New interactive WH Zoning Map introduced to council

by Ruth Isenberg Although White Haven Borough Council held its August 23 meeting mainly on Zoom, with a minority of council attending in person, considerable business was conducted.

Participants had been asked to attend via Zoom because of the work underway on construction of the new park at the White Haven Area Community Library.

Engineer Don Totino presented the updated borough zoning map. The map will be available on the borough website, and will be interactive, showing individual properties based on the county GIS system.

A storm water grant survey was scheduled to take place the first week in September. Work to be included in the PA Small Water & Sewer Grant includes an inlet box and pipes at the intersection of Church & Berwick Streets, upgrades on Elmira & Route 437; and an inlet box and pipe on Pine Street. Route 437 above James Place may be added. CARES money can be used as a match.

Solicitor Don Karpowich said that talks are underway to expand use of CARES funds to include roads and bridges.

Masked & muddled

by Ruth Isenberg Tuesday’s announcement that Governor Tom Wolf was imposing a state-wide mask mandate on all K-12 schools, day cares, and early learning centers has evoked considerable controversy. Those in favor of requiring masks for everyone feel the announcement has come too late for proper planning and implementation. Those opposed agree that it comes late in the decision-making process, but feel that the decision itself is better left to local communities.

At issue is the lack of vaccine protection for children under the age of 12. Because the Delta variant appears to be highly contagious, and to affect younger people more easily than the original Covid strain, masking may be useful at preventing the spread.

At the same time, critics of the decision have a point. Not every area of the Commonwealth is experiencing the same rate of transmission. Local school boards and local administrations have been working on mask policies for months, and presumably have the best insight into what will work in their areas.

Unfortunately, masks are no longer a health issue—they are a political statement. Parents, students, administrators and teachers, as well as the general public, would do far better paying attention to the rates of infection in the community, than listening to non-expert politicians (of either party).

Parents who don’t want their children to wear masks have the option of home schooling. Parents who do want their children to wear masks have the authority to make sure they do.

None of it is easy. At least the mandate means kids won’t get picked on because their parents want them masked.

The locals included Jay and Clara Holder, Ken and Jane Drury, Alfred and Irma Perotti – all of White Haven, and Warren and Helen Tudor of Weatherly, along with five from nearby and PA State Director Dominick Cerra.

The Weatherly /Beaver/Banks Raiders football team won their season opener on Sunday versus a visiting Jim Thorpe team. The Raider Pee-Wees took a hard 2-0 loss after a 104 yard touchdown run was called back on a penalty. Their next game is also at home, this Sunday versus the McAdoo Chargers.

The Fern Hotel’s weekend specials are Crab au Gratin for $8.95 and Delmonico Steak for $9.50.

Local farms are advertising sweet corn, Kandy corn and white corn for eating or freezing.

Fascinating Facts about the U.S. Constitution 11. The Great Compromise saved the Constitutional Convention, and probably the Union. Authored by Connecticut delegate Rodger Sherman, it called for proportional representation in the House, and one representative per state in the Senate ( this was later changed to two.) The Compromise passed 5 to 4, with one state, Massachusetts, “divided.”

12. When it was ratified in 1787, the Constitution enshrined the institution of slavery through the so-

called, “Three-Fifths Compromise,” which called for those “bound to service for a term of years” and “all other Persons” (meaning slaves) to be counted for representation purposes as three-fifths of free people. The word “slavery,” however did not appear in the Constitution until the 1865 ratification of the 13th Amendment, which abolished slavery in the United States.

COMMITTEES

Borough manager Linda Szoke said a meeting on the Honor Roll repair project had been scheduled for September 7 at 6 p.m. at VFW. She asked for an received council approval of the annual renewal of 2021-2022 Winter Service Agreement with PennDOT for $17,678.77.

An electronics recycling is scheduled for September 22, from 3 to 6 p.m. at the White Haven Park & Ride. Used Tire collection will be October 1 from residents; the borough will transport all tires to the Drums Elementary on October 2.

Council approved Resolution 3 of 2021 for the White Haven Area Community Library’s LSA grant application in the amount of $394,387 to finish the building.

Police — The Ford pickup has been returned to service after a month and a half. The new vehicle is expected in 4 to 5 weeks. An LSA grant will be prepared for two additional vehicles next year.

Finance — A new account has been opened for ARPA funds at PLGIT. Water — over 8,000 gllons were recorded for July, and numbers may be a little better for August.

Planning — A meeting about a sale of property by St. Patricks had been sscheduled for August 26. Earlier in the meeting, Atty. Karpowich had suggested an alternative to seeking a variance.

At the close of the meeting, council member Harvey Morrison raised a question on the new Zoning map, asking if properties along Route 437 that are in a residential district hadn’t been supposed to be changed to commercial. Atty.

the Dam II road centered on the possibility of blocking off the end of Dam II Road to prevent its use as an unauthorized route for snowmobiles and ATVs. At the end of the meeting, council member Bob Lamson suggested working with the Chamber of Commerce and possibly the Lions Club to erect a sign on Route 940 directing visitors to the park who use the new entrance toward the White Haven business district.

Council granted Szoke permission to sell old office items from building such as tables and chairs. Unordered furniture will be used in the police station, or donated to a worthy cause.

Permission to hold a Pet Costume parade on Main Street by Beasty Treats Pet Grooming, The JournalHerald and Tavern on the Trail was approved for October 9, with a raindate of October 16.

The Fire Company was given permission to host Bounty Hunter at Linesville Park on September 11.

Karpowich noted that the new map was representing what is currently existing. Changes would require a hearing, advertising, input from local and county Planning Commissions.

“The process is costly and time-consuming,” he said.

Szoke said the map had been reviewed by the Zoning Board. While a suggestion had been made about changing the zoning for the strip of homes on Route 437 to commercial instead of residential, the feeling was that it might open up a nest of worms.

Atty. Karpowich said they would have to notify property owners who are there now, who might not be in favor of it. Morrison noted that where his business had been located is a residential zone. That was a non-conforming use, Atty.

Karpowich said.

Engineer Totino said no changes had been made in that area. The last change that was made was a change of the area near Woodhaven from commercial to R-2, and the inclusion of Peace Lane, which had been missing from map. He added that the map will update as Luzerne County updates its tax records.

Users should keep in mind that the map is for informational purposes, and that formal surveys would still be needed for property transfers.

The meeting adjourned at 7:25, after which Mayor Fred Meier asked what is the latest on Woodhaven and Standard Farms. Atty. Karpowich proposed an executive session before the next meeting, saying he had contacted some other communities experiencing some of the same issues White Haven is.

The mayor asked why have an executive session; Atty.

Karpowich answered that he was not commenting, and doesn’t think council should either.

Packer Township summer summary

Packer Township Supervisors voted at their July meeting to end Zoom meetings. The meetings did not draw citizens via Zoom, and at the meeting with the vote, this reporter was the only one on Zoom. The emergency declaration was extended to September 13.

A letter will be sent to get the meteorological towers on the Broad Mountain removed.

They were erected for the former windmill proposal which has since been closed. Solicitor Robert Yurchak will send a letter to the property owners to ask for these to come down.

A neighbor complained about the condition of 1458 Hudson Drive, which has accumulated a variety of landscaping items and debris over the last five years. The claim is that there is a full industrial business operating there in an R1 zone. The neighbor complained that there is truck and loader activity from 5:30 in the morning, six days a week. The property and operations will be looked at, and documented, beginning “a process.”

A road sign that had been knocked over and thrown into the woods by a car doing burnouts was found with a little patient foot work. The sign post was replaced.

Supervisors voted to raise wages to $13 an hour, from $11, and combine plow drivers and laborers on the wage list. The working supervisor rate was raised $1 to $14. The higher pay started August 1.

At the hearing on July 20, a potential re-zoning of an 8-acre parcel near the Humenick property to light industrial was discussed.

The applicant, James Grega, hoped to establish a business on the site. The discussion fixed on water runoff, existing and potential. In the end, supervisors voted to deny the request to rezone, 3-0.

July deposits included $3,094 in real estate transfer taxes, $2,415 in fire protection fees, $1,725 in current real estate taxes, $1,161 in miscellaneous taxes, $3,561 in EIT taxes for this year, and $53,125 in federal grants.

items being the monthly fire protection payment of $2,295, Carbon Engineering’ costs of $1,523 (2 projects), $1,010 for June’s zoning services to Barry Isett & Associates, and $510 in legal services from township solicitor Robert Yurchak.

The treasurer’s reports to begin July shows $333,055 in the general fund after $18,604 in expenses and $38,110 in revenue; the garbage fund lists $35,359 after expenses of $8,908 and revenue of $1,485; the roads fund has $46,859; the special fund has $30,750 and the park fund has $21,165.

For July, Barry Isett’s Phil Proust reported 13 zoning actions including investigation of a complaint about a property on Hudson Drive; and issued five permit passes (footers, foundations) on three projects including a final for a pole building.

Packer’s Planning Commission met in late June, and ratified the reorganization that has Bob Selert as chairman, Brad Bittner as vice chairman, and member Susie Gerhard.

The Gerhard major subdivision was approved conditionally, with comments attached from the Carbon County Planning Commission. Three new lots were re-named and the fourth contains the rest of the property. The vote was 2-0-1, with Gerhard abstaining.

At the July supervisors meeting, the preliminary/final plan for this subdivision was approved 3-0.

Packer Township supervisors will meet in person on Tuesday, September 7, at 6 p.m. for their regular meeting.

Breakfast at the VFW The piece of steel from Tower One above the impact zone, which American Legion Auxiliary from Post 360 in Weatherly will have on display at their 911 Remembrance on Saturday September 11, 2021. In cooperation with Weatherly Area School District, the auxiliary will feature it along with other memorabilia.

Weatherly is the only school in Pennsylvania to receive the steel for educational purposes. The day will consist of a free breakfast for all area first responders and veterans from 8–11 a.m., and reservations are requested. Starting at 1 p.m. there will be a special program with the raising of the freedom flag and then an open house for the public with free refreshments for all attendees.

Seth’s Sightings

I wrote this column during a rare bit of sunshine. There were clouds over us most of the past week. We’ve been trying to dry out our basement, especially ahead of the rains predicted with the remnants of Hurricane Ida. Area roads that took a bit of a beating were getting rushed repairs ahead of Ida. We’ll see how they hold up.

I am hoping that we’ll see less rain than is being predicted. There was a period where the forecast had us getting upwards of six inches. As of this moment, it looks like less than four will fall, and that’s too much. Most everything is still damp from the weekend rains, with Tuesday being the only really dry day hereabouts.

It’s been a weird week for sightings. One of them was a moment behind our home when we sighted what looked to be two cats, but turned out to be a medium sized groundhog and a big cat — each ignoring the other.

The next day, there was a turtle-caused traffic jam that was solved when a driver who had a shovel was able to coax the turtle onto it, so it could be moved to safety.

Normal sightings included a stately heron in a warm stream, and a flock of turkey beside a Lehigh Township home. And even with all the rain, we’re seeing a lot of butterflies We were able to enjoy the Weatherly Festival both Friday

and Saturday. Bravo to the organizers and the community groups who had stands.

This Sunday, Ruth and I attended the performance of Love Letters, done at the Penn Lake Community House. We really enjoyed it. As I have been researching within the Archives of this newspaper, I’ve seen that Penn Lake had a tradition of having summer performances. The folks who put this together worked really hard. The results were a very satisfying evening. The volunteers are interested in doing this again so perhaps we will see a return of this local tradition.

Looking ahead, the Penn Lake Community Association is celebrating 80 years this

coming weekend. Congratulations to all of the people who step up to make that little borough function — and special praise to those who have been working so hard towards the huge dam project that the borough needs to get done.

I am seeing a lot of tent caterpillar nests but not a lot of damage around them. I think it’s due to the amount of rain we’ve been having.

For a while, the color of the Lehigh River was that of a dark Long Island Iced Tea. I was up at the Tobyhanna Creek near Blakeslee, and the tea-colored water was rushing towards the Francis Walter Lake, which is high again. I am sure the Army Corps is

making its calculations as to how to keep things from flooding downriver later this week.

Looking at the weekend — I’m a volunteer for a highway rest stop canteen on Saturday which will fundraise for the Weatherly Area Community Library, and on Sunday, I’m with the Rotary when it holds a car show at the Pocono Raceway infield.

With planning, I am hoping to finally make it to Knoebels to enjoy their final weekend of full operations, plus a show by the 70s Flashback Band.

Doo Wop Project kicks off Greater Hazleton Concert Series

Do you love the classic sounds of Frankie Valli, The Drifters, or Smokey Robinson? Do you ever wonder what Michael Jackson would sound like if he had lived in the Doo Wop era? If the answer to either question is “Yes” then you won’t want to miss the September 10 concert to be presented by the Greater Hazleton Concert Series, Inc. The Doo Wop Project traces the evolution of Doo Wop from the classic sounds of five guys singing tight harmonies on street corners to the biggest radio hits of today.

The Doo Wop Project features stars of Broadway’s hits Jersey Boys and Motown: The Musical. They include Dominic Nolfi, John Edwards, Dominic Scaglione, Jr., Russell Fischer, Dwayne Cooper, and Brent Frederick.

Dominic Nolfi is an original cast member of A Bronx Tale, Motown: The Musical, and Jersey Boys.

John Edwards was last seen in the NYC revival of Smokey Joe’s Café. This summer he

will be starring in the upcoming Michael Jackson bio musical MJ: The Musical.

Dominic Scaglione, Jr. is perhaps best known for his starring role portraying Frankie Valli in Jersey Boys on Broadway.

Russell Fischer landed the role of Joe Pesci in the Broadway company of Jersey Boys on his 22nd birthday. He was also understudy for the role of Frankie Valli and was, at times, called to play both roles in the same performance!

Dwayne Cooper first began singing with a Christian a cappella group. He is often referred to as a modern day Sammy Davis, Jr. meets Barry White. He has performed in the Broadway casts of Motown: The Musical and Hairspray and several national tours including Smokey Joe’s Café.

Brent Frederick is a Broadway musician and arranger.

Most recently he served as the conductor and keyboardist for Kinky Boots and The Band’s Visit.

Continued from page 8 The Doo Wop Project is bridging more than six decades of music bringing the sound of street corner singing to a new generation. Dominic Scaglione grew up listening to this music. When he was performing in Jersey Boys he approached fellow cast member Dominic Nolfi with his idea of finding some guys to get together and sing. From that the Doo Wop Project began.

Instead of one lead singer, Scaglione says they split up the show equally. All take the lead at different points, and every member has an input in song selection.

Mark Peterson’s art collection featured at HAL exhibit The Hazleton Art League welcomes Lake Harmony resident Mark Peterson back to our area after 14 years in Los Angeles. Happy to return to the lake, Mark brings with him an extensive art collection amassed during his years on the West Coast. Mark’s professional career as a hotel concierge for over 30 years was split between Manhattan and L.A. When living in Los Angeles, he would go to local galleries and world-class museums for inspiration, then head to various shops and art fairs to see what treasures were waiting for his discerning eye.

Mark would often see the same artists and vendors on his frequent visits to the Melrose Trading Post in L.A.’s Fairfax District. There were certain vendors who would regularly have interesting works of various kinds--photographs, sculptures, works on paper, paintings, etc. for sale. What you will see at the Hazleton Art League’s “Made in L.A.” exhibit this September are works by artists primarily from the Los Angeles Latinx and African American communities with genres that include street art, outsider

The show will run from Friday, September 3, through Sunday September 26. The opening, from 6-8 p.m. on September 3, is part of Downtown Hazleton’s First

Friday celebration. There will be light refreshments and Mark will provide a brief gallery talk around 7 p.m.

CCEEC plans busy fall

represented in the collection, as is emerging artist Sarah K. Flora whose self-portraits and paintings of friends are noted for the intricate patterns she incorporates into her work.

Peterson built his collection with the idea of introducing little-known and undiscovered artists to the public. Most of the works in the exhibit will be available for purchase at prices that start at $25. A portion of the proceeds will help fund the Hazleton Art League.

Crestwood netters hope to battle for playoff spot Crestwood High School tennis coach Scott Lenio marks his 24th season at the helm of the successful program this season, and the Lady Comets are looking to make a playoff push in District 2. “The team lost one starter from last year,” Lenio said. “The lineup will consist of some starters from last year, and a few newcomers battling for positions.”

Comets can’t cash in against Millionaires Missed opportunities, and a big-play Williamsport offense proved too much to overcome for the Crestwood High School football team on opening night. Last Friday at Crestwood, the Comets started six of their drives inside the Millionaires’ 35-yard line, but had just two touchdowns to show for it. Meanwhile, Williamsport rode the play of running back Nasir Hennigan and wide receiver Jamaire Harden in storming to a 33-13 victory over the Comets.

Crestwood waited out a one-hour lightning delay at the start, then got on the board first early in the second quarter. Taking over at the Williamsport 23-yard line, the Comets needed just five plays to reach the end zone. Kaleb Benjamin’s 5-yard touchdown run and Ethan Shudak’s point after had Crestwood up 7-0 at 11:04 of the second.

Harden’s 24-yard catch on the Millionaires’ ensuing possession set up the junior’s 2-yard touchdown run to close the gap to 7-6. The PAT try failed. The Comets had a golden opportunity to retake the lead early in the third quarter, starting at the Williamsport 26. However, a holding penalty pushed the Comets back, and they came up empty on fourth down. On the following play, Harden hauled in an 87-yard scoring pass from Morrone. Two minutes later, the Millionaires went up 26-7 on Keith Freeman’s 5-yard touchdown run, and a second Connor Poole PAT kick.

Crestwood still had life, getting to the Williamsport 16 before losing a fumble that cost it yet another scoring chance.

The Comets eventually cut the deficit to 26-13 at 8:14 of the fourth quarter on Shudak’s 8-yard scoring run.

Williamsport iced things three minutes later on Hennigan’s second touchdown, a 3-yard run, to cap the 33-13 final. Hennigan, a junior, finished with 154 yards rushing on just 17 carries, while the sophomore Harden caught four passes for 176 yards and the two scores in his varsity debut. Morrone completed 6-of-9 passes for 201 yards.

Williamsport had a 339-189 advantage in total yards, and each team lost one fumble.

Shudak paced the Comets’ ground attack with 62 yards on 15 carries, and Benjamin finished with 38 yards on eight tries. Quarterback Noah Schultz, who had 21 yards on 11 carries, hit on 7-of-11 passes for 54 yards, utilizing six different

receivers. Cole Kakalecik had two catches for 24 yards.

Crestwood (0-1) is back in action this Friday night at Berwick (0-1), which was shut out by Southern Columbia in its opener last week.
