Background Permit 15-029 Midway Office Warehouse has been closed Issues Historic use of the property as a municipal dump site required contamination mitigation and a Response Action Plan (RAP) approval from the MPCA. An Environmental Covenant is required to be recorded with the property in favor of MPCA that restricts certain activities (mainly excavation in contaminated areas). Because a Declaration for Maintenance of Stormwater Facilities has been recorded with the property in favor of CRWD, the District must consent to this covenant. Staff have worked with the owner’s legal counsel to ensure the language and exhibits within the covenant do not unreasonably restrict any potential future maintenance of the underground infiltration system.

Staff have reviewed the document with Attorney Mogen.

RULE C: STORMWATER MANAGEMENT Standards  Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.

ďƒ˜ Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is not achieved onsite in the amount equivalent to the runoff generated from 1.1-inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious is 8,313 square feet. b. Volume retention required: 8,313 ft2 x 1.1 inches x 1 ft/12 inches = 762 ft3 Table 1. c. The applicant did not partially comply with the volume retention standard at an offsite location or through the use of qualified banking credits. d. The applicant has not submitted money to be contributed to the Stormwater Impact Fund. e. The project is not linear.

5. Best management practices achieve 90% total suspended solids removal from the runoff generated on an annual basis.

6. A memorandum of agreement for maintenance exists between the City of Saint Paul and CRWD. Adequate maintenance access is provided for surface and/or underground system. Maintenance agreement includes a site-specific plan, schedule, and narrative for maintenance of the proposed stormwater management practices.

RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100-year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. All habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a land-disturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard ďƒ˜ Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There is one wetland (Loeb Lake) located on the property.

Over excavation of clayey sand/fill (approximately 2 feet) may be necessary to reach desired soil type. b. Add energy dissipation such as riprap at STRM #14 where storm sewer daylights on grade in rain garden. c. Add RIM elevation to STRM #13 in storm sewer table on Sheet C3.0. The proposed HydroCAD models this grate at an elevation of 226.0’. d. Add RIM elevation to STRM #4 in storm sewer table on Sheet C3.0. e. Increase outlet diameter to a 4-inch minimum for the underground infiltration and rate control tanks to prevent clogging. f. Remove sump from STRM #3A and install another manhole between STRM #3A and the underground infiltration tank that has a 4’ sump. The drainage area to the inflow pipe before a sump shall be at least three times greater than the drainage area to the grate above per the Minnesota Stormwater Manual. The proposed sump in STRM #3A receives a majority of flow through above grate. g. Add elevations for each terrace contour shown in rain garden cross-section on Detail 8 on Sheet C5.0 in plans.

6. Revise HydroCAD to address the following: a. Use MSE 24-hr Storm Curve 3 rainfall distribution. b. Model exfiltration for 1P (underground infiltration system) and 2P (rain garden) at a rate of 0.8 in/hr. Soil borings ST-1 and ST-3 indicate poorly graded sand (SP) under each system, which has an associated design infiltration rate of 0.8 in/hr according to the Minnesota Stormwater Manual. c. Model rain garden storage (2P) as custom storage data to more accurately reflect the vertical terraced steps shown in Detail 8 on Sheet C5.0 in plans.

7. Revise model or plans to correspond: a. 1P (Underground Infiltration System): i. Invert elevation for 48” CMP is 221.33’ in HydroCAD and 221.5’ on Detail 9 on Sheet C5.0 in plans. b. 2P (Rain Garden): i. Invert of the primary outlet is 224.5’ in HydroCAD and 222.25’ on Sheet C3.0 in plans. ii. Downstream invert of the primary outlet is 222.00’ in HydroCAD and 221.25’ on Sheet C3.0 in plans. iii. Primary outlet diameter is 8” in HydroCAD and 12” on Sheet C3.0 in plans.

8. Include a site-specific maintenance plan that includes the following: a. List all stormwater management practices. b. Person(s) responsible for maintenance of stormwater management device(s). c. Frequency of inspection/ indicator that maintenance is needed. d. Description of inspection activities.

e. Description of maintenance activities.

9. Revise SWPPP to include the following: a. Infiltration perimeter control and erosion control practices shall remain in place until the final completion of the project or vegetation has been established (whichever is later). b. Installation of infiltration/filtration practices shall be done during periods of dry weather and completed before a rainfall event. Placement of engineered soils shall be on dry native soil only. c. Excavation of infiltration areas shall be completed using a backhoe with a toothed bucket. d. Native soils in infiltration areas shall be de-compacted to a minimum depth of 18 inches. e. The bottom excavation surface of infiltration areas shall be level without dips or swales. f. During construction, stormwater must be routed around infiltration areas until all construction activity has ceased and tributary surfaces are cleaned of sediment. g. Engineered soil shall remain uncontaminated (not mixed with other soil) before and during installation.

10. Include a landscape plan that includes the following: a. Specify potted plants or plugs to vegetate infiltration areas. Basin seeding should be avoided. b. Specify deep rooted, salt tolerant, native plants according to Plants for Stormwater Design (Shaw and Schmidt, 2003).

Permit Applications and Program Updates A)

Permit #16-025 Snelling-Midway Permit Approval Renewal Request (Kelley)

Mr. Kelley reviewed permit #16-025 Snelling-Midway. The permit was approved on March 15, 2017. The applicant has requested a renewal of the permit approval. Over the past six months, the MN United FC Design Team, City of St. Paul, and CRWD have been meeting to finalize the details of the comprehensive stormwater management approach for the entire 35-acre development. This has been a collaborative effort to provide a design the meets the needs of all parties. Final City comments were submitted to the Design Team on February 23rd.

Final plans to address comments will be received in the coming weeks and hope to formally issue the Stormwater management permit sometime in March.

Motion 18-027: Approve permit renewal for #16-025 Snelling-Midway to expire March 15, 2019.

Special Reports A) Strategic and Watershed Management Planning (Doneux)

Administrator Doneux reviewed of the Strategic & Watershed Management Plan from 2008. The Management Plan included drafting a Vision Statement, Mission Statement, creating a set of values and goals. Managers agreed that goals have been met or were in the process of being met. Administrator Doneux reviewed plans for the 2018 strategic planning initiative. The goal is to complete a plan by the fall of 2018. Administrator Doneux clarified strategic plan vs. watershed plan. Managers shared concerns about the deadline being close to the same time as office relocation. Administrator Doneux shared that there is flexibility with the deadline. The goal for the draft plan would be to have it completed by 2019 and be able to review the plan in early 2020 for adoption and Implement in 2020. President Collins suggested a goal of more financial independence and less dependency from outside sources. No action was taken.

Jones/Texer Unanimously approved B) AR: Approve Contract Amendment with JE Dunn for Construction Services and a Contract Amendment with MSR Design for Construction Administration Services for the 595 Aldine Renovation Project (Doneux) JE Dunn was selected as the Construction Manager and entered into a construction manager at risk agreement for the project of renovating the 595 Aldine property for use as the CRWD office building. Pursuant to the Construction Managers Agreement, JE Dunn will provide services in accordance with the plans and specifications. As agreed by CRWD and JE Dunn, the Guaranteed Maximum Price is an amount that the Contract Sum shall not exceed. The Contract Sum consists of the Construction Manager’s Fee plus the Cost of the Work. JE Dunn’s Guaranteed Maximum Price is $7,344,846. This is consistent with the estimate at the end of the Design Development Phase. The overall total project budget remains at $10,777,428. MSR Design has submitted a final fee proposal of $324,380 for bidding and permit assistance as well as construction administration. Administrator Doneux reviewed the overall project and fees for JE Dunn with the Board of Managers.

Motion 18-029: Authorize Administrator to execute a contract amendment with JE Dunn for Construction Manager at Risk Services for the CRWD Office Renovation Project, at a Guaranteed Maximum Price of $7,344,846 subject to the review and approval of the Ramsey County Attorney.

Unfinished Business A) Trout Brook Nature Sanctuary Lift Station (Eleria)

Ms. Eleria provided the Board of Managers with an update on the repairs needed at the Trout Brook Nature Sanctuary Lift Station. Barr Engineering has designed a plan to fill a void and repair a fracture in the tunnel.

The cost estimated is $30,000. CRWD has met with the City of St. Paul. Barr Engineering will be performing the repairs and CRWD will be reimbursing the City of St. Paul for the costs. Ms. Eleria will bring back an amendment to the board to review.

Board of Managers Updates

Manager Texer and President Collins will be attending the MAWD Legislative Breakfast. Manager Texer shared that Sauk River Watershed District is currently disputing the MAWD dues.

President Collins shared the Hennepin Conservation District took ten years to dissolve. Administrator Doneux stated that CRWD will continue working with Ramsey Conservation District. Manager Reider clarified that the Conservation District is established under state law.

Background Minnesota GreenCorps is a statewide program designed to help preserve and protect Minnesota’s environment while training a new generation of environmental professionals. This program places AmeriCorps members with local governments, educational institutions, and non-profit organizations around Minnesota, where they will serve for 11 months on focused environmental projects. The program is coordinated by the Minnesota Pollution Control Agency and funding is provided through a grant from ServeMinnesota and the Corporation for National and Community Service.

CRWD has hosted two GreenCorps members including Kat McCarthy from 2010-2011 and Steven Yang from 2017-2018. Kat designed evaluation tools for the Stop the Rain Drain program adapted in 2012, developed roof run-off calculations for small-scale residential stormwater projects and participated in a KAP study work group for Como Lake residents. Steven Yang's year of service is underway. To date, he has completed significant updates to the District’s BMP GIS Database. He also developed a survey for Stewardship Grantees to better understand their experiences and the resources needed to maintain rain garden projects. Mr. Yang is in the process of creating maintenance materials in response survey feedback. Once completed, Education and Outreach staff will work with him to identify follow-up events such as maintenance workshops or neighborhood meet-ups.

Issues CRWD proposes to host a GreenCorps Member for 2018-2019 under the Green Infrastructure Stormwater Track. The GreenCorps member will be involved in three key program areas: Education and Outreach and the District's Stewardship and Partner Grant Programs. The GreenCorps Member will work closely with Education and Outreach staff to develop and/or deepen relationships with diverse communities by attending cultural and community events, developing culturally appropriate resources, and engaging community organizations and schools in hands-on learning about water resource protection. As part of this work, the member will coordinate with Stewardship Grant Program staff and community organizations to identify potential locations for stormwater Best Management Practices.

These projects will serve as demonstration sites for the larger community. Partner Grantees represent environmental, arts and other community organizations working with diverse populations to raise awareness about the importance of protecting our lakes and rivers and how to reduce pollution flowing into them. Partnership building will begin with Partner Grantees in an effort to deepen these relationships, many of which are focused on introducing youth of color to environmental careers.

Our mission is to protect, manage and improve the water resources of Capitol Region Watershed District.

Action Requested Adopt a resolution supporting a Minnesota GreenCorps Host Site Application and authorize CRWD staff to submit the application to the Minnesota Pollution Control Agency for the 2018-2019 program year. enc:

Project scope and outcomes 1.

Capitol Region Watershed District's (CRWD) Education and Outreach staff collaborate with an average of 6,000 residents at more than 60 events, trainings, presentations, site visits, school programs, field trips and tours within the District each year.

With the involvement of a GreenCorps Member, we see an opportunity to expand and adapt our Education and Outreach Program to better serve diverse communities in an effort to improve awareness and management of stormwater runoff. This work is supported by the District's 2017-2020 Diversity Strategic Plan and the 2010 Watershed Management Plan.

CRWD proposes to host a GreenCorps Member for 2018-2019 under the Green Infrastructure Stormwater Track. The GreenCorps member will be involved in three key program areas: Education and Outreach and the District's Stewardship and Partner Grant Programs. The GreenCorps Member will work closely with Education and Outreach staff to develop and/or deepen relationships with diverse communities by attending cultural and community events, developing culturally appropriate resources, and engaging community organizations and schools in hands-on learning about water resource protection. As part of this work, the member will coordinate with Stewardship Grant Program staff and community organizations to identify potential locations for stormwater Best Management Practices (BMPs). These projects will serve as demonstration sites for the larger community. Partner Grantees represent environmental, arts and other community organizations working with diverse populations to raise awareness about the importance of protecting our lakes and rivers and how to reduce pollution flowing into them. Partnership building will begin with Partner Grantees in an effort to deepen these relationships, many of which are focused on introducing youth of color to environmental careers.

The member will gain valuable experience in stormwater education and outreach and BMP site evaluation and installation.

The education and outreach activities will provide a unique opportunity to learn about the importance of adapting programs and communications strategies to reflect one's audience. This is a skill that can be used in any professional position to better understand and achieve desired program outcomes. By engaging in the Stewardship Grant Program, the member will also become intimately familiar with urban stormwater BMP alternatives, site constraints, maintenance and commonly asked questions by perspective grantees. Lessons learned throughout the program about how best to engage diverse audiences will be shared with other water management and conservation organizations.

Additionally, the member will research best practices for engaging diverse communities with a special emphasis on water resource protection. This information will be used to improve the effectiveness of our Education and Outreach activities including how best to structure community conversations in preparation for CRWD's 2020 Watershed Management Plan. The District believes better representation of all constituents is critical to developing a successful plan and achieving our water quality improvement goals.

What are the estimated overall results of the member’s service activities?

The member's proposed scope of work will result in the following: research conclusions about best practices for engaging diverse audiences shared with other water resource and conservation organizations, improved outreach activities and communications strategies designed for working with diverse communities, participation in 7-10 cultural and community events to develop and/or deepen relationships and share details about stormwater impacts and management, hands-on water resource education activities for schools and community organizations serving youth of color, and demonstration BMPs installed at community gathering spaces.

What methods and tools will be used to measure project effectiveness?

The GreenCorps Member will track the number of community and cultural events attended, water resource education program participants, BMPs installed at community gathering spaces and best practices for engaging diverse audiences.

This project will result in new communications tools for CRWD and our partners including water resource, conservation and community organizations. We will work with community partners to ensure that the tools are relevant and useful to them prior to distribution.

Please indicate if the project will serve under-represented, economically disadvantaged or rural populations: Diverse communities are often located in close proximity to environmental hazards and experience the results of degradation firsthand, but are not well-represented in conversations about mitigation, possible affects and in codeveloping solutions that meet their needs. This project is designed to meet people where they are literally and figuratively. Community outreach will occur at events and places diverse communities visit regularly. Materials will be adapted to communicate in ways that resonate with program participants. There will also be an emphasis on working with youth of color to introduce them to CRWD programs and projects and to engage them in creating solutions to some of our most pressing water quality problems. Lastly, the member will research best practices for working with diverse audiences, so we can employ some of the recommended strategies as quickly as possible.

What opportunities do you see for your proposed MN GreenCorps member position involving broader community members and mobilizing volunteers: The member will work with CRWD staff and community partners to identify locations for BMPs, ideally in community gathering spaces or areas frequently traveled by residents. There will be opportunities to engage the broader commmunity in BMP plantings and maintenance activities. When the community is more involved in projects, they take pride and ownership in them and teach their friends, neighbors and parents about their benefits. This level of community support is critical to their long-term success and CRWD's mission to protect, manage and improve waters of the District.

The District is committed to better engaging diverse communities in water resource protection. CRWD staff will work handin-hand with the member to introduce them to key partners including Partner Grantees, other water management and community organizations, and local organizers and leaders. The member will provide critical support in terms of organizing and participating in community events and providing hands-on programming. Staff will often participate in these activites and/or planning meetings so we are developing relationships as well. It is the only meaningful way for this work to continue in the future.

In one paragraph, describe your organization’s mission. Include a description of the community your organization serves, qualifications of your staff, the number of paid staff, and experience (if any) with hosting AmeriCorps members: CRWD’s mission is to protect manage and improve the water resources of the District including Como Lake, Lake McCarrons, Loeb Lake, Crosby Lake, and Little Crosby Lake. CRWD covers 40 square miles and includes portions of the cities of Falcon Heights, Lauderdale, Maplewood, Roseville, as well as 80% of Saint Paul. The District works to achieve its water quality goals through a variety of programs which include Watershed Rules and Permitting, Stormwater and BMP Monitoring and Mapping, Water Resource Capital Improvement Projects, Education and Outreach, and Grants. CRWD has been recognized for initiating several projects/programs that can be replicated by other water management organizations.

These include rainwater reuse projects, a BMP database, robust water quality monitoring software, and collaborating with St. Paul on the Adopt-a-Drain campaign pilot. This work is carried out by sixteen full-time staff members and numerous public

and private partners. CRWD successfully hosted two previous GreenCorps members in 2010/2011 and 2017/2018.

Describe how your organization’s current efforts and activities reflect the commitment and expertise you can provide to supporting a MN GreenCorps member. Include examples as appropriate: CRWD's Education and Outreach staff specialize in community engagement to protect, manage and restore water resources of the District. The District's Communications and Outreach Specialist, Jessica Bromelkamp, managed an AmeriCorps volunteer to implement similar programming in the Washington, DC metro area and CRWD has successfully managed two GreenCorps members in year's past. We have developed numerous successful partnerships to initiate and implement education and outreach programs. Examples are as follows.

CRWD in partnership with Ramsey Washington Metro Watershed District and Mississippi Watershed Management Organization conducted a study lead by Mae Davenport at the University of Minnesota, Department of Forest Resources to investigate community capacity and conservation behaviors associated with stormwater management from the perspective of diverse community members who live and work in our watersheds. Recommendations from A Community Capacity Assessment of Stormwater Management in the Twin Cities Metro Area have been integrated into the work of the District and will be used as a tool for the outreach efforts of the GreenCorps member.

CRWD is the process of finalizing the 2017-2020 Diversity Strategic Plan. The goals of the plan are to ensure CRWD staff, Board of Managers, Citizen Advisory Committee and consultants reflect the racial, gender and cultural demographics of the watershed and City of St. Paul; understand and incorporate cultural perspectives on water and government; create opportunities for people of color in the environmental/water resources profession through training and recruitment; consider equity and equality as a means to achieve diversity, and use water management as a tool to help address local and community concerns. The results and recommendations from this plan will be integrated into the work of the District and the GreenCorps member through their education and outreach initiatives.

CRWD is a host site for the Master Water Stewards program. Master Water Stewards is a program that certifies and supports community leaders to install pollution prevention projects that educate community members, reduce pollutants from stormwater runoff, and allow more water to soak into the ground before running into storm sewer systems. The program is a partnership between the Freshwater Society and participating cities, watershed management organizations and non-profits across the Twin Cities Metro. CRWD has hosted three years of stewards that serve as local water resource experts and will potentially partner with the member for outreach and inspection activities.

AmeriCorps members cannot displace or replace previously employed, striking, or laid off workers. Please clarify how this position is not a staff position (see the Non-displacement policy under section VI of the Host Site Application Guide): CRWD developed a Diversity Strategic Plan because changes of this scale require a visible commitment, detailed goals and accountability. With support from the GreenCorps member, we will begin to understand and better meet the needs of diverse communities. It's no secret that environmental organizations are not effectively reaching diverse audiences so CRWD intends to share any lessons learned with water resource management and conservation organizations to highlight best practices for future engagement.

A host site supervisor must be able to provide at least 0.08 full time equivalent (FTE) per member, which equates to a minimum of 3.2 hours each week to review member activities, provide guidance, and set future goals. The supervisor should be a FTE, or close to full time, employee of the host site or a partnering organization.

Jessica Bromelkamp is a full-time employee with more than 15 years of professional experience providing environmental education programs. The majority of Ms. Bromelkamp's experience has been focused on working with diverse communities in urban watersheds. She has also successfully managed an AmeriCorps volunteer in the past.

The member will attend local water resource and environmental education conferences to bolster their knowledge of issues facing nearby lakes and the Mississippi River and highlight strategies for effective community engagement. They will shadow staff at community events and co-teach with them before leading hands-on educational activities.

CRWD staff have advanced degrees in Water Resource Management, Engineering and Landscape Architecture. Members will have the opportunity to learn about each of the key program areas as well as how the District is managed by attending and presenting, when appropriate, at Citizen Advisory Committee and Board meetings.

MN GreenCorps members receive a minimal training budget from the MPCA to utilize throughout their service. CRWD will provide the GreenCorps Member access to outside conferences and workshops during the service year including, but not limited to, the Clean Water Summit, the MN Water Resources Conference, and the Minnesota Association for Environmental Education Conference. Identify the program year you participated in, focus area, number of members hosted: CRWD has hosted two GreenCorps Members including: Steven Yang in the Stewardship Grant Program in 20182019 and Kat McCarthy as a Living Green Outreach Member in 2010-2011.

Describe evidence of effectiveness of your current or past member projects, including environmental results, and how you will build on these results if awarded another member: Steven Yang's year of service is still underway. However, Steven has already done a significant amount of work updating the District's BMP GIS Database. He also developed and implemented a survey with a 35% response rate to better understand the experiences of Stewardship Grantees and resources needed to maintain rain garden projects. Mr. Yang is in the process of creating maintenance materials in response survey feedback. Once completed, Education and Outreach staff will work with Steven to identify follow-up events such as maintenance workshops or meet-ups.

Describe how this proposed member position is unique from past member positions at your organization: The work of the proposed GreenCorps member is specifically focused on serving diverse communities. CRWD's 2017-2018 member collected demographics about Stewardship Grant Program participants in an effort to better understand their current audience and identify areas for expansion. His work was largely focused on understanding and improving Stewardship Grantee Program relationships to ensure BMPs are being maintained and that residents are receiving the support they need to be successful.

Describe any improvements you plan to make in terms of project oversight, member supervision, implementation, and results: CRWD plans to involve multiple staff in a supporting role for the duration of the member's tenure. We expect this to add a richness to the member's experience as well as create stronger links between CRWD departments.

Additionally, we plan to involve a GreenCorps Member in all aspects of work at the Watershed District, recognizing the educational opportunity this would provide. CRWD will follow all MPCA/GreenCorps procedures, keeping in mind the collaboration required should we be selected as a host site in 2018 / 2019.
