The document sets out a simple watershed monitoring framework in the Province of Iloilo, Philippines. The goal is to increase the capacity for evidence-based planning on a watershed basis in Iloilo province. The monitoring framework is intended to be a model for other local governments across the Philippines that are striving to improve the state of the country’s watersheds and reduce the risk of natural disasters. The Provincial Environment and Natural Resources Office (PENRO) of the Iloilo Provincial Government and University of the Philippines in the Visayas (UPV) acted as the key partners responsible for research, consultation and developing the final products. The Canadian Urban Institute (CUI) delivered technical advice and project management. The Toronto Region and Conservation Authority also provided technical assistance through seconding Gary Wilkins, a former TRCA staff person to the project; Mr. Wilkins also acted as principal author of this document.
