Spring is in the air--literally! The Blossom Kite Festival presented by the National Cherry Blossom Festival (used to be a Smithsonian event) showcases the creativity of kite makers and skill of kite fliers from across the US and other countries through a variety of competitions and demonstrations including the popular Hot Tricks Showdown and the Rokkaku Battle. Bring your own hand-made kites or children can make a kite at an activity station (while supplies last) to fly on the Public Field. Easter Sunrise Service at the Lincoln Memorial

A Washington tradition for 34 years. On Easter Sunday morning, April 8, over 6000 people will gather at the Lincoln Memorial for one of the nation’s largest Sunrise Services, hosted by Capital Church of Vienna, Virginia, Pastor Amos Dodge. At 6:30am, as the sun begins to rise over the Capitol dome, the mall will ring with sounds of celebration as Pastor Dodge leads those in attendance, in the hope-filled proclamation and celebration of Easter’s message.

Everyone seems to agree that the best way to get introduced to this remarkable venue is to attend a Wednesday or Thursday night (8:00 p.m.midnight) jam session. You may just be seated next to the next performer.

Wine, beer, spirits and light southern fare are for sale and there’s an $8 cover. This is one of the few places left where you can b.y.o.b for a $3 corking fee. They take their name from a House Resolution first passed by congress in 1987. This resolution (H.Con.Res 57) designated jazz as “a rare and valuable national American treasure”. Since 1993, HR-57 has provided a place where aspiring musicians gather to learn the history and cultures of the genres of jazz and blues. Separate and Unequaled: Black Baseball in the District of Columbia

From Reconstruction to the second half of the 20th century, baseball, the great American pastime, was played in Washington, DC, on segregated fields. “Separate and Unequaled” looks at the phenomenal popularity and community draw of this sport when played by African Americans. n only a matter of weeks, D.C. voters head to the polls for the April 3 primary. If you live in ward 2, 4, 7 or 8, you’ll be voting for a councilmember. If you don’t, you’ll be voting in a closely watched

WIDE SHOE OUTLET balance either way. As of the end of January, Shapiro had more money – some $73,000 in the bank, to Biddle’s $33,000. But Biddle’s supporters are quick to point out that $50,000 of Shapiro’s fundraising haul was a personal loan – hardly an example of widespread support.

Orange Sits Pretty

As that game of chicken plays out, Orange is just sitting pretty. As of his January fundraising report, he had hardly started touching his own campaign treasury: of the $145,000 he raised through January, $108,000 remains in the bank. Even if one were to believe that only 30 percent of voters across the city would vote for Orange, that’s enough money to run an extremely efficient get-out-the-vote campaign on election day.

But given the ethical morass the D.C. Council has been drowning in over the last year, how is it that an incumbent like Orange remains somewhat untouchable, especially as he continues to pull in tens of thousands in bundled campaign contributions from corporate interests, a point both Biddle and Shapiro regularly make? (Gas station mogul Joe Mamo has given generously to Orange, and Orange has generously defended Mamo against legislation that would put a partial dent in his gas station monopoly.)

Simple – spare egregious corruption, ethics isn’t a primary campaign issue. In a city that remains starkly divided and with a widening gap between haves and have nots, running on job creation, education, affordable housing and economic development carries significantly more weight. Orange knows this, thus partially explaining why he seems at least somewhat deaf to the perceptions that he’s the beneficiary of corporate contributions that are seen as the root of much of the District’s corruption.

That’s not to say that Biddle and Shapiro don’t speak of those issues broadly, but rather that they sometimes seem to take a back seat to otherwise accurate concerns about where Orange gets his money and who he’s beholden to. (When they do raise the issue, Orange is quick to remind them that he proposed banning outside employment for councilmembers and imposing term limits.)

Moreover, when Thomas resigned his Ward 5 seat in disgrace, it gave Orange the opportunity to play savior to his old constituents. He quickly organized a town hall meeting to discuss a special election, and in-

troduced legislation capping medical marijuana facilities and strip clubs in Ward 5.

Still, both Biddle and Shapiro were handed a gift when the offices of Jeffrey Thompson were raided by police and federal officials earlier this month. Thompson, owner of Chartered Health Plan, the city’s largest contractor, and money-man to politicians from Adrian Fenty to Mayor Vince Gray, has been a generous contributor to Orange – it’s estimated that he’s given $100,000 over the last decade. After the raid, Biddle and Shapiro were quick to point out Orange and Thompson’s close ties. But unless further allegations emerge against Thompson in the next few weeks, Orange may be able to slide by this one as he had the many other scandals and controversies before.

Tough Decisions

Do either Biddle or Shapiro have a chance? Of course they do. Just not at the same time, and not in the same race against Orange. The poll numbers and past experience make the case – Orange wins against a divided opposition. If either of them really wants Orange gone – and they both do, since they’re running against him – they might have to have some serious conversations in the next week over who should drop out. Will that be an easy decision for either?

No, and neither is it an easy call to make from the outside.

What makes their decision even more important is that turnout for the election could well be very low. A variety of political observers have pointed out that campaigning has been light relative to years past, and many voters are still unaware that the primary has been moved up from the usual September to April. With fewer voters, the thinking goes, the incumbent benefits.

That’s yet another advantage Orange has on his route towards reelection and beyond. At a recent forum, Orange refused to say that he’d serve out the entirety of a new term, hinting that he’s again eyeing either the Council Chair or mayor’s office.

ne month out from the Ward 7 election, the race has boiled down to a three-person race, despite the fact that five people are vying for Yvette Alexander’s seat.

Candidates have been busy attending debates and candidate forums, meeting constituents and maintaining high visibility in the final days.

Five candidates are trying to wrest away Alexander’s seat. They are: Tom Brown, Kevin B. Chavous, The Rev. William Bennett II, Dorothy Douglas, and Ron Moten, the selfstyled “Civil Rights” Republican.

“I have come through some obstacles in my life and I stand here in a very unique position. I can account for other people’s pain. I see myself as the primary challenger. Politics is hard to predict, but I will give it everything I’ve got. I will present Ward 7 with a great option. It’s a big challenge giving people confidence in government again. What’s unique about the council is collaborative spirit that I embrace wholeheartedly.

Brown said his specialties are centered primarily on workforce and small business development. He favors a concerted push to bring development projects to the ward, and as an educator supports programs and measures to improve education.

Brown also said he favors legislation to take remove the question about whether an applicant has a criminal record from job applications.

Brown is a former teacher at Anacostia Senior High School, and is one of the founding teachers of KIPP charter schools. This is not his first run for public office. Brown has received $6,799 in contributions in the last three months, and has $3,572 cash in hand.

Douglas currently serves as the Ward 7 representative of the DC State Board of Education. According her campaign literature and bio, Douglas, 62, is a native Washingtonian and has lived in Ward 7 for 30 years.

She is the Director of the Marshall Heights Community Development Organization board and is a former employee of District of Columbia Public Schools and the DC Department of Corrections.

“I have been attending community meetings, events and forums,” she says. “I’ve met a lot of people.

One of the interesting points is that a lot of the people at the candidate forums are pleased with their representation. And many of the other candidates feel people aren’t coming out because they’re pleased with their representation. When the campaign started, the buzz was started by H.R. Crawford. The biggest turnaround is that he supports me now.”

Alexander says she believes Crawford – a former councilmember and a prominent developer – was behind the effort by a group of influential, disgruntled residents to find a suitable candidate to oust her.

Since then, she said, she and Crawford have cleared the air.

“He offered his support after looking at the field of candidates and talking to me about his concerns,” Alexander said. “These included issues in terms of development. He wants to get the ball rolling with development. People want to see change almost immediately and they want to hear and be kept in constant contact. It was re-

Alexander says she’s focused and eager going forward.

Who Will Win

Hillcrest resident Mary Hammond thinks the race is still anyone’s to win.

Hammond, a retired director of training at the US Department of Justice, says the race is not a lock.

“There’s a lot of unrest in the ward. The people I talk to are up in the air,” says Hammond. “I don’t know what to say about the Ward 7 race, except that it’s fluid. I don’t know the likely leader and I don’t know if the incumbent is the leader in the race.”

“Some people say they are going one way and the others say ‘oh no. The ward is in turmoil as I said.

But we don’t rule out the incumbent at all. She is in the mix. We really won’t know until April 3 … I would sum it up to say, that at the moment, it can go any way.”

Hammond, who was a member of the group seeking to oust Alexander, echoes a sentiment commonly heard among those dissatisfied with the status quo.

“I feel like there is disappointment in the ward over the last few years because there has been no movement. We’ve seen other wards prosper, but Ward 7 has remained stagnant,” she explains.

But Crawford says Alexander easily bests her challengers.

“Not that they don’t have significant value and at some point may do well in this position, but we will maintain a sense of stability and seniority (with Yvette),” he explained. “And in the view of some incidents with some of them, it would send a wrong message.”

“I have talked with Yvette extensively; she has made a lot of commitments and I hope she’ll do a much better job in bringing investments to the ward.” l

Crowded Field Seeks to Unseat Barry

t 76 years old, former four-term Mayor and current Ward 8 Councilmember Marion Barry is not ready to be put out to pasture. “Some people say I should retire,” Barry told East of the River.

“But that’s crazy.”

“When I was elected in 2004 there was a stigma attached to Ward 8,” says Barry. “People thought Ward 8 was crime-ridden with nothing but single mothers and drug dealers. I think that’s changed.”

Barry rattles off a litany of projects that have been completed since he was elected as Ward 8’s councilmember: the opening of Giant; IHOP and the shopping complex on Alabama Avenue; the ongoing modernization of Anacostia 20 H EAST OF THE RIVER MAGAZINE

High School; and thousands of new housing units. Ward 8, the “new Ward 8” has undergone a renaissance, he argues.

However, there remains more to do.

“The highest priority I have for Ward 8 is education. We have 15 elementary schools, we have three middle schools, and two high schools; Anacostia and Ballou,” Barry told WAMU radio last month. “And the reading scores at the elementary schools are in the 40s at the most. We don’t have one school in Ward 8 that has proficiency over 50%. Anacostia’s around 19%.”

The public school system has been largely failing for over a generation.

During much of that time Barry has been in office. So, it would appear Barry is running in many ways against intractable social problems that have persisted during his tenure as a councilmember and former Mayor.

However, he faces a trio of familiar and first-time opponents in the April third Democratic primary.

The Establishment Challenger

stops at the administration of Mayor Anthony Williams to the Federal City Council to the DC Housing Finance Agency to the United States military have seemingly prepared Patterson for the challenges of public leadership.

“There is incredible potential residing in Ward 8,” Patterson contends, “but because Councilmember Barry has chosen to highlight the negative in order to state why he’s needed as a councilmember, while offering no actual solutions, [the] media has not heard of the successes that happen every day in our Ward.”

Not all returning citizens are coming back to the community after stretches of incarceration; many are reestablishing themselves in the civilian world after wearing the uniform of their country, says Patterson. “To expect them to return to the community without preparing them to contribute is setting them up for failure.”

“United Medical Center has to be taken off the DC government books,” Patterson says. Arguing its instability is impacting the city’s credit rating, Patterson sees UMC’s survival as dependent on its sale to an established private health care provider such as MedStar.

Not known to back down from a fight in her Congress Heights neighborhood, Sandra “S.S.” Seegars is running her third campaign for the Ward 8 council seat.

As Chair of ANC 8C, Seegars, a former private investigator and federal worker, has developed a reputation holding the District government accountable. For example, Seegars recently convened a panel with representatives from various city agencies to address the prevalence of transitional housing facilities in Ward 8. She was one of the loudest voices in opposition to Peaceaholics’ plan to operate a transitional facility in Congress Heights.

Seegars sees unemployment as the central problem of the ward.

“My primary concern is jobs,” says Seegars. “In order for Ward 8 to grow and develop we need to be real about our focus and attention on job opportunities.”

Over the past five years, Seegars has accumulated nearly 2,000 constituent email addresses.

She distributes a weekly listing of job announcements to this list.

With Ward 8 schools serving overwhelmingly black students, there is more than a century’s worth of history that makes the opening and closing of said schools a loaded issue. “It appears the focus is on charter schools, thereby, closing all public schools to reopen them as charter schools is the plan,” says Seegars who feels the primary focus of the schools is not “the education of the students.”

The competition for limited social service resources in Ward 8 is fierce, says Seegars, among people from all walks of life; “the educated, uneducated, college graduates, high school graduates, single parents, grandparents, unemployed and the unemployable.” Returning citizens are often considered just another group, Seegars says. “We must categorize the groups and help each one with the needs they have.”

In lieu of United Medical Center’s recent announcement that it ended the fiscal year with

a multi-million dollar profit, while asking for $15 million from city taxpayers last month, Seegars asserts the hospital can only improve its services if its need for more doctors, nurses, technicians, and clinicians is met.

The Newcomer

“Over the years, as the spokesperson for our current Ward 8 Councilmember, I have had a front row seat into the operations and management of our Ward, and have unfortunately, drawn the conclusion that the place where I call home deserves better,” Natalie Williams, a graduate of Trinity College, wrote in an email.

With a background in communications, Williams’ savvy has brought her campaign attention from the community and media alike. Whether this translates into votes is yet to be seen.

To avoid the tone deafness that characterized the tenure of former Schools Chancellor Michelle Rhee, Williams maintains while “cost-saving measures” must be considered when deciding what under-enrolled schools should be closed, “[T]he community atlarge and school personnel should also be involved in the decision making process.”

Through discussions with residents, Williams says she plans to create working groups of residents and professionals to focus on issues of public safety, education, employment and training, affordable housing, and healthcare within the ward.

If elected, Williams pledges to provide ex-offenders and ex-military members with “100% wrap around services.”

Williams envisions United Medical Center as a potential “teaching hospital” where the city’s other university-sponsored hospitals can form a “joint venture.”

“Can you imagine having Howard, Georgetown, and George Washington partnering with Sibley and the Washington Hospital Center in providing comprehensive healthcare to the residents of

Ward 8 Residents Speak

Although Barry’s popularity in the heart and mind of the average Ward 8 man on the street is near mythic, both long established and more recent community activists find faults with his leadership.

They’re not thrilled with the challengers either.

“Marion Barry has done nothing to warrant another term on the council,” declares ANC 8D07 Dionne Brown. “There is nothing he can point to in the way of progress in the ward that would not have occurred without him.

All other parts of the city shared in the economic upswing, while Ward 8 remained stagnant.”

Brown, a native Washingtonian who moved to Bellevue a decade ago, says the crop of challengers does not “present a compelling package. Obama couldn’t even beat Barry in Ward 8. The people are simply not demanding anything better.”

“I think what we have is all the candidates saying the same thing, but just saying it in a different way,” says Charles Wilson, ANC 8A04 and President of the Historic Anacostia Block Association.

“It is up to the voter to figure out if they want their package delivered as courteous and professional, stylish and flashy, in your face with a touch of craziness or the tried and true,” Wilson, who ran for Ward 8 Councilmember in 2008 says. “With so many candidates in the race who are reaching out to the same voter base it will make it difficult to beat the incumbent who still has a reputation among many as delivering for the people.”

Philip Pannell, an activist for decades in Southeast Washington, says the time has come for new leadership. “We need someone who is consistent, principled, dependable, and progressive,” says Pannell, President of the Congress Heights Community Association.

Speaking as an ambassador for an emerging Ward 8 demograph-

ic, Pannell emphasized, “I feel as a gay black man that the actions and attitudes of Councilmember Barry has been an obstacle to the LGBT community from being fully involved in community affairs.”

Can Barry be Beat?

“I’m wiser. I’m more caring.

And people know I to deliver for Ward 8,” Barry told East of the River, citing his institutional knowledge of the city government as a qualification those challenging him in April’s Democratic primary don’t have.

As evidenced at a recent campaign kick-off event, to Ward 8 residents Barry is not a politician, he’s an extended member of their family. While giving his stump speech a senior citizen stood up and boldly interrupted Barry, exclaiming, “When Mr. Barry was mayor, everyone over the age of fourteen had a job. He looks out for people and the least we can do is look out for him.”

It’s that brand of diehard loyalty which Barry engenders in Ward 8 that underscores the reality that Barry will continue to be a political power until he makes the decision to call it quits or the hands of time do.

A Voyeur’s Perspective on the Ward 8 City Council Election

wanted to take a moment to discuss the election season in Ward 8. Sitting on the sidelines and being a voyeur has allowed me to see some things that I probably would have missed if I was involved as a candidate.

Every election is different. There are different issues, different candidates, and different voters. First I noticed that there have been some changes since 2008. Candidates are now actively using social media, blogging and neighborhood listservs to get their message across to voters. All have become effective tools for candidates to reach voters.

I’ve also noticed that there are more people taking an active interest in who is running and their platform to improve the quality of life in the Ward. It is always a good thing when there is heavy participation in the community. It forces candidates to be their best which in turn helps the community.

And like every election, there is talk about getting several candidates to drop out of the race with the expectation that they will all support another in an effort to beat the incumbent. This is noble thinking, but these types of conversations have to happen at least a year in advance.

When a person commits to picking up their petitions and spending their time, money and effort just to get on the ballot, rest assured that they are going to run the complete race.

Yet still, this conversation has to happen. I for one believe that it will take more than one person in leadership to bring about the type of change needed to really improve the quality of life in our Ward 8 neighborhoods. It is evident that each candidate has unique talents that include public policy, fundraising, public relations, and community organization. Unfortunately, thus far,

these talented people have worked independently of each other. When you can bring all those talents together we will be able to push a candidate forward.. Not doing so will create the same frustrations four years from now during the next election.

If the conversation happens I think we would learn that not everyone really wants to be the Ward 8 Councilmember. Instead they just want to be involved in the process of improving Ward 8. This is a good problem. All potential candidates have to have an honest conversation with each other to determine who has the desire, patience and resources to hold this office. Then the person chosen, has to have the heart and “vision” to position the others to be in charge of other initiatives.

These initiatives can even be an At-Large City Councilmember.

I believe that in a couple of years, Ward 8 can actually have two AtLarge Councilmembers if people are willing to work with each other.

In addition to the City Council, the person has to have the vision to position others to chair District Boards & Commissions and even the DC Democratic State Committee. We are going to need residents who are in key positions that have influence over zoning, housing, utilities and the large District political initiatives. We need a team effort to implement a shared vision for improving our community.

United Medical Center Announces $2.5 Million Profit

The Not-For-Profit Hospital Corporation, commonly referred to as United Medical Center, announced a $2.5 million net profit during the 2011 fiscal year ending Sept. 30, 2011. | MARCH 2012

KPMG, a national accounting firm, conducted the audit as part of the District of Columbia’s citywide Comprehensive Annual Financial Report audit.

The $2.5 million positive net income was presented by KPMG during the monthly Board of Director’s meeting, held on Feb. 23, 2012, in the audit report and accepted by the Board of Directors. The positive net income is the first in a decade for the institution.

Casey Trees Community Planting Program Plants 13 Trees EOR

DC’s nonprofit Casey Trees accepted a spring Community Planting Program application from the Westover Drive Community Group to plant 13 trees on Saturday, Mar. 24 at 9:00 a.m. at properties owned by five residents who expressed collective interest in the program. The Casey Trees team will set up on Westover Drive with a big tent, a team of volunteers, tools and supplies, and fan out to the five properties on our street that will receive new trees. The Casey Team will help the homeowners site and plant the trees

and provide all equipment, mulch, water bags, and muscle. In return, the tree owners have pledged to adhere to a multi-year watering plan, and the neighborhood will provide the volunteers with lunch on that day.

Casey Trees is devoted to keeping the city’s tree canopy alive and well.

Theirs was one of 53 projects accepted in the city, out of a record 63 submitted for this spring planting season.

The 13 free trees are valued at more than $4,000. Casey Trees will plant a record 800 trees in DC as part of this program and the investment will total close to $309,000 for the spring 2012 season. caseytrees.com

13th Street SE Ramp to Close After New Local 11th Street Bridge Opens

As part of the continuing efforts to expedite the 11th Street Bridge Project construction while minimizing impacts on residents and motorists, DDOT has announced that the ramp from 13th St. SE to the inbound freeway bridge will remain open until the new local bridge opens late this spring. The 11th Street Bridge Team considered closing the 13th Street ramp in March to more quickly build new ramps from southbound DC 295 to the new inbound 11th Street Freeway Bridge and from the new outbound 11th Street Freeway Bridge to northbound DC 295.

Doing the Math of DC Schools Funding The Public Education Finance Reform Commission and Its Recommendations

W

hat is the most equitable way to fund DC public and charter schools? Are we spending too much? Too little? How can we make the schools budget more readable and accessible to parents, teachers and community members? These are some of the tough questions that were tackled by the District of Columbia Public Education Finance Reform Commission, which released its recommendations to Mayor Gray and DC Council last month.

The fifteen member commission, which was created by Council legislation in 2010, spent three months examining these issues. Chaired by Ed Lazere of the DC Fiscal Policy Institute, the group included a diverse set of city and school officials, researchers, community representatives, and advocates. The Commission’s final report offers recommendations for immediate action in the Mayor’s FY 2013 budget process as well as recommendations to be considered in future budget cycles.

How did the Commission come about?

The Commission was established as an independent body under legislation adopted in 2010, in large part as a response to concerns from public charter school supporters who felt they were not being funded fairly when compared to their DC Public Schools (DCPS) counterparts. It was charged with examining this issue of “equity” of school funding, but also to examine broader issues, including the “adequacy,” “affordability,” and “transparency” of DC’s education finance.

by Soumya Bhat recommendations were intended to inform the 2013 budget. The Commissioners looked at several questions, including whether charter schools were getting enough funding, how DC spending overall stacks up when compared with other school systems, and how best to fund the added educational needs of lower-income students who are behind grade level.

There were other important issues that the Commission did not address either due to the compressed timeline or the limits of its mandate.

In particular, charter school advocates feel that many of their schools need more help to secure facilities that are educationally appropriate. It is a topic that is sure to come up again in future education debates.

So, what exactly did the Commission cover and how should the public weigh in on the recommendations?

Read on for some of the highlights and notable findings…

Are all DC Schools Being Funded on a Uniform Basis?

The Commission wrestled with what equity and uniformity of resources truly means with regards to DCPS and public charter schools, particularly when the two sectors operate with different expectations and obligations to the public.

Local education funding is distributed to both DCPS and each charter school through a formula called the “Uniform Per Student Funding Formula.” The UPSFF is supposed to fund programs and services for both types of schools on a uniform basis.

Public charter school advocates said they have been at a disadvantage, because DCPS has received funding beyond the formula for building maintenance and because DCPS | MARCH 2012

has benefited from mid-year funding bumps that charter schools did not receive. Yet several commissioners noted that DCPS has a different set of responsibilities that affect its funding needs For example, DCPS must provide a school of right to any school age child in DC at any time of year, no matter their educational needs, while charter schools have the option of returning a child to the DCPS system. Also, DCPS is responsible for a large amount of space, managing a set of buildings, many of which are old, and built for a larger student body.

Ultimately, the Commission recommended that facilities maintenance funds be recalculated based on actual cost factors to schools, such as industry standard rates, building age, and amount of building space. This would lead to a more effective funding mechanism that better matches maintenance funding with needs. At the same time, the Commission encouraged the city to create incentives for more efficient use of school space, including co-location of DCPS schools and public charter schools in the same building.

The Commission expressed concerns over mid-year supplements to the DCPS budget. Ultimately, though, commissioners did not reach consensus that a situation leading to additional funding needs for DCPS necessarily should translate into a proportional funding increase for public charter schools as well.

The Commission also did not vote to change the way enrollment figures are used to allocate funding from the UPSFF for DCPS and public charter schools to be more uniform. Currently, funding is based on projected enrollment for DCPS and actual enrollment for public charter

schools. While this discrepancy was explored, the Commission did not have the time to agree upon a common formula to resolve the issue.

Are we spending enough?

The District is often associated with high education spending per student, but are we spending the right amount per student and is it enough to meet educational needs? Surprisingly, the Commission’s report found that DC spends less per student than neighboring school systems in Arlington County and Alexandria, and is comparable to spending in Baltimore.

Due to limited time, the Commission was not able to analyze the full costs of an adequate education in DC before the report deadline, but it recommended that a full-scale adequacy study be completed to address this question. The outcomes of an adequacy study could lead to revisions to the Uniform Per Student Funding Formula, which has not been updated since 2008.

Commissioners also recommended the study look into a provision of additional funding to schools based on the number of students who are both low-income students and academically behind. The report suggests using up to $350,000 in local funds from the FY 2013 budget to support such a study. The process may take up to a year, so any findings that come out would probably not go into effect until FY 2014.

Helping Charter Schools Find Adequate Buildings

Public charter school supporters are concerned with the way they receive funds to support acquisition or modernization of facilities. Each charter school receives $3,000 per student per year for these costs, but the level has been a bit unstable.

Charter schools worry that lenders may be hesitant to provide mortgage or construction loans because their ability to repay the loans depends on unpredictable local funding for facilities. The charter school supporters also argued that $3,000 per student simply was not enough, especially for new schools trying to obtain adequate facilities.

However, facilities funding was not part of the Commission’s initial charge, and there was not enough time to explore this matter in addition to the stated goals of the Commission.

This important issue undoubtedly will come up again in the future.

While not everyone got everything they wanted out of the Public Education Finance Reform Commission, the report examines several key issues related to fiscal equity and uniformity for all of DC’s publicly funded schools. It can serve as a springboard for DC’s policymakers to re-engage the public in these critical decisions affecting our schools. While the Commission’s recommendations now sit with the Mayor, it is important for the larger community to take notice of this report and weigh in on these recommendations for FY 2013 and future budget cycles for them to become reality.

Taxes Collect Trash Bag Tax Supports Anacostia River Clean Up

s April 15 approaches each year, spring-like thoughts of rebirth and baseball are often overshadowed by tax season concerns: How much do we owe? When will that refund arrive? And, what happens to that tax money anyway?

New tax legislation – locally and nationally – usually comes with many promises, and the realization of such promises can be difficult to track. But a brief stroll along the Watts Branch suggests that the District’s “Bag Tax” may be an exception.

Merchants keep a cent or two for every bag sold, and the District receives three or four cents per bag.

The tax has generated nearly $4 million in revenue since January 2010, according to DDOE, for environmental projects, education and outreach.

In a study conducted after the Bag Law was launched, 75% of residents reported reducing their disposable bag use and businesses reported buying 50% fewer bags. Moreover, data collected over the past two years suggest that fewer bags are ending up in the river and its tributaries.

“Citizens -- much to the surprise of the nation – didn’t revolt and shop in Virginia or Maryland,” Wells said at the Bandalong™ dedication. “They just took bags out of the closet or trunk and remembered to use them.”

Evidence, Seen and Not Seen

On Jan. 24, a new Bandalong™ litter trap was dedicated on the Watts Branch of the Anacostia River. The floating device is designed to catch trash without interfering with wildlife or water flow.

Two similar traps in DC have captured over nine tons of trash since their installation in 2009. The new one is financed by revenue from the Bag Law. Visitors to Marvin Gaye Park can see the new trap in action near 61st Street and Banks Place, NE, at the Prince Georges County line.

Equally important is what visitors won’t see, says Christophe Lulou, director of DC’s Department of the Environment (DDOE).

Lulou asked participants at the Bandalong™ dedication to consider the contents of the trap, in place for several weeks. “Notice that you see bottles and other trash–not bags.”

This shows “the power of five cents,”said Ward 6 Councilmember Tommy Wells, who introduced the Bag Law, or “Anacostia River Clean Up and Protection Act of 2009.”

Anacostia Riverkeeper applied to DDOE to bring the new technology here. Groundwork maintains the traps and uses them for outreach and hands-on education.

Community Stewardship

A Groundwork crew, directed

by Vaughn Perry, empties the traps, sorts the trash and records the contents for tracking purposes. These jobs, supported by the Bag Tax, offer experience with the unique Bandalong™ technology, Perry notes, along with many more generally transferable skills.

In addition, Perry leads educational and volunteer groups. Participants include local high school “green teams” and middle-school field trips, as well as visitors from around the world staying at William Penn House on Capitol Hill.

Just seeing the filled trap is an important lesson for citizens of all ages, says Groundwork executive director Dennis Chestnut. The traps present an opportunity for learning about river ecology. In addition, he notes, students who help empty a trap “all say they will never drop trash again.”

Each speaker at the dedication stressed the importance of such community education and activism.

Jesús Aguirre, director of DC Parks and Recreation, said the project and related education was helping the District reclaim park lands. Wells cited Chestnut as a mentor on environmental issues and Groundwork as a “great example of community stewardship.” Lulou offered a “shout out to the community itself,” acknowledging Deanwood in particular for reaching out to seek help in protecting the river. l

Park 7 Tax Abatement Uncertain Groundbreaking Still Expected by Summer

ark 7, the mixeduse development planned for Minnesota and Benning, NE, could soon become the third project to complete the District’s new Tax Abatement Financial Analysis (TAFA) process. Or the project might break ground without the $40-60 million tax abatement, proposed last summer (see February East of the River), avoiding the TAFA process and Council vote. Either way, legislative and executive sources insist, Park 7 will break ground in the second quarter of 2012.

The TAFA, required by legislation enacted last fall, analyzes cost to the District and the likelihood of a project being funded without the proposed abatement. It also reviews job creation, affordable housing – number of units as well as income level at which units are affordable -- and other community benefits. The Finance and Revenue Committee must include a TAFA in any abatement consideration, but the information does not bind the Committee or the Council to any action.

Project, Tax Abatement Status

The Office of the Chief Financial Officer has completed TAFA analyses for two other projects. At press time, the Committee was still awaiting the Park 7 analysis before setting a hearing date. OCFO reported the TAFA “in progress,” adding “we would expect to issue it by the hearing date, once set.”

Meanwhile, Karen Sibert, deputy chief of staff for DC Council Chair Kwame Brown, reports the Park 7 tax abatement “rejected by the CFO. The CFO advised against it, because it would have a negative fiscal impact,” Sibert says. “[Developer Chris] Donatelli will have to submit a new proposal....But the abatement is not what is driving this project.”

The Deputy Mayor of Planning and Economic Development expects “per the negotiated land disposition agreement and council-authorized disposition resolution, that the development partner close on its financing and break ground

this summer,” according to spokesperson Jose Sousa.

“The development partner has not given DMPED any indication to the contrary.”

Ward 7 Councilmember Yvette Alexander believes Donatelli is “still in negotiations with the CFO.” No new tax abatement legislation is planned, she reports, adding: “I am committed to doing whatever is necessary to move this project forward.” Donatelli did not respond to East of the River requests for updates.

Jobs, Population Growth and Housing Needs

At his Feb. 7 “State of the District” address, Mayor Vincent Gray reported that the District recently added 9,500 new jobs and expects to add another 45,000 by 2015. He also noted that city’s population growth is expected to continue. A few weeks later, Gray introduced a Comprehensive Housing Strategy Task Force to promote “the creation of more affordable housing for residents of the District of Columbia.”

“While I believe that every DC resident deserves a decent, safe and affordable place to live,” Gray said in a Feb. 22 statement.

“I also know this goal can prove challenging to reach in dense, fast-growing cities like ours.”

A 2011 report sponsored by the Metropolitan Washington Council of Governments matches employment projections to new housing needs. More rental units at $1250/

month or less will be in the greatest need, e.g. The District will need of tens of thousands of additional units affordable for households with incomes up to $56,233/year, while the area currently has a surplus of housing for households with incomes over $80,000.

Park 7, also known as “Minnesota and Benning Phase II,” is to deliver approximately 376 housing units, 325 “affordable” and several dozen “market rate.” Ground floor retail will total 24,000 square feet, with a portion dedicated to community use and “opportunities for sit-down restaurants,” as reported at the Council’s January roundtable on Ward 7 economic development.

The land disposition agreement – in effect, as DMPED notes, regardless of tax abatement – specifies Park 7’s affordable housing element. “Affordable housing” is defined, legislatively, using percentage of area median income (AMI) in the the Metro Washington region. Current AMI for a household of four in the region is $106,100, for example.

(AMI for the same household in DC itself – a figure not used in official “affordability” calculations – is $70,400.) “Affordable housing” in the District is frequently based on 60-120% AMI or up to $127,310 per year for a 4-person household.

DMPED and Donatelli have – at the January roundtable, e.g. – identified Park 7 as “100% affordable at 60% AMI.” The Park 7 land disposition agreement, however, specifies that 15% of residential units must be affordable at 60% AMI – $63,660 for a 4-person household – and 15% “affordable to households earning 30% or less of the area median income,” i.e, $31,830/year or less for a 4-person household.

Park 7 “will deliver not only much needed affordable housing to the city but also new housing stock to long-neglected Ward 7,” Sousa concludes. l CAPITALCOMMUNITYNEWS.COM H 35

Turmoil at Turner: Southeast Elementary Principal Faces Growing Opposition

Southeast elementary school is at the center of a growing circle of mistrust and confusion, as parents, local officials and other members of the community trade statements and demands with DC Public Schools staff.

Turner Elementary serves 310 students, pre-K through grade 5. The school, formerly located on Stanton Road, is temporarily housed at Green, 1500 Mississippi, SE. Cheryl Moore is the parent of a fifth grader at “Turner at Green,” as the school is currently known.

Moore, who serves as PTA president, says her troubles with Principal Robert Gregory began in 2010, after he had been at the school for several years.

Moore accuses the principal of stealing money by holding back the full sum earned at a PTA event.

And she alleges that he covered up violence at the school, including incidents of purported cruelty to students with special needs.

Moore also accuses Gregory of fostering an unhealthy atmosphere at the school. She says the principal threatens teachers with low evaluations as a form of intimidation, harasses parents with whom he disagrees and retaliates against their children. Moore describes staff hollering at students through a bullhorn; requiring students to sit on cold, dirty floors; and forcing children to stand against the wall throughout recess as punishment for being out of uniform (not a procedure recognized in the DC Municipal Regulations, Chapter 24, which covers dress code).

“Something has got to give,” Moore concludes. She has collected 500 names on a petition calling for Gregory to be removed from Turner at Green.

“Too Much Confusion”

This situation has been brewing for more than a year, according to ANC Commissioner Sandra Seegars, while DCPS has failed to respond in a helpful way. Seegars reports that she herself is not in a position to verify every accusation made about the school but can personally attest that one parent removed her children from Turner due to concerns about the principal.

Distrust had grown to such an extent that Seegars failed in efforts to bring community members together for a meeting on the issues.

No one party is entirely responsible, she acknowledges. She does attribute substantial blame to Chancellor Kaya Henderson, however. “Her attitude is not helping. It’s just not sitting well with Ward 8. She should not be dealing with the public.”

The commissioner called a press conference in early February hoping to draw some outside attention to the situation and bring matters to a resolution. “The parents want to feel good about their children attending school,” the press release stated.

Parents need to know that students “are safe and happy.”

Rev. Anthony J. Motley, a graduate of Turner and a long-time neighborhood activist, attended Seegars’ press conference wanting to help sort things out. Hearing from parents and the principal, Motley encountered “too much confusion,” however, along with “concerns about the motivations of some individuals.” He decided to defer to elected officials and to DCPS, adding his hope that all would be “re-

solved in the best interest of the children.”

Official Distrust

Trayon White, Ward 8 Representative to the State Board of Education, says he received numerous calls about the situation at Turner. He met with Principal Gregory but was not able to resolve matters.

He then emailed fellow SBOE members, City Council members and representatives of the press about this situation.

“It is my belief (educated opinion), that if these same allegations and instances were being reported West of the Anacostia River, proceedings would be handled with a sense of urgency,” White emailed. He demanded a “serious investigation” of circumstances at Turner but received no response.

Davis responded with an email of his own. He outlined the chain of responsibility for local school issues, beginning with instructional superintendent (above principal but below chief of schools). Davis added that he had tried to meet with community members. He mentioned in particular having asked parents to meet at his office at 3:00 p.m. on a Monday.

Moore and Seegars, reached by telephone, each objected to Davis’ response.

They noted that members of the Turner community do not always have timely access to email. In addition, both questioned the wisdom of inviting parents to meet 15 minutes before the end of the school day.

Next Steps

wo attempts to hold a public meeting during February were unsuccessful for ANC 7A while issues for discussion mount.

The regularly scheduled February meeting conflicted with Mayor Vincent Gray’s “State of the District” address, announced on Jan. 25. An email exchange canceling the 7A’s meeting did not reach all concerned, leading to commissioners and this reporter arriving in expectation of a meeting on Feb. 7. Some commissioners argued against cancellation, noting that 7A had just hosted Gray’s Ward 7 Town Hall meeting on Jan. 3 and that many citizens planned to attend the Mayor’s “One City” summit on Feb. 11.

Nonetheless, the Feb. 7 meeting was cancelled and a Feb. 16 Special Call meeting proposed in its place.

This reporter received no confirmation of the date and location of the Special Call meeting until the afternoon of Feb. 16 and saw no notice elsewhere, such as the Ward 7 Yahoo Group. The meeting room was dark and locked at the stated start time of 6:30.

Attendance, when the meeting began, consisted of the seven commissioners; one citizen who said she regularly attends ANC meetings; this reporter; and Gottlieb Simon, executive director of ANC commissions.

Moments after the meeting was called to order at 6:45, one commissioner noted the lack of public attendance, citing failure

to inform residents of meeting details in a timely manner; referencing the lack of required seven-day notice for a Special Call meeting, she moved to postpone business until the next regularly scheduled meeting. The motion was approved.

“Unfortunately, by showing deference to the Mayor’s State of the District’s Address, we got our wires crossed,” Chair Villareal Johnson said later. “We are still moving forward with our reform agenda and look to have a staff person by March.”

ANC 7A, ANC 6A and ANC 6B will participate in a community meeting to discuss stalled development plans at Reservation 13. The site’s master plan, approved by the DC Council in 2002, envisioned a mixed-use residential, retail and office development that extended neighborhood streets to the Anacostia River.

Recently, Mayor Vincent Gray has stated his desire to build a training facility for the Washington Redskins at Reservation 13 or on the RFK parking lots. At the March 22 meeting, the Mayor is expected to discuss the proposed facility and his vision for developing the area.

Issues on the agenda for February were postponed. Updates were expected on the US Postal Service proposal to close the Benning Station Post Office in East River Park and the District’s proposal to locate a medical marijuana cultivation facility at 3701 Benning Rd, NE. In addition, the ANC faces construction issues with the new tennis facility, adjacent to Benning Stoddert Recreation Center.

March’s meeting was scheduled to include officer elections; approval of quarterly reports, staffing, annual cell phone payments; lawsuit and grant allocation discussions; and presentations from the DC Fire Chief, the Rock’n’Roll Marathon organizers, and candidates for April 3 primary election.

Under redistricting, as the new ANC 7F, the commission will consider two areas still awaiting long-promised developments. The District is back to the drawing board on planning for the large property just west of the river, adjacent to the DC Jail (“Reservation 13”). The Donatelli “Phase 2” project, for the northwest corner of Benning and Minnesota, is on hold pending a related tax abatement issue.

For one night only, the former Curtis Brothers furniture factory on Shannon Place will serve as the centerpiece of the LUMEN8Anacostia festival. Currently, the organizers have planned an event hosted

Anacostia Business Corridor Façade Improvement Project Moves Full Steam Ahead

In 2010, the DC Department of Housing and Community Development (DHCD) funded a Storefront Improvements Grant for Historic Anacostia. The Storefront Improvement Grants can be used to enhance any visible part of a retail or commercial building façade, including: • repairing persistent exterior dam-

age (water leakage, rotting wood, etc.)

• removing inappropriate or incompatible exterior finishes or materials • restoring exterior finishes and materials • recessing or reconfiguring existing doors and entrances • repairing or replacing existing storefront systems (windows/ doors) • exterior building and sign lighting • signs (new, repairing, replacing and removing) • display area improvements and lighting integral to the façade of the building • removing exterior security grates and bars • exterior painting • canopies-new, repairs or replacement of existing • appropriate decorative architectural elements (shutters, parapets, cornices, etc.)

Vivid Solutions DC Print Lab (www.vividsolutionsdc.com), acting in the capacity of an official sponsor of ApocalypTOON 2012, printed the works of several international political cartoonists at their state-of-the art print lab right here in Anacostia.

The phrase “With Every Fiber of My Being” captures the energy the artist brings to her creative process and how she sees the world.

Fibers, are everywhere in the body, they work in intricately bounded bundles to funnel and connect the life force with information and nutrients that sustain a fully functioning organism. In this series, the artist’s intent is “to show the process of creating and exploring the layers of one’s self, one fiber at time.

Then to notice a bundle, and then to see and identify the life source that flows within each piece of art.

Ultimately to the view the whole body artwork as a living, breathing organism. Hillsdale Civic Association Reemerges History and the Future are the Focuses of the Group

ast month, a dozen neighbors gathered in the downstairs meeting hall of Matthews Memorial Baptist Church to take the first public steps toward regenerating the Hillsdale Civic Association.

Neighborhood historian and fourth generation Hillsdale native, Dianne Dale helped to christen the occasion with a half-hour presentation that hit on the historic highs, lows, and origins of a community first inhabited by the Nacostian Indians and traversed in the early1600s by famed English explorer Captain John Smith.

Following the Civil War the community became a thriving settlement for the tens of thousands of freedmen that had flocked to the city from the surrounding Maryland and Virginia.

“Hillsdale was the black community that was separate and apart from the largely white Anacostia community. These two communities co-existed but didn’t intermingle,” says Dale, whose father ran a popular neighborhood store on Sumner Road during her childhood.

Dale, who can recall the exact date the Smithsonian Anacostia Community Museum opened on Nichols Avenue in the old Carver Theater, says she is disappointed that, to many, the “contemporary perception” of the area is “crime and danger.” However, Dale works to remind those, “It didn’t start that way.”

“Out of Hillsdale?!”

Unlike cross-town neighborhoods such as Penn Quarter and NoMA, Hillsdale has been part of the city’s nomenclature for nearly one hundred and fifty years. The neighborhood is roughly bounded between Martin Luther King, Jr. Avenue to the west, Morris Road (originally called “the Cut” in the 18th century) on the north, Sheridan Road on the south and Pomeroy Road on the east, 42 H EAST OF THE RIVER MAGAZINE

The delineation of Hillsdale as its own community apart from nearby Anacostia, Barry Farm, and Fort Stanton is important to residents says Arnhel Lyon, the acting President of the Hillsdale Civic Association.

When asked about some of the group’s first planned activities, Lyons responded, “Too much of everything.” In its infancy, Lyons says the group is hesitant to form its own

agenda and instead wants its mandate to be directed by “what the community wants.”

That doesn’t mean Lyon, a Hillsdale resident for nearly three decades, and the other founding members are short on identifying ways to improve their community. “We are all in agreement that we need to work on a safer community,” Lyon says. “We want to be more strongly involved

in supporting our children, from the youngest ones to those in college.”

First moving into the community more than fifteen years ago, Manon Machett, was one of the dozen attendees at February’s inaugural meeting.

“Out of Hillsdale,” Machett asked rhetorically. “Out of Hillsdale,” she then confirmed with a tinge of wonderment when unknown facts of the area’s history, such as Frederick Douglass Patterson, Jr’s origins in the neighborhood, were shared. Patterson would go on to become the third President of Tuskegee University. During his tenure the Tuskeegee Airmen were formed, the subject of a recent Hollywood movie. Patterson also helped to found the United Negro College, and in 1987 was awarded the Presidential Medal of Freedom by Ronald Reagan.

Additionally, the neighborhood lays rightful claim to not just Frederick Douglass but his children who settled in the area in the late 1860s.

In 1873 Charles Douglass helped to erect Douglass Hall, the area’s meeting hall, at the modern-day intersection of Howard Road and Martin Luther King, Jr. Avenue SE. The hall was a center of neighborhood life until it was destroyed in a fire n 1897, according to newspaper records.

With the area’s history a focus of the Hillsdale Civic Association’s initial meeting, in the upcoming months the organizations plans to become active in their neighborhood and gather new members.

ommunity members brought candles, recollections, prayers and balloons to a Feb. 7 vigil honoring the memory Deoni Jones, also known as JaParker and Logan.

Jones, age 22, was remembered as a loving friend always ready with a smile or laugh and willing to help anyone in need. Individuals from across the city came to express their sorrow at her loss and outrage at the brutality of her killing.

In addition to remembering Jones, who was murdered at a bus stop in the 4900 block of East Capitol Street, on Feb. 2, speakers at the vigil requested community help in solving the crime. A suspect was arrested on Feb. 10 following community tips and wide distribution of a video police said included a “person of interest.”

Community members expressed concern that Jones’ murder was the fifth attack on a transgender woman in Washington, DC, since the summer of 2011. During the vigil, participants commended Jones for her bravery in embracing her identity. At one point, balloons were released to recall the memory of other transgender women lost to violence in recent years. At press

time, however, spokesperson Gwendolyn Crump said MPD was not treating the stabbing as a hate crime, adding that “our investigation suggests that the suspect may not have been aware that the victim was a transgender female.”

“We abhor any violence against any community,” Crump continued. “Every homicide in the District of Columbia is investigated with the same passion and resources.

We are pleased that we were able to close this case.”

In remembering Jones’ life, vigil participants called for an end to discrimination and violence against transgender people.

“We as a people and as a city need to be more respectful of individual identities and choices in life,” says Rev. Anthony Motley, who was asked by a friend of the family to offer support and prayer at the Feb. 7 vigil.

“It’s important, if we’re going to raise up a generation of young people who have love for one another, that we as adults begin to set the example.”

Injustice at Every Turn

A national study released last year, Injustice at Every Turn: A Report of the

National Transgender Discrimination Survey, described discrimination against transgender individuals in health care, employment, education, housing, and interactions with police. Transgender people also report discrimination in other areas of life many take for granted, including use of public restrooms. Moreover, the report concludes, “transgender people of color experience particularly devastating levels of discrimination.

Among them, Black transgender people the highest levels of discrimination.”

Harassment was reported by 49% of “Black people who attended school as transgender people,” for example, with 27% reporting physical assault and 15% citing sexual assault at school. More than 20% of Black transgender respondents said harassment was severe enough that they left school, and another 6% were expelled due to reported bias.

Modern Ancostia Health Center Nears Completion

his spring the galvanized steel structure at 1328 W Street SE that houses the Anacostia Health Center, known as the “W Street Clinic,” will close and expand into a sprawling new building less than three blocks away at 1500 Galen Street SE. Planning to offer “womb to the tomb, pediatric to geriatric” primary care, Anacostia’s new health center is “a facility as fine as any you’ll find in the city,” says Sharon Baskerville, CEO of the DC Primary Care Association (DCPCA), both the organizing tour de force and developer of the site.

With a price tag of more than $20 million, monies have come from multiple sources including Medical Homes DC, a city initiative to build primary care centers in underserved communities, the 2009 American Recovery and Reinvestment Act, and a share of the city’s 1998 Tobacco Master Settlement Agreement. When completed DCPCA will sell the building’s title and land to Unity Health Care for $1.00.

DCPCA heeds resident’s concerns

“Health care issues are often overlooked in development,” Baskerville, a resident of Deanwood, says. Next door to the National Park Service’s Frederick Douglass National Historic Site, Baskerville lauds the Galen Street location as being “symbolic for us” due to its potential to be an “economic driver.”

Before the Galen Street property was acquired in 2005 by Four Points, LLC, its vacant three story apartment complex attracted squatters and became a known site for transient drug users and other illicit activities. Its

transformation did not happen overnight.

Aided by a planning grant, the DCPCA and Unity began identifying alternative sites for the Anacostia Health Center in 2006.

Over the next two years ten different sites were identified and considered. Community members expressed their concerns about opening a health facility on the area’s historic commercial corridor. “We heeded the neighborhood’s ongoing concerns about non-retail uses on the retail strip,” said Baskerville.

Demonstrating sensitivity lost on Calvary Women’s Services, currently constructing a transitional housing facility on the 1200 block of Good Hope Road, DCPCA listened to residents and in October 2008 closed on the Galen Street site. Within six months the existing building was demolished.

To steer the new health center through its design phase, zoning and permitting process and community approval DCPCA and Unity worked closely together culminating in a September 2010 ground breaking.

“The new center will help uplift the spirit of the entire neighborhood,” Anthony Muhammad, chairman of ANC8A, said. “We’ve worked with them throughout the entire process from selecting a site the community supported to agreeing on a community benefits package” that provides meeting space to local civic organizations.

Improving public health

A holdover from the 1950s, the W Street Clinic has been operated by Unity since July 2001 when the health care organization assumed control of the satellite clinics attached to then-shuttered DC General Hospital, accord-

“The area is very cramped for the diversity of services that are offered, such as dental, psychiatry, social work, and pharmacy,” says Keane. “It does not facilitate efficient patient flow and minimizes our ability to increase access for our patients.”

With 26 additional exam rooms, 3 additional dental chairs, and an increase of nearly four times the clinical space when at full capacity by 2015, the facility on Galen Street, built by Forrester Construction, will house more than eighty full-time employees. With more space and staff nearly 17,000 patients will collectively make more than 47,000 visits by 2014, according to estimates provided by Unity.

To Lauren Ratner, Bureau Chief of Primary Care for DC’s Department of Health, the W Street Clinic “was always meant to be a temporary solution and clearly does not pay proper tribute to the residents who receive their care there or the providers in practice there.”

The new Galen Street center will provide residents not only with an enhanced capacity for preventive and sick care but also case management services, says Ratner.

According to Keane, Unity plans “to extend hours to include evening hours as well as the weekend. It is hoped that this center in the long term will reduce the number and necessity for Emergency Room visits.”

In an area of the city where residents experience rates of chronic diseases that are in some instances, diabetes for example, up to 8 times higher than in the healthiest areas of the city, access to primary care services is critical to promote and elevate public health.

The modern bricks and mortar facility is a leap in the right direction, but a first step nonetheless. “[T]he next is making sure residents are accessing the services offered and that those services are highquality,” Ratner concedes.

Owned by the city, when the W Street Clinic closes the United States Marine Corps Base in Quantico, Virginia will unofficially be the last place along the eastern seaboard where World War II era Quonset huts are still in use. l

South Capitol Street Tragedy Memorial Act

Nardyne Jefferies did everything right. She raised her daughter Brishell Jones to value education, to work hard, and to treat others with respect. Years of good parenting and responsibility came crashing down the night of Mar. 30, 2010 in the 4000 block of So. Capitol St. SE. After attending a friend’s funeral, Brishell gathered with several of her friends and fellow mourners. As they sat on the front stoop of a small apartment building, they were unaware of the carnage that was speeding toward them in a rented minivan. When the shooting stopped, ten young people lay fighting for their lives. Four wouldn’t survive; one of them was Brishell Jones.

Nardyne Jefferies’ pain gave way to a singular focus to ensure that no parent suffered what she did that night.

Councilmember David Catania and Jefferies set about working to come up with real and substantive remedies to a failed system. The result of that hard work and determination is “The South Capitol Street Tragedy Memorial Act.” Nixon Peabody, LLC provided extensive research into both youth mental health services and truancy in the District.

Title I of the Act calls for a comprehensive study of the behavioral health needs of District youth. Title II requires the creation and implementation of

Gifted and Talented Programs at Two Middle Schools in Fall

Beginning in the fall, Kelly Miller Middle School and Hardy Middle School will pilot a giftedand-talented school-wide enrichment program. This new program is the first of its kind at any DC Public School. The Schoolwide Enrichment Model (SEM) has been implemented in more than 2,500 schools across the country and internationally. DCPS will hire two designated gifted-and-talented teachers, one assigned to Kelly Miller and one assigned to Hardy, who will be responsible for running | MARCH 2012

the SEM program at each school.

SEM stands out from magnet programs in other school districts in the area because there is no application necessary-it’s open to all students enrolled in the school. The program aims to identify “gifted behaviors” in students, such as aboveaverage abilities, creativity and task commitment.

DC Launches New Ad Campaign Promoting School Attendance

Mayor Vincent C. Gray, Deputy Mayor for Education De’Shawn Wright, Deputy Mayor for Health and Human Services Beatriz “BB” Otero and the Honorable Zoe Bush, Associate Judge, DC Superior Court have launched a new citywide ad campaign that reinforces the link between consistent school attendance and academic success. Research shows that missing even one day of school every few weeks can prevent a student from graduating on time. The campaign features motivational stories of five District students who, in some cases, reversed failing grades and chronic truancy to get back on track. he other evening The Nose was sipping a Manhattan while reminiscing over his misbegotten youth.

Ah, those long ago times. How simple they were.

Back then, the worst taunt on the playground was, “Your Mother wears army boots!”

Of course, neither The Nose nor the compatriots of his tender years ever dreamt that they were conflating motherhood and sex work. The implication was simply too subtle for such young imaginations to grasp.

The Nose expects members of our mightily esteemed DC City Council to be more astute and creative.

Recently, Councilmembers have taken to hurling single syllable invectives on the dais. None of these pearls of disapprobation can repeated in the pages of this family-friendly publication without baiting the dreaded red pen of The Nose’s fascist editor.

Councilmembers, The Nose is appalled. Have you no education, Sirs? Where is your finesse?

What is required isn’t more civility, in The Nose’s humble opinion, but a little ingenuity! So, The Nose has decided to stage an insult intervention.

Sit down, Councilmembers. Class is in session.

Let’s begin with a reading from the hymnal of the “French Knight.” When a colleague disturbs your equanimity, Dear Councilmembers, here are a couple of handy retorts that must be repeated in a fake French accent to be truly effective: • Your mother was a hamster and your father smelt of elderberries!

• I blow my nose at you, so-called colleague. You and all your staff members.

Rather than harnessing your inner “Cantania,” conjure the spirit of Groucho. Here are some examples cribbed from the book of Marx: • Irritated by Natwar “Can’t Count” Gandhi, employ this line: “A child of five would understand this. Send someone to go fetch a child of five.”

• If Mendo drones on during a hearing, trot out this phrase, “I’ve got a good mind to join a club and beat you over the head with it.”

• When the Jim “Back of the Envelope” Graham pontificates on ethics, sagely observe, “I have nothing but confidence in you, and very little of that.”

• If Marion offers sage wisdom, try this line, “Maybe you can suggest something. As a matter of fact, you do suggest something. To me you suggest a buffoon.”

Class. Can you now hurl a polysyllabic insult?
