July 25, 2018 CRWD Board of Managers Elizabeth Hosch Permit Closeout

Background Construction activity is complete for permit #13-009, St. Thomas Field.

Issues St. Thomas Field #13-009 This permit was issued for soccer/softball field improvements at the corner of Goodrich and Cretin in St. Paul. The stormwater is treated through a subsurface sand filtration system. The site is stable, filtration system functional, and $9,200 surety can be returned.

Action Requested Approve $9,200 surety return and Certificate of Completion for permit #13-009, St. Thomas Field.

Description: Redevelopment for Menards storage yard and transfer hub, including demo, grading, storm sewer, and paving.

Stormwater Management: Two underground infiltration systems.

District Rule: —C D F Disturbed Area: 4.16 Acres Impervious Area: 4.16 Acres

VARIANCE RECOMMENDATION: Approve the requested 0.61 ft variance from the 1 ft freeboard requirement of Flood Control Rule D.

STAFF RECOMMENDATION: Approve with 7 Conditions: 1. Receipt of $19,900 surety.

2. Receipt of documentation of maintenance agreement recorded with Ramsey County.

3. Provide a copy of the NPDES permit.

4. Provide updated StormTech shop drawings for both underground systems that include a cross-section of the system with all relevant invert elevations, pipe sizes, etc. These shop drawings will be used to verify storages in the HydroCAD model, ensure adequate access is provided for maintenance, ensure header row design doesn’t allow water to bypass the isolator row, and ensure the proper rock specification is given for around the StormTech Chambers, etc.

5. Revise HydroCAD to route outflow from both underground systems to a catch basin with an 18” outlet pipe to represent MH 401. The 100-year model predicts a combined flow from the two StormTech systems of 20.93 cfs. This will be used to ensure the culvert between structures 400 and 401 is adequately sized.

6. Revise HydroCAD of plans to correspond for Pond 58P (Yard StormTech) as detailed in the permit report.

7. Clarify structure numbers and elevations as detailed in the permit report.

HISTORY & CONSIDERATIONS:

Two underground pipe galleries were installed on‐site in 2003, prior to the Capitol Region Watershed District permit program. At that time, a surface emergency overflow for the site was constructed within 1 foot of the building low floor elevation, which does not meet the current freeboard requirement.

Standards  Proposed discharge rates for the 2‐, 10‐, and 100‐year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long‐term viability of the infiltration area.  Developments and redevelopments must incorporate effective non‐point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2‐, 10‐, and 100‐year critical storm events. Stormwater leaving the project area is discharged into a well‐defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is achieved onsite in the amount equivalent to the runoff generated from 1.1‐inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious is 181,210 square feet. b. Volume retention required: 181,210 ft2 x 1.1 inches x 1 ft/12 inches = 16,611 ft3

c. Banking of excess volume retention is not proposed. d. Infiltration volume and facility size has been calculated using the appropriate hydrologic soil group classification and design infiltration rate. e. The infiltration area is capable of infiltrating the required volume within 48 hours. f. Stormwater runoff is pretreated to remove solids before discharging to infiltration areas. g. Groundwater mounding is not anticipated to affect adjacent properties and buildings.

4. Alternative compliance sequencing has not been requested.

5. Best management practices achieve 90% total suspended solids removal from the runoff on an annual basis.

systems. This will be verified when updated StormTech shop drawings are received.

Maintenance agreement includes a site‐specific plan, schedule, and narrative for maintenance of the proposed stormwater management practices.

RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100‐year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. All habitable buildings, roads, and parking structures on or adjacent to the project site do not comply with CRWD freeboard requirements. The low opening of all habitable buildings adjacent to the project must be a minimum of 2 feet above the 100‐yr flood elevation or 1 foot above the Emergency Over Flow (EOF) elevation.

3. A variance has been requested from the freeboard requirements of Rule D.

RULE E: WETLAND MANAGEMENT

Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a land‐disturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Disturbed area is greater than 1 acre; an NPDES permit is required. A SWPPP has been submitted and is insufficient.

Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

RULE I: VARIANCES Standard  The Board of Managers shall have the power to grant variances from these Rules where they find that extraordinary and unnecessary hardships may result from strict compliance with these Rules; provided that such variances will not have the effect of nullifying the intent and purpose of these Rules and the overall plan of the District as adopted.

Findings 1. The applicant has submitted a written request for a variance stating the exceptional conditions of the site. a. The proposed redevelopment site is higher than the existing Menards building. b. The low opening of the existing building is 901.14 ft. The building was constructed before CRWD Rules were in effect. c. The existing surface EOF for the Menards campus is 900.75 (0.39 feet below the building’s low opening). d. The 100‐yr flood elevations of the individual stormwater systems are 901.16 and 904.75, (0.02 and 3.61 feet above the building low opening). e. The existing EOF is overland to an area outside of the current construction. Adjusting the Menards campus EOF to 1 foot below the building low opening is not feasible due to the location of an existing retaining wall and utility transformers. (constraining site condition #1) f. Achieving the 2 feet of freeboard between the low opening and the 100‐year high water level of the proposed systems would require raising the existing building (infeasible) or lowering the stormwater system (restricted by a confining clay layer that requires 5 feet of separation). (constraining site condition #2) 2. Approving the requested variance will not nullify the intent of the Rules or the overall Plan of the District in that: a. Rate control and water quality requirements are met in full; and b. Adequate protections are still provided to minimize the potential adverse impacts of flood events. i. The 100‐year rain event is contained below ground without surcharging to the surface and will not reach the site‐wide surface EOF. Only storms larger than the 100‐yr event will reach that EOF.

ii. If the stormwater system is overwhelmed beyond the 100‐year event, flows to the surface EOF will still be lower than the low floor of the building. iii. The property owner has approved the proposed level of flood protection that this plan provides, recognizing that their building was built low but that adjusting the building is not feasible either.

Variance Recommendation:

Approve the requested 0.61 ft variance from the 1 ft freeboard requirement of Flood Control Rule D.

Permit Recommendation: Approve with 7 Conditions Conditions: 1. Receipt of $19,900 surety.

2. Receipt of documentation of maintenance agreement recorded with Ramsey County.

3. Provide a copy of the NPDES permit.

4. Provide updated StormTech shop drawings for both underground systems that include a cross‐section of the system with all relevant invert elevations, pipe sizes, etc. These shop drawings will be used to verify storages in the HydroCAD model, ensure adequate access is provided for maintenance, ensure header row design doesn’t allow water to bypass the isolator row, and ensure the proper rock specification is given for around the StormTech Chambers, etc.

5. Revise HydroCAD to route outflow from both underground systems to a catch basin with an 18” outlet pipe to represent MH 401. The 100‐year model predicts a combined flow from the two StormTech systems of 20.93 cfs. This will be used to ensure the culvert between structures 400 and 401 is adequately sized.

6. Revise HydroCAD of plans to correspond for Pond 58P (Yard StormTech): a. Length of primary outlet is 340’ in HydroCAD and 161’ on Sheet C0405 in the plans. b. Invert of the primary outlet is 898.0’ in HydroCAD and 900.1’ on Sheet C0405 in the plans. c. Downstream invert of the primary outlet is 896.64’ in HydroCAD and 898.89’ on Sheet C0405 in the plans.

7. Clarify structure numbers and elevations. a. The memorandum accompanying the project plans states that the lowest rim elevation of any catch basin directed to the Yard System is Structure 104. The plans indicate that the lowest rim elevation is Structure 203. b. Similarly, the memorandum states that the lowest rim elevation for the Entrance System is Structure 303. The plans indicate that the lowest rim elevation is Structure 102. c. Revise the rim elevation of Structure 200 on Sheet C0405 in plans. The structure table lists the rim elevation at 903.27’, while the grading plan indicates the elevation is above 907’.

Background In 2016 CRWD was awarded a $1.76 million grant through BWSR’s Targeted Watershed Program (TWP) for work in the Como and McCarrons subwatersheds. One of the potential projects identified in the grant application was a regional BMP at Parkview Center School located at the intersection of County Road B and Dale Street in Roseville. The BMP had been identified as a cost-effective stormwater treatment option in a subwatershed analysis completed by SRF in 2013. SRF completed a feasibility study in May (enclosed), and a recommended BMP has been identified for additional engineering.

Issues After extensive evaluation of infiltration BMP configurations, it was determined that poor soils and high groundwater would result in poor infiltration. An area identified for a future parking lot expansion by Roseville Schools offers an opportunity for a filtration BMP. The BMP would be placed at existing grade next to a steep slope, eliminating the need for extensive excavation. Roseville School District determined they would have sufficient soil from other nearby projects to bury the BMP and create the needed grade for the future parking lot. This greatly reduces the project expenses for excavation and hauling. Identified as Option 4 in the feasibility study, the BMP would consist of pre-treatment, a buried pipe storage system, and a filter vault with up to 36 filter cartridges capable of capturing dissolved phosphorus. The BMP is estimated to cost $775,000 and will prevent 45 pounds of phosphorus from reaching Lake McCarrons.

SRF Consulting Group has submitted a proposal to develop plans and technical specifications for the filtration BMP at a cost of $84,742. This includes additional soil investigation. Construction documents will be completed in early 2019. While the project is being designed, staff will begin discussions with project partners regarding construction funding, long-term maintenance, and CRWD volume credits. The project could be ready for construction as early as fall 2019. Staff recommend approving SRF to develop construction plans for the BMP with funding from #410-16752 which has a 2018 budget of $119,970.

Requested Actions 1. Accept the Parkview Center School BMP Feasibility Study.

2. Approve SRF as the consultant for the Parkview Center School BMP Engineering and authorize the Administrator to execute an amendment to the existing agreement with SRF not to exceed $84,742 and any amendments to the agreement up to $10,000.

Ms. Hosch reviewed permit #15-002 2700 University. This permit was issued for the construction of a new condo/retail building at the corner of University and Emerald in St. Paul. The stormwater treatment requirement was achieved through installation of one underground infiltration system. The site is stable, infiltration system functional, and $7,650 surety can be returned.

Special Reports Ford Site-Area C Update

Mr. Fossum introduced Dan Fetter with Barr Engineering. Barr Engineering completed a draft of the Technical Evaluation and Mr. Fetter reviewed and shared the findings and recommendations from their evaluation to the Board. Area C is located west of Mississippi boulevard immediately adjacent to the Mississippi River. For many years, Ford used this parcel to dump waste products from their manufacturing processes. More recently the site was capped with a paved parking lot. The MPCA has been working with Ford to investigate the content and magnitude of the material that is located on Area C. In 2017, CRWD reviewed and commented on the Ford Area C—Comprehensive Site History and Investigation Report. Based on the issues listed in the comment letter, MPCA’s response and subsequent monitoring results from the site, it was recommended a more thorough technical evaluation of Area C. President Collins asked about residue in the Mississippi River. Mr. Macdonald asked about other materials and compounds. Mr. Fetter replied there are high petroleum chemicals present. Ms. Texer asked if Area C was listed as a Super Fund site. Mr. Fetter replied that it was de-listed in the early 90s. Mr. Fossum commented on the MPCA process. Mr. Fetter reviewed the process and provided information on the process and noted irregularities in the process. Mr. Fetter replied that there are alternative options. Ms. Reider asked about Ford’s responsibility. Mr. Fetter replied that they were identified as the responsible party. Ford has joined the voluntary Brownfield Program. The general agreement is that staff move forward with the conversation about specific recommendations based on the technical evaluation from Barr Engineering.

C) Diversity Plan Update (Jones, Sanders, Collins) Mr. Fossum provided an update on the Diversity Plan. The plan will include revisions captured from staff and CAC meetings. The revised plan will be presented to the Diversity Committee and then to the Board for approval on August 15, 2018. Mr. Jones and Mr. Sanders mentioned that staff and CAC offered great feedback.

D) Budget Update (Fossum) Mr. Fossum reviewed the Budget project list. The next Budget workshop will be held on August 1, 2018.

E) Strategic Plan Update (Fossum) Staff are finalizing Strategic Plan details with Barb Demming. Staff will present an update at a future meeting.

Background CRWD’s 2010 Watershed Management Plan includes Goal 9.2--Be a leader in conducting original research and reviewing existing research on new stormwater management technologies to facilitate decision making by the District and its partners. Funding for Research has been included in CRWD’s Budget and Workplan in each year from 2014—2018. Multiple small-scale research projects have been funded and completed by District staff as well as through partnerships with local research institutions.

On November 4, 2015, the Managers adopted the WMP Mid-Term Review which included Recommendation #8: The District should develop a research approach and program that can more efficiently and effectively ensure appropriate research is conducted for specific District needs as well as the needs of the larger stormwater community both regionally and nationally. This program could be modeled after the Special Grants process.

Issues Early in 2017, the Managers approved $25,000 funding for the MN Stormwater Research Council. This money along with funding from 5 other organizations totaled $94,000 was used to funded two projects.

They are: 1. Determining which iron minerals in iron-enhanced sand filters remove phosphorous from stormwater runoff. (Beth Fisher, PhD) 2. Field performance assessment of sediment and gross solids removal from surface inlet pretreatment practices for bioretention (Andy Erickson, PhD, PE) Staff will review the project currently underway and request contribution for the next round of funding that is currently being solicited. Minnesota Stormwater Research Council June 27, 2018

2018 Applied stormwater research project funding request The Minnesota Stormwater Research Council (Council) in partnership with the University of Minnesota Water Resources Center (WRC) is requesting funds to complete collaborative applied research to address priority stormwater management needs for Minnesota.

Pooled funds from watersheds, cities, and other organizations will be used to complete applied research in the following areas: ● Stormwater reuse including research on suitability of application, characterization of the water within systems, treatment options and effectiveness analysis for cost, pollution, and volume reduction ● Chloride use and effectiveness, deicing alternatives, and advances in application that could include research on changing applicator behaviors. ● Development of or evaluation of stormwater practices and technologies including temporary, permanent and pre-treatment BMPs for new development and retrofit applications.

Your organization’s financial contribution to the Council directly supports research important to you.

Furthermore, your organization’s financial support leverages funds from the Clean Water Fund allocated for stormwater research and technology transfer.

Management and use of funds The use of pooled applied research funds will be managed by the Council in partnership with the WRC. Submissions and projects will be reviewed, ranked, and awarded as determined by the Council and the WRC. Any and all researchers, professionals, and experts will be invited to submit proposals. Organizations and their staff that contribute funds are eligible to apply. The Council has a process to manage conflicts of interest in its review, ranking, and awarding of projects.

Building from success in 2017 In 2017, the Council pooled approximately $94K in funding from watershed districts, cities, and through the Minnesota Cities Stormwater Coalition. The following contributed in 2017: • South Washington Watershed District • Ramsey-Washington Metro Watershed District • Valley Branch Watershed District • Capitol Region Watershed District • Mississippi Watershed Management Organization • City of Edina • Minnesota Cities Stormwater Coalition Thirteen applied research proposals were received and two were funded demonstrating the need for more funding and effort to address unanswered questions related to more efficient and effective stormwater management. Background The Board of Managers reviewed the preliminary 2019 Work Plan along with the budget and levy at Board workshop on July 11th, 17th, the Board Meeting on July 25th and at a workshop on August 1st in 2018.

Issues The Board of Managers must establish a plan of work for the upcoming year, establish a budget based upon the work plan, and establish a levy for the budget.

Staff will review the draft budget (project list) with the Board of Managers. We will also review the expenditure, revenue and levy summary. The Board must also approve the budget for public comment and set the public hearing for 6:00 PM on August 15th.

The Project List (also referred to as work plan) and the Expenditure, Revenue and Levy Summary are included with this memo.
