This week...

Last weekend, I escaped (legally) to a friend’s beachside pad near Batemans Bay. Taking physical distancing into account, we ate al fresco at a bayside café, swam in the ocean and bushwalked along the coast. It was redolent of halcyon beach breaks of summers past – and, as it turns out, the last treasured getaway for who knows how long.

Our way of life has transmogrified into something almost unrecognisable: non-essential services closed, supermarket shelves often bare, Centrelink queues around the block, parents/carers home schooling their kids, uni courses online only, employees working remotely or suddenly stood down ... To paraphrase Star Trek: “It’s life, Jim, but not as we know it.”

While we’re socially distancing, quarantining and self-isolating during these uncertain times, it’s important to remain connected and be kind. Check in on relatives, friends, acquaintances, colleagues, neighbours – even the shop assistants, health workers and all those still working to keep us safe and well. Be kind to yourself, too.

Here at Canberra Weekly, although many of our advertisers have had to cancel their ads, we’re continuing to publish, albeit with a few changes: no TV guide next week, no social scene and no My Favourite Things. Please bear with us. Meanwhile, we’ve fast-tracked our upgraded website so we can bring you more news, more often.

news Unprecedented COVID-19 crisis cripples local businesses While shelves in supermarkets and pharmacies have been left bare by panic buyers, many other businesses have suffered a sharp downturn due to the impact of coronavirus on community behaviour.

Canberra Business Chamber (CBC) CEO Graham Catt told Canberra Weekly the COVID-19 downturn follows one to three months of tough trading for a lot of businesses.

“Many of our businesses have been doing it tough since last December or January with bushfires, smoke haze and then hail. We’ve dealt with that and the impact on the behaviour of the community.”

According to Mr Catt, for hospitality, tourism and retail sectors – all of which particularly felt the pinch over summer – this most recent decline is “really significant”.

“It’s hard to put a figure on what that will mean for business closures, but we were already hearing figures of downturn from certain businesses in February of 30-40%.

“Moving forward, that’s going to have a very real impact on their takings; 50% is not an unreasonable estimate.”

“People are either not out, and if they are out their propensity to buy is less, and I think there’s misinformation out there about businesses not being open as well,” Mr Leggo said.

He said that within Canberra’s small business community, people are doing what they can to assist one another.

“People are understanding they may need to be more flexible on pricing or payment terms so that we can get through this together.

“We don’t want to just suddenly stop spending money either, because that compounds the situation,” he said.

“It’s not all doom and gloom; everyone is pretty upbeat and positive, they’re just cautious and weary,” Mrs Leggo added.

ACT Government respond with economic package and restriction of trade

On Friday 20 March, the ACT Government announced a $137 million economic survival package, including a number of measures to support small to medium businesses.

For businesses who own their premises, the package contained a rebate on the fixed charge for 2019-20 on commercial rates for properties with an AUV below $2 million.

For businesses who lease premises, there is a six-month waiver on payroll tax for hospitality, creative arts and entertainment industries, waiving food business registration and liquor licensing fees (excluding off-license) and outdoor dining fees.

There will also be a $750 rebate to help small business owners with power bills.

Canberra Business Chamber CEO Graham Catt: government support “must flow urgently to help keep as many businesses as possible afloat”.

ACT Opposition Leader Alistair Coe said the stimulus measures do not reflect the urgency of the situation, given a number of the measures won’t come into effect for some time.

“This is an extraordinarily difficult time for small businesses who are struggling to keep their doors open and staff employed … a $150 rates rebate will not arrive in wallets until August or September.”

ACT Chief Minister Andrew Barr said he will review the Federal Government’s next stimulus package to inform his government’s further economic response in the weeks ahead.

On Monday 23 March, the temporary closure of non-essential activities and businesses in the ACT was announced to “help slow the spread of COVID-19”.

“This reflects the decision made at National Cabinet on non-essential service closures and maintains consistency with the NSW approach,” Mr Barr said.

“In regards to the shutting down of non-essential services to protect public health, the ACT and NSW will be aligned.”

In the ACT, the following facilities were restricted from opening from midday 23 March: pubs and registered clubs; gyms and indoor sporting venues; cinemas, entertainment venues, casinos and night clubs; and religious

gatherings and places of worship (excluding small weddings and funerals that comply with the one person per 4sqm rules).

Restaurants and cafes have been restricted to takeaway and/or home delivery.

Mr Barr also encouraged any business that can transition to virtual work arrangements to start that process “as soon as possible”.

Current measures ‘won’t go far enough’

Mr Catt said more support is needed than the currently announced measures to ensure businesses can survive long-term.

“There’s no way to sugarcoat this, the business support measures that have been announced, while welcome, won’t go far enough for the tourism and hospitality industry, and the many small businesses that supply them.

“We welcome government assistance to help businesses keep their people, but now we have to face the difficult reality that we cannot save every business or every job.

“Nearly two-thirds of Canberrans in jobs are employed by the private sector … support measures announced by both the Federal and ACT Governments must flow urgently to help keep as many businesses as possible afloat,” Mr Catt said.

capital hill Meeting the coronavirus test xtreme times demand extreme measures but it is not clear Australians, or at least a huge number of us, appreciate the threat being posed by the coronavirus pandemic.

Two weeks ago, the Prime Minister consoled himself that “Australians being Australians” would be up to the challenge.

What Scott Morrison didn’t quite appreciate is that Australians being Australians means heading off to one of the world’s best beaches when the temperature hits the high 20s and the sun is shining. “She’ll be right mate” almost certainly sums up the national ethos.

The lack of seriousness could also be explained by confusing messages from our leaders. If it is OK for professional footballers to play contact sport, more especially Rugby League though Australian

Football is not far behind when it comes to tackling, then it must be safe enough to head off to Manuka or Kingston for breakfast in the cafes and restaurants as many did last weekend.

All the while, of course, the number of Australians testing positive for the virus is rising exponentially. It has been doubling every three days; at this rate, which is accelerating, we will reach 1.25 million infected Australians by Anzac Day. The Prime Minister takes comfort from the fact that Australia’s testing has one of the lowest “test positivity” in the world, as he said on Sunday.

But this doesn’t impress medical professionals. The ABC’s resident medical expert Dr Norman Swan says “if you don’t look, you don’t find”. While Australia’s testing rate at 480 per 100,000 is one of the

highest in the world, it is behind the jurisdictions that have recorded the best results in containing the spread; South Korea, for example, tests 540 per 100,000.

The ACT, like the Australian states, has very restrictive criteria for virus testing. This no doubt is due to the fact Australia was slow to move in having sufficient test kits in place by the time the virus began to hit our shores. In this battle, time is of the essence and getting really serious is more urgent than we realised or were prepared to admit a month ago.

Thankfully the AFL has come to its senses and after Queensland closed its borders on Monday, so too has a very reluctant NRL. Both codes have now suspended their seasons. Also the ACT Government in following Victoria’s lead on school closures and the painful

shutting down of bars, clubs, restaurants cinemas and places of worship, is finally showing leadership. The Barr Government was more decisive in its messaging on this than the NSW Government with its confusing advice on schools.

But if we really want to know what serious looks like we should follow Hong Kong’s example of not isolating mild COVID-19 patients in their family homes but rather in quarantine facilities. Infectious diseases expert, Professor Ben Cowling, told ABC TV that by keeping the infected away from their families, Hong Kong prevented transmission that would otherwise have occurred in the community.

news Charities face increased demand, financial hurdles Restrictions on mass gatherings and calls for social isolation have caused the cancellation of many critical fundraising events for charities, prompting a call for financial assistance.

Locally, Menslink has cancelled their annual Big Night Out and associated fundraising events until the end of the financial year, which will see the organisation lose around $250,000 or 20% of their total income.

“This loss is just the tip of the iceberg, and the social impacts of what’s about to come will be far-reaching across the community and charity sectors,” said Menslink’s Chief Executive, Martin Fisk.

There is concern the lack of donations and corporate sponsorship – compounded by the bushfires earlier this year – will significantly affect the ability of charities to deliver their services.

According to the 2019 Australian Community Sector Survey, even before the bushfires and COVID-19 crisis, the ACT not-for-profit community service sector was struggling to meet demand.

While 84% of ACT community service organisations experienced increasing demand in 2019, less than 4% reported that they were

completely able to meet demand.

The Domestic Violence Crisis Service (DVCS) said they are expecting an increase in client demand from the current situation. This is already being demonstrated in other countries such as China.

“We would like to remind people that isolation and the exceptional circumstances our community is facing right now can increase the frequency and/ or severity of domestic and family violence,” DVCS CEO Sonia Di Mezza said.

“With this in mind, we encourage people who are being subjected to domestic and family violence or not sure what they are experiencing to make contact with us. We ask people to look out for and reach out to family, friends, colleagues and neighbours.”

news Changes to child care support The Federal Government has introduced legislation to help families with the cost of child care and provide support for child care centres.

The amendments allow the Minister for Education to: increase the number of days that a family can continue to claim the Child Care Subsidy (CCS) in cases where a child is absent from child care for more than the currently allowable 42 days; give a family access to additional absences, without the need for evidence, in relation to COVID-19; and waive the current obligation of child care services to require a family to pay gap fees if the service is forced to close.

However, Early Childhood Australia (ECA) said the package does not go far enough to support the viability of services and the jobs of educators and teachers.

ECA has expressed concern that under the government’s package, only services forced to close by health authorities due to COVID-19 will continue to receive CCS and are not required to charge parents or carers a gap fee. Early learning services

that close because of decreased enrolments or unavailability of educators, will not be entitled to CCS payments, which is a gap that needs to be addressed.

“The reason for closure is irrelevant: a service that closes because parents have cancelled their enrolments is no less worthy of support than a service closing due to a diagnosed case of COVID-19,” said ECA CEO Samantha Page.

ECA would also like clarification on how the extension mechanism for allowable absences will work.

Nationally, the current expert medical advice is that the child care sector remains open except where individual services have been directed to close by health authorities.

In the ACT, ACT Minister for Education and Early Childhood Yvette Berry announced on Monday 23 March that all ACT Public Schools will go pupil free until the school holidays, due to begin on Friday 10 April. All other early childhood services, such as long day care, family day care, out of school hours care and vacation care, continue to operate.

Bushfire season comes to a close The ACT Emergency Services Agency recently farewelled the Very Large Air Tanker (VLAT), which was instrumental in containing the Orroral Valley fire in the Namadgi National Park.

The VLAT belongs to the DC-10 Air Tanker series, which was leased from an independent American company called 10 Tanker, based in Albuquerque, New Mexico. 10 Tanker partnered with AGAIR, an industry leader in aerial firefighting operations in Australia, to bring the VLAT to the ACT. 12

The aircraft holds 35,000 litres of retardant, which can be released in four to eight seconds, covering an area of around one kilometre long and 30 metres wide.

The VLAT arrived in the ACT on 23 January and flew 29 missions, delivering more than one million litres of retardant to fires in the ACT and NSW. It recently departed for the USA ahead of the start of their bushfire season.

The 2019-20 ACT bushfire will conclude on 31 March.

ecent research suggests birth trauma rates are increasing, with up to one in three birthing women affected, resulting in birth trauma litigation becoming a rapidlygrowing area of personal injury law.

Kate Waterford, Special Counsel at Maliganis Edwards Johnson (MEJ), leads a practice in medical negligence claims, with a special interest in birth trauma litigation.

“One of the areas we are particularly seeing grow is birth trauma litigation because more and more women are realising what happened to them should not have happened,” Ms Waterford says.

The issue has been reflected locally with the ACT Government holding an inquiry into maternity services in the ACT to explore suggestions that systemic issues, such as staff being under-resourced and under-managed, contribute to some of the issues seen.

A mother to two young children, Ms Waterford brings a special compassion and understanding to working with such families, drawing on her own challenging birth experiences. She has also recently taken up the role of Chair of the Australasian Birth Trauma Association, a not-for-profit which provides support to women who have experienced birth trauma.

Ms Waterford has worked in medical negligence for over seven years and has also had experience in commercial litigation and teaching business law at a university in India.

“That’s where I first got an interest in birth trauma. That part of India had terrible maternity morbidity rates, and I met women who had been through some very difficult births,” she says.

practitioner breaches their duty of care to a patient, causing injury. Negligence can occur in any type of health practice: emergency care, surgeries of every kind, general practice, allied health services, etc. It can also include claims where doctors fail to advise a patient of their options and the risks involved, depriving them of autonomy in decision-making about their health.

Ms Waterford says medical negligence incidents are often devastating for the individual and can sometimes result in a lifelong disability.

“What motivates me is seeing the individual and their families that are taken off the track they might’ve lived,” she says. “Perhaps they had a livelihood, were working, and had a relatively minor condition that could have been treated easily.

Instead, through somebody else’s fault, that minor condition has snowballed into something that ruins their life completely.”

While Ms Waterford says “nothing I can do is going to change what happened”, she acknowledges that financial compensation is important – it can cover losses, access to treatment “and, very importantly, a sense of satisfaction that it’s been recognised that they are an innocent victim in what occurred”.

While people can be intimidated by law offices, Ms Waterford encourages them to make that first

call to see how MEJ can help.

“It is important to understand that you don’t make huge decisions by getting on the phone and chatting to us … it simply starts a conversation where we explore what has happened and look at what rights you might have,” she says.

MEJ will pursue cases only where the medical treatment occurred in the ACT.

news Support for artists Canberra artists and creatives who have lost their income and ability to maintain their arts practice as a result of COVID-19 are the latest to receive a survival package from the ACT Government.

The Government announced ‘Homefront’ on 24 March, which provides funding of up to $10,000 per artist to support arts development and the sustainability of their arts practices over the next six to nine months. A total of $500,000 has been made available.

Minister for the Arts, Creative Industries and Cultural Events, Gordon Ramsay, said this new funding is being made available as soon as possible, subject to a

streamlined assessment process.

“For artists, the process to apply for funding will be similar to the up to $5,000 funding rounds that the Government administers throughout the year,” Mr Ramsay said.

“This new program is designed to save as many local jobs as possible as our community and economy adjusts to this difficult and changing environment.”

Applications will open on 30 March and close on 17 April 5pm.

Announcements on successful recipients are expected to be made around 1 May. Further information on funding is available at www.arts.act.gov.au

Bear hunt brings joy amid hard times

We’re going on a bear hunt: Canberrans have started a ‘bear hunt’ to keep community spirits high.

Canberrans across Gungahlin are going on a ‘bear hunt’, with locals putting teddies and stuffed animals in windows and on balconies for kids to spot while walking by.

Amy Pym, president of the Forde Community Association, came across a post on social media about ‘bear hunts’, where residents placed bears on their balconies and in their windows for people to spot while walking by, and decided to implement it in her own suburb.

“I was sick of seeing stuff about coronavirus myself, because it’s getting very overwhelming. I happened to flick across to the bear 14

hunt thing, and thought ‘hey, this is such an awesome idea for kids’.

“It was basically a way to bring the community together in a really stressful time, without affecting any of the advice given to us by ACT Health.”

She says the idea has really taken off, with bears popping up at houses first across Forde, and then other suburbs such as Bonner, Crace and Gungahlin.

“Amazing – everyone has been so excited. I’ve been blown away by the response initially on our [Facebook] page… It’s really taken off, everyone just loves the idea.”

news Testing criteria expanded The ACT’s Chief Health Officer, Dr Kerryn Coleman, has announced new expanded testing criteria for COVID-19: • Travellers from overseas with onset of respiratory symptoms (e.g. shortness of breath, cough, sore throat) or fever within 14 days of return.

• Close contacts of confirmed COVID-19 cases with respiratory symptoms or fever within 14 days of last contact.

• Healthcare workers with recent onset of respiratory symptoms and fever irrespective of travel history.

Healthcare workers who have fever or respiratory symptoms should be assessed for testing.

• Patients admitted to hospital with acute respiratory illness or unexplained fever.

• Patients with acute respiratory illness or unexplained fever in other high risk settings; or

with reported links to settings where COVID-19 outbreaks have occurred, in discussion with CDC. For those who meet the testing criteria, there is a drive-through Respiratory Assessment Clinic which operates seven days per week 9.30am-6pm at Exhibition Park in Canberra. The drive-through clinic complements the dedicated Respiratory Assessment Clinic operating from the Weston Creek Walk-In Centre (7.30am-10pm daily).

Calvary Public Hospital Bruce has put arrangements in place to manage presentations to the Emergency Department and established a dedicated COVID-19 clinic for assessment and testing of individuals who present to the hospital.

Gambling harms loved ones New research examining the full impact of gambling-related harm on loved ones has been released by the Australian National University, highlighting that the toll is not restricted to the gambler.

The 2019 ACT Gambling Survey found 17,000 adults in the ACT, or 5% of the adult population, had been personally affected by a loved one’s gambling.

Co-author Dr Marisa Paterson said the toll on family members, friends and colleagues can include financial, emotional, mental and physical impacts; e.g. relationship conflict, emotional distress and reduced performance at work or study are all common.

The study found women affected by someone else’s gambling rarely seek formal help.

Co-author Dr Megan Whitty said “we know women are disproportionately represented

when it comes to experiencing the negative effects of a family members’ gambling”.

“There is still a lot of shame and fear around it. Counsellors told us partners often have a belief the gambling is their fault – or they’re contributing to it in some way.

“So it’s really vital that we take a long hard look at what is stopping women, and other people from seeking help, and what we can do to change that.”

In total, the researchers spoke to 45 people across NSW and the ACT in 2019, including gambling counsellors and people with lived experience of gambling-related harm.

“What we learnt from these interviews is things like emotional distress, financial distress and erosion of trust are interwoven with additional gambling-related harm,” Dr Whitty said.

Green makes GWS debut Canberra’s Tom Green made his debut for the GWS Giants on Saturday 21 March, as they defeated the Geelong Cats 17.3 (105) to 11.7 (73).

Green, the No.10 pick from last year’s AFL draft and a product of the Giants academy, gathered six possessions and two clearances in the 32-point win after starting the match on the bench.

In addition to making his AFL debut, 19-year-old Green has also extended his initial two-

year contract with the Giants by another two years.

Despite round one action, the AFL has become another casualty of the ongoing COVID-19 pandemic.

The AFL season has been temporarily suspended until 31 May and the AFL Women’s season concluded with no premiership awarded for this season.

The AFL will review the situation by the end of April to determine whether a further suspension period is required.

This week, food writer Libby Kimber brings you recipes using two classic autumn ingredients – pumpkins and apples.

Apple pie nut crumble Recipe by Rebecca Gawthorne for Nuts for Life | nutsforlife.com.au Prep: 30 mins Cook: 30 mins Serves: 4 2 tsp vanilla extract 2 tsp cinnamon 4 apples, washed and diced 60g Brazil nuts 60g cashews 1 1/4 cups plain rolled oats 1/4 cup desiccated coconut flakes 2 Tbsp extra virgin olive oil 4 tsp maple syrup

In a large saucepan, gently heat Âź cup of water and stir in 1 teaspoon of vanilla and 1 teaspoon of cinnamon. Once combined, add in diced apples and half of the Brazil nuts, half of the cashews and cook over medium heat for 20 minutes or until apples have softened, adding more water as needed. Place into a baking dish and set aside.

Take remaining Brazil nuts and cashews and crush in a blender. Place in a mixing bowl.

Place oats into the blender and quickly blitz so some oats form a powder and some are still whole. Place in the mixing bowl with nuts and add coconut, olive oil and remaining cinnamon and vanilla.

Evenly spoon crumble mixture on top of cooked apples mixture and bake for 20-30 minutes or until golden brown.

Remove from oven, serve with yoghurt and drizzle with maple syrup. Enjoy.

Prep: 15 mins Cook: 40 mins Serves: 4 1 1/2 Tbsp single origin floral honey 1 1/2 Tbsp extra virgin olive oil 2 tsp coarsely chopped rosemary 800g pumpkin, seeded and cut into wedges 2 tsp red wine vinegar 250g (about 2 bunches) broccolini, trimmed 400g can borlotti beans, drained and rinsed 1 head radicchio, trimmed and leaves torn 2 Tbsp lightly toasted hazelnuts, coarsely chopped

Preheat the oven to 200°C. Line a large baking tray with baking paper.

Combine 1 tablespoon of the honey, 1 tablespoon of the olive oil and the rosemary in a large bowl. Add the pumpkin and toss to coat. Place on the tray and roast for 30–40 minutes or until golden, turning halfway through the cooking time.

Meanwhile, combine the remaining honey and oil with the vinegar in a small bowl. Set aside.

Cook the broccolini in a saucepan of boiling water until just tender. Drain.

Combine the pumpkin, broccolini, borlotti beans, radicchio and hazelnuts in a large bowl. Add the honey dressing and gently toss to combine. Season to taste with sea salt and freshly ground black pepper.

Tip: For a vegan version, replace the honey with pure maple syrup.

Take 5: Hannah Minter Hannah Minter is the selftaught Canberra artist behind Mint Illustrations. A lifelong Canberran, Hannah created the artwork for this year’s 2020 Heritage Festival (which has since been postponed due to the COVID-19 pandemic), with the theme ‘reimagine’.

What was the inspiration for your Heritage Festival pieces?

I’ve always been attracted to all things retro. One of the main inspirations behind my work is capturing all the gorgeous retro themes of the past, and transforming them through a

female gaze. My pieces for the ACT Heritage Festival also took on the theme ‘reimagine’ – taking iconic symbols of Canberra’s past and reimagining them into the future.

What subject matter have you highlighted in your works, and why?

Growing up in Canberra, there are certain places and sites that I feel especially fond of. Some of the places featured in these artworks include the very retro and iconic Starlight Cinema Sign and our picturesque Lake Burley Griffi n. I’ve also included things that Canberrans know very well,

such as hot air balloons, magpies, Bogong months, the Canberra Carousel and the recent addition of our light rail.

What does it mean to you to have your work as part of the Heritage Festival?

Very rarely does a project come along that seems almost too good to be true! That was the case when I was invited to create art for the ACT Heritage Festival. It was an absolute delight, pairing my retro feminine art with all the things I love about Canberra.

How do your illustrations come together, from concept to the fi nished product?

Most of my work is created digitally. I spent years creating art with paint and pencil, but I have recently fallen in love with the convenience and accessibility of

digital art. You can often fi nd me drawing at a café in Braddon.

How did you discover the world of illustration and develop your skills?

For as long as I can remember I’ve always drawn and painted in my personal time, but up until recently, I never thought to turn it into a business. A year and a half ago, a dear friend took me along to an illustration workshop with the very talented Canberra illustrator Juliette Dudley [juliettedudley.com].

Hearing Juliette talk about her Canberra illustration business fi lled me with inspiration, so I decided to give it a go. I threw my hat in the ring, and Mint Illustrations was born.

The movie is based on Ace Atkins’ novel Wonderland, using characters from Robert B. Parker’s Spenser for Hire novels, which were adapted into a 1980’s TV series. The movie, released on Netflix, feels similar, lacking a large blockbuster budget and therefore the pyrotechnics and stunts required of the genre. As it lacks the Hollywood sheen, the movie instead relies on its ensemble cast to elevate the well-trodden material, bolstering relationships that hint at a wider history. Our cast of characters are in a heightened state throughout, (lovingly) bickering and swearing at each other, as if making up for lost time.

Verdict: A blunt blockbuster wannabe series-starter on a budget. Have a look at the Die Hard, Lethal Weapon and Bad Boys series on Blu-Ray instead. 2.5 stars.

It takes time to learn so you need to be consistent and tenacious. Find a good teacher in person or online, someone that you relate to and can guide you. I would say it took me about a month of consistent practice (twice a day) to really be sure that I was actually experiencing anything beneficial rather than just imagining good things were happening.

Hedging has been effectively used throughout Mary, Terry and Ana’s beautiful garden in Turner.

The original glasshouse is used to get a headstart for the growing season.

Where everything old is new again Mary, Terry and their daughter Ana moved into their Turner home in 2015 after renovating both the home and garden. The Canberra red brick house, on a large 1,630sqm block, was completed in 1946.

The vision for the refurbished garden was rustic, with lots of rooms and places to enjoy the garden with family and friends. The family moved from a modern home and garden – consequently, the style of furnishings, garden and plants the family grow and live amongst have completely changed – a change they

have embraced wholeheartedly.

Mary said they were fortunate enough to meet with one of the original owners of the property, who were also avid gardeners, before the renovation.

They discussed original plantings to be retained, including a beautiful collection of Camellias, which have since been transplanted to a central garden bed in the backyard.

A Lone Pine, planted in the late 1960s and originating from a cutting from the tree at the War Memorial, has also been retained. The 20m tree, located in the bottom corner of

Planted throughout both the front and back yards are hedges of Cherry Laurel (Prunus laurocerasus), Euryops (for winter colour), Loropetalum, and Pineapple Guava (Acca sellowiana). These plantings have been used to separate the garden into rooms, as well as give it coherence and structure.

Mary has developed a love for roses over recent years and has been busily growing her collection ever since.

‘Silver Ghost’, ‘Julia’s Rose’, ‘Gallipoli Centenary Rose’ and ‘Red Intuition’ are just a few of the many growing throughout the garden.

Mary loves to cook and unsurprisingly grows lots of fruit and vegetables. What is surprising, however, is the size of the relatively young fruit trees. A Black Genoa and green fig, for instance, easily reach 3m and are enviously laden with fruit. There are also espaliered pink lady apple and pear trees, hazelnut, pomegranate, sour cherries, citrus and table olives.

Other fruiting plants include currants, a grape vine and berries.

Vegetables and herbs are kept in large raised beds with low-cost covers made from polypipe and bird netting, to keep out the countless species of local birdlife and Pluto the adorable magpie harlequin rabbit.

Mary grows and saves seed from a variety of species, including wild leafy greens, which she uses to make the traditional Greek dish, Spanakopita. Plants in the beds are interplanted with dianthus, marigold, amaranth and other beneficial plants. The growing seasons are extended with the use of a glasshouse, also a garden original.

Mary said they usually have a large pumpkin patch along one boundary fence but didn’t have much success with it this summer due to the horrendous growing season. Flowers from these and other cucurbits grown are collected and used in cooking. I learnt that the flowers can be frozen in zip lock bags or similar for later use – simply remove the stamen and clean and pat dry beforehand. Mary also explained that multiple flowers can be stored inside one another.

Weekly market wrap Screws turn on Canberra’s tightening rental market

market tightened significantly with vacancy rates in Canberra only 1%. Nationally, most state capitals recorded minor declines in vacancy rates with the exception of Hobart, which recorded a 0.3% increase.

Adelaide remained stable at 1.0%.

Managing Director of SQM Research, Louis Christopher, said “February marks the start to the New Year in the property industry and gives us a clearer picture of the rental market. The decline in vacancy rates is a reflection of a seasonal increase in rental demand plus ongoing decline in dwelling completions and the ongoing increase in population. We are likely to record further declines in rental vacancy rates as 2020 progresses unless the country enters into a prolonged economic depression.”

Units experienced strong demand in the rental market, which has led to asking rents increasing by 1.9% year on year.

Asking rents for houses fell by 2.4% over the same period. The Australian Bureau of Statistics’ (ABS) new dwelling approvals show a 26.8% reduction in the number of new dwellings during

volumes, combined with the timeframe to secure new approvals and construct projects, make it the rental market quickly. Units generate exceptionally high rental yields of 5.5% for all units and 5.8% for those with two bedrooms.

Is COVID-19 impacting Canberra’s property market?

The biggest difference in our property market attributed to COVID-19 is a shift from offering homes as open for inspection, to either opening for individual appointments or online inspections.

Vendors, buyers and agents who aren’t used to transacting in this way may have an adjustment period; however, for those who are used to selling off-plan it is very much business as usual.

ABS data for the average new home loan size shows it has been increasing during the last 12 months, as interest rates have fallen. This shows borrowers are comfortable taking larger mortgages, providing their repayment costs remain similar.

In only 16 days, the Reserve Bank of Australia (RBA) cut interest rates by 0.5% which was quickly followed by lenders offering very low one-, two- and three-year fixed rates.

Canberra’s population grew 1.5% in the last 12 months, and during this time it has maintained the lowest national unemployment rate, with a highlyskilled workforce and the highest national median income. The increase of property enquiries during the last week is an early indicator there are a significant number of people seeking to use current market conditions and upgrade their home or invest.

Aside from cheap money flowing into the market, banks themselves have stepped in to prop up any downside market risk by offering property owners affected by COVID-19 repayment ‘holidays’ of up to six-months. The

RBA can control bank funding costs, which creates significant scope to help property owners and the economy through recovery.

With the availability of low rate and fixed term mortgages and increasing applicants borrowing capacity significantly, combined with repayment holidays and government stimulus to boost the economy, does this mean Canberra property owners or those considering entering the market get to enjoy the best of both worlds?

REIA urges agents to cease public open homes, auctions The Real Estate Institute of Australia (REIA) has urged real estate agents across the country to make “significant changes” to the way they operate, and called for public open homes and auctions to cease.

REIA president Adrian Kelly said a deliberate organising of a gathering by a real estate agent “flies in the face of the directives of the Prime Minister”, and said the continued arrangement of unmodified public open homes and auctions is “impossible”.

“One on one private inspections

by appointment must become the norm, coupled with the appropriate safeguards as recommended by health authorities,” Kelly said.

“With regard to public auctions, these can still occur via telephone bidding or by using one of the many online auction platforms available.

We need to show some initiative and resourcefulness at this time.

“As an industry, we are all in this predicament together and the sooner we all do what needs to be done, the sooner we can return to a more normal real estate market.”
