It’s good to start the Ukrainian Easter egg tradition at a young age Chloe Doogan was among those who took par t in the Pysanka (Ukrainian Easter egg) workshop in the basement of the Ukrainian Orthodox Church in Canora on March 20. Top achievers in River Ridge Fish and Game League recognized online River Ridge Fish and Game League members who excelled during the past year were recognized in an online awards night on March 11.

Big Game and Birds Andrew Owchar won the award for archery non-typical mule deer at 185 6/8 inches and was also named the Junior Sportsperson of the Year, presented by Damon Paley, River Ridge member.

“I have the honour of presenting the Junior Sportsperson of the Year,” said Paley. “This year’s recipient comes with a lot of energy, whether it is hunting for big game with his bow or out enjoying a nice fishing trip with the family. But most of all he enjoys nature and all it has to offer. It could be a walk in the woods close to home or looking for the elusive sheds that fell off a deer or moose. I have also been lucky enough to watch this individual mature into a great archer through

the years with the Assiniboine River Archery Club. His archery skill paid off on a trophy mule deer this year.

Two River Ridge members accomplished the rare feat of qualifying for Henry Kelsey Records. Julie Kraynick was awarded for her elk which measured 354 7/8 inches, and Brad Thompson qualified with a moose at 175 5/8 inches.

Ethan Heshka was the winner of the big game aggregate with 53 points in bear, elk, mule deer and white-tailed deer. He also took home the award for top bear at 17 15/16 inches.

In other big game and bird categories, the awards went to: Kailey Sleeva, junior white-tailed deer, 133 1/8 inches; Carol Duguid, ladies white-tailed deer, 146 0/8 inches; Michael Owchar Jr., nontypical white-tailed deer, 154 6/8 inches; Michael Owchar Sr., archery

white-tailed deer, 125 4/8 inches; Harvey Malanowich, typical whitetailed deer, 157 5/8 inches, and Mel McCormick, typical mule deer, 161 7/8 inches. Cooper Kraynick earned a pair of awards for birds; one for goose with a weight of 13 pounds, two ounces, and one for duck at two pounds, six ounces.

Council hires swimming pool staff for coming year The hiring of swimming pool staff and a request for the hookup of utilities at a vacant lot were among the items of interest to town council at its regular meeting on March 16.

Council agreed to hire the following

swimming pool staff for 2021: Mackenzie Gulka (manager); Emma Mykytyshyn (assistant manager); Carter Matychuk, Emily Owchar, Drea Beblow, Zane Chopik, Lexie Biletski, Zoe Thomas, Breanne Woloshyn and Bella Mykytyshyn (part time); and

Kelly Bazuik, Maggie Robertson, Toby Olynyk, Robin Skurat, Bailee Zuravloff, Brandon Harder and Michael Owchar (casual).

Council tabled the request of Maria Shea and Darrell Jenkins to install gas, electrical

and communication services to the front of a vacant lot on Korbin Avenue (Lot 4, Block 10, Plan AG1454) at the Town’s expense.

A bylaw to enter into an agreement regarding the enforcement of bylaws was introduced, read three times, and adopted.

Government providing rapid testing for schools Saskatchewan K-12 schools across the province are currently being shipped 100,000 rapid tests. Rapid testing for COVID-19 in schools may begin as early as this week.

“A rapid testing program in schools is another excellent tool to help monitor the presence of COVID-19,”

Education Minister Dustin Duncan said in a release.

“The safety of students, teachers, and school staff is our government’s priority, and school staff and students have done an excellent job in helping to prevent transmission of the virus.”

Te a c h e r s a n d s c h o o l staff are not expected to

administer the tests.

“Our goal is the health and safety of all Saskatchewan residents,” Health Minister Paul Merriman said. “This additional measure gives us another tool to monitor school environments and take further steps to protect the health and safety of staff

and students if necessary.”

The rapid antigen tests use a short nasal swab and can be administered by laypeople who have completed a training program through the Saskatchewan Health Authority lab. Schools will work with their local medical health officers to determine when testing is

appropriate and will work with parents and caregivers to ensure consent is in place.

A positive test requires confirmation by a Polymerase Chain Reaction (PCR) test provided by the Saskatchewan Health A u t h o r i t y. A n e g a t i v e test does not need to be confirmed as long as the

individual has no symptoms of COVID-19.

T h e S c h o o l Te s t i n g Deployment Plan for COVID-19 is being implemented by the Saskatchewan Ministry of Education and the Ministry of Health, in collaboration with the Saskatchewan Health Authority.

When will children be vaccinated in Saskatchewan?

By Brian Zinchuk Local Journalism Initiative Reporter Estevan Mercury As Saskatchewan moves into Phase 2 of its COVID-19 vaccination plan on March 18, nearly all the talk, to date, has been about getting shots into the arms of adults, particularly the elderly first.

But what about children – the students filling schools and kids in day cares?

E a r l i e r t h a t d a y, t h e New Democratic Party again raised concerns about schools, with Education Critic MLA Carla Beck calling for “the deployment of rapid testing, particularly in light of the variant outbreak in Regina that we’ve seen moved into other schools and other communities across the province.”

As currently there are no

vaccines approved for children, vaccine approvals for children aren’t expected until the summer, at the earliest, and the school system has been used for vaccinations in the past. Children may end up getting their shots in the next school year.

Asked what the province’s plans are for children, Minister of Health Paul Merriman said, “As far as I know, Moderna is approved to 16, and Pfizer to 18,” referring to the vaccines made by each of those companies.

Chief Medical Health Officer Dr. Saqib Shahab said, “Right now, the allocations that we are receiving are for 18 and older and the vaccination program is primarily for 18 and older; two doses, hopefully by July, as supplies allow.”

He pointed out that clinical

trials are working on the 12 to 18 age group, as well as in some cases they have started in the under-12 age group.

He said, “There is an assessment that we want to have achieved population level immunity in adults, which we will hopefully do

by July.”

As for children, Shahab said of the ongoing trials, “Likely the trials will show that they’re as safe and effective in children as they are in adults.”

The vaccination program for those age groups will start once the National Advisory Committee on Immunization (NACI) makes the recommendation for those age groups and vaccines are available for those age cohorts, Shahab said.

He added, “No country in the world right now has

approved vaccines for, as far as I know, in that under-16 age group, but obviously, both the approval of vaccines in that age group, as well as the further benefit of vaccinating that age group is important.”

He noted that school-aged children may get asymptomatic infection in many cases, but it can be an issue with those who have comorbidities.

Shahab said they will be watching as the trials progress, and NACI to make recommendations in the summer. “We don’t expect anything earlier than summer,” Shahab said.

H1N1 virus in 2009. That virus impacted younger people more than older people, the inverse of how COVID-19 operates. He said we had a vaccination program that was very successful in that case.

Whenever there is a vaccination targeted for school ages, he said, “We already have a strong infrastructure through school-based

vaccination programs and public health clinics.”

He said there is the capacity to vaccinate all children fairly quickly, but other avenues, like pharmacies, can also assist.

“Certainly, the capacity would be easily there to vaccinate children 18 and under, once approved and the vaccine is there,” Shahab said.

SGI and law enforcement will focus on impaired driving three more times this year, in May, September and December. An impaired driving charge can turn your life upside down, with licence suspensions, vehicle impoundments, Ignition Interlock, Driving Without Impairment courses and costly Safe Driver Recognition penalties, in addition to any

Canora/Sturgis RCMP activity report

By Sgt. Derek Friesen Canora RCMP Detachment The Canora/Sturgis RCMP responded to 55 calls during the week of March 11 to March 18, some of which included: three traffic accidents, 28 traffic offences, 13 other provincial statutes, one other criminal code incident, two sexual assaults, one uttering threats, one mischief, and six other incidents.

Child custody On March 12, Canora/

Sturgis RCMP were called to assist with a child custody issue. Police spoke to both parties about the complaint and provided guidance on legal processes involving child custody disputes.

Uttering threats Canora/Sturgis RCMP received a complaint on March 13 of uttering threats in Canora. Police followed up with the complainant and learned the matter was not criminal. Advice was provided to the complainant on

how to peacefully resolve the conflict.

Deer collision On March 13, Canora/ Sturgis RCMP responded to a collision involving a vehicle and a deer between Sturgis and Preeceville on Highway No. 9. The vehicle sustained moderate damage and was no longer driveable. No injuries were reported.

Negative posts Canora/Sturgis RCMP received a complaint of

negative content being posted on social media about the complainant on March 13.

The matter was deemed to be civil.

Structure fire Canora/Sturgis RCMP responded on March 15 to a report of a structure fire.

The complainant reported a local resident in Canora had lit a fire on their porch in order to have enough light to pick the lock to their own home. Police attended and found the fire was already

extinguished. The porch sustained minor damage from the fire.

Weapons On March 16, Canora/ Sturgis RCMP responded to a weapons complaint in Preeceville. Police attended and were able to resolve the matter peacefully. There were no injuries. Additional assistance was provided to the subject of complaint.

Body of missing Regina youth found Shortly before noon on March 16, searchers located 15-year-old Jaxon MacDonald of Regina deceased on an island on Madge Lake (Madge Lake is located within Duck Mountain Provincial Park).

“Our thoughts are with his family during this difficult time.” stated an RCMP

release.

The Saskatchewan RCMP would like to thank the public for sharing the information on RCMP social media pages, reporting tips and also to cottage owners in the area for their assistance. Thank you to news agencies for their continued coverage.

“The Kamsack RCMP wish to sincerely thank everyone involved in the search for Jaxon MacDonald and to express our deepest condolences to Jaxon’s family and friends for their heartbreaking loss,” continued the release.

“The generosity of everyone who searched tirelessly

and provided support was overwhelming. A search of this magnitude would not have been possible without you and you demonstrated the best of humanity in a very difficult situation.

Everyone was very emotionally involved and if you find you are struggling, please ensure you seek

assistance.”

Through a joint investigation between the Saskatchewan RCMP and Saskatchewan Coroners Service, pending final results of the autopsy and toxicology, preliminary indication is that no foul play is suspected in relation to Jaxon’s death.

These preliminary results have been communicated with his family and they have been kept updated with the findings.

While being mindful of the above, at this time no further public updates in relation to this investigation are anticipated at this time, concluded the release.

Saskatchewan RCMP lay charges in Canora homicide investigation in death of male infant The Saskatchewan Major Crimes Unit South, with the assistance of several RCMP detachments and specialized units, have been working to investigate the suspicious

death of a male infant that occurred in Canora on November 21, 2020.

As a result of this investigation, 23-year-old Waylon Hilliard Severight

of the Cote First Nation, has been charged with Second Degree Murder under Sec. 235(1) the Criminal Code for the death of Lorenzo Cote, according to an

RCMP release. Severight was arrested without incident on Cote First Nation by members of the Yorkton RCMP Provincial General Investigation Section and

Perspective

Spring is the time of year when anything is possible Spring, or even the hint that it is just around the corner, is the season of optimism in agriculture.

Farmers ready their equipment, and then head to the field to plant a new crop. As the seed rolls out of the drill every kernel holds the hope of being part of a bumper crop, and producers can dream high prices will be the norm by the time of harvest, five months ahead.

While the magic combo; big crops and high prices, isn’t often realized, spring allows for such hopes.

Of course a lot can happen from seeding to harvest; too much rain, too hot, bugs, weeds, disease, a veritable minefield for a crop to make it through.

But from the seat of the tractor in May farmers can imagine all of them staying at bay.

Ultimately though, the greatest hope of spring for producers is often less recognized.

It is at this time of year researchers see new funds

A dedicated to their work, and it is the result of farm research that holds the greatest promise for the producer.

F o r e x a m p l e , the University of Saskatchewan release noted new money coming its way. “ T h e C a n a d a Foundation for Innovation (CFI) will invest $3.2 million in a unique biomanufacturing facility at the University of Saskatchewan (USask) that will use cutting-edge “engineering biology” technologies to accelerate agri-food innovation and help address food security needs,” said a release.

“Developing canola varieties more resistant to climate change,

flavourings for the plantbased meat industry, and non-animal enzyme alternatives for the dairy industry are a sample of the innovations to be advanced by the new Engineering Biology Agrifood Innovation Centre w i t h i n t h e u n i v e r s i t y ’s Global Institute for Food Security (GIFS).”

And research makes strides as a second USask release noted.

“Global Institute for Food Security (GIFS) researchers at the University of Saskatchewan (USask) are members of an international consortium of leading academic and commercial seed companies from the USA, Canada, Europe and Israel, that has announced the

successful mapping of the canola pan-genome (its entire set of genes). The International Canola Pangenome Consortium was established in 2019 to advance the canola agricultural industry by capturing the broad genetic diversity of this crop.”

The mapping of the genome will set the table for greater strides in research moving forward. That is one of the intriguing things about research, how a discovery today opens the window for another researcher to see the next step in answering some questions whether yieldrelated, disease resistance, or how to survive in drier conditions.

Canola is a fine example of what research can achieve, being developed as a crop from rapeseed, and grown in areas today not dreamed of 25 years ago.

That is what makes research so critical and seeing investments made is laying the foundation for the sector tomorrow.

Once rural health care is gone, it’s gone Saskatchewan is returning to being one of the “have” provinces in Canada.

Grain prices are high enough to insure a farmer fair return on his investment.

Market futures promise the cattle industry future prosperity. Saskatchewan is the only province in Canada to increase exports in 2020 over 2019. Oil prices are steadily climbing. Potash demand is increasing worldwide.

Helium, which is abundant in southern Saskatchewan, is eagerly sought after around the globe. It looks like there may be opportunities for our children and grandchildren to return to the province of their birth. It looks like our children and grandchildren will have the chance to be

educated and remain in their home province.

And yet there is a fly in the ointment and that is the degradation of rural health care services.

Many people are angry and concerned about the suggestion by the Saskatchewan Health Authority (SHA) that microbiology services at the Yorkton Laboratory be discontinued. This is a particularly bad idea. Health care facilities, particularly those with acute care patients require access to timely microbiology results.

The microbiology laboratory at the Yorkton Regional Health Centre (YRHC) has always provided very good quality results with excellent performance on proficiency

tests. In addition, staff from the department have sat on both provincial and national committees.

This latest threat to eliminate a service at YRHC is only the latest in an ongoing pattern of program reductions. Over the last number of years, a number of specialty services have been discontinued including urology, ENT (ear, nose and throat), orthopedics and surgical and autopsy pathology.

The most recent troubling reduction has been the ophthalmology service.

As a result of this, Yorkton and District residents with cataracts and other vision problems now have to make multiple trips to Regina for surgery instead of having it

done at YRHC. Not only is this dangerous for those who may have difficulty in driving, but it can result in considerable expense for the patient as one or two overnight stays are required before and after cataract surgery.

Apparently, an ophthalmologist had expressed a willingness to come to Yorkton on a rotating basis. His suggestion was dismissed by the powers that be.

Added to this is the periodic suspension of emergency services in the smaller hospitals in the region.

Another problem is the recruitment and retention of physicians in smaller communities.

with the plight of the rural Saskatchewan Health client.

But they need our encouragement to voice our concerns. If you want to stop the erosion of our basic health rights, please contact all of our East Central MLA’s, not just your own MLA, as well as the relevant cabinet ministers.

There is strength in numbers.

The SHA should be implored to stop cutting health services to rural Saskatchewan and should be encouraged to seek new and innovative ways to deliver health services to these areas.

Opinion Municipalities of Saskatchewan delegates reject new name at annual convention Opinion Editorial by Laurent Mougeot Former SUMA CEO At this week’s virtual SARM convention (March 9 to 10) hundreds of local elected officials raised their objections to SUMA’s rebranding on the basis that the urban association failed to consult affected municipalities and that the new name causes significant confusion. The rejection of the new name, announced over a year ago, was decisive: 97 per cent said the old name – SUMA- was better.

Indeed, all the SARM delegates live in municipalities.

Rural delegates also objected to some of SUMA’s recent actions, such as soliciting memberships from rural municipalities, bringing forward a resolution seeking to merge the two municipal associations and former

President Barnhart’s call for province wide amalgamations; all allegedly initiated without prior consultations with the rural sector.

The first time SUMA member municipalities heard of the rebranding was in February of 2020, when the association announced its new name. At that time, SUMA explained the Board of Directors initiated the rebranding shortly after the adoption of the association’s 2017 strategic plan. Four years later, urban municipalities have yet to get an opportunity to fill a ballot on this important rebranding. This week, SARM got ahead of SUMA on this critical governance process.

Joining SARM’s ranks, Premier Scott Moe, former Government Relations minister Lori Carr and current

minister Don McMorris all have publicly shared a firm message with SUMA: the Provincial Government will continue to acknowledge the association by the name it was granted by Saskatchewan’s Legislative Assembly in 1967 when a private member ’s bill incorporating SUMA was passed. Last month, Minister McMorris went a step further when, in front of SUMA’s delegates, he asked the association to “reconsider the rebranding or the name change that they put forward.”

If SUMA forges ahead with its rebranding, the Provincial Legislature will not only have to consider amending the Saskatchewan Urban Municipalities Association Act, but also numerous other statutes, regulations and agreements

referencing SUMA. Whatever the outcome, SUMA will also have to live with the consequences of its recent initiatives with its rural counterpart, the Saskatchewan Association of Rural Municipalities.

Another motivation raised by SUMA is the need to address Federal MPs’ challenges in figuring out Saskatchewan’s local governance structures and their failure to grasp how Saskatchewan defines urban and rural municipalities. On that note, SUMA may be right.

The lack of understanding of the prairies is not a new ailment for our Federal leaders. In 2010, a ministerial assistant to then Finance Minister Jim Flaherty called SUMA’s office to ask if, in addition to Winnipeg, other Saskatchewan cities should

be included in the minister ’s tour for his budget consultations! Most of us have long recognised that trying to enlighten Federal MPs on “Saskatchewan” is a daunting task that never gets accomplished. That is why, for the past 20 years, SARM has hired an Ottawa based lobbyist to promote the interests of its membership on agricultural files.

It is doubtful that calling SUMA by a different name will educate elected folks in Ottawa.

Hopefully, the organization can soon get over this navel gazing exercise and get back to its advocacy work as one the most progressive municipal associations in the country, forging strong partnerships between urban, rural and provincial stakeholders.

SUMA’s history is rich with

many successes, including a robust predictable revenue sharing model to an effective conflict of interest legislation.

In the meantime, officials from cities, towns, villages and northern communities await the opportunity to exercise their own right to express their own vote to amend (or not) their own association’s bylaws. At the end of the day, it will be SUMA’s membership and the Legislative Assembly who will decide what this century old institution will be named.

Despite all the advances we’ve seen in other countries, such as rapid testing, improved therapeutics, and vaccinations, Canadians are forced to endure lockdowns for longer. One of the reasons for this is Justin Trudeau betting on a half-baked vaccine plan that relied on partnering with the Chinese Communist Party, instead of working with companies right here in western Canada. Countries like the United Kingdom, Israel, and the United States are talking

about full vaccination rates as early as May. Meanwhile, Justin Trudeau is taking vaccines from developing nations to cover up for the fact that Canada will be months behind other countries.

This pandemic has been hard on people.

It has hollowed out our economy. It has cost tens of thousands of jobs and has taken a toll on the mental health of countless Canadians.

We need a plan to bring an end safely and responsibly to lockdowns. Justin Trudeau needs to be completely open with Canadians about his plans for a post-COVID recovery.

My colleague Michelle Rempel-Garner, Conservative Shadow Minister for Health,

has launched a House of Commons petition that takes action on this important issue. This petition calls on Justin Trudeau to come clean and be open and honest with Canadians about his plans for Canada’s future.

Justin Trudeau’s record during the pandemic has been terrible. Under the Liberal government, Canada has had a record economic decline, the highest unemployment in the G7, and the worst economic growth per capita since the Great Depression. The fact is Canada spent more per capita in this crisis and is achieving the worst outcomes in the G7 when it comes to employment, vaccine rollout, and business confidence.

Justin Trudeau has failed to present a budget for over two years and now holds the record for the longest period in Canadian history without a budget. He has also failed to be transparent on his massive spending during the pandemic. Conservatives will continue to call on Justin Trudeau to come clean and finally tell Canadians what his plans are when we eventually emerge from the pandemic, well after most developed nations.

Please add your name to the parliamentary petition calling on Justin Trudeau to present his plan to bring a safe end to the lockdowns and to be open about his plans for a postpandemic Canada.

On Rosh Hashana, the Jews blow a shofar or ram’s horn. It makes a sound that may startle or scare the listener. My hope is that this instrument may startle us into noticing something really important!

In reflecting on Ash Wednesday themes this year, I was struck by the reminder of how short our physical life is and how long our existence shall be.

Let me share another story that can illustrate the kind of peace that can look death in the eye. Long ago

a man announced a contest to produce the perfect picture of peace. Artists from everywhere took part.

On the day of judging two finalists emerged. The first revealed a mirrorsmooth lake reflecting lacy, green birches under the soft blush of the evening sky. Along the grassy shore a herd of sheep grazed undisturbed. Was this the winner?

The crowd gasped at the final painting. A tumultuous waterfall cascaded down a rocky precipice.

Stormy clouds threatened to explode with lightning, wind and rain. In the midst of the thundering noises and bitter chill, a spindly tree clung to the rocks at

the edge of the falls. One of its branches reached out in front of the torrential waters as if foolishly seeking to experience its full power.

A little bird had built a nest in the elbow of that branch. Content and undisturbed in her stormy surroundings, she rested on her eggs, with her eyes closed and her wings ready to cover her little ones. (from Berit Kjos, A Wardrobe from the King).

Workshop for Ukrainian Easter egg enthusiasts held in Canora with strong attendance The Pysanka (Ukrainian Easter egg) tradition appears to be thriving in Canora and the surrounding area.

A Pysanka Workshop was held on March 20 in the basement of the Ukrainian Orthodox Church in Canora, led by Sheila Dmitruik.

COVID-19 guidelines were followed.

“It’s important to keep

the tradition alive,” said Dmitruik. “I started learning it in Grade 4 while going to school in Canora, and I have continued doing Ukrainian Easter eggs since then. It helps to have a steady hand and plenty of patience.”

It takes about six to eight hours to complete a conventional-size egg.

Dmitruik has also created Ukrainian Easter egg designs on numerous other types of eggs. She said the largest was an ostrich egg, which the rough equivalent of 24 chicken eggs and takes anywhere from 30 to 40 hours.

Dmitruik explained the general steps involved in creating Ukrainian Easter egg designs: 1). Place the egg on tissues and lightly draw the basic divisions with a pencil, dividing the egg into 16 equal parts, eight sections on each side. You are now ready to apply the wax.

2). With a pencil, divide the eggs one more time.

Those lines help to ensure a balanced design. Draw a small circle in the centre of the egg and using the pencil lines as a guide, draw petals in each section. This is the completion of the basic design of the egg.

3). Put the egg on a tablespoon and ease it into a yellow dye. When the desired colour is reached, remove the egg with a spoon and pat dry with tissues, then rack dry the egg for a few minutes. When dying, always start with the lightest colour and work toward the darkest. The darker dyes cover the previous colours except

where the previous colour has been protected by a coat of wax.

4). The wax is removed with canola oil.

5). Varnish is then applied to give the eggs luster and protect the colours.

Dmitruik said there is a lengthy tradition behind Ukrainian Easter eggs, and provided related information to participants.

“The egg is an ancient symbol of the life principal.

In the rich area of southeastern Europe, where Ukraine is located, pre-Christian people developed a batik (wax-resist) process to decorate the shell of the egg with designs. The decorated egg (or pysanka) was believed to hold great power for love in the world.

“Originally, pysanky (decorated eggs) were used in spring ceremonies to thank the glorious sun for warming the earth after the hard cold winter. Busted! SGI’s top five insurance fraud cases solved “If you tell the truth, you don’t have to remember anything.” ― Mark Twain.

Unfortunately, some people don’t always tell the truth when they’re making an insurance claim. When a claim looks suspicious, that’s when SGI’s Special Investigation Unit (SIU) comes in. The SIU is a team of employees, all with law enforcement backgrounds, who work to prevent fraud and keep rates low for SGI customers.

“When you lie about an insurance claim, you’re committing insurance fraud,” said Penny McCune, Executive Vice President and Chief Operating Officer of the Auto Fund, in a release. “The truth is those lies have real consequences. It starts with the denial of your claim, leaving you on the hook for thousands of dollars. Those lies could also land you in legal trouble, because insurance fraud is a crime.”

Every time a fraudulent claim is paid, honest insurance customers pay the price in higher insurance premiums. March is Fraud Prevention Month and SGI is once again highlighting

the work the SIU does to keep insurance rates low in Saskatchewan. The SIU closed 1,700 files last year.

Not all of them were fraudulent, (and SIU is just as happy to find out there is no fraud related to a claim) but the ones that were resulted in savings of $6 million for SGI and our customers.

Here are SGI’s picks for the Top 5 Insurance Frauds from 2020: Back and forth A customer advised SGI she lent her son (we’ll call him “Roy”) her vehicle, and that it was meant to be driven by a female friend “Pam.” The vehicle ended up crashing into a large, well-marked, construction zone hole.

Police attended the scene, and Pam initially admitted to driving, which was confirmed by others in the vehicle (including Roy).

Once faced with taking a breath test by the police, Pam attempted to state she hadn’t been the one driving.

She blew just under the legal limit.

Pam later provided SGI a statement that she was the operator at the time of the

collision but could provide little details of how the collision occurred. When interviewed by SIU, she again recanted the version that she was driving and advised that Roy was the operator.

Evidence suggested Pam had been pressured to take the blame for the collision.

She provided text messages, photographs, money transfers and video evidence to support her new version and was encouraged to go to police and tell the truth. Police continued the investigation, and were able to determine that Roy was in fact the operator.

He was charged criminally for making a false statement and driving while suspended.

SGI is also taking steps to recover $7,600 paid out for this claim.

Cliffhanger “Jessica” reported to SGI that she left her vehicle on the side of a gravel road because the engine light came on and she didn’t want to drive it. She had plans to come back and get it the next day. It was then stolen.

Jessica said that she only had one key that was still with her and she had lost the other one

a long time ago.

However, in the lead up to all of this: • Jessica changed the policy coverage on the vehicle from “storage” to “drive” shortly before the day it was reported stolen.

• Jessica had taken her vehicle to the shop for a mechanical issue, and refused to pay the invoice, leading to her vehicle being locked in the shop’s compound until it was released by court order (bill still pending).

• Jessica then took the vehicle from the shop to a dealership who advised it had major issues that needed to be addressed.

Police verified that the vehicle was driven to an 80-foot cliff (yes, in in the prairies) and pushed off the edge.

There was no evidence that the vehicle had been broken into, and no keys were found at the scene. The claim was denied. Approximate savings: $25,500 Gaming the system “Sheldon” submitted a stolen auto claim, alleging it had been stolen while he was away with the only key, and the vehicle was subsequently

involved in a hit and run.

Sheldon made a lot of claims during the investigation: • He claimed to have bought the vehicle from a person who was not the registered owner by trading a video game console and about $2,000 – which was well below the market value of the SUV in question.

• He said it was stolen to SGI, but did not report it to the police.

• When police called Sheldon about the hit and run, he told them he was home with his wife – but upon further investigation, stated that he lived alone and didn’t have a wife.

• He claimed the vehicle was parked in front of his house when he left to go out of town, however investigation revealed that the SUV had already been in the collision the morning of the alleged theft.

The person believed to be driving during the hit and run (Sheldon’s friend “Leonard”) had a suspended license.

The vehicle was claimed to be stolen to avoid getting Leonard involved. Sheldon

wanted to withdraw his claim until finding out he would be held responsible for third party damages and required to repay SGI. Savings = $5,800.

The old switcheroo “Fiona” reported her vehicle stolen from her residence and stated she still had the only key for it.

Fiona said she had found the vehicle online and met the seller for a test drive.

Fiona said she paid the seller in cash and began to put permits on the vehicle through phone and online transactions only.

SIU investigated, and found the missing vehicle had actually been exported out of the country years prior, and the key Fiona claimed belonged to it was actually from an entirely different vehicle.

Due to her unbelievable story, she was denied coverage for a savings of approximately $47,000.

All in the family A tractor was heavily damaged in a fire. Although “Kyle” had an Agro Pak, the tractor had not been included in the policy.

Phase 2 of vaccine delivery plan launches The Government of Saskatchewan has announced the launch of Phase 2 of the Vaccine Delivery Plan with the introduction of booking eligibility online and by phone for residents 67 years and older.

Effective at 12:00 p.m. on March 18, eligibility for the online and phone-in booking system is expanded to the 67 years and older age group and those considered clinically extremely vulnerable, stated a release. Phase 2 also includes select congregate living settings such as group homes for persons with intellectual disabilities and emergency shelters. The expansion comes earlier than anticipated and is due to the rapid and successful rollout of COVID-19 vaccinations through the Saskatchewan

Health Authority’s vaccine booking system.

Anyone who is 67 years old as of March 18, 2021, can go online to book an appointment at www.saskatchewan. ca/covid19-vaccine. You will need a Saskatchewan health services card and an email or cell phone in order to receive notification reminders of the appointment. Those without email or cell phones can call 1-833-Sask-Vax (727-5829).

“The implementation of the online and telephone appointment booking system has enabled the rapid deployment of vaccinations across the province,” Health Minister Paul Merriman said. “This move into Phase 2 is ahead of the anticipated schedule but with the vaccine and the ability to move forward swiftly we do not want

The new section 6-22.1, Special Vaccination Leave, establishes that during the pandemic: • Workers are entitled to three consecutive hours leave during work hours to receive a COVID-19 vaccination.

• Workers are entitled to more than three consecutive hours if the employer determines the circumstances warrant a longer break from

work.

• Workers do not lose any pay or other benefits while receiving a COVID-19 vaccination.

“We want to ensure that everyone in the province gets vaccinated,” Labour Relations and Workplace Safety Minister Don Morgan said. “The amendment today ensures workers also have paid time off during the work hours to receive the COVID-19 vaccine.”

The new regulation came into force on March 18, concluded the release.

OBITUARIES

FOFONOFF - Fredrick (Fred) Fofonoff of Buchanan, SK and later of Yorkton, beloved partner of Mary Shuparsky, passed away on Thursday, March 11, 2021. He was 89 years of age. Fred was born on December 22, 1931 as the son of Wasyl and Katherine (Katie) Fofonoff (nee Kowalchuk).

After emigrating to Canada from Russia with several children from his first marriage, Fred’s father Wasyl remarried to Katie following the passing of his first wife.

From this relationship, two children were born - Polly (Leniuk) in 1930, then Fred in 1931.

Fred was very proud of the fact that his father was known to be the “oldest living man in Canada” as published in the Canora Courier in the mid-sixties, and he spoke of this often in his stories with many people along the way. Predeceased by both of his parents many years ago, and then his sister Polly in 2019, Fred farmed in the Buchanan area directly south of the Buchanan Townsite. As a lifelong farmer and descendent of Prairie Pioneers, Fred worked and lived with his parents until their passing, and then continued farming activities until he eventually retired from farming and moved to Yorkton to live with his partner, companion, and common-law spouse Mary Shuparsky.

Fred met Mary around 1980 and this led to a long term relationship that included her children. Over these years, Mary and her children (Donald, Cathy, Donna, David, Dolores, and Dennis) welcomed Fred into the family and a long-term family relationship resulted. Fred was actively involved with all aspects of his new family including celebrations of events such as weddings, family gatherings, graduations, births of grandchildren, birthdays, and other special events. Memorable moments include the annual Christmas and Easter gatherings that were celebrated in a traditional manner, with Mary preparing the home, kitchen, and dinner table with plenty to eat and enjoy. Fred was a sociable man, with a strong sense of humour. He was quick to offer a smile, a witty remark, or a joke to lighten the moment. He also really enjoyed a lively debate and interesting conversation with anyone who had the pleasure of his company. In his younger years, Fred was active in curling and had many trophies and curling awards to show for his efforts. Overall, he spent the majority of his time in full-time farming operations demonstrating his hard-working pioneer work ethic and determination. In his later years and with declining health, Fred slowed down to the point where he eventually resided in Morris House at the Yorkton Village over the past 2 years. Fred was a hard-working farmer and a good friend to those who had the pleasure of getting to know him well over the course of his 89 years. Sadly missed but not forgotten - may his soul now rest in peace after years of failing health. May God bless him eternally. Predeceased by his father Wasyl and mother Katie, along with his sister Polly and her husband Adam (Leniuk), Fred leaves to mourn his immediate family including spouse Mary Shuparsky and her children - Donald, Cathy (Ernie and their children Jacquie and Janis), Donna (Leonard and their children Brandon and Tyler), David (Lorie and David’s son David Junior), Dolores (Gordon), and Dennis.

He also leaves to mourn Polly’s children - his nieces and nephews including Ron (Pat) Leniuk, Don (Lois) Leniuk, Sonia (Dave) Starling, and Carol (Russ) Madarash. In a spirit of peace, joy, and everlasting love Fred will be missed by many. Vichnaya Pamyat! - Eternal Memory! Funeral Services were held on Wednesday, March 17, 2021 from St. Mark’s Orthodox Church in Yorkton with Rev. Father Rodion Luciuk officiating. The responses were sung by Bob Rohr. Interment followed in the Yorkton Memorial Gardens with Donald, Cathy, Donna, David, Dolores and Dennis serving as casketbearers. Memorial tributes in Fred’s memory may be made to St. Mark’s Orthodox Church as gifts of remembrance. Arrangements were entrusted to Bailey’s Funeral Home.

FULFORD: The Late Rev. Ivan Glen Fulford October 26, 1913 - March 14, 2021. Ivan Fulford died peacefully early Sunday morning on March 14 with family by his side, at the age of 107. He will be missed

by Special Friend, Olga Rock; sons: Doug (Velda) and Ken (Lynda); daughters: Pat Chimney, Lois Aiten (Jim), Betty MacLure (Murray) and Dawne Fulford (Al); brother Keith (Alfreda) and sister Norma Hanley. Also, 24 grandchildren, 55 great-grandchildren and 22 great-great-grandchildren. He was predeceased by his wife Bernice (nee Godin); father Alfred (Doc); mother Tina (nee Mcleod); son Gordon; granddaughter Holly; son-in-law Don, and great-great-grandson Kale; brothers High, Jim and Dal; sisters Freda, Alda and Jean, and sisters-inlaw and brothers-in-law. Ivan was born in Mather, Manitoba and at the age of 21 moved with his parents to Minitonas, Manitoba.

Dad loved to farm and work in the bush cutting and hauling logs to the mill. He married Bernice in 1937 and they farmed until 1954 when with the family of six, moved to Oakland, Manitoba where he served as a student minister in the Oakland United Church while attending college. Their seventh child arrived while ministering at Oakland. When he got his degree in 1958 he accepted a call to be the United minister at Grandview, Manitoba.

He also ministered at Wiseton, Saskatchewan and Pelly, Saskatchewan. Dad was known for his ability to reach people in a special way - he assisted his parishioners when help was needed, and especially loved in the midst of his ministerial work to help farmers with the harvest. He was the leader in building a new church in Grandview. In summer holidays the car was loaded down with tenting supplies and family travelled across Canada and into the States - Mom and Dad loved visiting distant family. When he retired in 1976 he returned to farming at Pelly, where he and mom built a homestead into a ranch. Family and grandkids loved to visit Rev’s Rolling Ranch. Dad was a hardworking man and grandkids were educated in learning to ride a horse, lasso a cow, drive a tractor and ride a baler. They learned hard work in cutting trees down for firewood and pulling logs out of the bush with a horse. Grandkids loved him dearly but found out he was not a man to be reckoned with, especially in a game of crib. Dad taught us the value of family, and oh, how he loved a family sing song. He also enjoyed a good debate with whoever would argue. In his mid-seventies, he and mom took up downhill skiing and joined in family ski trips in the Rockies. Dad loved riding horseback and continued to join on trial rides into his nineties. He loved to dance and was able to until he was 103. We will remember him sitting in the rocking chair in the kitchen looking out down into the valley - the dances - weekend family gettogether’s at Wellman Lake Church camp... the beautiful rendition of “Be present at our table Lord” sang before every meal.

And we will remember the crumpled farm hat, the worn overalls, his chuckles, and his humming a tune while working away.

Dad/Grandpa, your chuckles will be echoed in our hearts forever. You instilled values, morals and have left us with memories and love to cherish for a lifetime - thank you for the legacy you left us. Your work is done now - Rest in Peace! Special thanks to Dad’s caregivers at Gateway Lodge for their kindness to Dad, and the excellent care he received. We are truly grateful to all the staff there. Plans are to have a memorial service when things open up in the spring/summer. In lieu of flowers donations can be sent to: The Canora Gateway Lodge Auxiliary, Box 1387 Canora, SK S0A 0L0... to a charity of your choice, or pass on a kindness to... COVID getting too close for comfort

By Kaare Askildt The COVID-19 virus is coming closer and closer, so we have battened down the hatches and close the doors.

We just got out of Saskatoon in time after the conclusion of Marion’s radiation treatment before a couple of coronavirus infections were reported there. Now a COVID-19 case has been reported in Perdue which is 100 km south of us, and another case in Biggar which is only 70 km south.

The pandemic is creeping us out by creeping closer!

In the meantime, Marion is anxiously waiting to receive the letter from the surgeon advising her of the date for her surgery. Most of her side effects have abated, and her energy has come back in spades. The pandemic is foremost on her mind these days because her immune system is still compromised.

Ole and Sven were enjoying themselves at Moe’s Bottoms Up Bar and Grille, and they got talking about the pandemic while sipping on some Akevitt. “ T h e Wo r l d H e a l t h Organization has officially declared COVID-19 a pandemic,” said Ole. “Who said that?” asked Sven.

“Yes,” answered Ole. “Who said it is a pandemic?”

“That’s right!” answered Ole. “They also said don’t touch anyone.”

“Who?” asked Sven.

“Anyone!” said Ole. “I’m asking,” said Sven frustrated, “who said don’t touch anyone?”

“Absolutely,” said Ole, “and they are not the only ones!”

“Who’s not?” asked Sven.

“Right,” answered Ole, “the newly formed ‘World Health Action Taskforce’ said the same thing.”

“The what?” asked Sven.

“Yes,” said Ole. “I just want to know,” said Sven, “what did who say?!”

“No, no,” said Ole, “both WHAT and WHO said it.”

“Oh, come on!” said Sven.

“This is like the old Abbot and Costello baseball story!”

“Now I know what you mean by WHO!” said Sven, “the World Health O rg a n i z a t i o n . D i d y o u

know that the World Health Organization declared that dogs cannot contract COVID-19? Therefore, all dogs held in quarantine must be released.”

“So, to clarify,” said Ole, “who let the dogs out?”

“I have a good one for you,” said Ole. “I was talking to Jens the other day, and he told me that he saw on TV that wearing a mask and gloves would be enough during this pandemic. It wasn’t till he got to the store the he was told that pants and a shirt was also required.”

Knut joined them, and while sipping his Akevitt he told them that some scientists have discovered another pathogen they are calling the Peekaboo virus, because the doctors are sending anyone with Peekaboo straight to the ICU. “Before the COVID-19 virus,” said Knut, “I used to cough to cover my fart, but now I fart to cover my cough!”

“I asked my Russian friend Igor the other day,” said Sven, “if he is afraid of the COVID-19 virus.”

“Well, is he afraid?” asked Ole. “Igor said no,” said Sven, “because he has the antidote.”

“Really?” asked Knut, “what is the antidote?”

“Igor said it was vodka!” said Sven. “I didn’t believe him, so I asked him if vodka really kills the virus.”

“Well, does it?” asked Ole. “Igor said no,” said Sven, “but he said that it kills the fear!”

“It is well known,” said Ole, “that the spread of the corona virus is based on two factors: 1. How dense the population is.

2. How dense the population is.”

“Talk about dense,” said Knut, “I got a call from a scammer yesterday telling me he was calling from Microsoft Support. The call went like this: Caller: ‘Hello, my name is Bob from Microsoft Support.

We are seeing a lot of virus activity on your device.’

Me: ‘Oh no! My device?

Are you sure?’

Caller: ‘Oh yes sir, we

have many reports.’

Me: ‘Jiminy cricket! How can I fix it?’

Caller: ‘Don’t panic sir, I can help you right now. Are you in front of your device sir?’

Me: ‘Yes I am, I was about to use it. Wow! I’m glad you called! Can you help me?’

Caller: ‘Yes sir, I’m going to help you. Can you please push the start button?’

Me: ‘Umm, I believe it is already on.’

Caller: ‘Oh great sir, now please click on Control Panel.’

Yorkton Richardson canola plant to double capacity Submitted Yorkton This Week Richardson International Limited is announcing a significant investment in their canola crush plant in Yorkton. In addition to doubling its processing capacity to 2.2 million metric tonnes, the project will optimize operational efficiencies and modernize the facility to meet an ever-growing global demand for canola oil and canola meal products.

When completed, the Yorkton facility will include a high-speed shipping system with three 9,500-foot loop tracks, complementing infrastructure currently in

place. It will be served by both major railways and will be dedicated to moving canola crush products at some of the most efficient levels seen in North America.

Additional facility upgrades and improvements will effectively double processing capacity in excess of 2.2 million metric tonnes of seed. The site will also boast three high-speed receiving lanes, providing producers and trucking partners a fast and effective means for seed delivery.

As a significant supplier to the global canola market, Richardson has been

focused on improved operational efficiencies, modernization, and automation.

With $120 million recently invested in their Lethbridge, Alta. crush plant, this latest investment in Yorkton will provide additional opportunities to producers to market their oilseed crop.

Construction will begin immediately with no disruption to current operations and is expected to be completed in early 2024. During the construction phase, there will be significant opportunities for employment within the area and upon completion, the company expects to add full-time positions to the plant.

Relocation of Osprey in Endeavour continues The Osprey nest relocation program is on track, and SaskPower and Forbes Brothers Construction have delivered the used power pole. A platform for the nest was built and bolted to the pole. The town is still waiting for the crew to arrive to install the pole. “ We n e e d t o h a v e i t done by March as that is when a crane is coming to remove the nest from the cell tower,” said Endeavour Mayor Brad Romanchuk. “They will be

installing a cone on top of the tower to help deter the birds from building on it.”

The tower platform went up in the village on March 10 and was located approximately 200 feet from the original cell tower. The next portion of the project will be the removal of the nest off the cell tower intact and setting it on the new platform.

SaskTel will be hiring a 150 ft crane to do the job.

the nest late in the 2018 season and finished in early 2019. They laid eggs and the two young chicks were visible during the summer of 2019. They migrated in the fall but will be back in early April.

Most of the residents in the Village of Endeavour were disappointed when they realized that the Osprey nest located on the cell tower had been destroyed for the first time.

Environment manager was contacted he indicated there was a complaint of damage caused to the tower by the Osprey nesting activity. He had stated that the tower was not designated for the extra weight of an Osprey nest. He had said that a possible buildup of ice and snow along with a strong wind could compromise the structure.

He had also reported that when service people need to climb the tower, the Osprey dive at them creating a safety hazard issue.

He told Romanchuk that the towers across North America are all experiencing the same type of p r o b l e m s w i t h O s p r e y.

Apparently these nests also tend to start forest fires in remote areas. Either lightning or a short in the live wires starts the nests on fire.

The Osprey is a unique bird that is unmistakable when seen at close range, stated the bird view website.

It is the only species in its family, and it is found worldwide. Its breast and belly are mostly white, with some dark streaks.

The white extends out the wings, but the primaries, secondaries, and

their surfaces are rough, and their toes can be held with three forward and one back, or with two forward and two back, an arrangement seen in owls but not in other diurnal raptors. In flight, they are most often confused with gulls because of their long wings, which are bent at the wrist.

However, Ospreys have a bounce to their flight that gulls lack.

The new Osprey platform was put in place ready for the relocation of the nest for the Osprey in Endeavour.
