Strategic Environmental Assessment or SEA It is a process that evaluates the effects of the development of regional plans and programs and is therefore adopted in the planning and territorial planning phase. In fact, it analyses the environmental impacts that can occur with the implementation of plans and projects, providing for potential ecological responses. It provides for the preparation of Environmental Reports, formulated by the technical consultant specialized in strategic environmental assessment. It was created to meet the need to analyse a territory as a whole, a goal that could not be satisfied with the exclusive use of the EIA. In fact, it was necessary to have a method of assessing the impact that took into account several projects and planning together, in a coordinated and complementary way.
