I. Welcome, Announcements, and Updates Ms. Willems opened the meeting at 7:00 p.m. Mr. Duerre asked for any announcements or updates and introductions.

II. Approval of Agenda CAC 18-028 Motion: To approve the CAC November 14, 2018 agenda.

IV. District Initiatives for Review, Comment, and Recommendations A) Como Lake Management Plan Update Staff have been evaluating potential actions for in-lake and watershed management for Como Lake. These will be reviewed at the fall 2018 meetings with the AAG (11/8/18) and PAG (12/6/18). Mr. Fossum reviewed the guidance document that was shared with the AAG that provides context and background of the potential in-lake and watershed management actions. Staff reviewed the lists of potential actions for in-lake and watershed management that were developed for Como Lake with the CAC. Mr. Barton asked if its possible to filter the phosphorus. Mr. Fossum replied that the idea is in the plan. Ms. Willems asked about an alum treatment. Mr. Fossum replied that it would be a problem if too much is applied. Mr. Arbeit asked about the curly leaf pond weed funding and asked about the biological connection to algae blooms. Mr. Arbeit asked about the Phosphorus levels after an alum treatment. Mr. Fossum replied that it will be below it’s current level. Ms. Lilly asked about sediment and the flow into Como.

Mr. Simonet asked about what would happen if you do nothing. Mr. Fossum replied that the requirement is to bring Como Lake to water quality standards.

The CAC thanked Mr. Fossum for his presentation.

V. CAC Initiatives A) Watershed Steward Award Program Update (Fossum) Mr. Fossum reminded the group that nominations are due on Friday.

B) Service Learning Student Update (Lilly) Ms. Lilly lead a group activity to review the lists of programs and activities for future Student Learner opportunities. Ms. Lilly will contact the University of Minnesota and gain a broader scope of projects and report back to the group. Ms. Lilly will present to the students.

VI. Project and Program Updates A) Seminary Pond (Eleria) Mr. Kelley provided an update on the Seminary Pond project update.

B) 2018 Rules Revisions (Kelley) Mr. Kelley provided an update on the 2018 Rules Revisions. The Joint Rules Technical Advisory Committee met on September 19, 2018. The topic that created the most discussion was proposed increases to the Cost Cap for linear projects and Stormwater Impact Fund contribution to $75,000 per acre and $100,000 per acre respectively. Mr. Kelley reviewed a memo from Wenck summarizing the data compiled from past linear projects that met the cost cap. RWMWD staff provided cost share data for nearly 70 surface stormwater BMPs to determine an average construction cost of approximately $108,000 per acre.

Background In 2010, the Citizen Advisory Committee (CAC) By-Laws were updated to include attendance requirements. Since that time the CAC has annually made recommendations to the Board for reappointment based on attendance and other factors.

Issues The Board of Managers must annually appoint the Citizen Advisory Committee members. In order to maintain an orderly CAC roster and fully comply with state statute the Citizen’s Advisory Committee will submit a recommended roster to the Board of Managers who will appoint CAC members for 2019 at the CRWD Annual Meeting on December 19, 2018.

Requested Action Recommend reappointing CAC members through December 2019.

103D.331 ADVISORY COMMITTEE. Subdivision 1. Purpose. The managers must annually appoint an advisory committee to advise and assist the managers on all matters affecting the interests of the watershed district and make recommendations to the managers on all contemplated projects and improvements in the watershed district.

Subd. 1a. Duties. For purposes of carrying out its duties under this section the advisory committee shall: (1) elect a chair from its membership; (2) elect a recorder from its membership; (3) establish a meeting schedule, which at a minimum meets annually; (4) consider issues pertinent to the functions and purposes of the watershed district; (5) review and comment on reports, minutes, activities, and proposed projects of the managers; and (6) report to the managers the general content of advisory committee meetings and resulting recommendations.

Subd. 2. Members. (a) The advisory committee consists of at least five members. If practicable, the advisory committee members selected should include a representative from each soil and water conservation district, a representative of each county, a member of a sporting organization, and a member of a farm organization. Other advisory committee members may be appointed at the discretion of the managers. The members must be residents of the watershed district, except representatives from soil and water conservation districts and counties, and serve at the pleasure of the managers. (b) In addition, the managers may appoint other interested and technical persons who may or may not reside within the watershed district to serve at the pleasure of the managers.

Subd. 3. Expense reimbursement. The managers may reimburse members of the advisory committee for actual traveling and other necessary expenses incurred in the performance of duties in the amount as provided for state employees.

Background Following the 2018 Partner Grant review process, the Committee provided feedback on ways to improve the application and review process for the 2019 Partner Grant Program. Staff took this feedback and made some program changes for this grant cycle.

At the 2017 Annual Meeting, Managers Jones and Reider were appointed to the Partner Grant Review Committee and President Collins was appointed as an alternate. In September, the CAC identified members Arbeit and MacDonald to serve on the Review Committee.

Update The Board approved distribution of the 2019 Partner Grant Request for Proposals at the August 15, 2018 meeting. A workshop was held on September 11 for prospective grantees to discuss the application and contracting process and present program priorities with the goal of receiving stronger proposals. Fifteen attendees from 13 organizations attended.

CRWD received 20 Partner Grant applications totaling $270,438. The 2019 Partner Grants budget is $100,000. The Partner Grant Review Committee reviewed applications and ranked them as strong, medium or weak in an effort to streamline the review process for Committee members. Staff compiled Committee feedback and presented draft funding recommendations for review at the November 26 Partner Grant Review Committee meeting.

The Partner Grant Committee, comprised of President Collins and Manager Reider and CAC members MacDonald and Arbeit, reviewed the 2019 Partner Grant applications. The Committee developed recommendations totaling $102,040 for 13 proposals. The enclosed table includes the award recommendations. Proposal submissions are available upon request. The Committee also discussed how to support long-term grantees as well as new ideas and streamlining the proposal pool by identifying a priority project or audience each year. Staff will follow up with the Committee on these ideas and return to the Board for a future discussion. The Board approved the Partner Grant Review Committee funding recommendation at the December 5 meeting.
