Umbrella Muslim Body Gets New Brand (July 20, 2013) – A prominent Canadian Muslim civil liberties organization, the Canadian Council on American-Islamic Relations (CAIR.CAN), has recently been relaunched under a new name to better reflect its Canadian heritage and to be a prominent voice for the country’s diverse Muslim community. ―As of July 6, 2013, CAIR.CAN will be known as the National Council of Canadian Muslims (NCCM) or the Conseil National des Musulmans Canadiens (CNMC),‖ Amira Elghawaby, Human Rights Coordinator of NCCM, told IQRA.ca. ―For 13 years, CAIR.CAN has had a successful track record as a grassroots advocate for civil liberties and civic engagement and for mutual understanding between Canadian Muslims and their fellow citizens,‖ said Elghawaby. ―CAIR.CAN felt that we needed to look to the future – far ahead in fact – to meet the

growing needs and aspirations of Canadian Muslim communities from coast to coast.‖ Founded in 2000, CAIR.CAN was modeled after the Council on American-Islamic Relations (CAIR) in the United States which has distinguished itself as a pioneering civil liberties advocacy organization for American Muslims.

group advocating for Canada’s Muslims and has been known for promoting civic engagement and mutual understanding between the nation’s Muslims and their fellow citizens. While the organization is re-branding itself under a new name, its vision, mission and work will remain the same, according to NCCM Executive Director Ihsaan Gardee.

However, the CAIR.CAN felt it was time for it to reflect its Canadian roots and brand itself as an organization that is a leading voice for the country’s Muslims.

―We remain the same organization our constituents and partners have come to rely on to represent a broad and diverse spectrum of Canadian Muslims,‖ said Gardee.

―This change represents a natural evolution for the organization,‖ said NCCM Board Chair Kashif Ahmed.

‖Under our new name, we will both continue and widen our work as successful advocates for civil liberties and champion the role of diverse communities in upholding Canadian pluralism.‖

‖Our new name better reflects the Canadian heritage and focus of the organization as well as its ongoing vision to be a leading voice that enriches Canadian society through Muslim civic engagement and the promotion of human rights.‖ Since coming on the scene 13 years ago, CAIR.CAN has been a leading civil liberties

Over the next few months, NCCM is hoping to redouble its efforts to engage with Muslims across the country. ―NCCM will be working diligently in the coming days, weeks and months to engage and work with local Muslim communities

across Canada on issues of human rights and civil liberties, active citizenship, antidiscrimination efforts and overcoming Islamophobia,‖ Amira Elghawaby, Human Rights Coordinator of NCCM, told IQRA.ca. ―We are committed to expanding our services and listening to and working with mosques, Islamic centres, and community associations to ensure that the concerns of Canadian Muslims are given a fair hearing on the national stage.‖ Muslims are the fastest growing religious community in Canada, according to the country’s statistical agency, Statistics Canada. Canada’s Muslim population increased by 82 percent over the past decade – from about 579,000 in 2001 to more than 1 million in 2011. Muslims represent 3.2 percent of Canada’s total population

SPORTS 'Why is only Pakistan singled out for match-fixing?'

KARACHI: Former Pakistan captain and match-fixing whistleblower Rashid Latif said Monday that cricket as a whole remains far from clean and his country should not be singled out. Latif, who lifted the lid on match-fixing within his own team in 1994, was reacting after the Mail on Sunday said the recently concluded one-day series between Pakistan and the West Indies was being probed by the International Cricket Council (ICC). ―These are serious allegations that need to be investigated and the newspaper will have to provide the evidence in this case,‖ said Latif, who played 37 Tests and 166 onedayers for Pakistan. But, he added: ―If the newspaper fails to provide evidence then the PCB (Pakistan Cricket Board) must take them to court – and

if they don't, I will.‖

between Essex and Durham.

Latif, 44, became an anti-fixing crusader after retiring and in 2010 suggested a delay in the broadcast of live matches to curb spotfixing – a measure later taken up by broadcasters.

Three other top players – Salman Butt, Mohammad Asif and Mohammad Aamer – are also serving bans in a spot-fixing case that surfaced on team's tour of England in 2010.

He told AFP that an ICC official informed him a Champions Trophy match in June that did not involve Pakistan was suspicious.

In 2000, Pakistan banned former captain Salim Malik and paceman Ata-ur Rehman after a two-year long judicial inquiry conducted by Lahore high court judge Malik Mohammad Qayyum.

―An ICC official told me that a Group A match was suspicious, but why has there been no mention of it?‖ Latif told AFP. ―It's true that our players were caught but why are only Pakistan matches reported?‖ Pakistan has been badly hit by match-fixing scandals with former leg-spinner Danish Kaneria the latest to face a life-ban over a spot-fixing case during a 2009 county match

Latif, however, accused the England and Wales Cricket Board (ECB) of making Kaneria a scapegoat. ―Right from the onset the ECB did not have a strong case against Kaneria. It seemed that it was just to show the world that their county cricket was clean from fixing,‖ Latif said. Kaneria was banned in June

last year after his Essex team-mate Mervyn Westfield blamed the Pakistani leg-spinner for pressuring him to concede an agreed number of runs in an over in the match.. His appeals against the ban and for a reduction in his punishment were rejected earlier this year. ―The ECB's ego got severely hurt that an English cricketer got busted in a fixing scandal but because of the other case of Pakistan cricketers (in 2010), the ECB wanted to prove a point that Pakistani cricketers are the ones who are at the wrong end,‖ said Latif. Spot-fixing involves the fixing by bookmakers of parts of a game, such as the number of no-balls or the run-rate. Match-fixing is when the outcome of the game is predetermined.

Meet Pakistan's Burka Avenger

ISLAMABAD: Wonder Woman and Supergirl now have a Pakistani counterpart in the pantheon of female superheroes — one who shows a lot less skin. Orphaned children watch an early screening of the first episode of the animate Burka Avenger Series, at an orphanage on the outskirts of Islamabad. Meet Burka Avenger: a mild-mannered teacher with secret martial arts skills who uses a flowing black burka to hide her identity as she fights local thugs seeking to shut down the girls' school where she works. Sadly, it's a battle Pakistanis are all too familiar with in the real world. The Taliban have blown up hundreds of schools and attacked activists in Pakistan's northwest because they oppose girls' education. The militants sparked worldwide condemnation last fall when they shot Malala Yousafzai, a 15-year-old schoolgirl activist, in the head in an unsuccessful attempt to kill her. Action in the "Burka Avenger" cartoon series, which is scheduled to start running on Geo TV in early August, is much more lighthearted. The bungling bad guys evoke more laughter than fear and are no match for the Burka Avenger, undoubtedly the first South Asian ninja who wields books and pens as weapons. The Urdu language show is the brainchild of one of Pakistan's biggest pop stars, Aaron Haroon Rashid — known to many as simply Haroon — who conceived of it as a way to emphasize the importance of girls' education and teach children other lessons, such as protecting the environment and not discriminating against others. This last point is critical in a country where Islamist militants wage repeated attacks on religious minorities. "Each one of our episodes is centered around a moral, which sends out strong social messages to kids," Rashid told The Associated Press in his first interview about the show. "But it is cloaked in pure entertainment, laughter, action and adventure."

The decision to clothe the superhero in a black burka — also often spelled burqa, a full-length robe commonly worn by conservative Islamic women in Pakistan and Afghanistan — could raise eyebrows because some people view the outfit as a sign of oppression. The Taliban forced women to wear burkas when they took control of Afghanistan in the 1990s. The version worn by the Burka Avenger shows only her eyes and fingers — though it has a sleeker, more ninjalike look than the bulky robes of an actual burka. Rashid, who is certainly no radical Islamist, said he used a burka to give a local feel to the show, which is billed as the first animated series ever produced in Pakistan. ―It's not a sign of oppression. She is using the burka to hide her identity like other superheroes," said Rashid. "Since she is a woman, we could have dressed her up like Catwoman or Wonder Woman, but that probably wouldn't have worked in Pakistan.‖ The series is set in Halwapur, a fictional town nestled in the soaring mountains and verdant valleys of northern Pakistan. The Burka Avenger's true identity is Jiya, whose adopted father, Kabbadi Jan, taught her the karate moves she uses to defeat her enemies. When not garbed as her alter ego, Jiya does not wear a burka, or even a less conservative headscarf over her hair. The main bad guys are Vadero Pajero, a balding, corrupt politician who wears a dollar sign-shaped gold medallion around his neck, and Baba Bandook, an evil magician with a bushy black beard and mustache who is meant to resemble a Taliban commander. Caught in the middle are the show's main

child characters: Ashu and her twin brother Immu and their best friend Mooli, who loves nothing more than munching on radishes in the company of his pet goat, Golu. In the first episode, Pajero wants to shut down the girls' school in Halwapur so he can pocket the money that a charity gave him to run it. He finds a willing accomplice in Bandook, whose beliefs echo those of the Taliban and many other men in conservative, Islamic Pakistan. "What business do women have with education?" says Bandook. "They should stay at home, washing, scrubbing and cleaning, toiling in the kitchen." Bandook padlocks the gate of the school and orders the crowd of young girls outside to leave. Ashu steps forward to resist and delivers a defiant speech about the importance of girls' education — perhaps marking her as a future activist. "The girls of today are the mothers of tomorrow," says Ashu. "If the mothers are not educated, then future generations will also remain illiterate." Bandook is unmoved, but the Burka Avenger appears and fights off the magician's henchmen with martial arts moves reminiscent of the movie The Matrix. Using his magical powers, Bandook disappears in a puff of smoke. The Burka Avenger hurls a flying pen that breaks open the padlock on the school's gate as the children cheer. The show, which is slickly animated using high-powered computer graphics, does a good job of mixing scenes that will entertain children with those that even adults will find laugh-out-loud funny. In one episode, Bandook builds a robot to

take over the world's major cities, including London, New York and Paris. As he outlines his dastardly plan with a deep, evil laugh, one of his minions butts in and says, "But how will we get visas to go to all those places?" — a reference to how difficult it can be for Pakistanis to travel, given their country's reputation. A group of orphans who were provided an early screening of the first episode at an orphanage on the outskirts of Islamabad laughed and cheered as the Burka Avenger vanquished her enemies. Ten year-old Samia Naeem said she liked the crusading heroine "because she saved kids' lives, she motivated them for education and school." Rashid, the pop star, funded much of the program himself, but also had help from an outside donor who preferred not to be credited. He leveraged his musical background in the process. Each of the 13 episodes completed so far contains songs written and performed by him and other major Pakistani rock stars, such as Ali Azmat and Ali Zafar. Rashid is producing an album of 10 songs and music videos that will be broadcast alongside the show. He has also created a Burka Avenger iPhone game and a fully interactive website that will accompany the show's launch. In one of the music videos, Rashid and local rap star Adil Omar sing in praise of the Burka Avenger, while standing in front of a pair of colorfully decorated Pakistani trucks festooned with bright lights. "Don't mess with the lady in black, when she's on the attack," they sing.

Dangerous labor: The little-known 'e-waste' phenomenon Akash works for a warehouse of electronic waste (e-waste). ―My father has died and now I’m the only breadwinner of my family,‖ he told Dawn.com, adding that he has a mother, two younger brothers and a sister to support. E-waste includes old computers, television sets, mobile phones, printers, fax machines and electronic games. Most of the material contains toxic material which poses a serious risk to health, especially for the labourers involved in physically handling the material.

of people can get jobs and health and environmental risks can also be minimised if the business is legalised through proper legislation. So far, the business of importing e-waste and its subsequent recycling at different places in the country remains illegal under the Basel Convention, to which Pakistan is a party, but it is going on without any check. The convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal bans the exchange of hazardous waste, including e-waste, between developed and developing countries.

He earns 90 rupees daily by cleaning old computers and their accessories, including key boards and printed circuit boards. ―Sometimes I am also assigned to burn the old and discarded electronic material from where I think I contracted the asthma,‖ he explains. The owner of the warehouse, meanwhile, declined to talk on the health hazards his employees faced. What is certain, however, is that the relevant authorities have been unable to devise a cogent policy to handle the menace of e-waste. Pakistan has virtually become a dumping ground for such toxic material. It receives thousands of tons every year from developed countries like the United States and United Kingdom. A report titled ―Recycling – From E-waste to Resources‖ prepared by the United Nations Environment Programme and released in July 2009 says that e-waste has become a huge and growing problem in the modern world. In the US alone, over 112,000 laptops and desktop computers are discarded every day. The report says around 40 million metric tons of e-waste are produced globally each year, and about 13 percent of that weight is recycled mostly in developing countries including Pakistan, Bangladesh, India and Sri Lanka. About 9 million tons of this waste is produced by the European Union. China and India have strengthened their laws about the import of e-waste from developed countries; so it is likely the illegal waste will increase manifold in Pakistan in the coming months. Shershah in Karachi remains one of the major markets for e-waste in Pakistan where all sorts of electronic and electrical goods,

As Pakistan has not framed any particular rules and regulations to regulate the e-waste; so the importers keep benefiting from the loopholes. The e-waste is imported from developed countries under the disguise of ―second-hand goods‖ and then recycled here for reuse. RAWALPINDI: Akash Ali is a nine-year-old labourer who works at a warehouse on Rawalpindi’s College Road. He suffers from asthma, but he seems unaware of the health and environmental hazards attached to his job. spare parts, computers and smuggled goods arrive by sea and land for sale or further distribution to other cities. An International Labor Organization (ILO) report titled, ―The global impact of e-waste: Addressing the challenge,‖ says the demand for e-waste began to grow when scrap yards found a way of extracting valuable substances such as copper, iron, silicon, nickel and gold during the recycling process. The report says that even a low level of exposure of children and pregnant women to lead, mercury, cadmium and other heavy metals can cause serious neurological damage. Child scavengers who pick up things from e-waste sites are the most likely victims of different diseases. The main risks to human health and the environment arise from the presence in ewaste of heavy metals, Persistent Organic Pollutants (POPs), flame retardants and other potentially hazardous substances. If improperly managed, such substances may pose significant human and environmental health risks. Asif Shuja Khan, Director General Pakistan Environmental Protection Agency, says the

informal e-waste activities are posing a serious threat to environment and human health as agricultural lands and livestock are getting contaminated by the waste in some parts of the country. He says the risks can be lowered if proper measures are adopted and the recycling industry is legalised through proper legislation. ―Proper ventilation and light should be ensured at the recycling and dumping sites to minimize the health risks.‖ Khan says workers in the e-waste sites should also wear appropriate safety equipment such as goggles, gloves and arm protection. ―Smoking, eating and drinking should be prohibited in the work areas and workers should also be advised to wash their hands with proper detergents before meals.‖

Under Articles 4 and 5 of the convention Pakistan is bound to take ―appropriate and legal‖ measures and to establish a competent authority to manage and regulate the ewaste. The relevant ministries including the commerce and information technology departments have so far done nothing in this regard. The commerce ministry’s deputy secretary (foreign trade), Muhammad Ashraf, admits that no specific rules and regulations are framed to regulate and manage the e-waste. However, he was quick to clarify that the ministry itself doesn’t initiate any policy on any issue – rather it is the responsibility of the stakeholders to highlight a problem and submit their proposals with the ministry for the formulation of a formal policy.

He says that a number of foreign companies have contacted the Pakistan EPA to start work in the recycling industry and reuse ewaste in the country, if the business is given legal cover through proper legislation.

―Under the Basel convention, the ministry is so far only looking into environmental and health risks of plastic waste being imported from different countries,‖ he says. Ashraf says a formal strategy on the import of ewaste may be formulated if certain health and environmental hazards linked to the waste are brought into notice of the ministry.

―We will take up the issue with the relevant authorities both in the centre and provinces to legislate on import, handling and management of the e-waste,‖ he says, adding Pakistan can earn millions of rupees, thousands

Officials in the IT ministry also remain oblivious to health and environmental hazards of e-waste; so nothing is being planned to regulate the waste or take up the issue with relevant authorities for redress.

53 million dollar jewellery heist shocks Cannes

CANNES: A robber carrying an automatic pistol stole jewellery and watches worth millions of euros from the luxury Carlton Hotel in Cannes on Sunday, police and judicial sources said. A man wearing gloves, with his face hidden by a scarf, burst into the hotel in the late morning and demanded to be handed several bags containing jewels and diamondencrusted watches.

The Carlton, located on the French Riviera resort's famed Croisette waterfront promenade, has been housing a temporary exhibition of jewels from diamond specialist Leviev since July 20.

―Everything happened very quickly,‖ a judicial source said, adding that there was no violence.

The hotel, celebrating its centenary this year, was also where Alfred Hitchcock filmed scenes from the 1955 film ―To Catch a Thief‖, starring Cary Grant as a one-time

US drone strike kills seven in North Waziristan Intelligence officials say two missiles hit the Shawal area of North Waziristan Sunday evening when the men were crossing on foot into Pakistani territory from Afghanistan. The missile strike was carried out in the Shinkai Narai village in North Waziristan. The drone strike targeted a compound and destroyed it completely. Officials have said there is a possibility that a high profile figure was killed in the attack. The officials spoke on condition of anonymity because they were not authorized to brief reporters. They said the men have not been identified. North Waziristan is home to a mix of Pakistani, Afghan and al-Qaida-linked foreign militants. The US drone program is a source of extreme tension between the two countries. Washington says it needs to send drones after dangerous militants because the Pakistani government refuses to engage them militarily. PESHAWAR: A suspected US drone strike has killed seven people and injured three others in the Shawal area of North Waziristan.

Pakistan charges that the drone strikes are a violation of its sovereignty.

Canadian Centre for Ethics in Sport to lead anti-doping program at the TORONTO TO2015’s goal is clean Games with level playing field for all athletes competing TORONTO July 30, 2013 – The TORONTO 2015 Pan Am/Parapan Am Games Organizing Committee (TO2015) has announced the Canadian Centre for Ethics in Sport (CCES) will lead antidoping efforts at the Games. The purpose of the TO2015 Anti-Doping Program is to prevent, deter and detect doping by educating athletes, advocating for a clean sport experience and providing doping control services before and during the Games on behalf of the Pan American Sports Organization (PASO) and the International Paralympic Committee (IPC). The program will use the latest techniques and most up-to-date anti-doping strategies for the Games to ensure the 7,500 athletes coming from 40 countries to Canada will compete on a fair and level playing field. It will also leave a legacy by training 10 new doping control officers in the Greater Toronto Area (GTA). The Games are already leaving a legacy for sport with muchneeded infrastructure in southern Ontario, including: world-class pools, a velodrome and a soccer stadium. These new doping control officers will strengthen Ontario’s ability to successfully bid for more highprofile international competitions. ―In pursuit of excellence in anti-doping

programs, TO2015 turned to the CCES, which is known as an international leader in the field of doping control and sport ethics, for leading-edge monitoring, surveillance and athlete education,‖ said Dr. Julia Alleyne, TO2015’s chief medical officer. ―Under the direction of PASO and the IPC, we’ll ensure athletes understand their rights and responsibilities, are able to access information and services in all three languages of the Games and compete in a fair and safe manner.‖ Paul Melia, president and CEO of the CCES, added: ―The CCES is proud to offer the latest anti-doping techniques to protect the rights of clean athletes so they can compete fairly and showcase their talent on an even playing field at the TORONTO 2015 Pan Am and Parapan Am Games.‖ Through the CCES, TO2015 is providing a free e-learning module for athletes in French, English and Spanish called True Sport Clean. The interactive site will be available to athletes and their support personnel before both sets of Games providing them with the most up-to-date information on the applicable anti-doping rules. At Games time, the TO2015 AntiDoping Program will involve more than 60 highly-trained doping control officers from across Canada, with experience at the Lon-

don and Vancouver Olympic and Paralympic Games, as well as 30 new blood collection officers and 375 new athlete chaperones that will be hired and trained by CCES in the GTA. The anti-doping chaperones notify athletes when they are selected for doping control and then escort them through the sample collection process. The CCES will also recruit doping control officers from other recognized antidoping programs throughout the Americas to ensure services are available in French, English and Spanish for athletes. For the 2015 Parapan Am Games, the TO2015 Anti-Doping Program will provide training to its sample collection personnel in order to assess any modifications requested by para-athletes to the anti-doping process. All doping control stations will be fully accessible, visual aids and other items will be available to assist athletes, and all sample collection personnel will be fully trained to Paralympic anti-doping standards to ensure a robust anti-doping program.
