W

elcome to Victoria, the CPA’s 36th conference, and the third time for us in this beautiful location. This special conference issue of Parker is all about the 2019 event and includes everything you will need to know about the program and activities. For those who could not attend this year, you will get a sense of the state of parking in Canada by reviewing the keynotes and general session presentations highlighted in this issue.

The usual cast of characters, plus many new faces will be attending this year and will be treated to exceptional conference experiences at the Fairmont Empress Hotel, Victoria Conference Centre and the Crystal Garden, not to mention the odd after-party at one of the local nightclubs or pubs. If you opted out and are reading this from afar, let this be a lesson to you!

So, what has changed in the 25 years since 1994 when we were first here? The conference theme then was Park and Sail in Victoria, an invitation to “… sail through a trade show and program to make parking operations better…”

I was a delegate that year in the University sector, and a new sailor for that matter. The association was boasting 268 members. Today, we have over 650. A lot has changed.

Included on the conference agenda were topics taking the delegates back to the basics of parking meters, parking security and parking maintenance.

Parking Management was being taken “Into the Next Century”, and some early traces of parking data started to show up in a few articles.

Let’s take a closer look at the parking industry back then.

A 1994 cover article in the 2nd Quarter Parker entitled “Parking… A solution to Congestion” provided some

predictions for where the industry might be headed. Here are some interesting theories from that article to reflect on: “The vocal ban-the-car single interest lobby group has promoted transit systems that bleed the public tax purse, pollute with both emissions and noise, travel empty on many routes, serve the transit company only in hours of operation and offer no suburb to suburb transportation.”

“The Parking Industry has not lobbied but has long known through daily contact with drivers that cars are essential to the company, that productivity is enhanced if employees can get to and from the workplace without undue stress and can manage their personal lives with some efficiency.”

“While Parking Operators have long recognized the need for transportation balance, special interest groups maligning cars and parking facilities do not offer solutions other than banning vehicles.

In fact, accessible parking at affordable rates, in convenient locations serving multiple categories of users can be an obvious and easy solution to congestion and pollution. In the five winter months in many Canadian cities, private cars and good off-street parking not only get us to work but to recreational pursuits that cannot be accomplished on a bicycle.”

“Modest road tolls may be inevitable to build new highways, but motorists may accept that user-pay concept more readily if it is recognized that these same motorists fuel the economy… and need convenient parking at the end of every trip.”

Author, sadly, unknown. Wouldn’t it be interesting to have a follow up with her/him today?

In 2008 – the second time in Victoria focused on sustainability and the following General Sustainable Parking TIPS were shared: Incentive programs such as reserved parking spaces for hybrids, clean-air vehicle discounts, shared parking and car pooling; use of porous pavements, practical application of LED lights; green cleaning supplies; electric vehicle charging stations, avoid sending power washing

run-off into drains, and use reclaimed water for landscape irrigation.

Parker articles were now referring to multi-modalism, transportation linkages, creating ‘people places’, mixed-use parking, urban design, etc., and the phrase “range anxiety” was first heard.

“The challenges facing 21st century city planners are much different from those of the past… they must find ways to improve the quality of life for people who live in and visit urban areas. This involves reducing the congestion choking our downtowns, making our cities more pleasant and walkable… These urban design trends can play an important role in achieving these goals.”

I could go on and on, but time is short, and I’ve had a great walk down memory lane while writing this.

It is dizzying to think we are now talking connected cars and smart cities, whole municipalities going electric, driverless vehicles, redesign and mixed use in urban centres, and generally, blending all aspects of the transportation systems – including parking – as we knew it, into a new phase.

We are at a pivotal point in time where the direction of not only the Parking associations, but indeed the entire industry from all corners of the world must make some critical predictions and anticipate which are the best practices and form sensible policies to ensure success.

So, I am laying out a challenge to you, the attendees in 2019 Victoria, and to you, the folks who opted out this year, to contribute to the shaping of the future of the Canadian parking industry. Help us to examine and form the best possible systems and practices by participating in the conversation in Victoria, either in person, or through the CPA’s social media links, or by simply sending us your comments via email.

A special workshop has been built into a luncheon session where we will discuss how mobility influences each of the sectors, including airports, hospitals, university/colleges, municipalities.

Urban planners and equipment manufacturers are also invited to attend and share insights and recent developments from their areas of expertise. The

goal is to coordinate the needs of our members with the CPA’s program development to enable us to provide relevant benefits and content. It is not only critical to keep pace with the rapid changes we face, but also it is in our best interests to define and stay true to our core business, which of course is parking.

I hope you find value in the program that has been developed. Three keynote presentations will bring visionary insights, topical speakers will share best practices and case studies, and as usual, the exhibition will be the place to be to network and re-energize.

On another note, I am thrilled to bring another connection to the 1994 era. It was during that time that the Canadian Parking Association had their first – and only woman – in the President’s Chair. Well it took 25 years, but we are about to welcome our second woman into the position.

Janice Legace has served the CPA and Board of Directors for as long as I can remember, and she will take the lead from Daniel Germain at the Annual General Meeting. Welcome Janice. It has been a long time waiting, and I am sure you will do the position justice!

It is not only critical to keep pace with the rapid changes we face, but also it is in our best interests to define and stay true to our core business, which of course is parking.

To close, I would like to extend my personal thanks to colleagues and friends for their tremendous support leading up to this event. I hope to have an opportunity to thank you all personally over the course of the conference.

Dear Colleagues,

H

ere we are, its conference time! And with this comes the end of my term as president of the Canadian Parking Association. Wow, it has already been two years, and it’s incredible how time flies when you are enjoying what you are doing and working with a great group of people.

On a more personal note, it’s time for me to give up my seat as President and follow in the footsteps of other dedicated board members as your Past President.

I cannot say enough how dedicated your Directors are on the CPA Board. The group works hard on bringing value to your membership. Along with the CPA staff, these individuals are making it happen. I would like to personally thank each of them for the support they gave me during my term as President.

We all have a full plate with our day to day jobs, and this group finds the time and passion to do even more by giving their precious spare time to our organization. Join me in thanking every one of them for their dedication and hard work.

This year’s conference in beautiful Victoria is shaping up once again be a great success. The agenda is very promising with very interesting educational breakout sessions where you will be able to hear professional viewpoints from within the industry and several examples of success.

We also have some timely topics on Mobility and how this affects the parking world. The trade show floor will be where you will have access to the latest and the greatest trends and technology, with our industry leaders showcasing their products and services. I’m sure you will all enjoy this year’s conference.

The conference is also a great place to meet peers and make new connections. Networking has always been a big component of the conference and still is, with several opportunities in the agenda to mix and mingle. Emails and text messages are great, but a good face-to-face meeting on the trade show floor, around a meal, event or cocktail still goes a long way in today’s business.

The networking events are also a great place to meet the Board members. I strongly encourage you to meet the group and get to know them. We are all at your service, let us know what you would like to hear about or share any suggestions you may have. The organization welcomes your feedback.

On a more personal note, it’s time for me to give up my seat as President and follow in the footsteps of other dedicated board members as your Past President. I am committed to assist with the transition of the Executive so that the CPA continues to be strong. I would like to thank you all for this opportunity. It has been a fun and interesting two years and it is a pleasure to work with such a good group of people.

In closing, I wish you all a great conference. Make the most of your time in Victoria and make sure to bring back some new ideas and knowledge. n

ous y voilà enfin, la conférence annuelle!

Et avec cela vient la fin de mon mandat en tant que président. Wow, déjà deux ans, c’est incroyable à quel point le temps passe quand vous appréciez ce que vous faites et que vous avez la chance de travailler avec un si bon groupe de personnes.

Je ne peux pas dire assez à quel point votre conseil d'administration est dévoué. Le groupe travaille dur pour apporter de la valeur à votre adhésion.

Avec le personnel de l'ACP, ces personnes font en sorte que les choses arrivent. Je tiens à remercier personnellement chacun d'entre eux pour le soutien qu'ils m'ont apporté durant mon court passage.

Nous avons tous notre assiette pleine avec notre travail quotidien, et ce groupe trouve le temps et la passion de faire encore plus en donnant leur précieux temps personnel à notre organisation.

Joignez-vous à moi pour remercier chacun d'entre eux pour leur dévouement et leur travail acharné.

La conférence de cette année dans la belle Victoria devrait une fois de plus être un grand succès. L'agenda est très prometteur avec des sessions éducatives très intéressantes où vous serez en mesure d'entendre les professionnels de notre industrie partager leurs succès. Le réseautage a toujours été un élément important de la conférence et l'est toujours. Les courriels et les messages texte sont excellents, mais une bonne rencontre face à face autour d'un repas, d'un événement ou d'un cocktail fait encore beaucoup de chemin dans les affaires d'aujourd'hui.

Les activités de réseautage sont également un endroit idéal pour rencontrer les membres du conseil d'administration. Je vous encourage fortement à rencontrer le groupe et à apprendre à les connaître.

Nous sommes tous à votre service, faites-nous savoir de quoi vous aimeriez entendre parler ou partager toutes les suggestions que vous pourriez avoir. L'organisation accueille favorablement vos commentaires.

Delivering an Evolved Customer Experience

Customers look to interact with parking products in the same way and with the same expediency as with other services that have become standard in their lives. Customer experience trends and products are evolving rapidly- but what does provision of good customer service in the parking industry actually look like in 2019 and beyond? In our practice, the answer is three-fold: 1. Through meeting customers in the spaces that they’re already in 2. Through augmenting self-service capacity of products 3. By looking inwards to ensure customer experience teams are adequately set up to respond to a quickly evolving landscape.

The mobility ecosystem is changing rapidly, providing challenges and opportunities for cities looking to adopt technology and build infrastructure on the path to becoming smart cities. The central question is how to enable people to move around a city in an effective, efficient way, that not only works today, but is also able to adapt to future changes. There are two key components to set cities up for success: changing the physical infrastructure and leveraging new, connected technologies. Presenters will speak about the concept of Complete Streets, the importance of digitally coding the curb and the need for a mobility platform to coordinate various forms of mobility (cars, electric scooters, ridehailing services, autonomous vehicles, etc.) so vehicles can safely and optimally interact with city infrastructure, such as the curbside.

This presentation delves into the realities of delivering an evolved customer experience in the municipal space. We’ll cover what it looks like practically for parking management organizations to reach customers using technologies and methods that are increasingly being demanded of them. We’ll highlight ‘quick win’ self-service opportunities that any municipal or large organization can adopt to free up valuable resources and enhance customer service capacity. Finally, we’ll walk participants through logistical considerations for how organizations can structure internally to support an ever-changing customer experience landscape.

Self Service: The New Frontier in Customer Support

Parking is a vitally important revenue source for airports—for many it’s second only to gate fees in importance, and there are millions of dollars at stake with Uber and Lyft cutting into revenues. Edmonton International Airport is taking on the TNC’s by making it more attractive for travelers to drive to the airport and park there than to get dropped off. Learn about EIA’s creative marketing program (that even includes an airport Tinder account that’s the talk of the industry). Through this program Edmonton has created the most successful parking pre-booking program of any North American airport, though it is far from the continent’s (or Canada’s) largest airport, that serves as a model for other airports throughout North America. In this presentation, learn about financial challenges, strategies for making it more attractive for travelers to use airport parking facilities, rather than getting dropped off, and will include an overview of pre-booking technology and generating parking revenues through a reservations-based loyalty program strategy.

Also, creative marketing strategies, including the airport’s “tinder” strategy will be explored.

Parking Management Challenges at Campuses and Major Employers in Non-downtown Locations

Campus environments on the fringe of urban areas experience their own, unique parking challenges that require tailored management solutions. These more outlying areas typically do not exhibit the same level of walkability or transit service as in an urban location, resulting in a greater number of trips made by vehicle and increased parking demand. A desire to regulate and/or price campus parking to reduce vehicle trips and encourage sustainable transportation can create further parking spillover issues in adjacent residential neighbourhood with limited regulations inplace. Resulting conflicts include balancing parking demand while protecting neighbourhood parking, challenges such as the trade-off between funding service (i.e., health care, education) and building new parking supplies, and how campus or events sites with pronounced peak demand periods are managing travel demand and minimizing parking impacts. The challenges will be articulated for the group and a real-world example provided from our experience in parking management, including successful strategies and lessons learned.

Ces régions périphériques n’ont habituellement pas le même potentiel piétonnier ni le même service de transport en commun que les régions urbaines, donc il y a un plus grand nombre de déplacements en voiture et une demande accrue en espaces de stationnement. Le désir de réguler les espaces de stationnement ou d’en établir les tarifs afin de réduire les déplacements en voiture et d’encourager le transport durable peut créer plus de débordements en matière de stationnement dans les milieux résidentiels avoisinants où il y a moins de règlements en vigueur. Ces conflits peuvent comprendre les suivants : devoir équilibrer la demande en stationnement tout en protégeant les espaces de stationnement des milieux avoisinant; devoir faire des compromis entre le financement de services importants (p. ex. : les soins de santé, l’éducation) et l’installation de nouveau matériel dans les aires de stationnement; gérer la demande en transport et minimiser l’impact sur les stationnements dans les campus et les sites d’événements où les périodes de pointe de la demande sont particulièrement importantes. Ces défis seront exposés clairement au groupe et des exemples d’expériences en gestion du stationnement réelles et vécues, ainsi que les stratégies efficaces et les leçons qui en ont été tirées, seront donnés.

Seasonal Paid Parking Program Implementation at Town of Sylvan Lake

The Town of Sylvan Lake is a Canadian tourist resort destination town located at the center of the Calgary-Edmonton Corridor on the south shores of one of Alberta’s best recreational lakes. With a population of 14,853 and an annual tourist visitation in excess of 1,000,000 people on approximately 3 km of waterfront, a massive influx of summer visitors with a great impact on the community is created. A Waterfront Commercial District Business Visitation Report identified parking as a key issue of concern for residents and local business and the second highest complaint from visitors. By implementing a new seasonal Paid Parking C program, complimented by a Residential permit system, in 2017 M the municipality sought to improve parking availability within the downtown commercial district, achieve a greater turnover Y of parking stalls and more foot traffic. Additional revenue was generated to help with the downtown and lakefront park upkeep CM and maintenance. This presentation will explore all aspects of the MY implementation of the new Paid Parking Solution.

La ville de Sylvan Lake est une destination de villégiature canadienne située au centre du corridor Calgary-Edmonton, sur la rive sud d’un des meilleurs lacs pour les loisirs en Alberta. Sa population est de 14 853 personnes et plus d’un million de touristes visitent annuellement le secteur riverain de 3 km. Les grands nombres de visiteurs estivaux exercent un grand effet sur la collectivité. Un rapport sur les visites commerciales au quartier commercial du secteur riverain (Waterfront Commercial District Business Visitation Report) a démontré que le stationnement était une préoccupation clé pour les résidents et les entreprises locales, et il était la deuxième source de plaintes en importance de la part des touristes. En mettant en œuvre un nouveau programme de stationnement payant saisonnier, accompagné d’un système de permis résidentiel, en 2017, la municipalité de Sylvan Lake cherchait à augmenter la disponibilité des espaces de stationnement dans le quartier commercial du centre-ville, ainsi qu’à connaître une plus grande rotation des places de stationnement et une circulation piétonne accrue. Des recettes additionnelles ont été générées et ont contribué à l’entretien du centre-ville et du parc riverain. How do you expand a critical parking facility that is in use around the clock? This was the challenge for the project team who delivered two levels of parking expansion on the primary parking facility for a regional pediatric hospital. The team will share lessons learned, focusing on how to overcome design and construction challenges to bring much needed additional capacity while keeping the parkade open and minimizing the impact on operations.

Automated Parking Systems – More Parking in Less Space

The EasyPark parking garage located at Pacific Centre Mall is the largest parking lot in Vancouver that currently has LPR technology for a diverse group of user types, with 11 entrances and exits.

Based on EasyParks’ experience with LPR implementation, this presentation explores the impact of a frictionless parking experience on transient parkers, monthly parkers, and car share users. It also discusses how the LPR technology was used for theft prevention of parking transactions from customers using car share vehicles.

Vehicle parking can be expensive and difficult to provide in dense urban centres with high land values. Several technologies exist to make parkades more space efficient and less expensive to construct. There has been an increased interest in these technologies from land development projects in recent years due to high construction costs and small land parcel size. The presentation will include a review of multiple projects which incorporate parking systems, including automated bicycle storage, vehicle elevators, vehicle turntables, semi-automated parking systems, and fully automated parking systems.

Leading the Path to Sustainable Transport – Camosun College’s TDM Strategy

The Camosun College TDM Strategy provides a 10-year action plan that builds on a strong previous plan with the goal of providing updated travel characteristics and an improved understanding of the suite of management options available to the College. The primary goal of the Strategy is to provide convenient, environmentally responsible and affordable access to both campuses and provides a roadmap on how the College can better provide transportation choices and, ultimately, meet its five goals, which include a reduction in parking demand and single occupancy vehicle trips, and improving the quality and diversity of active transportation choices, among others. This presentation will provide an understanding of how to design a modal split survey count in collaboration with a university/ college and how that survey can be used to inform a TDM Strategy; recommendations on how to develop TDM strategy areas at your campus; a detailed understanding of some of the 26 recommended TDM strategies including how they were developed, informed by research, and how they ultimately meet the goals of the Strategy and long term modal split targets; and how an implementation plan need not be a theoretical exercise and how objective, measurable criteria could be used determine the efficacy of a TDM action.

La stratégie de GDT (gestion de la demande en transport) du Collège Camosun propose un plan d’action sur dix ans qui s’appuie sur le solide plan précédent et fixe l’objectif de procurer les nouvelles caractéristiques de voyage et d’améliorer la compréhension de la gamme d’options de gestion dont le Collège dispose. Le but principal de la stratégie consiste à offrir l’accès pratique, écoresponsable et abordable aux deux campus et il sert de feuille de route qui indique comment le Collège peut mieux offrir des options de transport et, ultimement, atteindre ses cinq buts, notamment la réduction de la demande en stationnement et des déplacements en véhicules à une personne et l’amélioration de la qualité et de la diversité des choix de transport actifs, pour en nommer que deux. Cette présentation aidera les participants à comprendre comment élaborer un sondage sur la répartition des modes de transport en collaboration avec une université ou un collège et comment utiliser ce sondage pour orienter une stratégie de GDT. She has successfully made the Dean’s Honour Roll for the past three academic years. Upon graduation, Diana will hold a Bachelor of Arts degree, majoring in Sociology and a Bachelor of Education degree, majoring in Early Childhood Education. With these degrees, she plans to have a meaningful and positive impact on our future generations by becoming a kindergarten teacher. Every week, Diana is committed to giving back to her community by volunteering with the Calgary Public Library as a Play Champion. In her free time, Diana pursues her passion for travel, hiking, and the great outdoors.

She looks forward to challenging herself during her practicum year and pursue a career as a Registered Dietitian. In her spare time, Emma is passionate about playing volleyball, hiking, and yoga.

Saint Francis Xavier University Bachelors, Human Kinetics Sarah is entering her first year of a Bachelor of Arts in Human Kinetics program with a future goal of becoming a Physio-therapist. She graduated High School with distinction while playing Basketball and Rugby for her school along with actively volunteering in her community.

Sarah has represented her Province (Nova Scotia) on provincial U15 and U16 Basketball teams. She also volunteers with Jr. NBA and participates yearly in CIBC's Run For the Cure (Breast cancer awareness). After graduation, Sarah plans on specializing in Sport Injuries and intends to give back to her community as a volunteer working with adults and youth in her community. She wants to be a positive influence by improving peoples health through sports, nutrition and by improving the environment in which we all live. Sarah is the fourth generation of her family to attend Saint Francis Xavier University.

My career goal is to obtain my master's degree in public health and have a keen focus on epidemiology. I have always had the intention to help others and I believe that the path of public health allows people to connect with the community and become part of the solution, not the problem. Alongside my studies, I enjoy playing sports such as volleyball or badminton, reading and watching movies. In addition to my free time, I always seek volunteer opportunities within my school and outside, which allow me to gain perspectives of how the world functions and the main message that we all need to work together for positivity to exist. I hope my journey can inspire others to work hard and find their passions in life.

Marin is a third-year student at the University of British Columbia aiming to apply to the Dietetics program this coming spring. She is hoping to pursue a career as a Registered Pediatric Dietitian. Marin’s diabetic diagnosis in 2013 sparked her interest in this profession instantly. She has successfully maintained a very high GPA throughout high school and made the Dean’s List in both years of her post-secondary schooling thus far. She has volunteered with her own Pediatric Dietitian in the hospital setting and sees her Dietitian as a major influencer in her career choice. In her spare time Marin enjoys rock climbing, basketball, volunteering and getting involved in the community.

Bennett Graduated from Dr. Charles Best Secondary school in Coquitlam in 2019, frequenting the honor role during his time in Secondary School. His passion for science and mobility have sparked an interest in Mechanical engineering, which he will be pursuing this fall as he begins his undergraduate studies at the British Columbia Institute of Technology. In his spare time, Bennett enjoys computers, Mountain biking, Woodworking and he also works part time at a local bike shop.
