. This year’s theme, “Protecting the Environment for a Greener Cordillera” highlights the importance of the region in terms of its role as the watershed cradle of the North. The theme is also anchored on the government’s National Greening Program. Highlights of the Cordillera Month celebration include trade, technology and job fairs involving various stakeholders such as government agencies, forum on environmental and biodiversity programs, the unity gong relay. The culmination program, which was held on July 15, 2015 featured Senator Aquilino D.L. Pimentel III as the Keynote Guest. He challenged the Cordillerans to learn from the Bangsamoro Basic Law (BBL) experience. Sen. Pimentel also noted the failure of the Cordillera Region to ratify the two organic acts in 1989 and 1997 however, with the coming in of the BBL, people are now more aware on the benefits of

regional autonomy. He also signified his continuous support to the Cordillera’s pursuit for regional autonomy. DOST-CAR, for its part, participated in the technology fair and conducted on-site calibration of test weights in the province of Apayao as part of its information dissemination on the agency’s newest service, the Regional Metrology Laboratory. The Food Safety and Quality Team (FSQT) of the DOST-CAR likewise conducted on-site Good Manufacturing Practices (GMP) evaluation in some DOST-Apayao assisted firms. As part of the celebration, the DOST-CAR launched the Complementary Food Production (CFP) in the Apayao State College in Luna, Apayao on July 14, 2015 (see related article). Further, the Provincial S&T Center- Apayao spearheaded DOST-CAR’s involvement in the Cordillera Month’s celebration. It can be recalled that DOST-CAR led the 27th Cordillera Month celebration in Abra, being the chair of the Sectoral Committee for Economic Development.//

Training on pies and cookies making was conducted for the Dagao Youngters Association at Dagao, Kapangan on August 30-31; veggie and root crop-enriched products baking at Nalicob, Madaymen, Kibungan on September 21; and advanced baking was also conducted at Tumpic, Labueg, Kapangan on September 28-29. An over-all total of 36 participants from SETUP-assisted bakeshops, prospective beneficiaries and interested individuals attended the training. The participants were taught on how to incorporate locally available raw materials such as root crops, vegetables and fruits to lessen their dependence on the usual commercially produced ingredients. Upcoming next quarter are trainings for metal industries such as heat tempering, metal selection and fabrication.//ccg

The open forum was also a good avenue for DOST to promote its programs in the province so Engr. Genna B. Jallorina - the Provincial Director of PSTC-Ifugao took the opportunity to share what DOST – Ifugao is doing for the province. The corresponding orientation for the STARBOOKS then followed and was conducted by Ms. Hansi Dinumla and Mr. Ingemar Zarate of the Regional Office of DOST – CAR and the participants were made to have their “Hands-on” on the set. The highlight of CAR’s Science Nation Tour is the inauguration of the Gold-Copper Processing Project in Itogon, Benguet – a collaboration between UP and DOST’s Philippine Council for Industry, Energy, Emerging Technology Research and Development. Among the other activities are Sec. Montejo’s project visits to beneficiaries of DOST’s SETUP or Small Enterprise Technology Upgrading Program, in CAR. SETUP extends assistance to micro, small and medium enterprises through financial assistance, technology upgrade, and capability training. Among these project beneficiaries are Kerobee Farm, Green Salad, and TCY Machinery. DOST-CAR will also name the region’s Science and Technology (S&T) Ambassadors during the Stakeholders’ Night at the CAP Convention Center in Camp John Hay on October 7. The S&T Ambassadors will support the Department in its advocacy and other programs and services. Roll-Out of Complementary Food Production in the Regions The CFP Project in the cordilleras

The Department of Science and Technology has institutionalized the High Impact Technology Solutions (HITS), a nationwide program that aims to provide technological solutions to long term problems in the country. Under DOST Secretary Mario G. Montejo, the HITS program was conceptualized to include several projects that were rolled out to all regions in the country. This include the roll-out of Ceramic Water Filter, the Community Empowerment thru Science and Technology (CEST), the Food Innovation Center (FIC), and the Complementary Food Production (CFP).

For the Complementary Food Production (CFP) program, the project utilizes science and technology particularly the Food and Nutrition Research Institute (DOST-FNRI) developed complementary food technologies that help reduce the prevalence of malnutrition among children. This program is also DOST’s answer to the national problem on malnutrition among children and contribute to the attainment of the millenium development target, namely the reduction of hunger into half between 1990 and 2015. Specifically, the project aims to introduce affordable and nutritious complementary foods (instant baby food and snack food) using rice-blended with mongo and/or sesame; facilitate the technology adoption and commercialization of rice-mongo curls, rice-mongo baby food blend, and rice-mongo-sesame baby food blend especially in areas where technology is not widely available, and strengthen the partnership of DOST, LGUs, private sector and other institutions in the implementation of the project. DOST-CAR is the lead agency with FNRI as the partner Research and Development Institute, and DOST-PCIEERD as the monitoring agency. For the Cordillera Administrative Region, the project is implemented with the Apayao State College and with assistance from the Apayao Provincial Local Government, Luna Municipal Local Government and the Commission on Higher Education-CAR.

DOH-CAR, DILG-CAR, DA-CAR, DTI-CAR, NNC-CAR, DepEdCAR, DOLE-CAR and the Office of the Congressman, Apayao also forms part of the partnership for the CFP program. Funding for the CFP project came from the DOST, the Apayao State College, and the Apayao Provincial Government. Technology interventions include the provision of appropriate processing equipment/ machines, tools and facilities; provision of technical trainings, fora and other necessary technical assistance in cooperation with DOST-FNRI; and provision of promotional and marketing assistance in partnership with DOST-FNRI PINOY Program on malnutrition reduction in the country and in collaboration with partner agencies. The CFP project building, which is housed at the Apayao State College has been successfully completed as well as the equipment installation, final testing and training on the operation of the machine and production of CFP products in June 2015. On July 14, 2015, the Blessing and Commissioning of the “Roll Out of Complementary Food Production Technologies in the Regions” Production Facility at the Apayao State College was done with various partners and stakeholders. Messages were given by DOST-CAR Regional Director Julius Caesar V. Sicat, Apayao Representative Eleanor Bulut-Begtang, and Apayao Governor Elias C. Bulut Jr. A message of commitment was given by ASC President Nieves A. Dacyon, being the CFP project beneficiary in CAR as well as Words of Support from key partners such as the DSWD-CAR, NNC-CAR, DOH-CAR, DepEd-CAR, DTI-CAR, and DA-CAR. Signing of the Memorandum of Understanding (MOU) was likewise done during the event to signify the agencies’ full support to the implementation of the project.//

DOST eyes 500,000 freelance web-based workers in provinces by 2016 28, 2015 at SMX Convention Center in Pasay City as part of the recent National Science and Technology Week (NSTW). According to Delfin, the Philippines has more than one million freelance online-based workers who deal with different clients around the world. “Through its Rural Impact Sourcing Program, ICT Office is looking to generate more career opportunities for those in socio-economically disadvantaged areas in the country through meaningful ICT-enabled jobs,” she stated, adding that ICT Office conducts regular workshops in different provinces to help the residents to learn how to become successful workers in the digital era. “Since most ICT-based opportunities are not heavily dependent on location to provide career growth to every individual, we would like to take advantage of it by promoting in-demand online jobs to the areas where there is high population but low employment due to lack of industry investors,” Delfin added. Tan also said that working online could give everyone an equal opportunity to pursue what he wants to do, no matter what his economic, social, and educational backgrounds are. Plus, students can already start practicing their profession even before they graduate with the availability of online jobs, especially those which do not require a college degree such as creative and IT-related jobs. “Traditional employment will no longer be the norm and it will be replaced by contingent workers such as freelancers and part-time workers. The long-term trend of hiring contingent workers will continue to accelerate with more than 80 percent of large corporations planning to substantially increase their use of a flexible workforce,” said Tan. “Definitely, online freelancing is the future of work.” (S&T Media Service)
