DUBAI, United Arab Emirates The world grappled Sunday with the enormous implications after the United States inserted itself into Israel’s war against Iran with an attack that raised urgent questions about what remained of Tehran’s nuclear program and how its weakened military might respond.

Some observers warned that the future of worldwide efforts to contain the spread of nuclear weapons by peaceful means would be at stake in the days ahead, while fears of a wider regional conflict loomed large. The price of oil rose as markets reacted.

Iran lashed out at the U.S for crossing “a very big red line” with its risky gambit to strike three Iranian nuclear sites with missiles and 30,000-pound bunker-buster bombs.

Trump says he is open to regime change

in Iran

WASHINGTON President Donald Trump on Sunday called into question the future of Iran’s ruling theocracy after a surprise attack on three of the country’s nuclear sites, seemingly contradicting his administration’s earlier calls to resume negotiations and avoid an escalation in fighting.

“It’s not politically correct to use the term, ‘Regime Change,’ but if the current Iranian Regime is unable to MAKE IRAN GREAT AGAIN, why wouldn’t there be a Regime change???” Trump posted on social media.

“MIGA!!!”

The posting on Truth Social marked something of a reversal from Defense Secretary Pete Hegseth’s Sunday morning news conference that detailed the aerial bombing.

“This mission was not and has not been about regime change,” Hegseth said.

What the administration has made clear is that it wants Iran to stop any development of nuclear weapons, with Secretary of State Marco Rubio warning on Fox News’ “Sunday Morning Futures” that any retaliation against the U.S. or a rush toward building a nuclear weapon would “put the regime at risk.” But beyond that, the world is awash in uncertainty at a fragile moment that could decide whether parts of the globe tip into war or find a way to salvage a relative peace. Trump’s warning to Iran’s leadership comes as the U.S has demanded that Iran not respond to the bombardment of the heart of a nuclear program that it spent decades developing.

Global leaders responded with shock and calls for restraint. Egypt warned of “grave repercussions” for the region. Bahrain, home to the U.S Navy’s Middle Eastbased Fifth Fleet, called on Iran and the U.S to “quickly resume talks.”

Trump’s decision

The decision to attack was a risky one for Trump, who won the White House partly on the promise of keeping America out of costly foreign conflicts.

But Trump also vowed that he would not allow Iran to obtain a nuclear weapon. He initially hoped that the threat of force would bring the country’s leaders to give up its nuclear program. For Netanyahu, the strikes were the culmination of a decadeslong campaign to get the U.S. to strike Israel’s chief regional rival and its disputed nuclear program. Netanyahu praised Trump, saying his decision “will change history.” Israel is widely believed to be the only Middle Eastern country with nuclear weapons, but the country has never acknowledged it. Iran, Israel trade attacks Israel’s military chief, Lt. Gen. Up until the U.S. president’s post on Sunday afternoon, the coordinated messaging by Trump’s vice president, Pentagon chief, top military adviser and secretary of state suggested a confidence that any fallout would be manageable and that Iran’s lack of military capabilities would ultimately force it back to the bargaining table.

At their joint Pentagon briefing Hegseth and Air Force Gen. Dan Caine, chairman of the Joint Chiefs of Staff, said that “Operation Midnight Hammer” involved decoys and deception, and met with no Iranian resistance.

Hegseth had said that America “does not seek war” with Iran, while Vice President JD Vance said the strikes have given Tehran the possibility of returning to negotiate with Washington.

But the unfolding situation is not entirely under Washington’s control, as Tehran has a series of levers to respond to the aerial bombings that could intensify the conflict in the Middle East with possible global repercussions.

Iran can block oil being shipped through the Strait of Hormuz attack U.S. bases in the region, engage in cyber attacks or double down on a nuclear program that might seem like more of a necessity after the U.S. strike.

All of that raises the question of whether the strikes will open up a far more brutal phase of fighting or revive negotiations out of an abundance of caution. Inside the U.S., the attack quickly spilled over into domestic politics with Trump choosing to spend part of his Sunday going after his critics in Congress.

Trump also used a social media post to lambaste Rep. Thomas Massie, R-Ky., who had objected to the president taking military action without specific congressional approval.

Pressed further he told NBC’s “Meet the Press” that “I think that we have really pushed their program back by a very long time. I think that it’s going to be many many years before the Iranians are able to develop a nuclear weapon.”

The vice president said the U.S. had “negotiated aggressively” with Iran to try to find a peaceful settlement and that Trump made his decision after assessing the Iranians were not acting “in good faith

Reacting to the strikes

Much of the world is absorbing the consequences of the strikes and the risk that they could lead to more fighting across the Middle East after the U.S. inserted itself into the war between Israel and Iran. Israeli airstrikes that began on June 13 local time targeted Iran’s nuclear facilities and generals, prompting retaliation from Iran and creating a series of events that contributed to the U.S. attack.

While U.S. officials urged caution and stressed that only nuclear sites were targeted by Washington, Iran criticized the actions as a violation of its sovereignty and international law

Iran’s foreign minister, Abbas Araghchi, said Washington was “fully responsible” for whatever actions Tehran may take in response.

“They crossed a very big red line by attacking nuclear facilities,” he said at a news conference in Turkey “I don’t know how much room is left for diplomacy.”

China and Russia, where Araghchi was heading for talks with President Vladimir Putin, condemned the U.S. military action. The attacks were “a gross violation of international law,” said Russia’s Foreign Ministry, which also advocated “returning the situation to a political and diplomatic course.” A Turkish Foreign Ministry statement warned about the risk of the conflict spreading to “a global level.”

British Prime Minister Keir Starmer said the United Kingdom was moving mili-

tary equipment into the area to protect its interests, people and allies His office said he talked on Sunday with Trump about the need for Tehran to resume negotiations, but Trump would have posted his remarks about regime change after their conversation.

The leaders of Italy, Canada, Germany and France agreed on the need for “a rapid resumption of negotiations.” France’s Emmanuel Macron held talks with the Saudi crown prince and sultan of Oman.

Iran trying to stop oil exports through the Strait of Hormuz could create the same kind of inflationary shocks that the world felt after Russia invaded Ukraine in 2022. Oil prices have increased as the war between Israel and Iran intensified, climbing by 21% over the past month.

The price of oil rose and U.S. stock futures fell on Sunday, amid uncertainty over Iran — which could undermine Trump’s promises to tame inflation and bring consumer prices down.

An explanation

The Pentagon briefing did not provide any new details about Iran’s nuclear capabilities. Hegseth said the timeline for the strikes was the result of a schedule set by Trump for talks with Iran about its nuclear ambitions.

“Iran found out” that when Trump “says 60 days that he seeks peace and negotiation, he means 60 days of peace and negotiation,” Hegseth said “Otherwise, that nuclear program, that new nuclear capability will not exist. He meant it.”

That statement was complicated as the White House had suggested Thursday that Trump could take as much as two weeks to determine whether to strike Iran or continue to pursue negotiations. But the U.S. benefited from Iran’s weakened air defenses and was able to conduct the

‘LikeIfeltafter Katrina’

Not long after Hurricane Katrina, PatriciaMolina returned to herlab at LSU in New Orleans and opened the freezer.Months without power had melted every specimen. Blood and tissue samples,years of research, were gone.

Nearlytwo decades later Molina is again watching a body of scientificwork deteriorate. For months, her team has waitedfor word on a$2million federal grant thatfunded along-running studyonhow alcohol use accelerates agingand worsens chronic illness in people living with HIV.Othergrants to train young peopleinbiomedical research have also beendelayed or canceled.

“I feel right now likeIfelt after Katrina,” Molinasaid. Research from Molina’s center hasfoundthatalcohol use speeds up aging, worsens cognitive decline and chronic pain,and reduces the effectiveness of prescribed medications.With continued funding, they had planned to testwhether metformin and cognitive behavioral therapy could help slow or reverse those effects by reducingdrinkingand protectingthe body fromalcohol’sharmful effects.

Instead, they are sending letters of nonreappointment to staff. Further layoffs are on thehorizon.And the alcoholstudy,which has tracked nearly 400 people for 15 years, is barely hanging on “Weare on life support,” Molina said. “Weare doing the minimum amount necessary to not let the studydie.”

At least five grants totaling over $5million at LSU Health SciencesCenter have been canceled or delayed, accordingtothe school.

Butthere are likely more studies that will be impacted at LSU and institutions across thestate. Although Health and Human Services has published alist of canceled grants, many largeresearch institutions in Louisiana operate as subawardees on multisite projects led by out-of-state partners. Pennington’sdiabetes study,for example, is run by Columbia University. When those institutions face debilitatingcuts, local collaborators oftenlose funding as well without appearingonany publiclist. Thatrippleeffect makes the damage difficult to quantify Tulane, the top NIH-funded institution inthe state, didnot say how many studies were cut.

“While recent cuts have affected some projects

particularly those related to COVID-19, infectious diseaseprevention and other areas —weare actively working with our congressional leaders torestore this support,” the university said in astatement.

Since taking office, President Donald Trump has aggressively slashedNIH funding, canceling or delaying morethan 2,300 grants acrossthe country,according to aNew York Times analysis. Some researchers in Louisiana say they are afraid to speak up about the cutsbecause many elected leadersatthe State Capitol and in its congressional delegation support thepresident’spolicies on public health.

ManyofLouisiana’smost skilledresearchers may leave thecountry in search of stable funding.

“If you stop being an innovator,you need to get out of the way,because there will be other playerswho will takeyourplace,” Bouchard said.

‘Theytrust us

When aLouisiana teenager with HIV was thinking about suicide in themiddle of the night, it wasn’taparent, friend or hotline he called. It was Medea Gabriel. Gabriel wasthe research nurse for astudy the teen had been part of for years. That night, she kept him on the phone while juggling asecond line to reach the study’slead physician, Dr Margarita Silio, andthe appropriate authorities. Silio drovetohis house,talking to him until he promised he wouldn’thurt himself.

Like all participants in the long-running study on pediatric HIV, theteen had Gabriel’scellphone number It wasn’tthe only middle-ofthe-night phone call over the years.

“They trust us,” Silio said. “If they can’t reach Medea, they call me.We’re like a bridge to care.”

In June,Gabriel packed up two decades’ worthoffiles andphotosfrom theproject, which enrolled mothers during pregnancy, tracked babies’milestones andfollowed teensintoadulthood. Onestudy was ending early, and another has been on hold for months, and it isn’tclear if or when it will be funded. The money to support her position, along withacoordinator,isgone.

When she began calling patients to explain thatthe study was ending, some cried. They felt like apromisehad been broken. She’s

sad, too, but proud of the work they’ve done, she said “I told them,even now,” Gabriel said, “just because I’m not with your study anymore,ifyou have to reach me forsomething andyou can’t reach your doctor, I will get you to them.” Braud, aregistered Republican, voted for Trump in 2016. “Not just because I’m aRepublican,” she said. “I votefor the person.” But once he was in office, she changedher mind. “I never voted for him again,” she said. She was so upset by the diabetesstudy cancellation that shecontactedLSU and signeduptodonate her body to science. When shedies, she hopes amedical student or researcher mightlearn something more aboutdiabetes.

She still holds out hope that the study will be revived.

DWEIL’A, Syria A suicide bomber in Syria opened fire then detonated an explosive vest inside a Greek Orthodox church filled with people praying on Sunday, killing at least 22 and wounding 63 others, state media reported.

The attack took place in Dweil’a on the outskirts of Damascus inside the Mar Elias Church, according to state media SANA, citing the Health Ministry for the toll of dead and wounded. Britain-based war monitor the Syrian Observatory for Human Rights said there were at least 19 peopled killed and dozens wounded, but did not give exact numbers Some local media reported that children were among the casualties.

Witnesses said the gunman with his face covered entered and fired at the people. When a crowd charged at him to remove him from the church, he detonated his explosives at the entrance.

Police: Man opens fire outside Michigan church, killed by staff

WAYNE, Mich. — A man who opened fire out-

side a Michigan church filled with worshippers on Sunday was struck by a vehicle and then fatally shot by security staff who averted a potential mass shooting, police said.

Churchgoers attending a morning service at CrossPointe Community Church in Wayne spotted the gunman driving recklessly and then saw him exit his car wearing a tactical vest and carrying a rifle and a handgun, police Chief Ryan Strong said at an evening news conference.

The man began firing as he approached the church, striking one person in the leg.

“A parishioner struck the gunman with his vehicle as the gunman shot the vehicle repeatedly,” Strong told reporters. “At least two staff members shot the gunman, causing the fatal wounds.”

Police described the suspect as a 31-yearold White male with no known connection to the church His motive remains unclear, but it appears he was suffering from a mental health crisis, Strong said.

The person who was shot in the leg was treated for injuries that were not life-threatening, the chief said. Nobody else was hurt.

Abrego Garcia’s release ordered before trial; ICE to detain him

NASHVILLE,Tenn.— A Tennessee judge on Sunday ordered the release of Kilmar Abrego Garcia, whose mistaken deportation has become a flashpoint in President Donald Trump’s immigration crackdown, while he awaits a federal trial on human smuggling charges. But he is not expected to be allowed to go free. At his June 13 detention hearing, prosecutors said U.S Immigration and Customs Enforcement would take Abrego Garcia into custody if he were released on the criminal charges, and he could be deported before he has a chance to stand trial.

U.S. Magistrate Judge Barbara Holmes has scheduled a hearing for Wednesday to discuss the conditions of Abrego Garcia’s release. The U.S government has already filed a motion to appeal the judge’s release order Holmes acknowledged in her ruling Sunday that determining whether Abrego Garcia should be released is “little more than an academic exercise” because ICE will likely detain him. But the judge wrote that everyone is entitled to the presumption of innocence and “a full and fair determination of whether he must remain in federal custody pending trial.”

1 killed, 5 others wounded outside nightclub

One woman was killed and five others were wounded early Sunday morning when gunfire erupted near a nightclub on South Choctaw Drive in Baton Rouge.

Baton Rouge police detained at least three people but have not filed charges. Investigators also recovered 160 shell casings, eight vehicles and at least six firearms.

Baton Rouge Police Chief Thomas Morse said the violence began as a fistfight among a group of women who had just left an after-hours venue known as The Big Blue House.

About 1:30 a.m., as the altercation escalated in a parking lot near the club, Morse said, a group of men became involved and began exchanging gunfire.

A Baton Rouge police officer who was in the area heard the shots. After arriving at the gunfight, he fired at an assailant armed with a rifle, but only struck the vehicle the shooter was using for cover, Morse said. The officer then called for backup, and the gunfire stopped after additional authorities arrived.

“He very heroically intervened,” Morse said of the officer “He was able to prevent more victims.”

East Baton Rouge Parish Emergency Medical Services transported one victim to a hospital, while other victims were driven in private vehicles.

Morse noted The Big Blue House, at the intersection of South Choctaw and Acadian Thruway, has drawn police attention in recent weeks due to late-night crowds in the surrounding streets The establishment does not have a permit to sell alcohol, the police chief said, and the owner has reportedly been uncooperative with authorities in the past.

Deputies arrested seven juveniles living alone at an apartment in Denham Springs, finding multiple guns, drugs and evidence of gang involvement, according to a Facebook post Sunday from the Livingston Parish Sheriff’s Office.

Fabian Ndubuisi, Pierre Ndubuisi and Kadarius Butler, all 17, were processed as adults in the Livingston Parish Detention Center while two 16-year-olds, a 15-year-old and a 13-year-old were sent to the Florida Parishes Juvenile Detention Center.

At 11:56 a.m Friday, sheriff’s deputies responded to a call about an altercation between a male and female at the Arden Park apartments. When they arrived, authorities found a number of juveniles “living in deplorable conditions with no adult supervision,” Sheriff Jason Ard said in a Facebook post “Based on evidence gained at the scene,” the post says, officers were able to prepare and execute a search warrant of the apartment and multiple vehicles, where they found seven firearms: a short-barreled rifle, AR pistol, multiple handguns and two bolt-action rifles. Nearly 60 years later, UNO is on the precipice of revert-

A bill that would shift UNO from the University of Louisiana system back to LSU is headed to Gov Jeff Landry to be signed into law though it still needs approval from UNO’s accreditation agency Supporters of the move say it could bolster enrollment and help the beleaguered university weather its current financial storm.

But it’s unclear what the shift will mean for UNO’s identity Will it retain its name and continue to be the silver and blue Privateers, which students fought for in the 1970s to differentiate themselves from the Baton Rouge campus? Or will it adopt LSU’s purple and gold and assimilate more fully into that system?

To some, including state Senate President Cameron Henry, a “rebrand” could help align UNO with the state flagship, where enrollment is on the upswing, and attract more students.

“It’s struggling,” Henry said last week after the bill to enact the shift cleared a final legislative hurdle. “It’s got good bones; it just needs a face-lift.”

But others fear that merging UNO’s identity with that of LSU would alienate some of the school’s 80,000 alumni.

“There are bigger fish to fry,” said Pierre Champagne, who graduated from UNO in

1976, “but how do we include those who have come before and their emotional connection to the university?”

What’s in a name?

UNO President Kathy Johnson said detailed decisions about the transition, including a possible rebranding, have not yet been made.

“Any future considerations — whether academic, operational, or symbolic — will be guided by a collaborative approach to what’s best for our university community and our city,” she said in an email.

“Most of all, we remain deeply committed to our mission: providing high-quality, affordable, and accessible education while supporting the economic and cultural vitality of the Greater New Orleans region.”

In an interview last week, interim LSU President Matt Lee declined to say whether a prospective UNO student should buy silver and blue or purple and gold, but noted that “the LSU brand is strong, and there’s a lot of advantages to being affiliated with the LSU brand.”

The university has faced similar questions in the past.

It was founded as Louisiana State University in New Orleans in 1956. About a decade later, students voted for UNO’s distinct colors and mascot, a swashbuckling figure who at times wears an eye

patch and wields a cutlass.

In 1973, student body president Bob Caluda made a case for why UNO needed its own name and identity He told the Times-Picayune that New Orleanians couldn’t relate to an institution whose name was tacked on to LSU, and they often mixed it up with its Baton Rouge counterpart.

“Every aspect of the two campuses is different, but the names get it confused,” Caluda said at the time.

In 1974, after then-Gov Edwin Edwards made a personal plea to LSU’s board, the name was changed to UNO. That led to a fire sale at the bookstore, which advertised “LSUNO sweatshirts, jackets, decals, pennants and ashtrays 30% off.”

Despite the name change, UNO remained part of the LSU system for nearly four more decades, before it was moved to the University of Louisiana system in 2011. A possible rebrand

Since then, UNO’s enrollment has declined from a peak of around 17,000 students in the years before Hurricane Katrina to about 6,000 today University leaders have blamed the drop-off for the school’s deficit, which state officials said earlier this year could be as high as $30 million.

Sen. Henry noted that LSU’s Baton Rouge campus is burst-

ing at the seams with students, including many from other states. Those students often pay higher tuition than instate students.

“If we could give these students the option to go to LSU New Orleans, we might be able to help increase the student count at UNO,” Henry said, “which is what they definitely need.”

Todd Woodward, LSU’s vice president of marketing and communications, said that the university is “breaking enrollment records” at all of its campuses. Some students who don’t meet academic requirements for the Baton Rouge campus are offered admission to Alexandria and Eunice campuses, he said, noting that about 300 out-of-state students accepted those offers last year Woodward said the transition committee has not yet formed, and it would be too early to speculate about how UNO’s campus could take on some of those students.

Josh Trochez, who was recently reelected as UNO’s student body president, said he didn’t feel strongly about a name change and suspected that people would continue to call UNO by that name even if the L and S were reattached.

Trochez, who is pursuing a masters of public administration, acknowledged that some may have concerns about the

school losing its identity as “the New Orleans university.” “UNO is a weird and wacky place in a weird and wacky city,” he said. “At the end of the day, UNO is so unique that they wouldn’t be able to touch it, and I don’t think they want to.”

Frederick Quinn, who graduated from UNO in December said he supported the move to the LSU system if it meant financial security, adding that some classes he needed to graduate weren’t offered every semester and campus food spots were often closed. But he was hesitant about changing its name to incorporate LSU.

“If it does rebrand, it may lose its identity as an institution,” he said, “and UNO is an institution to be proud of.”

Coach Jay Johnson’s Tigers aren’t quite there yet but what LSU accomplished Sunday afternoon at Charles Schwab Field was remarkable nevertheless and potentially the beginning of another baseball dynasty in Baton Rouge.

Not every young boy grows up loving football becomes a300-win high school football coach. Weiner did and it not only shapedhis life, it changed the trajectory of the athletic program at Catholic Highof Baton Rouge. Weiner,who amassed arecord of 317-109 as ahigh school coach, is part of the Louisiana Sports Hall of Fame Class of 2025. WhileatCatholicheposted a282-81 recordand wonaDivision Iselect title in2015.

Durant is going from the Suns to Rockets in blockbuster trade

The Houston Rockets are acquiring 15-time All-Star and four-time Olympic gold medalist Kevin Durant from the Phoenix Suns in a blockbuster deal struck Sunday, a person with knowledge of the agreement told The Associated Press.

The Rockets are giving up Dillon Brooks, Jalen Green and six future picks — including the No. 10 selection in Wednesday’s opening round of this year’s draft — according to the person who spoke to the AP on condition of anonymity because the deal was still pending NBA approval It ends weeks of speculation about where Durant would end up. Many teams were involved at various times, including Miami and Minnesota, but in the end Phoenix accepted the Rockets’ offer Fans learned of the news while Durant was on stage in New York at Fanatics Fest NYC, and when they began reacting, Durant started smiling broadly

“We’re gonna see, man,” Durant said from the stage “We’re gonna see.” Boardroom, the ever-growing media company that Durant and his business partner Rich Kleiman, co-founded in 2019, teams up with Fanatics on a number of projects. Once Michael Braswell’s eighth-inning line drive cleared theleft side of the infield, thereliefwashed over him

Youcould see it on his face, which he angled up from first base, behind grateful hands, toward the bright blue sky above Charles Schwab field. Braswellfinally hadhis hit— theone he hadspent thelastthree weekschasing. In theNCAA Tournament everyone saw the senior’s struggles at the plate. His frustrations. Braswell hit a modest .236 against Southeastern Conferenceopponents this season. That mark wasn’tterrible, butit also wasn’tgreat. What he wound up battling in the postseason was much heavier —anonerous string of 38 consecutive atbats that yielded only one hit. When he stepped into the box, there was nowhere to hide.

Still, Braswellmanaged to put his fingerprints all over LSU’seighth national championship, clinched Sunday with a5-3 win overCoastal Carolina.

“Wedon’twin the game (Saturday) night without his defense,” LSU coachJay Johnson said. “I mean, we lose the game without his defense (Saturday) night.” Johnson could have taken Braswell out of the lineup at any time during the College World Series, but the Tigers needed his glove. Hit-

OMAHA,Neb LSU ended the College World Series best two-of-three championship series early with apairof 1-0 and 5-3 wins over Coastal Carolina. For Coastal Carolina head coach KevinSchnall and first-base coach Matt Schilling, the series ended much sooner than that.

The two were ejected in the first inning Sunday,throwing the season’sultimate college baseball game into chaos almost from the first at-bat.

The Chanticleers were batting in the bottom of the first inning with two outs when Schnall left Coastal’sdugout on the third-base side and walked toward home plate umpire Angel Campos, holding up three fingers. Campos raised his hand at least three times to warn Schnall, but he kept coming and Campos gave him the out signal Schnall stayed on the field to argue as did Schilling, whomomentslater also was ejected after saying something to the umpires.

“There’s25,000 people there, and Ivaguely heard a warning issued,”Schnallsaid in the postgame news conference. “Now,asahead coach, Ithink it’syour right to get an explanation of whywe got warned.

“At that point Ican now hear him say,‘It was awarning issued for arguingballs and strikes.’ Isaid, ‘Because you missed three.’ At that point, ejected.”

In the top of the fifth inning, the NCAA released astatement about the ejections. It said both coaches were sent off for continuing to argue balls and strikes after havingbeen warned. Schnallwill serve atwo-game suspension and Schilling three, according to the NCAA,which now will havetobeserved at the start of the 2026 season.

“In the bottom of the first inning, CoastalCarolinahead coach KevinSchnalland first base coach Matt Schilling were ejected from the game for continuedarguing aboutballsand strikesafter being warnedinitially by the umpire crew.NCAAPlaying Rule 3-6-f-Note 1states that balls, strikes, half swings or decisions about hit-by-pitch situations are not to be argued. After awarning, any player orcoach whocontinuestoargue balls, strikes, half swings or ahit-by-pitch situation shall be ejected fromthe game

“In addition to today’s ejections, Coach Schnallis suspended for thenexttwo games per NCAA Playing Rule 5-15-a-4, which states that an additional two-game suspension is added to any other penalties. By rule, no team personnel may continue to argue or tocontinue to excessively express themselves with prolongedactions or offensivelanguage after an ejection.

“NCAA PlayingRule 2-26-f states that an assistant coach, if ejected,isautomatically suspended for onegame. Per NCAA Playing Rule 5-15-a-4

an additional two-game suspension is added to any other penalties. By rule, Coach Schilling is suspended for threegames.”

Coastal Carolina assistant coach Chad Oxendine took over for the rest of Sunday’s game.

Amember of the umpiring crew tumbled to the ground during theargument.Schnall insisted thathedid not bump the umpire but that he was told it contributedtohis ejection.

“There was no bump,” Schnall said. “He was embarrassed. Ishouldn’t be held accountable for agrown man’s athleticism.”

LSU coach Jay Johnson, whosaidheand Schnall have been friends fora long time, saidhetried to remain “locked in” on the game for the sake of his players.

“I was ejected forarguing balls andstrikes this year,” Johnson said. “They don’t like thatwhen you argue balls and strikes.

“I’m not sure really what happened. Isaw the firstbase coach arguing. Then he (Schnall) came out and I don’tknowwhatwas said. It’satough situation. ButI literally moved past it immediately.”

One might think it strange to open up an oyster place in thesummer but Rick Volland is undeterred.People have noted that oysters don’tget as plump in thesummer months, but with farmed-raised oysters, weather and other natural factors aren’tasbig of aconcern.

“They’re alwaysraised in trays off thebottom, so you don’tget any

sediments,”hesaid. “Wepay twice thepriceofa regularoyster,but for me, Ilove oysters year-round.”

Ricky Volland recommends that customerstry thebaconand Brie oysters. Therestaurant also hasa screen next to thebar with alivestream of their grill so that patrons can watch their oysters on thegrill.

For nonoyster lovers, there’s the option to substituteany of the bakedorgrilled oysters forshrimp with allthe same toppings and sauces. According to Rick Volland, this menu option wasinspiredby hiswife,Sharon, who, unlike the rest of thefamily,does not care foroysters.

What are some tips in managing someone with Alzheimer’sduring the upcoming summermonths?

The season of summer can bring many challenges for the individual with Alzheimer’sdisease, especially if the individual has ancillary medical conditions. Protective measures and strategies should be in place to manage the summer’shot and humid conditions.

Individuals with Alzheimer’s disease and in general, older adults over the age of 65, are moreprone to heat stress because they do not adjust easily to sudden changes in temperature, and because of their chronic medical conditions, their bodies experience different responses to heat. If the individual’senvironmentisnot adequately cooled, he/she could sufferfrom heat stress, knownashyperthermia. Hyperthermia occurs when the body’sheat-regulating system is insufficient in keeping the individual cool. Forms of hyperthermia include fainting, heat cramps, heatstroke and heat exhaustion. Diuretics, sedatives, tranquilizers, and someheart and blood pressure medications can all contribute or put individuals at risk for heat-related stress conditions. With the summer months here, it is agood idea to ensure the air conditioning in the house is functioning properly by having the system checked. If air conditioning is not available, make sure there is adequate air flow by using fans throughout the household. Affected individuals can benefit from participating in asenior center or arespite day program that can provide acool, safe environment, along with amuch needed social setting. Many individuals enjoy sitting outside, but the weather should be monitored to ensure safety for the individual. Even in the shade, the heat can be overcoming. Dehydration is amain concern so fluid intake should be monitored. Take steps in providing liquid throughout the day —six to eight glasses of water or other fluids aday Hydration should be offered at least every two hours, and keep in mind that beverages with sugar and/or caffeine may help to hydrate some, but they are not as effective as low-sugar or low/non-caffeine beverages. Oftentimes, the individual with Alzheimer’s or dementia refuses to drink water.Think of other waysof increasing your loved one’s fluid intake —breakfast cereals with milk, soup, ice pops, watermelon and supplements. Other measures in keeping affected individuals safethis summer include providing cool showers, baths or sponge baths, making doctor’sappointments in the cooler morning hours, and dressing the individual in comfortable, lightweight clothing.

He stated that the roads areingood condition and the scorereflectsthat.Hegave the Council aprint out of all the roadsand the assessment of the roads. He thanked the Councilfor theirtime.

B) Consider conceptualapproval of theGrand Oaks Apartments project, proposed to be located on Belleview Road

•Evan Alvarez, representing theParish, came before the Council to give abrief explanation of what the conceptual approval of the Grand Oaks apartment project wouldmean forthe Parish.

•David Strange with Grand Oaks Apartmentscame before the Council to give another brief presentation at 58805 Belleview Road in Plaquemine. The apartment complex wouldbe68units, on 9 acres, ranging from 1to3 bedrooms, therent is based on income. (A copy of the presentation is available upon request in theCouncil Office.) Some of the Councilexpressed that they would support this project if it wereinanother location, they just feel that on the proposed location is not what is best for the Parish.

•LesAnn Kirkland came beforethe Counciland stated that something is needed in the community for the elderly butshe doesn’tbelieve that a68-unitcomplex is theright move. Shealso feels that the community should have been given more notice about the proposed project.

•Ron Doyle came beforethe Councilinopposition of this project, he stated that the trafficonthe Belleviewwould be increased and that the trafficgoing to St. John School and PlaquemineHighwould be dangerous for those going to and from school in themornings and evenings

•GWSon came beforethe Councilinoppositionofthis project, he stated that he doesn’tthink that the project shouldbeinthat area unless it was asmaller number of apartment but68apartments is too many for the proposed site. He also stated that he would be in support of the project if it wereinadifferent area because of the trafficgoing to and from the schools in the area.

RESOLUTION OF THE IBERVILLE PARISH COUNCIL APPROVING

SHINTECH LOUISIANA, LLC (#20230484) FOR PARTICIPATION IN THE INDUSTRIAL TAXEXEMPTION PROGRAM (ITEP) IN IBERVILLE PARISH, LOUISIANA

WHEREAS,Article 7, section21(F) of the Louisiana Constitution, pursuant to the provisions of the Administrative ProcedureAct, R.S. 49:950 et seq., and R.S. 36:104 provides for the BoardofCommerce and Industry(“BCI”) with the approval of the Governor,toapprove contracts for the exemption of ad valorem taxes of anew manufacturing establishment or an addition to an existing manufacturing establishment, on such terms and conditions as the boardwith the approval of the Governor,deems in the best interest of the state; and WHEREAS,SHINTECH LOUISIANA, LLC has applied for an Industrial TaxExemption(“ITE”) TaxExemptionApplication #20230484 ITE$17,095,692 and has approval of the BCI for acontract granting that exemption; and WHEREAS,ITEP contracts should be premised upon job and payroll creation or retention at new or expanded manufacturing plants or establishments, and that the percentage of exemption be 80% for a term of five years, renewable for an additional term of five years from ad valorem taxes in accordance with guidance received from the Secretary of Economic Development and concurred in by the appropriate parish and/or municipal council, school board, and sheriff; and THEREFORE, BE IT RESOLVED,upon consideration of the foregoing andthe public discussion held this day,that the IBERVILLE PARISH COUNCIL approves the terms of the Industrial TaxExemptioncontract (theCooperative Endeavor Agreement between the State of Louisiana, the Louisiana Department of Economic Development, and SHINTECH LOUISIANA, LLC to the Industrial TaxExemptioncontract between the BoardofCommerce and Industry and SHINTECH LOUISIANA, LLC with respect to the drillingofa new BrineWell. Expenditures include wellhead, casing, tubing drilling fluids, drill rig, site preparation, testing, facility piping, electrical and instrumentation. This expansion is integral to the manufacturing process of the existing facilities in Plaquemine by providing additional brine capacity for thecontinued production of PVC. The improvements of the White Castle Brine Facility site located in IBERVILLE PARISH, LOUISIANA based on the following conditions:

A. Performance Objectives/Job Creation or Retention Requirements Full-Time Equivalent Construction Jobs-15 Retention of 15 Jobs with an annual Payroll of at least $825,000 Total Estimated Investments-17,095,692

B. Industrial TaxExemptionofIberville Parish Ad Valorem Taxes

In theevent that SHINTECH LOUISIANA, LLC fails to complete its project, or fails to timely meet its performance objectives and/or job creation/retention requirements, including but not limited to the retention of the required number of jobs or the achieving or maintaining of payroll amounts within thetime and for theterm agreed, as specified in its award agreement; if SHINTECH LOUISIANA, LLC ceases it operations, reduces its employment numbers or payroll amounts to less than 100% of the requires amounts; such shall constitute adefault under the awardagreement, and LED and IBERVILLE PARISH COUNCIL shall retain all rights to modify the terms and conditions of the incentive. The IBERVILLE PARISH COUNCIL further authorizes the Louisiana Department of Economic Development, on behalf of the Boardof Commerce andIndustry, to include this resolution to the Industrial Tax Exemption Contract between the BoardofCommerce and Industry and SHINTECH LOUISIANA, LLC

By virtue of the Corporation’sapplication for,acceptance and utilization of the benefits of the Louisiana State BondCommission’s approval(s) resolved andset forth herein, it resolves thatitunderstands andagrees thatsuchapproval(s) areexpresslyconditionedupon, andit furtherresolvesthatitunderstands, agrees andbinds itself, its successors andassigns to, full andcontinuingcompliancewith the “State Bond Commission PolicyonApproval of ProposedUse of Swaps, or other forms of Derivative Products Hedges, Etc.”, adopted by the Commission on July 20, 2006, as to the borrowing(s) andothermatter(s) subject to the approval(s), including subsequentapplication andapproval undersaid Policyofthe implementation or use of anyswap(s) or other product(s) or enhancement(s) coveredthereby SECTION 8.All commitmentsbythe Corporation herein with respect to the Project aresubject to the condition thatonorbefore36months from the date of adoption hereof, the Corporation andthe Developershall have agreed to mutually acceptabletermsfor the financing documents andthe sale anddelivery of the Bonds or other obligations.

SECTION 9.Thatitisrecognizedthata real necessityexists for the employment of bond counselinconnection with the issuanceofthe Bonds andaccordingly ButlerSnow LLP, BondCounsel, NewOrleans, Louisiana,beand theyare hereby employed as bond counseltothe Corporation to do andtoperform comprehensive, legaland coordinate professional workwith respect thereto. The feetobepaidBond Counsel shall be an amount basedonthe AttorneyGeneral’s thencurrent Bond CounselFee Schedule andotherguidelinesfor comprehensive, legaland coordinate professional workinthe issuanceofrevenue bonds applied to the actualaggregateprincipal amount issued, sold, delivered andpaid for at the time the Bonds aredelivered, togetherwith reimbursement of out-of-pocket expenses incurred andadvanced in connection with the issuanceofthe Bonds, subject to the AttorneyGeneral’s writtenapproval of said employment andfee.

SECTION 10.The Bonds will be dated, will be in the denominations, be subject to redemption, andwill have allthe terms set forth in the Indenture. The Bonds arelimitedobligations of the Corporation and will be payable solely out of the income,revenuesand receipts derived from the Project andfunds and accounts held underand pursuant to the Indentureand pledged therefore. The Chairman, Executive Director and/or Secretary of the Corporation shall cause to be executedfor andonbehalf of the LHC the aforementionedBonds in accordance with the Indenture andshall effect the delivery thereof to the Purchaser in accordance with the Indenture. The Chairman, Executive Director,and/or Secretary of the Corporation of the LHC shall receive from the Purchaser for the account of the LHC the purchase price of the Bonds andshall deposit the same with the Trusteeunderthe Indentureinaccordance with the provisions thereof.

SECTION 11.The Developerwill comply with allrules, regulations, andreviewsofthe Corporation in effect or undertaken from time to time

TO ENACT TITLE 11, CHAPTER28RELATIVETOPARKINGAND

TO PROVIDE FOR RELATED MATTERS

WHEREAS, the Council for the City of St. George desires to provide for the regulation of parking in the City of St. George;

BE IT ORDAINED by the St. George City Council, State of Louisiana, Title 11, Chapter 28 entitled “Parking”ishereby enacted to read as follows: Section 1. Enactment Title 11. TRAFFIC AND VEHICLES Chapter 28. PARKING PART 1. IN GENERAL Sec. 11:2801. Definitions The following terms when used in this Chapter shall have the meanings ascribed to them in this Section except wherethe context clearly indicates adifferent meaning:

“Bus”

(d) “Motorvehicle lessor” means the owner of avehicle registered in Louisianawho is engaged in the business of renting or leasing vehicles pursuant to rental or leasing agreements.

(e) “Motorvehicle” means any vehicle that is self-propelled, required to be registered with the Office of Motor Vehicles, or is used or designed to be used for the transporting of passengers or goods upon apublic highway

(f) “Owner” means every person who holds the legal title to amotor vehicle. The registered owner shown on the recordsofthe Office of MotorVehicles shall be presumed to be the owner of amotor vehicle.

(g) “Person” means anatural person or juridical person including any entity to which the law attributes personality including but not limited to acorporation, partnership, limited liability company or trust.

(h) “Recreational Vehicles” means motorhomes or campers, travel trailers, fifth wheels, or other trailers or semi-trailers designed to serve as self-contained living quarters for recreational travel.

(i) “Trailer” or “Semitrailer”means avehicle without motive power designed for carrying property or passengers drawnbya motor vehicle.

(j) “Vehicle” means amotor vehicle, motorcycle, bus, motorhome, trailer or semitrailer

Sec. 11:2802. Enforcement

(a) Only persons designated by the City areauthorized to issue citations for violations of any parking regulation in this Chapter

(b) Contested parking citations shall be adjudicated pursuant to Title 4of the Code of Ordinances.

(c) City Services is authorized to:

(1) place and maintain official parking-control devices in accordance with applicable state laws and ordinances and is authorized to place and maintain such additional official parking-control devices as deemed necessarytoregulate parking or stopping; (2) place signs prohibiting or restricting the stopping or parking of vehicles on any public road wheresuch stopping would unduly interferewith the free movement of trafficthereon.

Sec. 11:2803. Stopping or parking prohibited

(a) No person shall stop or park any vehicle or permit any vehicle the person owns to be stopped or parked in violation of parking-control devices, except when necessary to avoid conflict with other trafficorto comply with the traffic-control device or directions of alaw enforcement officer.

(b) No person shall stop or park avehicle or permit avehicle the person owns to be stopped or parked in any of the following places:

(1) on astreet, highway,orwithin an alley in amanner which obstructs traffic; (2) on asidewalk unless the length of aresidential driveway prohibits the placement of avehicle so that it transverses asidewalk. In such case, avehicle may be parked on the driveway although it crosses the sidewalk for aperiod not to exceed four hours;

(3) within three feet of, in front of, or blocking apublic or private driveway;

(4) within an intersection;

(5)

at the side of aroadway; (9) between asafety zone and the adjacent curb or within 20 feet of points on the curb immediately opposite theends of asafety zone, unless adifferent length is indicated by signs or markings; (10) within 50 feet of the nearest rail of arailroad crossing;

(11) within 20 feet of the driveway entrance to a fire station or on the side of astreet opposite the entrance to a fire station within 75 feet of the entrance (when properly signposted); (12) alongside or opposite any street excavation or obstruction when stopping or parking would obstruct traffic;

(13) on the roadway side of any vehicle stopped or parked at the edge or curb of astreet;

(14) on any bridge or other elevated structure;

(15) at any place whereofficial signs prohibit such; (16) on the driver’sleft-hand side of any two-way street or highway; (17) at any place wherethe curb has officially been painted red; (18) in any zone or officially marked place designatedasa fire lane at all schools, hospitals, churches, and other places of public assembly,aswell as commercial and shopping facilities, and apartment complexes;

(19) in alane of trafficclearly markedbylines identifying it as alane for traffic;

(20) any place whereparking will obscureorobstructthe visibility of atraffic-control device;

(21) on aneutral ground, right-of-way,sidewalk, strip of land between aproperty line and street or neutral ground curb, or other public way

(22) in the front yard between the front set back and the street in a zoning district predominantly Single Family Residential (A1, A2, A2.7, A2.1, A2.9, A2.6 or A2.5) except on the paved driveway; (23) in alocation obstructing access by the U.S. Postal Service to a mail receptacle; or (24) on private propertywithout authorization and consent of the property owner

(c) When stopping or parking avehicle on astreet, highway,alleyway or public right-of-way is necessarytoavoid conflict with other traffic or to comply with the traffic-control device, parking-controldevice, or directions of alaw enforcement officer,the vehicle shall:

(1) be parked parallel with the edge of the roadway headed in the direction of lawful trafficmovement and with passenger-side wheels of the vehicle within 18

side of the street.

(c) On streets thathave been signed or marked for angle parking, no person shall park avehicleorpermitavehiclethe person owns to be parked other than at the angle to the curb or edge of the roadway indicated by such signs or markings.

Sec. 11:2806. Lights on parked vehicles (a) When avehicle is lawfullyparked during the hours between one-half hour after sunset and one-half hour beforesunrise, on street, highway, alleyway,orpublic right-of-way within abusiness or residential district, no lights need to be displayed on such parked vehicle.

(b) When avehicle is parked on astreet, highway,alleyway,orpublic right-of-way outside of abusiness or residence district during the hours between one-halfhour after sunset and one-half hour beforesunrise, such vehicleshall be equipped with one or morelamps which shallexhibita white light on the roadway side visible from adistance of 500 feet to the front of the vehicle and ared light visible from adistance of 500 feet to the rear.Any lighted headlamps on aparked vehicle shallbedimmed.

Sec. 11:2807. Time limitation on parking on any street No person shall permitany vehicle, either as an operator or owner,to remainparked on any street, highway,alleyway,orpublic right-of-way for longer than eight hours of any 24-hour period beginning at 6:00 a.m. of one day to 6:00 a.m. of the next day

Sec. 11:2808. Curb loading zones (a) The location of passenger and freight curb loading zones shall be marked with appropriate signs indicating the same and stating the hours during which this section is applicable.

(b) No person shall stop or park avehicleorpermit avehicle owned by the person to be stopped or parked for any purpose or period of timeother than for the expeditious loading or unloading of passengers in any place marked as apassenger curb loading zone during appliable hours and then only for aperiod not to exceed three minutes.

(c) No person shall stop or park avehicleorpermit avehicleowned by the person to be stopped or parked for any purpose or period of timeother than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as afreight curb loading zone during appliable hours and then onlyfor aperiod not to exceed 30 minutes.

(d) The driver of apassenger vehicle may stop temporarily,not longer than three minutes, at aplace marked as afreight curb loading zone for the purpose of and while actuallyengaged in loading or unloading passengers when such stopping does not interferewith any motor vehicle used for the transportationofmaterials which is waiting to enter or about to enter such zone.

Sec. 11:2809. Parking motor homes on residential streets and rightsof-way prohibited No person shall permitany motor home, house trailer,orcommercial vehicle with agross vehicle weight rating (GVWR)of10,000 pounds or moretobeparked on asubdivision street or street right-of-way in a predominantlySingle Family Residential Zoning District (A1, A2, A2.7, A2.1, A2.9, A2.6 or A2.5) for morethan 24 hours.

Sec. 11:2810. Parking watercraft on residential streets and street rights-of-way prohibited No person shall permitwatercraft, whether trailered or not,tobeparked on any subdivision street or street right-of-way in apredominantlySingle Family Residential Zoning District (A1, A2, A2.7, A2.1, A2.9, A2.6 or A2.5) for aperiod of morethan eight hours of any 24-hour period, beginning at 6:00 a.m. of one day to 6:00 a.m. of the next day

Sec. 11:2811. Parking of wreckers, buses, trucks, and semitrailers prohibited.

(a) No person shall park or permit the following described vehicles to be parked on any subdivision street or streetright-of-way in apredominantly Single Family Residential Zoning District (A1, A2, A2.7, A2.1, A2.9, A2.6 or A2.5) or on the driveway or in the front yardbetween the front of the residence in recognized subdivisions in the Rural/Agricultural district: (1) Wreckers; (2) Buses; or (3) Trucks or semitrailerswith morethan two axles or with apayload capacity in excess of 2,000 pounds.

Notwithstanding the foregoing, recreational vehicles and/or vehicles registered as aPrivate Bus, pursuant to La. R.S. 47:463.5, shall be allowed to park on driveways provided it does not obscureorobstruct the visibility of atraffic-controldevice or vehicles traversing any street or highway (b) The fine for a first offense violation of this section shall be $100. The fine for asecond offense within one year shall be $200. The fine for a thirdand subsequent offense within aone-year period, the fine shall be $500. The owner shall be assessed with any charges for towing, storing, or immobilizing avehicleand costs for failuretotimelyrespond to an administrative order.Each day of violation shall constitute aseparate violation.

PART 2. ENFORCEMENT AND ADJUDICATION PROCEDURE

Sec. 11:2821. Parking citation forms

Parking citations shallbeissued on forms approved by the City Clerk. All parking citations shall include information concerning the nature, date, time, and location of the infraction,adescription of the vehicle involved, the manner by which the fine may be paidorthe citation contested, including the date and timeofthe adjudicatory hearing, and the fact that afailure to timelyanswer or appear shall be considered an admission of liability,authorizingthe issuance of an order against the owner of the vehiclefor a fine, costs, and interest

Sec. 11:2822. Service and disposition of parking citations

(a) The parking citation shall be signed by the authorized issuerand a duplicate copy of the parking citation shall be served personallyonthe operator of avehicle who is present at the timeofservice. The operator’s name shall be recorded on the citation, together with the vehicle’slicense plate number,type make, and model. If the operator is not present, the citation shall be served on the owner of the vehicle by affixing the citation to the vehicle in aconspicuous place. Service of aparking citation by affixing the citation to the vehicle shall subject the owner to the same fine as for the violation for failure to answer and shallhave the same force and effect as if the citation werepersonally served on the owner and/ or operator of the vehicle. An operator of avehicle who is not the owner of the vehicle who is using the vehicle with the permission of the owner shallbeconsidered the agent of the owner for service of parking citations.

(b) The issuer of the citation shall transmit the citation to City Services for processing.

(c) Acitation may be disposed of onlybyone of the following methods: (1) payment of the fine to City Services prior to an administrative hearing; (2) after an administrative hearing pursuant to Title 4ofthe Code of Ordinances; or (3) on motion of the city adjudicatory attorney for good cause shown.

(d) City Services shall maintain arecordofthe disposition of the charge.

Sec. 11:2823. Responsibility of owner and operator

(a) Except as provided in subsection (b) of this section, the owner and operator shall be solidarilyliable to the city for parking infractions, unless the owner can show that the vehicle was operated without express or implied consent.

(b) Amotor vehicle lessor shall not be liable for parking fines and costs, if: (1) Within30days after receiving written notice of the parking citation, the lessor provides, in affidavitform, the true name, address, and driver’slicense of the person in possession of the vehicle (“lessee”) at the timeofthe infraction; (2) The lessor provides such other information about the lessee as may reasonably be required to assist in the city’senforcement efforts; and (3) The lessee pays the parking fine and penalties within60days after anotice of citation is transmitted to the lessee.

(c)The lessor’sobligation to identify the lessee shall be satisfied by providing atrue copy of the lease or rental agreement. Alessor who fails to comply with the foregoing provisions shallnot be liable for costs if the lessor answers or pays the base fine within 30 days after the transmittal of notice of the citation, or having complied with the foregoing provisions, pays the base fine within 30 days after transmittal of notice that the lessee has failed to pay within the 60-day period.

Sec. 11:2824. Answering parking citations Aperson

Sec. 11:2825. Failuretoanswer; consequences Failuretoanswera parking citation within 21 calendar days subjects the person to whom the parking citation wasissued to costs andinterest assessed afteranadministrative hearing in accordance with Title 4ofthe Code of Ordinances. Sec.

or appear at the administrative hearing, the administrative hearing officer shall issue an order finding the vehicle eligible for immobilization or removal.

Sec. 11:2828. Fines, costs, and interest Apersonviolating anyprovision of this Chapter shall be subject to acivil fine of $50, andany charges for towing, storing, or immobilizinga vehicle andcosts for failuretotimely respond to an administrative order.Each day of violation shall constitute aseparateviolation.

The foregoing penalty fees shall be appliedtothe first offense of whicha person hasbeen admittedtothe infraction by payment of the fine or after an administrative hearing, hasbeen found in violation of this Chapter.If within aperiod of one year from the first infraction,asecond or more infraction occurs, the person shall appear for an administrative hearing. The fine for asecond or moreviolations shall be greater thanfor a first offense but shall not be in excess of $500.00.

Sec. 11:2829. Execution of judgments City Services may take anymeasuresnecessary for the collection of amounts set forth in anyorder regarding unpaid parking citations authorized for the collection of
