WEST Vancouver police constable Griffin Gillan was so drunk when he was arrested by Vancouver police outside the Hyatt Regency on Jan. 20, 2009 that he yelled, spat on a police car and seemed in danger of falling over, according to officers on the scene.

JUST weeks after District of West Vancouver councillors slashed the suggested property tax increase for 2011 from 2.35 to 1.1 percent, demands for a further reduction to zero percent filled the council chamber at a meeting Monday evening. “I do believe that the District of West Vancouver, council and staff, can do better than what we have on the table tonight and I believe the citizens of West Vancouver deserve better,” Coun. After two hours of heated public input, discussion and debate, councillors voted 4-3 to pass the five-year financial plan bylaw to third reading. Couns. Bill Soprovich, Michael Lewis and Shannon Walker voted against the move to raise property taxes, instead calling for a reduction in spending.

While divided in their vote, councillors agreed to explore ways to reduce the district’s projected property tax increase to zero per cent. Council will meet with staff during an in-camera session Jan. 17 to examine the budget and decide if and where spending cuts are possible. Approximately $600,000 in general funds must be eliminated from the 2011 budget to support a zero per cent tax increase. Gordon Ward-Hall of the Ambleside and Dundarave Ratepayers’ Association — part of the contingent supporting a zero per cent property tax — urged councillors to cut back on operating expenses instead of increasing the tax burden on residents. “This is essential
