Background In 2014, the City of St. Paul adopted the Victoria Park Master Plan, which included water features to be the centerpiece of the park. At the February 1, 2017 Board Meeting, the Managers approved funding for the Victoria Park Stormwater Feature Preliminary Design Project for an amount not to exceed $75,000.

This initiative falls under the District goal of “Bringing Water Back”. In discussions with City Parks staff it was agreed that completing the preliminary design of the stormwater/water feature ahead of the design of the remainder of the planning park improvements would be the best design approach. The water feature will be located at the lowest point on the site and finalizing its location and elevation in the initial design process would be critical.

Issues City and District staff, along with the consultant team of SRF Consulting have completed the analysis, review of the project. The final draft report is enclosed. Staff will review the proposed plan and study with the Managers.

Note: The public has been invited to the Special Report portion of the Board meeting to hear about the study. There may be some interested members of the public at the meeting.

Victoria Park Stormwater Feature Feasibility Study Preliminary Concept Technical Memorandum

Background and Introduction Victoria Park is a 40.4-acre site on the Mississippi River Bluff that is divided by the Canadian Pacific railroad. After an environmental clean-up process that was completed in 2012, the City of Saint Paul, Parks and Recreation Department led an extensive community-driven design process that resulted in a master plan for the park as illustrated in Figure 1. Since the completion of the master planning effort, a considerable amount of work has been done on the south portion of Victoria Park. Now, attention has turned to the northern portion of the park, and specifically a stormwater recirculation system, which is the focus of this report.

The Victoria Park Master Plan identified an opportunity to celebrate water by proposing a unique, recirculating stormwater feature that would not only provide stormwater treatment and filtration but would also be aesthetically pleasing, provide recreational opportunities, and allow people to interact with the water. The stormwater feature would serve as the central feature or “spine” of the northern portion of the park with a design that celebrates water as a resource and educates visitors about stormwater treatment. With funding received from the Capitol Region Watershed District (CRWD) to further their “Bring Water Back” initiative, this project has advanced and refined the concept design for the stormwater feature conceived during the master planning process through an additional design process and feasibility study.

Design Process The project team conducted a half-day design workshop or “charrette” with staff from the City of Saint Paul Parks and Recreation, CRWD, and the project public artist to collaborate initial design thoughts and ideas for the stormwater feature. The team began with the original Victoria Park Master Plan (Figure 1) and refined it during the charrette. Out of the charrette process two concepts emerged that were eventually combined into a single concept (Figure 2), which was presented to the public for review on September 13, 2017. feature and the adjacent park features (Figures 3 and 4). Positive feedback was received from the community that confirmed the overall direction of the concept. Afterwards, additional engineering feasibility was performed to further the refine of the stormwater treatment train, stream design, and recirculation system. Most of the concept remained the same as originally envisioned but adjustments were necessary to the stormwater treatment train area to meet CRWD peak flow rate and water quality rules and address safety concerns. The revised concept presented herein explores the theme of water identified in the master plan as a connective thread through the north half of the park that celebrates and connects unique spaces into a cohesive design and system. Figure 5 illustrates the final concept plan. This theme is explored through the following components: -

Visual demonstration of a stormwater treatment train.

-

An ephemeral stream and opportunities to explore various natural geomorphic features such as pools, riffles, and runs.

-

Visual demonstration of natural hydrologic processes and source to termination connection through a recirculating surface water conveyance system and public art/land art.

The recirculation system is conceived as a pumped, recirculating system with no treatment or disinfection with chlorine because it would negatively impact the vegetation within the wetland.

Currently, the recirculation system is designed to be filtered through the wetland intake with the capability of adding additional filters or treatment (UV or Ozone) in the future if precedence or regulatory requirements prevail. Human health risks will be mitigated by restricting access to the open water feature and no swimming will be permitted. In addition, by strategically placing native vegetation throughout the recirculation system, the concept of a natural system that contains nonpotable water will be visually reinforced. “Non-potable water� signs may also be incorporated at public entries as an additional caution. This strategy follows the Phalen Waterfall (Ward 6) system, which is a precedent project that recirculates non-potable water while providing public access to the water.

System and Feature Descriptions Stormwater Treatment Train The stormwater treatment Best Management Practice (BMP) train is intended to demonstrate the natural process and timelines of runoff, settlement, and filtration of storm and surface water.

Visualizing how water flows during and after rainfall events is an important component of the system; thus, it is designed to demonstrate flow and retention. It also demonstrates how seeps occur when groundwater reaches the surface. By adding filter media into the system, additional water quality gains can be made. Its shape and size have changed significantly from the master plan concept and the subsequent draft concept presented in the community forum in September.

Previous concepts did not meet CRWD peak flow rate and water quality rules. Instead of three basins, the system was reduced to two larger basins and a stormwater treatment berm designed to maximize stormwater treatment to meet CRWD Total Suspended Solids (TSS) removal rules.

Emphasis has been placed on pretreatment through a sediment basin and treatment in a dry filtration basin and filtration berm that introduces a combination Iron Enhanced Sand (IES) and possibly biochar. A summary of the current stormwater BMP concept is bulleted below. Precedent photos can be found in Figure 4. A water flow diagram can be found in Figure 6 and the layout and a cross section of the stormwater treatment train is illustrated in Figure 7. Figure 8 provides a detailed cross section of the filtration berm.

•

A proposed storm sewer line located just south of Victoria Way will replace ditches to connect existing storm water infrastructure to the BMP treatment train.

•

The proposed stormwater BMP treatment will consist of a wet pretreatment/sedimentation basin, which will overflow via an artfully designed limestone weir into a dry filtration basin.

•

The proposed filtration basin will utilize both an artfully designed rock berm with water slowly seeping through it and drain tile to outlet filtered water to a natural swale and then to the confluence with the perennial stream.

•

The dry filtration basin would be planted with seeded and/or plugged native vegetation up to 30-inches high to discourage geese from populating the filtration sand area. No vegetation would be used on the IES filtration area or berm.

•

A combination of iron-enhanced sand and possibly biochar will be used to optimize the filtration process through the weeping rock berm and drain tile. The IES/biochar combination will remove most pollutants and bacteria before joining the perennial stream flow.

•

An artfully designed stone overflow and conveyance swale will act to bypass excess, unfiltered stormwater past the confluence to the wetland during large storm events.

•

Public art and/or land art may be incorporated into the physical form, the stone weir, and the IES filtration berm.

Ephemeral Stream Flow Rate

The upper limit for flow rate through the stream system is currently set at 200 gallons per minute (gpm) or 0.45 cubic feet per second (cfs). Higher flows may escalate the equipment (pumps and filtration) costs above the benefits. This flow rate is capable of creating a safe and compelling experience while maintaining a geomorphically stable channel.

Stream Design

The overall effect of the 200 gpm flow rate is that the base flow channels can range from 1 foot to 4 feet in width. A 10-foot change in elevation from the entry plaza to the normal water level of the wetland results in a riffle/run sequence that emulates the natural geomorphic process. The stream is divided into four reaches, each of which is described below.

Entry Plaza Runnels (Figure 2, Figure 3, Figure 4, and Figure 11 section 1)

•

The entry plaza is a gateway into the park and a visual reference for the headwater of the stream where water will emanate from vegetated, raised boxes.

•

Public artwork would be incorporated into entry plaza design to demonstrate the headwaters of a stream that typically begin from a waterbody or spring.

•

The entry runnels are fed from recirculated, source water pumped from the wetland located in the southwest corner of the Park. These are intended to demonstrate the headwaters of a stream that typically begin from a waterbody or spring.

•

Four runnels, each with about 50 GPM flow.

•

Rectangular cross section.

•

Concrete bottom float finished with sides of stone in mortar or concrete channel with a gravel/ripple texture on the bottom.

•

Runnel width varies from 12 inches to 18 inches wide.

•

Depth of flow varies from 0.7 inches to 1.0 inch deep, respectively.

Ephemeral Stream and Play Area (Figure 4, Figure 9, and Figure 11 section 2)

•

The ephemeral stream is intended to demonstrate an urban channel geometry with a defined stone edge that includes bends and cuts, and encourages people to explore various natural processes by disrupting flow and witnessing subsequent impacts. It includes a series of unstructured play areas for cognitive, creative, physical, and social development, and could include sculpture, natural materials, and unique topography. The reach is a single channel with 200 gpm flow.

•

The channel is a rectangular cross section that mimics a natural urban stream.

•

Concrete bottom float is finished with sides of stone in mortar or concrete channel with a gravel or ripple texture on the bottom.

•

Channel width varies in width between 1 foot and 4 feet.

•

Depth of flow varies from 0.8 inches to 2.2 inches deep, respectively.

•

Kids floating toy boats down this channel and having blocks and shapes on pins to manipulate flow is part of the concept. Adding locks and dams that the kids could float their craft through may also be an option.

Open Water Feature (see Figure 4, Figure 10, and Figure 12 section 3)

•

This 12,165 square-foot area demonstrates a natural basin or wetland area where depths vary from 1 foot along the edge and 4 feet in the center and water is temporarily detained. Wetland plantings and dimensional natural stone will be incorporated along the edges to naturalize the feature, to control visitor access, and to resemble water treatment. The open water feature is not intended to be used as a swimming feature.

There are several experiential options that have been included in the open water feature, including: o Incorporate a slight drop/water fall from the natural play area down to the open water feature. o The open water feature would exit through runnels and stone steps underneath the boardwalk into the confluence.

Confluence and Braided Two-stage Channel (Figure 10 and Figure 12 section 4)

•

The confluence area is where the recirculating ephemeral stream and open water feature physically merge with treated stormwater. It is intended to demonstrate how natural streams grow as a result of tributary flows.

•

Public artwork in this area could focus on the treatment of stormwater and tributary convergence of disparate flows that form a larger single conveyance.

•

Below the confluence is a single channel that is designed to convey a 200 gpm base flow plus additional stormwater flows introduced from the stormwater treatment train in the confluence and possibly stormwater flow from the multiuse field located to the northwest.

•

Trapezoidal cross-section with 3:1 side slopes (H:V).

•

Natural channel with some grass, stones, etc.

•

Channel bottom width varies in width from 4-feet to 6-feet.

•

Depth of base flow varies from 1.6 inches to 1.9 inches deep, respectively.

•

Additional depth can be created by adding micro-pools between sediment bars, outside bends, etc.

•

High flow channel for preliminary design flowrates out of the proposed BMP treatment train and joining the base flow in the confluence are noted below. Additional flows from the multiuse field to the northwest, if directed towards the channel, would increase these rates to a small extent. o Channel bottom width is 12-feet wide. o Two-year - 5.44 cfs depth of flow is 1-inch deep. o 10-year - 21.44 cfs depth of flow is 9.5 inches deep. o 100-year - 55.44 cfs depth of flow is 16.2 inches deep.

Recirculating Surface Water Conveyance System The recirculating surface water system is intended to connect surface water body with a natural headwaters area with runnels that also serves as the entry plaza. This connection illustrates how hydrologic processes are circular in nature and that water is naturally reused. Key elements of the recirculation system are as follows. A schematic of the system can be found in Figure 6.

•

The system draws from the wetland via submersible pumps and lifts water to the top of the ephemeral stream, which then flows by gravity back into the wetland.

•

Water from the wetland would be conveyed using a submersible pump and inlet located near the water surface to minimize the amount of sediment and floatables entering the system.

•

The submersible pumps are duplexed (dual pumps) to ensure continuous flows during peak use.

•

Water will be filtered at the wetland intake. Pumps, filters, and intake will be finalized in a future design phase.

•

The filtration system should be designed to accommodate a disinfection system (UV, ozone and/or micron filters) if it is needed in the future. It is not deemed to be necessary at this time.

•

Pumps and filter system is located near the wetland, preferably in a prefabricated shed that is not climate controlled. The system would be shut down and winterized each fall and started back up in the spring.

•

A 6-inch PVC (DR11) forcemain pipe conveys the pumped and filtered water up to the ephemeral stream.

•

The forcemain would be buried approximately 3 feet. There is no need to bury it deeper than the frostline because it will be emptied each fall when the system is winterized.

Permitting A preliminary permitting review indicates that permits are required from three agencies. Table 1 provides an overview of the permits that would typically be needed for this project.

Estimated Cost Table 2 provides a preliminary cost estimate for the stormwater treatment, ephemeral stream, and recirculation systems. This cost estimate does not include other Park improvements or amenities such as trails, fencing, playgrounds, restroom facility, ballfield, etc. Included are estimated costs for construction with percentages for mobilization and erosion control, a 20 percent contingency on construction costs, and engineering and design costs for final design of the system.

Background The City of Saint Paul has three major private redevelopment sites, Ford Site, Snelling-Midway and West Side Flats, which are offering opportunities to reevaluate the value of rainwater, reimagine how stormwater systems can be designed as community amenities with multiple benefits and approach stormwater management in a comprehensive, shared fashion.

An important component to stormwater management planning at the redevelopment sites is developing a financing mechanism to pay for upfront costs and ongoing maintenance costs in a manner that spreads costs equitably between current and future users.

Issues Last year, the City of Saint Paul was selected as one of four cohorts for the City Accelerator’s Infrastructure Finance cohort. A special initiative of Living Cities, a national non-profit organization, the purpose of the cohort is to guide cities in exploring and developing a cutting-edge funding and financing model for capital projects. The initiative is also designed to help cities build capacity to develop crossdepartmental, partnership-based solutions to infrastructure funding challenges.

At the Board meeting, City staff will share their involvement in the City Accelerator initiative and how efforts through this initiative is resulting in the development of a fair and equitable stormwater funding mechanism for the Snelling-Midway Redevelopment Project.

City Accelerator: General Fact Sheet

Overview City Accelerator is a special initiative of Living Cities, a national non-profit organization. Living Cities harnesses the collective power of philanthropy and financial institutions to improve the lives of lowincome people and the cities where they live.

Saint Paul, San Francisco, Washington, D.C., and Pittsburgh, were selected to join the City Accelerator’s 18 month Infrastructure Finance cohort. This is the third cohort of the City Accelerator and it is designed to bring cross-departmental city teams together who are seeking to be at the cutting-edge of financing capital projects but have formidable obstacles to making their initiatives a reality.

City Accelerator participants will be coached by a national finance expert. Strategic technical assistance offered through the City Accelerator will help cities understand and adopt new practices and policies that can lead to acceleration of project delivery.

Scope Three high priority brownfield urban redevelopment areas are targeted for shared “district” stormwater infrastructure. Significant work has been performed by City staff over the last five years to define the vision and value of a “district” stormwater approach.

The City Accelerator cohort will provide a focused effort to address the final challenges to developing a replicable funding and financing model for “district” stormwater infrastructure, and build City capacity to develop cross-departmental, partnership-based solutions to infrastructure funding challenges.

Beginning in April 2016, the Infrastructure Finance cohort will work Saint Paul to: • Develop a fair and equitable stormwater funding mechanism that addresses construction, operation and maintenance, and replacement costs, • Define roles, responsibilities, and processes across City divisions and departments to successfully implement solutions, including addressing long-term maintenance costs, • Expand internal capacity to improve funding and financing of other types of infrastructure projects at these and other redevelopment sites.

Permit Applications and Program Updates A)

Permit #15-018 Highlands on Graham - Closure (Hosch)

Ms. Hosch reviewed permit #15-018 Highlands on Graham. This permit was issued for a new addition to an existing senior living facility at Norfold and Prior in St. Paul. Stormwater treatment was met through construction of two underground filtration systems that have been confirmed functional. The project is complete, and the site is stable. $3,300 surety is available to return.

Motion 18-010: Approve Certificate of Completion for permit #15-018, Highlands on Graham II. Reider/Jones Unanimously Approved B)

Permit #17-025 Rice Park Revitalization (Kelley)

Ms. Hosch reviewed permit #17-025 Rice Park Revitalization. The applicant, St. Paul Parks is making improvements to sidewalks, landscaping and park amenities. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.6 acres with .749 acres’ impervious surface.

Motion 18-011: Approve permit #17-025 for the Rice Park Revitalization. With four conditions: 1. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 2. Provide a copy of the NPDES permit.

3. Revise plans to address the following: a. Label pea gravel on underdrain pipes in Details 4, 5, and 6 on Sheet C7.2. Underdrain pipes should have a minimum of 3 inches pea gravel above and on each side of the pipe (stone is not required below the pipe). b. Specify rock specification for the underground storage systems. Specification shall include the following according to the Minnesota Stormwater Manual: 1. Double-washed, angular, uniform (uniformity coefficient of 2 or smaller) aggregate between ¾-1.5 inch 2. Acceptable rock types: igneous and crystalline metamorphic (granite, rhyolite, gabbro, basalt, quartzite).

3. Unacceptable rock types: carbonate (limestone, dolomite, dolostone) and noncrystalline metamorphic (shale). c. Add notes to Sheet C4.0 and revise plans such that pervious areas are depressed a minimum of 2 inches below the impervious areas to ensure stormwater runoff will filter through the soils and not directly runoff the site to the streets. d. Specify Mineral Sod to reduce potential for compaction and clogging. e. Add note to plans that all disturbed soils will be subsoiled and decompacted prior to application of topsoil and turf establishment.

4. Revise HydroCAD or Plans to correspond: a. Pond 9PN: i. Invert of Pipe Storage Volume #5 is 92.81’ in HydroCAD and 92.61’ on sheet C5.0 in plans. b. Pond 9PS: i. Length of 12” primary outlet is 57’ is HydroCAD and 32’ on Sheet C5.0 in plans. ii. Downstream invert of 12” primary outlet is 90.15’ in HydroCAD and 90.05 on Sheet C5.0 in plans.

Revised recommendations exceed requirements.

Special Reports – 2018 Adopt a Drain Presentation, Tracy Fredin, Hamline University

Ms. Schwantes provided an update on the Adopt A Drain program. Ms. Schwantes introduced Mr. Tracy Fredin Ms. Jenny Aberre, from Hamline University. Mr. Fredin provided a review of the program partnership between CRWD, Hamline University and the City of St. Paul. Mr. Fredin reviewed that 765 participants are enrolled in the Adopt a Drain program and explained how the program is engaging communities. For example, soccer students distributed door hangers and half of those students enrolled in the program and adopted a drain. Mr. Fredin presented patterns in recruiting new participates and reported that results showed higher results in the spring thru social media promotions on Facebook. The adoption rates have been notably higher near lakes where residents have a more vested interest. The Managers shared concerns about compost sites not accepting cleanup from the early spring that is viewed as toxic waste. Ms. Schwantes shared that she is planning to reach out to City of St. Paul regarding ways to properly dispose of the early cleanup that sites are not accepting. Managers thanked Mr. Fredin and Ms. Aberre for their presentation and efforts in the program.

Approve 2018 Lake Monitoring Agreement with Ramsey County (Belden)

Ms. Belden reviewed with the Board of Managers that Ramsey County Public Works (RCPW) has been conducting in-lake water quality testing on all Ramsey County lakes, including CRWD’s five District Lakes (Como, Crosby, Little Crosby, Loeb, McCarrons). At each lake, water quality data is collected twice monthly from May-September. The data collected includes chemical, physical, and biological parameters that are measured along a depth profile at set sampling locations on each lake. The data is provided by RCPW to CRWD for analysis and reporting. CRWD has provided financial support to RCPW for lake sampling services since 2005. Following recommendations outlined in the 2014 Monitoring Program Review and the Como Lake Water Quality Drivers Analysis Study, CRWD has worked with RCPW to increase monthly monitoring of District lakes to include April and October sampling. This extension of the sampling season is intended to capture early- and late-season water chemistry fluctuations, which helps to inform in-lake processes. This year (January-March 2018) RCPW will be collecting water quality data in Como Lake through the ice at two locations to document winter dissolved oxygen concentrations. These measurements will assist in estimating internal phosphorus loading rates in Como Lake.

With assistance from the Ramsey County Attorney, RCPW has developed an annual cooperative agreement for all services related to CRWD Lake monitoring. This annual contract from RCPW is being proposed for all 2018 lake water quality sampling and requires approval. The estimated cost for 2018 Baseline and Extended Baseline sampling is $38,657.73.

Approve 2018 Professional Services Agreement with the Ramsey Conservation District

Mr. Fossum reviewed that the Ramsey Conservation District (RCD) has provided varying levels of technical assistance to the CRWD. CRWD staff have discussed and reviewed the anticipated technical assistance needs for 2018 with the RCD staff. Technical assistance will include: Stewardship program, Special Programs, Inspiring Communities, Master Stewards, Wetland Surveys, Subwatershed Analysis Studies, Lake Surveys, and Aquatic Invasive Species. Estimated costs for technical assistance are found in the agreement. Funding for these technical services has been accounted for under “contracted services” throughout the various program and project budgets.

Managers shared concerns about the Conservation District vote to dissolve and risks of entering into a contract.

Attorney Mogen explained that there is no risk for CRWD. Ramsey Conservation would only invoice CRWD for work performed. Managers agreed with Mr. Fossum’s recommendation to continue working with Conservation District during this time.

Motion 18-014: Authorize Administrator and Board President to execute the 2018 Ramsey Conservation District Service Agreement for an amount not to exceed $90,000, subject to review by the Ramsey County Attorney.

Approve Amendment to Zenman Consultant Services Agreement (Bromelkamp)

In February 2017, Ms. Bromelkamp met with staff to identify each program’s needs for a new website. A summary of staff feedback was presented to the Board and CAC in March 2017. This information, combined with staff research, informed development of a Request for Qualifications (RFQ). A Website Committee was formed to guide the selection process and convey program priorities throughout the design process. Zenman, located in Denver, Colorado, was selected by the Committee for the project. CRWD executed a contract with Zenman in October 2017 to develop a site map and content structure for the new website and a final scope of work for the remainder of the project.

The next phase of development will begin with a Creative Kick-Off meeting to bring the team up-to-speed. The site map that was co-developed will be the blue print for the new 48-page website. As part of the design process, Zenman will create full visual designs for the home page and two sub-pages as well as wireframes for the remaining pages. The draft designs will be presented to the board prior to being finalized. Additional features to note include testing prior to launch, Google Analytics to determine the site’s effectiveness at reaching CRWD’s Key Performance Indicators, regular security updates, and a blog connected to social media.

Additional research is needed to determine where Metro MAWD content will be located.

Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

Mr. Fossum reviewed that the mission of the Ramsey County GIS User Group is to share, develop and promote GIS data and technology collaboratively throughout Ramsey County for the benefit of its citizens, local communities, government agencies, and business partners. The group is made up of 21 members including Ramsey County, cities, watershed districts, and other government organizations. Meetings are held approximately six times each year where the group reviews new technological advances in GIS technology and collaborates on collecting new information such as updated aerial photography.

The Ramsey County GIS User Group is governed by a Joint Powers Agreement (JPA) approved by all members and renewed every three years. The previous agreement expired at the end of 2017.

Motion 18-016: Approve the 2018-2020 Ramsey County GIS User Group Joint Powers Agreement and fee structure and authorize the Board President and District Administrator to execute the agreement.

Background In 2015, CRWD completed a Mid-Term Watershed Management Plan Review. Recommendation 10 was: “The primary focus for management of Como Lake should remain on reducing watershed loading but a greater emphasis should be placed on in-lake management practices/techniques.” During the 2016 CRWD and City of St. Paul Directors Meeting, a goal of de-listing Como Lake and improving its water quality was agreed to by both agencies.

In response, in May 2016 the Board approved a two-phased approach to developing an in-lake management plan for Como Lake, which included: 1) Phase 1—Water Quality Drivers Analysis, and 2) Phase 2—In-Lake Management Plan Development. Phase 1 was recently completed in 2017 and the final report was reviewed and accepted by the Board at the December 20, 2017 meeting. At the same meeting, the Board expressed support for CRWD staff to move forward on Phase 2; however, instead of developing a plan solely focused on in-lake management in Como Lake, it was determined that a comprehensive lake management plan should be developed that includes both watershed and in-lake management implementation strategies.

Purpose of RFQ This memorandum serves as a request for qualifications (RFQ) of your firm related to providing technical assistance to the Capitol Region Watershed District (CRWD) for development of the Como Lake Management Plan. This RFQ has been sent out to four firms determined to have expertise in this area of work that are included in the District’s Professional Services Consultant Pool. The firm selected will be working with local units of government, agencies, and District staff. The consultant must be highly skilled in the following areas: project management, meeting facilitation, compiling and organizing data, limnology/lake water quality, in-lake management, watershed management/watershed planning, and technical writing.

Background CRWD covers 40 square miles and includes portions of the cities of Falcon Heights, Lauderdale, Maplewood, Roseville, and Saint Paul. Located within Ramsey County, CRWD has a population of 225,000 people. CRWD drains to the Mississippi River, its primary water resource. CRWD lakes include Como Lake, Crosby Lake, and Loeb Lake in Saint Paul and Lake McCarrons in Roseville.

Como Lake is the most visited and heavily used lake in the District. It is highly valued by residents of the District as well as visitors. Unfortunately, Como Lake has a long history of poor water quality. The lake is currently listed as impaired by the State for mercury (1998), nutrients (2002), and chloride (2014). Phosphorus is the primary nutrient of concern in Como Lake and is a major driver of poor water quality as evidenced by low water clarity, abundant invasive aquatic plants, low diversity in fish populations, and excessive algae. Since the formation of CRWD in 1998, the District, in partnership with several other organizations, has sought to reduce phosphorus in the lake with the goal of improving water quality.

In 2002, CRWD adopted the Como Lake Strategic Management Plan to define an implementation plan for improving Como Lake water quality through watershed management strategies. Through this plan, the installation of watershed BMPs has significantly reduced the external loading of nutrients to the lake— external phosphorus loading has been reduced by ~37% since 2002. This has been achieved through both structural and non-structural watershed projects. One of the most significant structural projects in the Como Lake watershed is the Arlington-Pascal Stormwater Improvement Project completed in cooperation with local government partners, which includes a treatment train of eighteen BMPs (rain gardens, under street trenches, a regional stormwater pond, and a large underground infiltration system). Non-structural efforts include shoreline restoration, street sweeping, the Adopt-a-Drain program, turf management, and neighborhood education/outreach. Despite this and other efforts to reduce nutrients flowing to the lake, water quality in Como Lake has remained poor.

Since 2002, several other studies and projects have sought to quantify and address nutrient loading to Como Lake from the surrounding watershed. These projects collectively have made significant progress in achieving the subwatershed treatment goals for Como Lake.

Recently, CRWD sought to better understand internal phosphorus sources in Como Lake and the mechanisms that drive in-lake phosphorus loading. To achieve this, CRWD initiated the Como Lake Water Quality Drivers Analysis study in 2017 with the primary goal of identifying and quantifying all sources of phosphorus in the lake. Using the extensive record of lake monitoring data, a screening level assessment was carried out that evaluated how phosphorus is processed and cycled in Como Lake. The study identified diffusive flux and macrophyte senescence as the primary contributors of internal phosphorus loading and provided recommendations for holistic management strategies.

Project Description Project Goals The project goal is to develop a new Como Lake Management Plan to fully achieve the water quality goals for the lake. The new plan will define or confirm watershed and internal loading goals for the lake and identify projects, programs, and other strategies for both watershed and in-lake management. For the identified strategies, a timeline and cost estimate will be developed.

The history of planning and management efforts in Como Lake and its watershed as well as the general plan development tasks are summarized in Figure 1. To date, significant planning, analysis, and implementation has occurred in the Como Lake watershed. Subsequently, it is anticipated that the watershed management portion will consume ~20% of the planning effort. The majority of the planning effort (~80%) will be directed toward the in-lake management portion of the plan.

Deliverables The Scope of Work including exact deliverables will be developed in consultation with the selected firm. All data, products, and electronic files developed through work on this project are the property of the CRWD and will be provided to the District after the project is complete. When the scope of the project is finalized, the deliverables will be more specifically defined.

Submittal Requirements Please provide 4 copies and 1 digital copy of your Statement of Qualifications (SOQ). Your SOQ may not exceed 10 (ten) pages in length. The SOQ must include: • • •

Experience of key personnel involved in the project; and 4. General approach to completing the Como Lake Management Plan.

Consultant Selection Process and Schedule A committee consisting of CRWD and key partners will review SOQs and recommend a firm to be selected by the CRWD Board of Managers based on their ability to complete the work. The District Board will approve the consultant selection either on February 21st or March 7th. Interviews currently are not planned but may be added if deemed necessary. Once a firm is selected and approved by the Board of Managers, a scope of work, budget and schedule will be negotiated and incorporated into an agreement to be approved by the Board of Managers. Once the agreement is executed, work may begin.

The project is anticipated to begin in March 2018 and shall be completed no later than December 31, 2018.

Background In 2017, CRWD and Ramsey County Attorney’s Office staff, with assistance from Barr Engineering, have identified the parcels where additional land and easement rights for the Trout Brook Storm Sewer Interceptor (TBI) are needed and then prioritized parcels based on several factors including future, planned repair work. The TBI easement issues include sections of TBI with no easement, only 20-foot easements for sections of TBI when a 40-foot easement is desirable, easement boundaries not matching the actual location of TBI, no recorded deed or other recorded documentation of the easements, and all TBI easements in the name of previous owner, City of Saint Paul or Metropolitan Council.

Issues CRWD’s attorney has prepared the attached outline of steps for acquiring additional easement rights and land needed for maintenance, repair and access of TBI. CRWD will need specialized expertise to work with affected property owners including an appraisal consultant and acquisition agent. CRWD staff will solicit request for qualifications for these two areas of expertise later this month and anticipates seeking Board approval of two firms in early April.

At the February 21st Board meeting, CRWD staff and attorney will review work completed to date for the project and discuss the acquisition phase work including acquisition approaches, specialized services, and schedule.

Background CRWD and Ramsey-Washington Metro Watershed District (RWMWD) last amended the rules in 2015.

As part of the ongoing Joint Rules Technical Advisory Committee (TAC), and to ensure an equitable and effective permit program, the Districts are committed to periodically review and discuss concerns or issues encountered during implementation of District rules.

Issues CRWD and RWMWD staff met in December of 2017 to discuss potential regulatory topics to consider for rule amendments in 2018. In addition to reviewing a number of administrative updates to ensure consistency with CRWD’s MS4 permit and the upcoming NPDES Construction General Permit re-issue, the significant rule changes being considered are provided below: • • • •

Increase the maximum volume credit to 2.5- inches over the impervious areas (current 2-inch cap and 2.002-inch filtration requirement has cause some compliance issues) Review cost data for linear projects to determine need for cost cap adjustment (currently $30,000/acre since 2008) Review submittal requirements and allow for electronic applications Include provisions for Regional Compliance or Campus Plans

Staff are currently compiling information to guide and support revisions, and will review the potential changes with the Board of Managers at the meeting. A draft work plan is attached.
