Difference Between EIA And SEA: Environmental Impact Assessment And Strategic Environmental Assessment In Comparison The EIA, Environmental Impact Assessment, and the SEA, Strategic Environmental Assessment are two instruments required by law to protect the environment from the impact that human development can cause. EIA and SEA: what they are and the common goal The EIA, Environmental Impact Assessment, and the SEA, Strategic Environmental Assessment, share the same purpose in the first place: to ensure that the development of human activities is compatible with the environment. Both provide administrative and administrative procedures, technical-scientific nautical and highly descriptive content. They can be interpreted as two sides of the same coin, two instruments born to protect the environment but with different applications. In fact, the principle that governs its implementation is that of risk prevention, which is therefore envisaged and studied to explore alternatives and more compatible solutions. Unlike the SEA, it is applied to more 'limited' projects, as it aims to assess the impact on the territory of individual works and of univocal projects. It provides for the drafting of the Environmental Impact Study, prepared by the Environmental Consultant specialized in environmental impact assessment. Strategic Environmental Assessment or SEA It is a process that evaluates the effects of the development of regional plans and programs and is therefore adopted in the planning and territorial planning phase. In fact, it analyses the environmental impacts that can occur with the implementation of plans and projects, providing for potential ecological responses. It provides for the preparation of Environmental Reports, formulated by the technical consultant specialized in strategic environmental assessment. It was created to meet the need to analyse a territory as a whole, a goal that could not be satisfied with the exclusive use of the EIA. In fact, it was necessary to have a method of assessing the impact that took into account several projects and planning together, in a coordinated and complementary way.
