1.0 INTRODUCTION

The Camden Public Building Design Manual (CPBDM) is one of a suite of design documents prepared by Camden Council to set guidelines for the development of existing and future public buildings within the Camden Local Government Area (LGA).

The CPBDM provides design guidance to ensure that future developments and upgraded buildings provide facilities that meet the needs of the new and emerging communities of Camden.

1.2 Scope

1.1 Purpose

The purpose of the CPBDM is to provide a set of design principles, guidelines and requirements for the development of existing and future public buildings in the Camden LGA. This CPBDM details a baseline standard, which will set an expectation of high quality, well reasoned, and thoroughly considered design for all existing or proposed public buildings located within the Public Domain.

The CPBDM applies to all areas within the Camden LGA. It provides detailed requirements for public buildings and is intended to be read in conjunction with the Camden Council Development Control Plan and the Camden Growth Centre Precincts Development Control Plan.

1.3 Users

This manual is provided for internal and external stakeholders as well as professionals involved in the development, planning, design and approval of buildings in the Public Domain within the Camden Council LGA.

1.4 Camden Local Strategic Planning Statement

Camden Local Strategic Planning Statement (CLSPS) is a document which demonstrates how the Camden LGA will meet the community's needs over the next 20 years. The CLSPS is made up of four themes: Infrastructure and Collaboration, Liveability, Productivity, and Sustainability. These four themes will be implemented through 21 local priorities.

CPBDM is a key document in delivering local priorities identified in the LSPS as it will guide decisions and actions relating to public buildings.

1.5 Camden Community Strategic Plan

The Community Strategic Plan 2036 is the community’s plan for the Camden LGA. It establishes five key directions.

The work undertaken in this design manual supports and advances the following directions:

W1 Our community is welcoming and inclusive, everyone feels included and involved:

+ The CPBDM ensures an adequate, accessible and high quality built space is made available across the Camden LGA.

W2 Our community is healthy and active with access to open space, facilities and services that support well being:

+ The CPBDM provides direction to ensure that public buildings are designed to enable positive long -term health benefits across the Camden LGA.

+ The CPBDM sets minimum standards for built facilities which reflect community needs.

W3 Our community has opportunities to design and build safe and inviting places for all to enjoy:

+ The CPBDM sets design principles which will contribute to strong, cohesive, healthy and safe communities.

LB2 Our public spaces and places are vibrant and accessible:

+ The CPBDM ensures infrastructure and facilities are well planned, delivered and maintained to create high quality urban and rural environments that meet our diverse needs and respond to our climate.

1.6 Design Manual Framework

The CPBDM sits within a hierarchy of documents guiding development within the Camden LGA.

All of the current documents applicable to development are included or referenced on the Camden Council website.

The CPBDM is one of a suite of manuals which provide detailed direction for design and construction of the buildings within the Public Domain.

The CPBDM is to be read with all of its companion manuals, details and specifications.

These documents are referenced throughout the CPBDM.

In addition, all design and construction, including all materials and workmanship, are to be completed in accordance with all relevant and current regulations, including but not limited to:

The National Construction Code;

All relevant Australian Standards; and

The requirements of all relevant authorities, including Camden Council.

1.7 Using the CPBDM

The CPBDM provides detailed guidance and minimum standard design requirements for all Public Buildings within the Camden LGA.

PUBLIC BUILDINGS

Section 2 of this Design Manual describes requirements for all Public Buildings and includes the following sections which are applicable to all public building types:

COMMON PUBLIC BUILDING TYPES

Sections 3, 4, 5, 6 and 7 of the CPBDM describe common public building types and contains the following information. All requirements should be further developed and refined by designers in conjunction with the Camden Council to ensure the public building design is specific to individual scenarios including user group and location.

Definition of the Building Type

The definition of Building Type provides an overview of the building type included within that section.

Schedule of Areas

The Schedule of Areas outlines all of the spaces to be incorporated in the Building Type.

Data Sheets - Appendix A to D

The Data Sheets describe the requirements of each space in detail within the Building Type.

Construction Details - Appendix E

Provides typical construction details applicable to all Public Building types.

Parts Schedule - Appendix F

Provides parts schedules applicable to all Public Building types.

Checklists - Appendix G

The Checklists are to be completed and submitted to the Camden Council as part of the review process.

2.0 PUBLIC BUILDING DESIGN

Camden Council recognises that public buildings are a key component for creating successful communities. Development within the Camden LGA provides an exceptional opportunity to set the foundations of sustainable, liveable, and prosperous neighbourhoods. We are committed to applying forward thinking and carefully crafted design strategy to achieve fit for purpose, meaningful, exhilarating and delightful places for the existing and emerging communities of Camden. This chapter establishes the principles and guidelines which underpin successful design for all Public Building types.

2.1 Introduction

A Public Building is a constructed set of spaces located together to create a place for members of the community to gather and socially connect.

The type of Public Building that these spaces become depends on the use of the building.

2.2 Public Building Categories

Public Buildings in the Camden LGA, based on asset management strategies in place, are divided into five categories: Very High Profile, High Profile, Medium Profile, Low Profile and Very Low Profile. Low Profile and Very Low profile categories are not discussed in this document.

VERY HIGH PROFILE

Including CIVIC BUILDING | LIBRARY | TOWN HALL | ART GALLERY + THE LIKE

This Public Building type is a significant cultural icon for the wider community. It is a destination for community members and visitors to gather for everyday visits as well as larger events. It is a large, high profile facility with higher quality finishes, fixtures and services.

This Public Building type will always be designed and documented for construction by specialist consultants engaged directly by Camden Council.

HIGH PROFILE

Including COMMUNITY CENTRE | SPACE FOR SERVICE PROVIDERS | EVENT SPACE + THE LIKE

This Public Building type is a central hub created for community participation. It is a destination for community members to gather for everyday visits as well as local events. It is a multi-purpose medium profile facility with medium quality finishes, fixtures and services.

MEDIUM PROFILE

Including SPORTS FACILITY BUILDING | PUBLIC TOILET + THE LIKE

This Public Building type is created for a specific functional requirement. It is attached to a destination used by community members to gather for everyday visits as well as local events. It is a specific purpose low profile facility with robust quality finishes, fixtures and services.

2.3 Community Centre

Community Centre is a public building classified as high profile amongst Camden Council's built assets.

A Community Centre is one building with minimum of one single large hire space + associated areas.

Community Centre buildings are not required to be designed for a specific use.

The top three most common uses for Community Centres at the time of writing these standards are:

Physical Culture Dance Classes

Martial Arts Classes

Religious Group Gatherings

If you categorised Community Centres into three sizes, they would include the following:

Small | 100 Seated People Capacity

Medium | 200 Seated People Capacity

Large | 300 Seated People Capacity

The Community Centre described in this manual is a small Community Centre.

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of Community Centre buildings within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

IMPORTANT NOTES

A Community Centre is a place that will be hired out for use by members of the public. It is important the hireable area is a clearly defined zone with one main door access and no doors connecting to other hireable areas.

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

2.3.1 Schedule of Areas – Community Centre

The following are the areas that combine to make up a Community Centre. The dimensions and areas for each space are nominal requirements. Confirm final dimensions and area requirements with Camden Council. The following areas are internal dimensions. Refer Appendix A for data sheets.

2.4 Sports Facility Building

A Sports Facility Building is a public building classified as medium profile amongst Camden Council's built assets.

The information in this design manual sets minimum requirements for a Sports Facility Building.

The requirements are not specific to the code of sport that a Sports Facility Building will be built for.

As such, current requirements for the specific code of sport that is being played in the Sports field, court or similar sports facilities for which the Sports Facility Building is being designed are required to be obtained and incorporated in the design to ensure specific requirements are being met.

Each Sports Facility Building will be required to address at least two sports fields.

SPORTSGROUND CATEGORIES

The standard requirements within this document are applicable to a building that is associated with a local sportsground with two sports fields.

If the building to be designed facilitates the users of another sportsground category with more than two fields, or with courts or similar, the size for users is required to increase according to capacity.

The users for each specific sports category that will use each building is referred to in this section of the document as the user group.

USER GROUP

It is a requirement of the design process and this document that the user group requirements are incorporated in the design of a Sports Facility Building. This may include the specific space required for storage areas, particular requirements for change rooms or how many change rooms are needed.

With the ongoing focus on increasing amenity to support female participation in sport, Council will consider the inclusion of female friendly facility provisions such as additional changerooms.

Specific user group requirements can be obtained through the Camden Council

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of a public Sports Facility Building within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

IMPORTANT NOTES

A Sports Facility Building, also known as a Club House, is an important place in the cultural fabric of the community. Not only does it hold the functional requirements of a sporting code, it holds the recreational and social interactions for the players, their families, their supporters and the local community.

A Sports Facility Building is a place that will be hired out for use by members of the public. It is important the hireable area is a clearly defined zone with one main door access and no doors connecting to other hireable areas.

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

The following are the areas that combine to make up a Sports Facility Building. The dimensions and areas for each space are nominal requirements. Confirm final dimensions and area requirements with Camden Council. The following areas are internal dimensions. Refer Appendix B for data sheets.

2.5 Space for Service Providers

Spaces for Service Providers are areas that will be leased by organisations providing a service to the local community. These areas can be either:

1. stand alone as an independent building or spaces classified as medium profile amongst Camden Council's built assets; OR

2. inserted in a public building classified as very high profile amongst Camden Council's built assets.

The most important consideration when it comes to a Space for Service Providers, is its location. Spaces for Services Providers are required to be located in a place with the following conditions:

Within walking distance to public transport;

Within walking distance to local commonly used retail outlets such as supermarkets, hairdressers, newsagents or the like; and

Within walking distance or co-located with other commonly used community facilities, such as a library, school or the like.

If you categorised a Space for Service Providers into three sizes they would include the following: SMALL

Includes all Spaces described in this manual.

MEDIUM

Includes all Spaces described for a small scale, as well as larger dimensions for the Entry Space, Work Space and meeting spaces and additional toilets.

LARGE

Includes all Spaces described for a medium scale, as well as larger dimensions for the covered Forecourt and entry space, multiple spaces for the work space and meeting spaces, a greeting desk within the entry space, a cafe and additional toilets that include shower facilities.

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of Spaces for Service Providers buildings within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

IMPORTANT NOTES

A Space for Service Providers is a place that will be accessed by members of the public who may not wish to be seen accessing the service. Consideration should therefore be given to how people will discreetly access the spaces. As such, a Space for Service Providers should be:

- located at ground level; and

- co-located or located near an alternative community use facility

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

The following are the areas that combine to make up a Space for Service Providers. Refer Appendix C for data sheets.

2.6 Event Space

An Event Space is a public building classified as medium profile amongst Camden Council's built assets.

It is a set of simple internal and external areas that will be hired by members of the public to be used for events. These may include informal or formal functions such as birthday parties or corporate gatherings.

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of an Event Space within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

IMPORTANT NOTES

An Event Space is a place that will be hired out for use by members of the public. It is important the hireable area is a clearly defined zone with one main door access.

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

The following are the areas that combine to make up an Event Space. Refer Appendix D for data sheets.

2.7 Public Toilet

A Public Toilet Block is a public building classified as medium profile amongst Camden Council's built assets.

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of Public Toilet buildings within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

IMPORTANT NOTES

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

2.7.1 Schedule of Areas - Public Toilet

The following are the areas that combine to make up a Public Toilet Block.

2.7.2 Drawings – Public Toilet

The following drawings are a sample of a full set of documentation that describe a Public Toilet in the Camden LGA and can be used as a starting point to document and construct a Public Toilet building.

The full set of documentation for a Public Toilet building is held by and can be requested from Camden Council.

3.0

DESIGN PRINCIPLES

3.1 Design Principles

The principles outlined in the CPBDM underpin successful design in Camden. These principles must drive the design of every newly built and updated existing built space within the Camden LGA. The following principles should be applied not as individual elements, but rather as a group that when implemented will ensure that community-focused, safe, responsive and sustainable outcomes are achieved

PLACE BASED NATURAL & SUSTAINABLE HOLISTIC & INTEGRATED CREATIVITY & INNOVATION

Create the design for a public building that is individual and specific to the history and people of the place in which it is located.

Use wayfinding in the development of the design of a public building to ensure that users move through the spaces instinctively.

Integrate the design for public buildings into the natural setting.

Locate the building to maximise the benefits of the local environment.

All significant local environmental patterns should be retained and incorporated in the design. Ensure to allow for future anticipated changes in climate.

Ensure the built forms where possible have an orientation that is north facing to capture the light and take advantage of passive solar design.

Choose materials for construction that have low embodied energy and are manufactured for longevity.

Take the opportunity to promote sustainable initiatives in the design of the building without compromising the use of the building.

Incorporate the landscape design with the building design to create continuity and connection between the built form and the landscape.

Design the built form to give the local community a sense of ownership.

Learn the unique characteristics of the local community and use this information to inform the design for the building. The existing patterns of use and distinctive site activities should be integrated in the design. Both intended and unplanned activity should be considered.

Ensure the design is fit for purpose and considers creative built solutions.

Camden Council aspires to apply the best design approach to the built environment. This involves embracing creative solutions, new technology, craftsmanship and artistic creativity.

RELEVANT & INCLUSIVE HEALTHY & ACTIVE BEAUTIFUL & ENGAGING

A successful public building is one that is relevant to the community and addresses their specific needs.

All public buildings should aim to be inclusive and should be designed to be easily accessible for the people who will use the building – babies, toddlers, older children and their carers as well as an aging population.

Design for longevity and future expansion.

It is important that the design of public building & open space encourages wellbeing and a healthy lifestyle.

Activate the space around a building beyond its immediate use in order to create spaces that can be used for physical interaction and activity.

Provide shade to make the use comforatble.

Beauty is a function.

Add outdoor spaces to buildings to break up their solidity and create a built form that is integral to the landscape.

Create visual connections between indoor and outdoors spaces, as well as between outdoorto-outdoor spaces and indoor-to-indoor spaces.

Create robust architecture without designing a bunker.

CONNECTING WITH COUNTRY

Camden's Public Buildings are key gathering places for Camden's many and varied communities. Including the voices of the First Peoples of Australia in the planning and design process can help create truly fit for purpose and inclusive spaces for the future of Camden while also respecting the unique and long history of Australia.

4.0 CONSTRUCTION REQUIREMENTS

4.1 Construction Requirements

The following construction requirements underpin successful construction in Camden to ensure the design intent is delivered for the building. These principles must be included in the construction documentation and be a part of the construction delivery for every newly built and updated existing built space within the Camden LGA.

INSPECTION POINTS TRADE NAMES AS CONSTRUCTED DRAWINGS

Include inspection points within documentation for construction to ensure that the quality of workmanship is checked regularly by the Contract Administrator and that the building is suitable for purpose. No work is to proceed beyond any inspection point until the work is executed to the satisfaction of the Contract Administrator.

It is the Contractor's responsibility to keep a detailed and organised photographic record of pre-existing conditions, as well as all completed structural and services works, particularly where the element will be permanently concealed.

Where a trade name, brand or catalogue number is referred to in the documents for construction, the Contractor may substitute similar material or equipment provided that in the opinion of the Contract Administrator the characteristics of type, quality, finish, appearance, method of construction and performance are not less than that specified, and are accepted as suitable by the Contract Administrator.

Such acceptance shall not be anticipated because of a similar approval having been given in a previous contract.

Ensure that information for the location of in-ground services and other constructed works are accurately recorded as construction progresses. Require that all as constructed drawings are submitted by the Contractor in hard copy and digital pdf as well as dwg formats. As constructed drawings are a condition of Practical Completion.

Review all of the information in the as constructed drawings and confirm that it is correct prior to accepting that the as constructed drawings are suitable.

OPERATION & MAINTENANCE MANUALS

Ensure that information for all of the services and equipment relating to the operation and maintenance of the Public Building is collated in one place. Prepare a written schedule for the operation and maintenance for all of the services and equipment installed in the Public Building.

Require that all Operation and Maintenance Manuals are submitted in hard copy and digital pdf as well as doc formats. Operation and Maintenance Manuals are a condition of Practical Completion.

WARRANTIES HAND OVER CONSULTATION

DESIGN + DOCUMENTATION

The Contractor shall warrant the construction of the works including materials and installation with a warranty in writing submitted to the Contract Administrator prior to the Date of Practical Completion.

The Contractor shall also obtain and ensure that the Camden Council will have the benefit of all warranties applicable to the materials and installation included in the construction works.

A meeting is required to occur on site no more than 30 calendar days after the Date of Practical Completion and will be held to explain the operation of the Public Building to Camden Council representatives.

Establish and maintain regular consultation points with Camden Council throughout the design and documentation period. Co-ordinate the necessary consultation points with the Camden Council prior to the commencement of the design process.

The departments of Camden Council to be consulted during the design + documentation process include but are not limited to the following:

- Sport & Recreation

- Building Maintenance

- Waste Management

- Health

CONSTRUCTION

Establish and maintain regular consultation points with Camden Council throughout the construction period of the process.

Involve a Representative from the following Camden Council departments to confirm keying requirements for a Public Building:

- Buildi ng Maintenance

- Waste Management

Involve a Representative from the following Camden Council departments in inspections that assess the works for Practical Completion:

- Building Maintena nce

Involve a representative from the Camden Council Environmental Health department in inspections for the following Public Building types:

Food Premises where Food is for Sale including Retail Fitouts, Canteens or similar

Public Swimming Pools including Splash Parks Cooling Towers and similar regulated areas

5.0 DESIGN GUIDELINES

5.1 Introduction

The following guidelines apply to all Public Buildings being newly designed and constructed, or existing buildings having alterations undertaken, within the Camden LGA.

Apply all requirements unless agreed otherwise with Camden Council prior to incorporation into the design and construction documentation for a public building.

5.2 Location

Locate the building to take the maximum benefit of the following:

Use For instance, locate a Sports Facility Building that has seating for spectators in a location where it will give the best outcome for spectators and players viewing and participating in the sports event.

Orientation For instance, ensure the long side of the building & high use areas, where possible ,face north, and position openings, solid walls and screens to take advantage or protect from weather patterns.

Proximity For instance, ensure the building is located in proximity to service main connections, public transport links and the like.

5.3 Layout

It is important that the layout for the building is simple and efficient in its use of space and materials.

Locate usable outdoor spaces such as courtyards, on the north side of the building.

Always locate a concrete hardstand directly outside the door access to Store Areas, such as an Equipment Store.

Design the building openings to ensure natural cross ventilation is achieved.

5.4 Soil

SOIL CLASSIFICATION

The predominant soil type in the Camden LGA is clay.

Ensure a geotechnical investigation of the soil type is completed for the specific site of each Public Building and the design meets the requirements of the conditions of the soil as well as the strata below. CLEAN FILL

Ensure that written certification to confirm that Virgin Excavated Natural Material (VENM) proposed to be used in the works is submitted by the Contractor to the Contract Administrator prior to commencement of works and prior to the delivery of clean fill to the site.

Ensure that this requirement is included in contract documentation for the works.

EROSION

& SEDIMENT

CONTROL

Erosion and sediment control is to be implemented by the Contractor to ensure waste is not carried by the wind and waste spoil is disposed of safely and not carried off the site of the construction works.

Ensure that this requirement is included in contract documentation for the works.

5.5 Safety

Crowd Safety

In certain circumstances public buildings may become a target for hostile vehicle attack. This threat should be assessed for each project based on previous events, current social conditions, and the proposed public building type.

All public building designs should aim to reduce opportunities for accidental or hostile vehicle entry on the grounds. This should be done by the placement of trees, plants, mounding, retaining walls, steps and furniture.

Larger parks and sports grounds (local and regional) which are designed to host events must include hostile-vehicle mitigation measures. These measures must be considered from the beginning of the design process and incorporated and integrated into the design solution.

Refer to Hostile Vehicle Guidelines for Crowded Places , a guide for owners, operators and designers released by the Australia-New Zealand Counter-Terrorism Committee.

Crime Prevention Through Environmental Design (CPTED)

All new and upgraded public buildings should be designed using Crime Prevention Through Environmental Design (CPTED) principles. CPTED is a crime prevention strategy that focuses on the planning, design and structure of open spaces. When designing a public building with CPETD principles the following guidelines apply:

Create good natural surveillance:

+ Orientate the public building to create good natural surveillance utilising the sites natural topography and vegetation.

+ Create unobstructed views from the street and/or neighbouring properties.

Allow for natural access control:

+ Create barriers between potential risks in order to provide a secure and enclosed environment. For example, when next to a busy road or waterway use planting, mounding, rocks or fencing to create a barrier.

Create territorial reinforcement:

+ When Public Buildings are being designed, the local community should be involved to create a sense of ownership from the public. Places that feel owned and cared for are likely to be used, enjoyed and revisited.

+ Allow for the design to be symbolic of the area; for example, select colours, design style and fixtures that relate to the area/community.

Allow for successful management:

+ Select materials, finishes and equipment to ensure maintenance regimes can be sustained over time.

+ Introduce a management program that will keep the facility and environment in a clean and well -maintained state.

+ Select plants that will avoid blocking sight lines when they reach maturity, that are durable and low maintenance.

Safety in Design is about integrating hazard identification and risk assessment methods early in the design or planning process, to eliminate or minimise risks of injury during construction, use, maintenance and decommissioning of a project. When designing a Public Building, the following guidelines apply:

Identify risks through the design process to effectively minimise hazards within the design outcome; A safety in design check must be undertaken and submitted to Camden Council at least once during each phase of a project; and

For further information regarding safety in design refer to Camden Council – Safety in Design –Procedure 16.0.

Camden Council considers it important to provide a safe environment for its community. The primary security use of CCTV is to discourage and/or detect unlawful behaviour. CCTV can also help improve perceptions of safety within the community. Camden Council recognises that CCTV is only one of a range of strategies that can be used to reduce crime. The preferred approach is to consider options such as creating clear sight lines, minimising concealed areas, installing appropriate lighting, enhancing natural surveillance, increasing access control and improving signage. The use and installation of CCTV should only be seen as a last resort.

Refer to the Camden Council's Use of CCTV Policy for further information regarding the installation and use of CCTV.

5.6 Community Engagement

Every public building project, whether undertaken by Council or delivered by an external team, must undertake an appropriate level of community engagement.

Community and stakeholder engagement is all about involving people in decision-making, especially those who may be affected by the decisions made or can influence implementation.

Councils have a responsibility to advocate on behalf of their communities, as well as to deliver a range of essential services.

Please refer to the Community Engagement Policy and Communications and Community Engagement Strategy on www.camden.nsw.gov.au for further guidance.

5.7 Connecting with Country

Camden Council recognises that Traditional Owners have distinct cultural rights and responsibilities to care for Country and must be involved in decision-making about the design, management, and protection of their cultural heritage.

Meaningful consultation with the Aboriginal community is essential to the process of public buidling design development. It enables Aboriginal Peoples to have a voice and work in partnership with Council to ensure that projects reflect the needs and priorities of our local Aboriginal community.

Involvement of Aboriginal community should be based on the scale and significance of the project.

Refer to The Connecting with Country Framework prepared by the Government Architect NSW for further guidance on how to respond to Country when planning and designing public buildings in Camden.

5.8 Construction

Generally, the main structural and construction elements for a public building are to include:

Concrete Floor Slab on Ground;

Face Brickwork External Walls;

Steel Framed or Brickwork Internal Walls;

Structural Steel Framework with Galvanised Finish; and

Profile Metal Roof Sheet.

What is not suitable in the design for construction elements in Public Buildings?

Do not create ledges in any of the built elements where birds can sit. This includes structural steel elements with flanges or similar that create locations where birds can rest.

Box Gutters are not suitable.

FLOOR

Setdown the Main Concrete Slab within the defined area of a space to accommodate any fall across the finished floor. Screed within the concrete slab setdown to set the falls for the finished floor.

EXTERNAL WALLS

Face brickwork walls are suitable for the construction of external walls. Brickwork walls may be constructed full height to the underside of the roof sheet or at lower level to minimum 2,600 millimetres above floor or main slab level in order to create a system for natural ventilation above.

It is suitable to design a natural ventilation system at high level from minimum 2,600 millimeters above floor or main slab level. The high level framed wall is to be a steel framed wall system with perforated or laser cut metal sheet directly fixed to the frame. The metal sheet is to have a galvanised, clear anodised or powdercoat finish.

Ensure the following in the design and construction documentation for external walls:

As the predominant soil type is clay, construct brickwork walls from the top of the concrete slab on ground rather than from strip footings to reduce the risk of cracking;

Top course of all brickwork walls is to be solid core;

Lintel for openings in brickwork walls is to be a full height brickwork course;

If there is no masonry lintel on the top of the opening, align the top of the door or window frame with the top of the adjacent top course of brickwork;

Ensure that a ledge is not created to the external face of the building at the connection between the lower and higher level wall types;

Ensure that structural support is incorporated in walls where fixtures, fittings and the like are designed to be fixed;

All walls to food premises are required to be of solid construction in accordance with AS4674 Design, Construction and Fit-Out of Food Premises; and

Western facades should be provided with external shade (trees or external fixtures) to minimise heat gain and light coloured materials should also be used.

INTERNAL WALLS

Steel framed or brickwork walls are suitable for internal walls.

Ensure the following in the design and construction documentation for internal walls:

Top course of all brickwork walls to be solid core;

Lintel for openings in brickwork walls to be a full height brickwork course;

If there is no masonry lintel on the top of the opening, align the top of the door or window frame with the top of the adjacent top course of brickwork;

Ensure that structural support is incorporated in walls where fixtures, fittings and the like are designed to be fixed; and

All walls to food premises are required to be of solid construction in accordance with AS4674 Design, Construction and Fit-Out of Food Premises;

CEILING + SOFFIT

Steel framed ceiling and soffit frame either raking or level are suitable.

Ensure the following in the design and construction documentation for ceilings and soffits:

Ensure structural support is included in the ceiling space to accommodate mechanical service loads and the like;

Include proprietary ceiling access panels in appropriate locations to access services and the like in the ceiling space.

Banana clips are not suitable to be used in a suspended ceiling system; and

Solid set plasterboard ceilings are to be provided in all food premises. Drop-in panels, shadowline edges and the like are not permitted in these spaces.

ROOF

Steel framed roof structure with profile metal roof sheet including all associate metal flashings, cappings and accessories is suitable.

Ensure the following in the design and construction documentation for roofs:

Ensure the underside of the roof lining/structure | sheet, whichever is the lower, is a minimum of 3,000 millimetres above the surface level directly below the edge of the roof;

Design the roof structure to support renewable energy technology either now or in the future, such as solar collection panels;

Size the overhang of the roof to north of the building in accordance with the sun's azimuth to allow sunlight to penetrate through openings in the building at 12 noon on 21 June, and to limit sunlight into the building at 12 noon on 21 December;

Incorporate the immediate use of solar panels or future installation of photovoltaic cells on the roof of the building in the future to add to mains electrical power to the building. This includes all structural support required. All solar systems should have a monitoring system installed that can provide real time data and reporting of faults. System should be sized to match expected daytime load, unless provision for a battery is also included with a target to supply at least 20% of the site's electricity demand;

Incorporate the installation of a rainwater collection system including gutters, downpipes, a rainwater tank and associated parts to capture water from the roof for re-use in the landscape;

Roof accessories such as flashing and the like are to match the finish of the associated profile metal roof sheet; and

Incorporate a drip edge to the full perimeter of the edge of the roof.

CLADDING + LINING

Expressed joints, flushed joints and PVC jointing systems in Fibre Cement Sheet Cladding and Lining are not suitable. A ‘V’ butt joint is suitable.

5.9 Materials

The materials used as components in a public building must meet the following longevity, maintenance, and sustainability criteria:

Recycled, re-usable and repurposed materials should be used where possible. This includes selection of such materials that can be re-used at the end of their life;

Locally sourced and renewable sources should be sought;

− Materials and finishes should be hard wearing and require a low level of maintenance; and

Low or no emission products where possible.

What is not suitable in the design for materials in Public Buildings?

Ensure the following in the design and construction documentation for floor material selections:

Carpet to be low pile carpet tiles – Interface Commercial Carpet Tile or equal approved;

Floor Vinyl to be commercial grade sheet vinyl with continuous welded joints;

An epoxy seamless floor system is a suitable alternative to most locations where floor vinyl is noted in Data Sheets; and

Floor Tiles to be larger format with a minimum 300x300 millimetres dimension each.

ROOF

Roof Cladding

Ensure the following in the design and construction documentation for roof cladding material selections:

0.48 BMT profile metal roof sheet with a zincalume or light shade colorbond colour finish, with low solar reflectivity to minimise urban heat gain; and roof accessories to match the finish of the profile metal roof sheet. Gutters, Downpipes and Roof Accessories

Ensure the following in the design and construction documentation for downpipe and overflow material selections:

All downpipes and overflow pipes to be nominal 150 millimetres diameter round metal with gutter size to suit. All downpipes and full height overflow pipes to finish 50 millimetres above and central to a grated stormwater pit. The top of the grated stormwater pit is to be flush with the adjacent finished surface level;

All downpipes or full height overflow pipes to be constructed with or have a Circular Hollow Section sleeve to fully surround the downpipe or overflow pipe. The galvanised mild steel Circular Hollow Section shall begin 50 millimetres above the stormwater collection pit and have integral plate steel cleats with galvanised finish fixed to the main buildings structure; Catch roof water to water tank where water tanks will be installed; and Box gutters are not suitable.

PAINT

Ensure the following in the design and construction documentation for paint and similar material selections:

Ensure all paint, adhesives and similar products specified are Low or No Volatile Organic Compound;

Surface sealant applied to external areas of the building, such as to a concrete slab, is to be a clear Penetrating UV Stabilised Sealant;

Surface sealant applied to internal areas of the building, such as to a concrete slab, is to be a clear Penetrating Sealant;

The preferred paint system for doors is a very hard-wearing paint system that can be easily cleaned and will protect the door for longer but is not easily painted over; and

Ensure all Composite Wood Products have a low emission formaldehyde.

5.10 Openings

Openings include any door, window or similar in the external or internal fabric of the building. What is not suitable in the design for openings in Public Buildings?

DOORS

Typically all external and internal doors are to be 40 millimetres thick Solid Core Timber Door Leaf in a Pressed Metal Frame with Galvanised and Paint Finish. Or within a commercial grade aluminium frame.

Ensure the following in the design and construction documentation for doors selections:

All doors are to be lockable with their own card access, with the exception of doors to Public Toilet spaces;

All doors to public toilet spaces are to include an indicator bolt locking mechanism to each individual toilet cubicle as well as an automatic electronic locking system to each external door that accesses the space. If there is a single individual door that accesses both a cubicle and is also the external door to the space, this door is required to have both an indicator bolt and automatic electronic locking system;

Weather strips are to be designed and installed to all sides of all external door leaves and frame to ensure a weather tight outcome;

All external doors are to swing out;

Operable walls are not suitable;

Roller shutters to be hand operated with wind clips and have external twin sliding pad bolts;

All external doors to be fitted with effective pest exclusion devices to ensure exclusion of pests and rodents from the premises; and

Incorporate fire doors if they are applicable to the requirements of the building.

GLAZED WINDOWS AND DOORS

Typically all external and internal glazed windows and doors are to have a commercial grade Aluminium Frame with Clear Anodised or Powdercoat Finish.

Ensure the following in the design and construction documentation for doors selections:

All glazed doors are to be lockable with their own card access;

Weather strips are to be designed and installed to all sides of all external door leaves and frame to ensure a weather tight outcome;

All external doors are to swing out;

All windows are to be lockable with their own key with insect screens on the openable portion;

All glazed windows and doors to be a double glazed system; and

All external windows to be fitted with effective pest exclusion devices to ensure exclusion of pests and rodents from the premises.

SCREENS

Security Screens

A Security Screen is a fully welded mild steel Rectangular Hollow Frame or similar with laser cut, perforated metal plate, steel bar or similar insert to create a secure barrier.

Ensure the following in the design and construction documentation for security screens:

A Security Screen may be a sliding or hinged operable door;

The insert should include an artistic impression or design to enhance the visual impact; and

All external Security Screens shall be deadlocked, automatic self closing and able to be held in the open position as required.

Insect Screens

An Insect Screen is an Aluminium Frame with Stainless Steel mesh or perforated panel insert panel with Powdercoat Finish.

Ensure the following in the design and construction documentation for insect screens:

An Insect Screen may be a sliding or hinged operable door;

The insert panel should be Crimsafe, Clearshield or equal approved; and

All external Insect Screens shall be lockable, automatic self closing and able to be held in the open position as required.

DOOR HARDWARE

Ensure the following in the design and construction documentation for door hardware:

Fix door hardware all the way through a solid core timber door rather than to just one side;

− Pull handles are required to doors to public toilet facilities where the door is external. Door handles are not suitable for these locations; and

− Include strike protection plates for all external doors to ensure doors cannot be kicked open.

KEYING

Confirm all keying with Camden Council prior to commencement of works.

5.11 Insulation

Install insulation in accordance with the National Construction Code and ensure insulation is installed to all of the full extent of all of the following locations:

5.12 Fixtures

What is not suitable in the design for fixtures in a Public Building?

Handles for mixers and taps that can unscrew from their base

Powdercoat finish to sinks, basins, taps and similar

5.13 Fittings

SIGNS

Ensure the following in the design and construction documentation for signs:

One building sign is required to identify the building;

Signs are required to identify each space within the building;

Clarify the sign type and design with Camden Council; and

Supply and install all signs required in accordance with current regulation requirements.

What is not suitable in the design for signs in a Public Building?

Adhesive Vinyl Signs

− Signs that act as artwork across a door

Bins with plastic inserts, with the exception of very high profile building types

Hooks mounted to the rear of doors in wet areas – this does not include cubicle doors

5.14 Public Art

Establish an element that is part of the building fabric that will be an element of art in the building.

This element will be designed by a professional public artist in accordance with the Camden Council Public Art Policy.

The theme of the artwork is to represent ‘place’.

The following opportunities exist to include artwork in public buildings. Ensure that artwork is not applied to an element of a public building that will need to be replaced in the future, such as door leafs, removable panels and similar.

5.15 Graffiti

Graffiti is frequently applied to public buildings in the Camden LGA.

Formulate a written graffiti strategy that does not include the use of an anti-graffiti applied paint coating and incorporate the approved strategy in the design.

5.16 Termite Management

Formulate a written termite management strategy, submit the strategy to the Camden Council Project Manger for review and approval then incorporate the approved strategy in the design.

5.17 Flood

Flood events are a common occurrence in the Camden LGA.

It is preferable that all public buildings are constructed above the Flood Planning Level. However, in some instances, its location will be determined to accommodate use by members of the public.

As such, all public buildings are required to be designed to accommodate the events of flood that occur in the location they are to be constructed.

Prior to commencement of the design, clarify the flood events that occur on the site where a public building is proposed to be located or where it is already located. This is a requirement for work for new as well as existing buildings.

Specific and current information with relation to flood events can be obtained from Camden Council.

As a minimum, the following will be required to inform the design of a proposed or existing public building:

The Flood Planning Level;

If the location is categorised as a Floodway, Flood Storage or Flood Fringe area; Flood Event Data for a 1 in 5, 1 in 20 and 1 in 100 year flood event including the Depth and Velocity of the flood water at each event; and

The Flood Event that Camden Council determine the building should be designed for.

Regardless of which flood event requirements the building is being designed to meet, more common flood events should be considered in the design.

If located within a flood hazard area, a building will be partially or fully inundated by flood water.

The design of a public building in a flood hazard area is required to incorporate: strategies to mitigate the affects of flood water; and strategies to return the building to operation following a flood event.

Ensure the following in the design and construction documentation for all public buildings identified to be located in a flood hazard area:

Design the building with a wet floodproofing strategy which means that the building is designed to be flooded with water in the event of a flood;

Design the form of the building to reduce the affect of the velocity of flood water;

Orient the building to reduce the effect of the velocity of flood water;

Design the structure of the building to withstand the velocity and hydrostatic forces of flood water; Where a building will be inundated, install services for the building as high as possible and ensure means for servicing these services are accomodated;

Ensure that water can enter and drain simply and quickly from the building as the flood waters rise and fall;

Ensure that materials specified for a building are suitable for and will withstand flood conditions;

Ensure that cleaning the building including flushing service pipework following a flood event are considered in the design of the building to maintain the operation of the building; and

Ensure that the replacement of parts following a flood event are considered in the design of the building to reduce on-going maintenance costs.

The following are not suitable for public buildings located in a flood hazard area:

Cavities within the building where air pockets can occur or which are required to be cleaned out following a flood event. This includes wall cavities.

As a minimum, reference the following current documents when designing a public building in a location with a flood event:

Camden Council Flood Risk Management Policy;

The National Construction Code;

The Australian Building Codes Board Construction of Buildings in Flood Hazard Areas Information Handbook; and

Reducing the Vulnerability of Buildings to Flood Damage – Guidance of Building in Flood Prone Areas prepared for the Hawkesbury-Nepean Flood Management Planning Committee.

Additional information can be obtained from Camden Council's web site or by communicating directly with Camden Council.

5.18 Resilience to Climate Change

A changing climate creates not only global but regional challenges with communities, infrastructure and natural areas impacted. Changes to our climate are expected to include increases in extreme temperatures and weather events, as well as changes to the timing and distribution of rainfall and fire seasons. In line with Camden Council's Sustainability Strategy the following guidelines apply:

Site Specific Intervention

− The installation of green roofs and green walls, thereby improving the thermal efficiency of buildings and reducing the use of conventional heating and cooling systems, whilst also alleviating flood risk.

− The technical and creative use of open space for ground source heating and cooling.

Working Practices

If possible, local and sustainable sourcing of construction materials are preferable, with timber from sustainable sources and greater use of recycled content.

Procurement of contractual services from organisations which demonstrate that effective measures are in place to minimise the carbon intensity of capital works and site management activities.

Renewable energy

It is encouraged to be fully committed to the maximisation of renewable energy capacity as an essential aspect of climate change mitigation whilst ensuring the robust protection and enhancement of the built environment.

Incorporating grey water (domestic wastewater) recycling systems into the design process can assist in adapting to hotter and drier summers when pressure on conventional supplies is likely to be greatest. Consider using grey water in place of these conventional supplies in, for example, irrigation and toilet systems.

5.19 Services

Ensure the following in the design and construction documentation for services:

Provide access points to underground hydraulic services at regular intervals as well as at points where the pipe has a joint, connection or bend;

Provide access points to concealed services within the building at regular intervals as well as at points where the pipe has a joint, connection or bend;

Incorporate card reader access rather than keyed access;

Incorporate automatic locking mechanisms on external doors to public toilet cubicle facilities; and

Incorporate sensor lighting to toilets and store rooms with manually switched lighting to all other areas.

The following is not suitable for the Design for Services in a Public Building

Pipework under an on-ground concrete slab is not suitable. Run services parallel and adjacent to the building outside of the building line and enter the building when required.

Maintain all services for a single building within that building. Do not extend services from one building to another building. Service connections between the two buildings do not work. They cause confusion when trying to source a problem and they do not allow for separation of the buildings in the future.

Exposed conduits are not suitable. Conceal all pipework and conduits in walls, ceilings, or similar areas unless noted otherwise. Ensure services are accessible.

Installation of tundishes within a Kitchen or Kiosk | Canteen space is not suitable.

WATER SERVICES

Ensure the following in the design and construction documentation for water services:

Hot water facilities are to be provided to clubrooms, changeroom showers, meeting rooms and kitchen areas (as a minimum);

An electric heat pump system is Camden Council’s preferred way to heat water for a public building. Locate the hot water unit in the services duct for the building and confirm with Camden Council that the location of the hot water unit is suitable for each individual building type;

Thermostatic mixing valves shall be provided to all hot water services in accordance with the NSW Plumbing Code;

Self closing valves are to be incorporated in taps where the use is suitable;

All toilets are required to connect directly to main water service supply with a flush valve rather than cistern system. Public toilets are not to be connected to a water tank supply system; and

Any water use sourced from water tanks is to be clearly identified for non-potable use and not suitable for consumption.

WASTE WATER SERVICES

Ensure the following in the design and construction documentation for waste water services:

Connect all waste water producing fixtures to a sewer main or approved on-site sewerage management system;

In any situation where an on-site waste water collection system is proposed, follow the process for application and approval in accordance with Camden Council requirements;

An on-site waste water system is to be located away from areas which are used by people and is required to be fenced to ensure that the areas above it are not used by the public for recreational use;

All systems connecting to an on-site waste water management system are to have a back-up pump as well as a visible and audible alarm clearly located in case of failure and with back to base capability. A fixed sign is to be located adjacent to the visual alarm that shows a phone number at Camden Council to be called in case the alarm is activated;

− An on-site waste water disposal system is to have a Certificate of Accreditation issued by NSW Health; The entire system is to be designed by a suitably qualified waste water design consultant; and In addition to requirements of the waste water authority, a Management Plan for on-site waste water disposal is required to be submitted with all application documentation .

ELECTRICAL SERVICES

Ensure the following in the design and construction documentation for electrical services:

The Electrical Distribution Board is to house the building systems as well as the field lighting controller;

Natural lighting is to be utilised in each space;

Provision to be made for electric vehicle charging at relevant community facilities;

Light Emitting Diode typical to light fittings in all spaces;

External lighting shall be vandal-proof and IP56 rated. It shall be primarily controlled by a PE cell; however, include a manual override switch located in the Electrical Distribution Board;

Lighting to be zoned to allow for individual control;

Internal lighting to be controlled by motion detectors in some spaces:

+ Lighting for all Change Rooms, Toilets, and Stores to be operated with a motion sensor with a manual override housed in the Kitchen or Kiosk / Canteen.

+ Lighting control for Kitchen and Kiosk / Canteen as well as all other areas to be controlled with a manual switch within each space.

Locate lighting directly over hand basins / mirrors.

Solar

Solar Photo Voltaic panels to be installed and sized to meet projected average daytime energy usage. Wherever possible comply with the target of generating at least 20% of the site's energy from solar panels, consistent with the draft Design and Place SEPP.

Ensure that both north and west facing roof area is provided to suit the dimensions and installation of solar panels including all associated fittings, connections and the like. Solar panels are to be designed to suit the use of the building. Provision of a battery can be considered where the dominant energy use occurs at night time.

If Solar Photo Voltaic panels are not part of the immediate construction works for the building, allow provision for them to be incorporated in the future.

Batteries

Sonnen cobalt free batteries or equal approved.

Communications

Incorporate telephone services including data and communications where applicable.

A Public Address system is required for most public buildings and must cater for music broadcast as well as for announcements within the building. It must also separately broadcast across the associated external areas such as courtyard or sports field.

Power

All toilets are required to connect directly to main power service supply.

MECHANICAL SERVICES

Heating, ventilating, and air conditioning systems are to be separately zoned for regularly occupied rooms with timed controls in each space.

GAS SERVICES

Use of permanent gas appliances should be avoided in all new buildings.

A reticulated gas connection is not required to a barbecue area associated with a building.

Gas bottles are acceptable for use in outdoor areas such as an outdoor barbecue area. The use and storage of gas bottles is required to comply with current applicable regulations.

SECURITY

Incorporate an access and security system with a back-to-base capability.

Confirm requirements with Camden Council prior to commencing the design.

FIRE

The type and location of all fire hose reels are to be designed in accordance with current regulation.

The installation of a sprinkler system, fire hose reels, fire hydrants, and the like to be specifically designed to each buildings circumstance.

SUB-METERING

Sub-meters must be installed where there is more than one usage of a facility to allow breakdown of usage. Sub-meters must be installed for each room, level or major equipment such as HVAC and have wi-fi capability.

Current Transformer or CT metering is to be installed for the facilities with sub-metering to allow Camden Council to lease out particular spaces to end users within the community.

The following is the predominant operational arrangement:

A datasheet describes the purpose of the space as well as the requirements of the space.

If a requirement is not included, it is generally an item that can be determined specific to the individual project.

All vertical heights are measured above the main horizontal surface level directly below the item.

Refer to the Parts Schedule for specification of particular Fixtures, Fittings, Equipment and the like that are required to be incorporated in Camden Council Public Buildings.

 This Icon means that a decision can be determined that is specific to the individual project.

r This Icon means that there is no comment to be provided or that the item is not applicable.

A space dedicated to the arrival of pedestrians to the building.

To provide an uncovered area to gather on arrival.

The space may incorporate a place to stage impromptu or planned performances or an outdoor cinema with a film played on the wall of the building.

The space is to be a memorable location for visitors and locals with connection to people and place. The space should be able to be trafficked by vehicles.

A datasheet describes the purpose of the space as well as the requirements of the space.

If a requirement is not included, it is generally an item that can be determined specific to the individual project.

All vertical heights are measured above the main horizontal surface level directly below the item.

Refer to the Parts Schedule for specification of particular Fixtures, Fittings, Equipment and the like that are required to be incorporated in Camden Council Public Buildings.

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of public buildings within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

APPLICATION

The construction details within this document are applicable to a building that is associated with a high and medium profile public building as categorised among Camden Councils built assets.

A very high profile public building can use these construction details for a high or medium profile public building, however other proposed construction details may also be considered by Camden Council for these very high profile building types.

IMPORTANT NOTES

The objective of this document is to ensure that the building is suitable for long term use by all members of the public.

10.2 Drawings

The following drawings describe a sample of typical construction details to be used for public buildings in the Camden LGA and can be used as a starting point to document and construct a public building.

If requested for a public building being designed in the Camden LGA, typical construction details can be obtained from Camden Council in .dwg format.

APPENDIX F PARTS SCHEDULE

11.1 Introduction

A Parts Schedule is a list of items to be incorporated in a public building.

This is not a complete list of all of the elements of a public building, however incorporates items that are important for Camden Council with relation to the suitability for each public building type. These parts or items include the following:

- Fixtures

- Fittings

- Equipment

- Fixed Furniture

STANDARD REQUIREMENTS

This document includes a set of standard requirements to be incorporated into the design and construction of public buildings within the Camden LGA.

Any variations to the requirements set out in this document are to be approved by Camden Council prior to incorporation in documentation for each building.

SCHEDULE CATEGORIES

The standard requirements within this document are applicable to a building that is associated with a high and medium profile public building as categorised among Camden Councils built assets.

A higher profile building type can use parts from a lower profile building type Parts Schedule.

For instance, a high profile public building can use parts from a medium profile Parts Schedule.

However a medium profile public building cannot use items from a high profile Parts Schedule.

A very high profile public building can use the parts specified in the schedule for high or medium profile public building, however other proposed items may also be considered by Camden Council for these very high profile building types.

IMPORTANT NOTES

The Parts Schedule includes specific product selections.

Alternative substitutions of similar products may be proposed for incorporation in the public building being designed that are equivalent in function, quality and the like.

Submit all technical information associated with each proposed alternative item to Camden Council for approval prior to incorporation of the item in the design.

Install all materials and parts in accordance with manufacturers written specifications.

The objective of this document is to ensure that the building is suitable for long-term use by all members of the public.

The following schedules describe typical items to be incorporated in public buildings in the Camden LGA and can be used as a starting point to document and construct a public building.

All items detailed in the Parts Schedule are examples of minimum requirements for each item specified.

Each item to be provided is to be as specified in this schedule or to be a similar product equivalent in function, quality, replacement part availability and the like.
