Brown's Creek is one of the last remaining trout streams in the Twin Cities metropolitan area.

Immediate threats to the creek’s trout population are increased water temperature, habitat degradation, and excessive sediment and nutrient loading. The Brown's Creek Watershed District partnered with the Wilson Golf Group, which owns and operates Oak Glen Golf Course and the 1,300 linear feet of creek that runs through it. Immeasurably aided by the course’s donation of an easement and a commitment to long-term maintenance from the course, the District & the Course completed a stunning transformation.

The project was completed in 2012, converting 2.5 acres of irrigated turf grass, (mowed right to the water line) with a native buffer. The stream itself was reshaped to restore stream health to create floodplain and allow for a narrower and deeper stream that would stay cooler. These measures restored creek habitat, improved conditions for spawning and lowered the critical water temperature by six degrees – enough to make Brown's Creek again capable of maintaining trout populations. The restored creek also exposes golfers to a naturalized system without inhibiting play and uses educational signs to inform them of the environmental benefits of the work. Post-construction surveys in fall 2012 and 2013 have shown successful changes in the stream pools, reductions in temperature and improved perception of Brown's Creek by the golf course.

The Green Line is an 11-mile, two-way light rail system connecting the downtowns of Minneapolis and Saint Paul and running through a highly urbanized area that contributed significant volumes of polluted runoff to the Mississippi River. In recognition that stormwater management can be challenging and costly in developed areas, the project partners seized this large scale opportunity and leveraged resources on the design and construction of an innovative stormwater management system that would provide benefits beyond stormwater. Four types of green infrastructure practices were constructed: a five-mile innovative, integrated tree trench system along both sides of University Avenue and rain gardens, stormwater planters and infiltration trenches on eleven side street locations. The practices achieve significant, measurable reductions in stormwater volumes and pollutant loads to the Mississippi River. The project also provides other environmental and social benefits within the Corridor including enhancement of the City’s tree canopy with 1200 new street trees, creation of new small green spaces, and improved aesthetics. With current light rail ridership of 30,000 per weekday, the project is helping to raise awareness of stormwater issues and foster stewardship to a large, diverse audience.

To encourage more nominations this year, the Awards Committee will be asking for a simple, one page Preliminary Nomination Form to be completed by August 2, 2013. Based on the preliminary nominations, three finalists, in each category, will be asked to complete more detailed project program descriptions. Finalists will be notified no later than August 23, 2013 and have until October 4, 2013 to submit the full project/program description. Project/Program Summary (Up to 250 words).

Pennington County Ditch #1 (CD 1) is a legal drainage system that flows through the city of Thief River Falls thus outletting into the Red Lake River upstream of the Water Treatement Dam located in the city. CD 1 has been the source of agricultural and urban flooding problems in the southeastern portion of Thief River Falls for years. Since its construction 100 or more years ago, the ditch has routinely flooded out of its banks in spite of cleanouts and culvert replacements. Damages to the southern portion of Thief River Falls was caused by the flooding of CD 1 which included damage to residential structures, various businesses and agricultural crop damages. The Thief River Falls Flood Damage Reduction Project and Improvement to Pennington County Ditch #1/Red Lake Watershed Ditch #14 (RLWD Ditch #14) was designed to divert up to 100 percent of the flow from the legal drainage system prior to entering the city.

The diversion channel was constructed along the southern boundary of the city thus outletting into the Red Lake River downstream of the city dam. The goal of the project was to incorporate a legal drainage project with that of a flood damage reduction project which would reduce the impacts of local flooding, while allowing the potential for future development to the southeastern corridor near the City of TRF and along Trunk Highway 59. The specified flood protection design goals include channel containment of 10-year flows in rural/agricultural areas and channel and storm sewer pipe containment for 100-year flows in urban areas.
