MISSION POSSIBLE: Spaceport Camden’s Innovation Research Park & Educational Opportunities presents a collection of ideas for the proposed Spaceport Camden and surrounding area based on current facilities and programs, presumed spaceport needs, and potential supplemental and related markets. This report is not an economic analysis. The proposed possibilities contained in this report are not predictions nor business plans, but rather opportunities for the Camden County community, the state of Georgia, and the greater aerospace community to take advantage of during the development and operations of Spaceport Camden. CAMDEN COUNTY, GEORGIA , with its notable aerospace history, high-tech military workforce, and advantageous geographical location, is in the process of gaining approvals to begin construction and operations at Spaceport Camden. The aerospace industry is strong in Georgia, and within it is a small but growing space sector. Georgia’s favorable business climate will encourage further space sector growth in Camden County and other regions of Georgia.

Current and retired employees from Naval Submarine Base, Kings Bay offer an existing technical workforce in Camden County. Additional educational and workforce training programs could be introduced for Spaceport Camden’s workforce needs. A WIDE VARIETY of potential private spaceflight training, tourism, and community learning facilities and programs could benefit from locating at Spaceport Camden. With its central location to existing spaceports and high-tech hubs, Spaceport Camden is ideally suited to meet the needs of the aerospace community on the East Coast of the United States and around the world.

CAMDEN COUNTY is looking ahead to the future. The southeast Georgia region, with a small but notable aerospace past and high-tech present, is proposing and preparing to become the new aerospace innovation hub. Located on the I-95 corridor next to the Atlantic Ocean, the proposed Spaceport Camden will take advantage of Camden County’s prime location to enter the over $300 billion space economy worldwide.

THIOKOL'S SPACE BOOSTER PLANT was located in Camden County, Georgia, along the intra-coastal waterway in 1963. Camden County was also considered a possible Apollo launch site in the 1961 study, “A Feasible Approach for an Early Manned Lunar Landing,� chaired by Bill Fleming, as seen in the map to the right. Of the six possible launch sites reviewed, Cumberland Island, Georgia was determined the only other serious launch site contender along with Merritt Island, Florida. THE PROPOSED Spaceport Camden site is located on the I-95 corridor next to the Atlantic Ocean and is surrounded by a large undeveloped buffer zone. Coastal Camden County, Georgia provides sought after southern latitude and favorable launch azimuths allowing for cost effective launches. ORBITAL INCLINATIONS can be reached without the addition of costly propulsive maneuvers to change the orbital plane. These launches have the capability

to fly due east, maximizing the velocity boost from the rotation of the Earth and enabling more payload to reach orbit. Spaceport Camden would be the only exclusively non-federal vertical launch site on the entire East Coast. This is a unique opportunity to reinvigorate the regional economy with a smart growth project and bring the $300+ billion global space economy to Georgia. AS A COMMERCIAL PROPERTY, Spaceport Camden eliminates the need for commercial space companies to sequence alongside governmental payloads or be saddled with some fede r a l government regulations that exists at other launch sites. Spaceport Camden will include: • • •

ON AUGUST 3, 2017, private launch company Vector successfully conducted a low-altitude test launch of a full-scale prototype of its Vector-R launch vehicle from Spaceport Camden. Vector has been awarded a NASA Small Business Innovation Research (SBIR) Phase I grant to develop the technology for Vector-R. One technology tested during the Spaceport Camden launch, a 3D printed engine injector, was developed in partnership with NASA's Science, Technology, and Mission Directorate (STMD) Flight Opportunities program at NASA Marshall Space Flight Center. This first commercial rocket launch from Georgia also carried commercial payloads for Vector’s customers.

THE AEROSPACE INDUSTRY represents a large portion of Georgia’s economy, mostly due to aviation-related activity. According to the Georgia Department of Economic Development’s (GDEcD) Center of Innovation for Aerospace (COIA), in 2015, the broad aerospace industry supported 268,232 jobs in Georgia, representing 6.5% of the state’s total employment and contributing $29.3 billion to the state’s gross domestic product (GDP) or 6% of the state’s total GDP. An increase in space-related activity in Georgia will increase Georgia’s overall economy. AN INCREASING NUMBER of companies are pursuing activities in the space industry in Georgia. The COIA determined there were 12 companies with some activities in the space sector in Georgia in 2015. These companies employed 915 employees that earned $122 million in wages and salaries and $333 million in economic activity. Further spending by space companies and their employees resulted in supporting an additional 1,548 indirect and induced jobs with wages of $74.3 million that resulted in

AN INCREASE in commercial space opportunities has resulted in growth of the space companies whose operations have generated an economic impact in the state of Georgia, according to COIA. As the adjacent table shows, space companies supported 2,463 total jobs that generated $196.2 million in wages and salaries and $555.8 million in output in Georgia in 2015.

ATTRACTING VISITORS ALL LAUNCHES from Spaceport Camden, regardless of the size and payload, will capture the attention of the interested public. Regardless of whether encouraged or planned, Spaceport Camden launches are guaranteed to increase area tourism. Even rocket test firings will gather a crowd. Personnel will be needed to interact with the public, communicate launch operations and countdown, ensure public safety, and cater to human factors needs such as food and janitorial services.

HIGH-TECH SUPPORT FLIGHT HARDWARE, both launch vehicles and payloads, are assembled from custom and flight-tested off-theshelf components. Suppliers of technical components, 3D printing technology, and other necessary hardware may benefit from locating near Spaceport Camden. Additionally, technicians trained in heavy industry such as welders, machinists, crane operators, and forklift operators may be needed to support flight hardware transportation and preparations. Machine shops, high bays, and clean rooms may be needed to accommodate flight hardware. Trained personnel will be needed to operate those facilities.

SAFE STORAGE LAUNCH PREPARATIONS may require the safe storage of flight hardware, components, and fluids (liquids and gasses) needed for launch operations. Warehouses and tanks may be needed for proper storage. Transportation logistics such as truck fleets may be needed to move hardware, components, and fluids to and from the spaceport and storage facilities.

LABORATORY DISCOVERIES THE HIGH-TECH NATURE of launch and payload operations may encourage the creation of scientific and engineering research laboratories in the vicinity of the spaceport. These laboratories, operated by or in partnership with private companies, nonprofit organizations, academic institutions, or government entities, could contribute innovative research in the areas of aerospace engineering, spaceflight propulsion, space science, materials science, and other fields related to spaceport operations. Such research would be especially beneficial to encourage experimental and new launch vehicles to develop, test, and launch at Spaceport Camden.

PAYLOAD CREATION MOST SPACE PAYLOADS are designed, built, and tested at facilities away from launch sites, then shipped to the launch site to integrate into the launch vehicle prior to launch. Operations at Spaceport Camden may encourage the creation of payloads near the launch site, especially small satellites (smallsats) such as cubesats. Minimizing payload transportation time may be beneficial to time-sensitive payloads such as biological experiments. Payload monitoring, control, and data analysis of scientific results usually takes place where the payload was designed, which could be in the vicinity of the spaceport.

BUSINESS CREATION SMALL BUSINESSES may form in response to the high-tech operations of the spaceport. An incubator program to encourage, educate, and guide start-up companies and an accelerator program to assist in growing and raising capital for successful start-ups could be created to facilitate the growth of this new sector in Camden County. These programs could be established and run by a company, government entity, educational institution, or another organization.

LEGAL SUPPORT HIGH-TECH INNOVATIVE business operations may attract the need for legal counsel specializing in intellectual property, patents, government regulations, and related space law. Law firms may locate near the spaceport to accommodate these needs.

EDUCATING THE WORKFORCE TRADITIONAL, CONTINUING, AND SUPPLEMENTAL EDUCATION to support spaceport operations and employment needs may encourage the creation of new programs and the expansion of existing programs. Existing and future Camden County residents will need to be educated or re-trained to meet the high-tech needs of spaceport operations. The spaceport may encourage the expansion of the technical college system into Camden County. Existing universities and degree granting institutions may establish satellite campuses in the vicinity of the spaceport. Area colleges and universities may create or expand online courses or degree programs to cater to the needs of spaceport employees.

EDUCATING THE COMMUNITY SPACEPORT OPERATIONS, associated companies and organizations, and the workforce have the opportunity to inspire, inform, and benefit students at the elementary through high school level and beyond with science, technology, engineering, and mathematics (STEM) programs such as internships, mentorships, job shadowing, career introductions, and financial support such as scholarships, fellowships, and grants. The broader Camden County and surrounding communities could benefit from similar interactions through high-tech job fairs, lecture series, science and engineering demonstrations and fairs, model rocket launches, and other STEM programs open to the public. Area elementary, middle, and high schools could be inspired to create STEM-based programs such as space-related student projects, aerospace course offerings, and STEM certifications.

ACCORDING TO the Georgia Department for Economic Development, tax credits give Georgia businesses the opportunity to minimize or even eliminate state corporate income tax. Tax credits apply to all qualifying companies – large, small and in between – rooted in Georgia or new to the state. TYPICALLY, corporate income tax credits apply to 50% of a company’s state tax liability in a given year. But in some cases, they can offset up to 100% of corporate income tax as well as payroll withholding liability.

JOB TAX CREDIT BUSINESSES IN GEORGIA’S strategic industries can earn as much as $4,000 in annual tax savings for each new job created, for up to five years. The exact value of the job credits depends on two factors: how many jobs are created and where.

QUALITY JOBS TAX CREDIT COMPANIES that create at least 50 jobs in a 12-month period – at wages that are at least 10% higher than the county average – qualify for a tax credit of $2,500 to $5,000 per job.

PORT TAX CREDIT BONUS GEORGIA COMPANIES that increase imports or exports through a Georgia port by at least 10% can qualify for a bonus tax credit. Two options are offered: an addition of $1,250 to the job tax credit or an adjustment in the investment tax credit.

WORK OPPORTUNITY TAX CREDIT GEORGIA’S DEPARTMENT OF LABOR administers a federal tax credit to Georgia companies that hire individuals who have faced barriers to employment. The tax credit ranges from $1,200 to $9,000 per hire.

EXPLORATION PARK BREVARD COUNTY, FLORIDA THE BLUE ORIGIN FACILITY under construction will contain a 750,000 square-foot rocket factory and manufacturing center on a 139-acre site. It is expected to be completed by end of 2017 and open in early 2018.

THE ONEWEB FACILITY under construction will contain a 150,000 square-foot building to assemble thousands of small communications satellites. SPACEPORT CAMDEN has the potential to inspire, educate, and transform the region’s education offerings and the minds of students at all levels, kindergarten through higher education and midcareer training and re-training. Educational institutions could partner with spaceport operators, high-tech companies, related organizations, and individual employees to expose students to a variety of science, technology, engineering, and mathematics (STEM) demonstrations, career options, informal education opportunities, and community events. THE CAMDEN COUNTY EDUCATION SYSTEM includes a high school (with a separate center for ninth graders), two middle schools, nine elementary schools, and an alternative school. These programs have the potential to expand under the inspiration and potential sponsorship of Spaceport Camden and associated companies. Other area primary schools could be inspired and funded to follow in St. Marys Middle School’s footsteps.

Spaceport Camden associated companies could sponsor and assist with the robotics program by offering funds and high-tech employees to train and mentor the students.

CAMDEN COUNTY HIGH SCHOOL also offers a national engineer curriculum for its students. In 2018, it will begin a new aerospace pathways course inspired by the proposed spaceport. Aerospace engineering and other high-tech course offerings will assist high school students in becoming aware of aerospace-related career options and provide them with skills and marketability for higher education programs and careers. SPACEPORT CAMDEN could also assist high school students by providing internships, mentorships, job shadowing, career introductions, and financial support such as scholarships, fellowships, and grants. These programs could increase career awareness, create opportunities for hands-on research and technical operations, and provide educational financial assistance. Early participation in research increases students’ marketability for higher education opportunities and future technical careers. High school students who participate in Spaceport Camden programs and develop relationships with spaceport associated companies may choose to stay in the area or move back to the area for higher education and career opportunities.

GEORGIA WO RKSMA RT GEORGIA WORKSMART is a work-based learning initiative operated by the Georgia Department of Economic Development. The initiative promotes work-based learning models such as apprenticeships as a workforce development tool throughout the State. Georgia WorkSmart assists Georgia companies in developing and implementing customized programs to meet their specific hiring and training needs. A KEY WORKFORCE TRAINING MODEL promoted by Georgia WorkSmart is Registered Apprenticeship. Through a partnership with the U.S. Department of Labor’s Office of Apprenticeship, the Technical College System of Georgia, and other education and state agency partners, Georgia WorkSmart helps organizations create apprenticeship programs that include curriculum and classroom instruction development. PRIVATE SPACEFLIGHT TRAINING

SPACE TOURISM is a small but growing field for qualified scientists and private individuals who can afford to purchase or can obtain sponsorship for suborbital, orbital, and potentially interplanetary space transportation. Private company Space Adventures has flown seven private individuals on eight flights to the International Space Station. Virgin Galactic has sold hundreds of tickets for its private suborbital spaceflights currently under development. Many other companies have announced space tourism ambitions and plans. ALTHOUGH SPACE TOURISM is largely a forwardthinking industry, space tourism training and analog companies are currently operational around the world. Spaceport Camden will not launch humans, but it could offer the opportunity for spaceflight training and analog companies to locate near the spaceport. None of the private spaceflight training facilities around the world are located at spaceports currently launching humans. There is no requirement nor expectation for a spaceflight training facility to be located near a spaceport capable of launching the spaceflight trainees. Spaceport Camden can take advantage of the flexibility of the newly emerging space tourism market. Private spaceflight tourism programs and facilities could be created near the spaceport to educate, train, and prepare private individuals for future suborbital or orbital space travel opportunities around the world.

Facilities could include spacial disorientation spinners, centrifuge gravitational force (G force) spaceflight simulators, spacecraft piloting simulators, altitude chambers, and other facilities to simulate space environments and space mission experiences. Fully self-sufficient enclosed and isolated ground or underwater facilities could provide a simulated space mission experience for a specific length of time. ANALOG SPACEFLIGHT experiences could include a pool facility for neutral buoyancy scuba diving with underwater equipment and training. If the Camden County area opened or partnered with a nearby airport qualified for such activities, another analog spaceflight experience could include “zero-G weightless” experiences by creating microgravity conditions for short periods of time within aircraft flying a series of parabolic arcs. PROJECT PoSSUM DAYTONA BEACH, FLORIDA (and other locations) PROJECT PoSSUM is a 501(c)(3) non-profit suborbital research and education program devoted to the study of Earth’s upper atmosphere and the role it plays in the understanding of our global climate. THE PoSSUM SCIENTIST-ASTRONAUT QUALIFICATION PROGRAM at the Embry-Riddle Aeronautical University in Daytona Beach, Florida is a five-day, fully immersive training program to conduct research on the next generation of commercial space vehicles. The program combines three weeks of webinar instruction followed by one-week of intensive training including high-G training, crew resource management training, spacesuit training, high-altitude training, biometric analysis, and PoSSUMCam operations. The program also includes instruction on noctilucent cloud science, observational history, research methods, PoSSUM instruments on customized simulations of PoSSUM research flights.

THE KENNEDY SPACE CENTER VISITOR COMPLEX, operated by Delaware North Companies, is located at NASA’s Kennedy Space Center and adjacent to Cape Canaveral Air Force Station. THE NASA WALLOPS FLIGHT FACILITY VISITOR CENTER ACCOMACK COUNTY, VIRGINIA

THE NASA WALLOPS FLIGHT FACILITY V ISITOR CENTER features exhibits about aeronautics, orbital and suborbital rockets, scientific balloons, current missions, and the history of Wallops Flight Facility. The Visitor Center also features an auditorium, a Science on the Sphere Theater, an observation deck, and numerous free public programs, events, and group tours of the facility. The Visitor Center also serves as the viewing site for rockets that launch from Wallops Island. The gift shop, open seasonally, offers models, patches, games, clothing and a variety of NASA souvenirs. Admission is free. In 2016, 77,000 people were served through behind-the-scenes tours, special events, informal education programming, launch viewing events, and outreach. THE VISITOR CENTER offers free educational programs for visitors of all ages to enjoy. Programs include solar system and constellation tours, Science on the Sphere presentations, story times, and more.

VISITORS LEARN the history and evolution of the regional Spanish and Native American pioneers of the past to the space pioneers of the future and the dawn of the second space age. After arriving at Spaceport America site, visitors walk up the Astronaut Walk and enter the Gateway Gallery. The G-Shock simulator subjects the would-be astronaut to rapid acceleration comparable to what an actual astronaut might feel in flight. The Spaceport America Experience offers spacey video games, a sphere that lights up to show satellite orbits crisscrossing a map of Earth and kidfriendly science exhibits. Visitors can venture into the Spaceport Operations Center, interact with Spaceport America crewmembers, and view the Gateway to Space terminal/hangar.
