It’s behind you! Dare you take a Halloween ghost tour of Cambridge? As the nights get longer, and autumnal mists start to roll in from the river, the back streets and alleyways of Cambridge city centre take on a certain unique atmosphere at this time of year - one that you could quite reasonably describe as ‘ghostly’. Well that’s perhaps not surprising, as across the centuries Cambridge is said to have been the site for all manner of mysterious apparitions and spooky goings-on. On an official Halloween Ghost Tour, run by the council’s Tourist Information Centre, you’ll learn about some of the restless spirits said to inhabit the city’s

ancient byways and colleges, in the company of an official guide. These walking tours last about an hour and promise to be a great Halloween treat for daring children and grown-ups alike. Tours start in front of the Guildhall on Market Square, at 6pm and 7.30pm on Thursday 30 and Friday 31 October, and on Saturday 1 November.

Join the fun for Black History Month Look out for a series of exciting events and activities taking place during October, as the city once again joins in with the national Black History Month celebrations. Look out for a free family fun day with music, food and entertainment (including Bling Ya Ting auditions) on Friday 17 October from 10am2pm at Meadows Community Centre, plus a performance of ‘Inala’, a Zulu ballet featuring music by Ladysmith Black Mambazo, at the Corn Exchange on Saturday 4 October. Direct Debit makes paying Council Tax simple There are several ways in which you can now pay your Council Tax bill, including online – but probably the simplest way to do so is by Direct Debit. Using Direct Debit means payments are automatically paid to the council either in 10 or 12 monthly instalments, on a date to suit you. Paying this way is safe, reliable, and can really help you with planning your household budget. It’s not surprising then, that 63% of people who pay bills in this country prefer to use Direct Debit, for reasons such as these: You don’t have to post a cheque or withdraw cash every month – so there’s no risk of you forgetting to pay Your bill gets paid in full and on time, wherever you are at the time it’s due By knowing precisely when the money will go out, it can help you keep on top of your spending for the month You’re protected automatically by a guarantee meaning you get a full refund from your bank if any error is made The council can now also set up

paperless Direct Debits over the phone, online or face-to-face, with no written forms to complete. This speeds up and simplifies the whole process, and also helps the council save money in administration costs.

Fresh approach for planning applications If you’re thinking of putting in a planning application to alter your home, the way that approval is granted has changed. Previously, smaller or household-related planning applications were discussed at the council’s four area committees, which represent the North, East, South and West/ Central council wards in the city. Now, these smaller planning applications will be considered by the council’s main planning committee. This approach will help provide a more structured agenda, with specific start times published for different items being discussed, and will also enable all planning meetings to be held in the Guildhall, an accessible central location. Meanwhile, more time will be freed up at area committee meetings to discuss issues of wider interest to residents in those parts of the city. The council has also changed the way it deals with housing issues by forming a new dedicated Housing Scrutiny Committee. Previously matters relating to

Car park commended for service to disabled people One of the city centre multi-storey car parks run by the council has been recognised by a motoring organisation for disabled people, for the good service it provides for its disabled customers. The council-managed car park at Grand Arcade was given a Disabled Parking

Award by Disabled Motoring UK, a charity which campaigns for better parking, refuelling and accessibility for disabled drivers and their families. The car park was given the award for providing a number of different features including a sufficient number of accessible bays, good signage and lighting, easy entry and access to payment machines, and allowing disabled people enough time to use the car park. Grand Arcade car park was also commended for the new Blue Badge system recently introduced there which Disabled Motoring UK described as offering ‘far more flexibility’ to disabled customers.

Corn Exchange concert series hits the right note The popular annual Cambridge Classical Concert Series, which opens on 17 October, is bringing some of the world’s top orchestras, soloists and conductors to Cambridge Corn Exchange. Resident at the city centre venue for the second consecutive year, The Royal Philharmonic Orchestra will perform three of the seven concerts. The European Union Chamber Orchestra, with soloist Emma Johnson, makes a welcome return, and the series also hosts first time visits from St Petersburg Symphony Orchestra, Royal Northern Sinfonia with soloist Natalie Clein, and Brussels Philharmonic performing Saint-Saëns’ Organ Symphony with soloist Oliver Condy. The award-winning pianist Freddy Kempf is this year’s Artist in Residence at the venue and will perform a selection of Beethoven,

Free ashtrays help stamp out litter Free pocket ashtrays are being handed out by the council in a bid to cut litter. Ashtrays are being distributed at events in an effort to stop smokers from

dropping cigarette butts on the streets. You can also pick up a free pocket ashtray at the Guildhall reception in the Market Square in Central Cambridge.

Shopmobility helps people get around the city If you or someone you know has difficulty getting around, the council’s Shopmobility service at Grand Arcade and Grafton East car parks might be just what you need. Shopmobility provides people with mobility aids to help them get around such as electric wheelchairs, scooters and manual wheelchairs – and staff can even accompany you to provide assistance for up to two hours. The Shopmobility service is available Monday to Saturday, 10am-5pm, while the Grafton service is also available on Sundays from 11am-4pm. Shopmobility is free, but pre-booking is always advised to ensure that the mobility aid you need is available on the day you want to visit. You’ll need to make an appointment before using the service for the first time, and these appointments are only held Monday to Friday.

Action on Energy – turning rental properties into cosy homes

Do you rent out or are you a tenant living in a home built before 1940? If so, you may be interested to know that Action on Energy Cambridgeshire is offering landlords in Cambridge grant funding to install solid wall insulation. This is a fantastic opportunity to improve the energy efficiency of their properties, and to help make their tenants more comfortable. Landlords with solid wall properties (typically pre-1940s) can claim up to £6,000 (typically up to 75% of the total costs) for internal or external wall insulation. A further grant of up to £1,000 can pay for other energy efficiency measures, including boiler upgrades and loft insulation. Landlords with more modern properties are eligible for grants of up to £2,000 towards either cavity wall or loft insulation,

plus one other energy efficiency measure. New legislation expected in 2018 will require all eligible rented domestic properties to have an EPC (energy performance certificate) rating of at least an ‘E’. Landlords taking up the Action on Energy offer now will get ahead of the game! As an extra incentive, landlords bringing ‘F’ or ‘G’ rated properties up to at least a ‘D’ rating will receive £500. Tenants can receive a payment of up to £500 if a landlord installs solid wall insulation, or up to £100 if any other measure is installed, through Action on Energy. Accessing these grants starts with a Green Deal Assessment of the property, available at a discounted rate of £29 per property (refunded if insulation is installed). A technical survey will list the

Credit unions – a safer way to save Do you sometimes find it difficult finding the money to pay your heating and electricity bills, or pay for everything your family needs? If you sometimes struggle to make ends meet, two credit unions supported by the council could provide just the sort of help you need.

Why credit unions? Credit unions offer a more secure way to borrow money and build up savings compared to doorstep lenders or payday loan companies. The unions are run as cooperatives by members, so any profits are put back in to fund loans. They are registered by the Financial Services Authority in the same way as banks and building societies, meaning savings are protected, but you do not earn interest on them. Benefits of using credit unions include helping members to save regularly, providing

You can meet representatives from two local credit unions – Rainbow Savers and Cambridge City Credit Union - every week at the council’s Customer Service Centre at Mandela House in Regent Street. Cambridge City Credit Union are at Mandela House every Wednesday from 11am-1pm while Rainbow Savers are at the same location on Mondays and Thursdays from 11am-1pm. The Rainbow Savers can also make small ‘emergency loans’ to savers – this is funded by a £20,000 grant from the council. Talk to one of their representatives for more information.

If you’re registered with Home-Link, the service that helps people find council houses and housing association homes, we need to keep your information up to date. This means that Home-Link applicants need to re-register and update their application once a year. To remind you to re-register each year, you will receive a prompt via your Home-Link account three months before the anniversary of your original application. Then you will not be able to use the Home-Link system again until you re-register, and you need to let us know if there are any changes in your circumstances. If you don’t re-register then, you’ll receive a final reminder by email or letter two months later, and if you fail to re-register within a month, your application will be cancelled. This could mean waiting longer for housing, as previous time waiting would not count towards your new application. Check your Council Tax account online Did you know that if you live or have a business in the city you can now view your council tax or business rates account details online? All you have to do is go to cambridge.gov.uk/my-account. There, you can make a ‘Property Enquiry’ to check council tax bands and charges or rateable values of business properties. You can also use the key-code printed on your most recent bill to view your payments and account balance or update your contact details. You can also tell us if you are moving house, wish to claim or cancel a single person discount, or set up or amend a direct debit. Home is where the art is – how public art is helping to create a new Cambridge Every year thousands of visitors flock to Cambridge to enjoy its best-known artistic treasures within world-renowned institutions like the Fitzwilliam Museum and Kettle’s Yard. But away from the crowds, as the city has grown and changed over the last couple of decades, Cambridge has been developing a new artistic heritage of public art works to be enjoyed by all. Since the 1990s one per cent of the building costs associated with larger new developments in the city has specifically been allocated to creating public art – to help give these new developments, and the people who live there and use them, more of a local identity and a ‘sense of place’. Examples around the city range in scale from landmark projects such as the ‘fossil fence’ at the Madingley Road Park and Ride site or the brass insets along Magdalene Street, to smaller-scale community based work, such as the mural at Arbury Court and the Millennium Mosaics in Norfolk Street. For all these projects, local residents have been closely involved in the planning and design to help ensure the art is of high quality, appeals to people, and is relevant to its setting and to people’s lives. Recent examples in the city include the wooden sculptures in Mill Road Cemetery and a project to design new sculptural entrances to Histon Road Recreation Ground. With the amount of building work continuing around the city, several public art projects are helping provide these new neighbourhoods with a sense of identity, and focal points for the growing communities. These are not simply sculptures, but projects and landmarks aimed at providing talking points and bringing people together. Here are just a few examples. At Clay Farm on the southern edge of Cambridge, a large structure called the Bronze House is to be created by artists Heather and Ivan Morison in a new public

square. Inspired by the archaeological findings of Bronze Age activities on the site, it will form ‘a central focus for a new community, a place for adults to chat and children to play around.’ At nearby Glebe Farm in the south of the city, artists London Fieldworks are exploring the area’s distinct biodiversity, creating sculptures as wildlife habitats and using them as the backdrop for a film made with local residents about living alongside wildlife. Elsewhere in the southern developments, six artists have been commissioned to develop a variety of permanent installations, one-off events and activities. These range from birdscreens, bridges and sculptural seating to an informal ‘art and play’ project. London Fieldworks

In North West Cambridge, three sets of artists will be working on projects. Guthrie and Pope have created a scale model of one of the developments using cob, a traditional material, and the help of many local volunteers. Tania Kovats made a temporary sculpture of a ‘universe’ in miniature, in response to the work of the

nearby university Institute of Astronomy. Hannah Rickard’s On Spatial Configurations reflects research at the University of Cambridge’s Earth Sciences department and explores the relationship between geology, time, landscape and the moving image. At nearby Darwin Green off Huntington Road, a range of projects are planned over the construction period, designed to show a thorough understanding of the past, present and future context of the area. Artist Jane Watt is working on ‘The Cabinet of Curiosities’, a bright blue caravan operating as a mobile art studio visiting different locations in the northwest area of Cambridge focusing on the curious things that local people find, treasure and keep - and the stories behind them.

The Cambridgeshire Collection Artist Neville Gabie is working with the council on a unique project to plant a ‘linear orchard’ – a row of apple trees consisting of all the varieties of apple in the country – across the new neighbourhoods in the south of Cambridge. Eventually, the project will include additional varieties from around the world, and the orchard will help waymark routes across the area, while acknowledging Cambridge’s heritage as an apple-growing area.

Latest from the new neighbourhoods taking shape across the city Cambridge residents can’t help but notice that with every passing month, the growth of the city continues. More and more people are now moving into the brand new neighbourhoods that have been taking shape in different parts of the city – notably on the southern edge of Cambridge close to Addenbrooke’s Hospital and Trumpington; in the north west off Histon Road, Huntingdon Road and Madingley Road; and at the CB1 development around the railway station. The council has overseen these projects to ensure that the high demand for homes, amenities, business and research space is met in the coming years. Here’s a look at what has been happening in the new neighbourhoods in recent months.

As you may have read in previous issues of Cambridge Matters, the Cambridge Local Plan is the document that will help guide the growth of the city until 2031. Cambridge City Council submitted its plan to the secretary of state earlier this year, following extensive consultations with the public and interested parties,

and an independent planning inspector has been appointed to assess the plan. The inspector held a pre-hearing meeting on 11 September, before the official public hearings are held later in the autumn. NORTH WEST CAMBRIDGE The two main developments - Darwin Green and the Cambridge University site - are starting to take shape either side of Huntingdon Road on the north west edge of the city. Darwin Green will consist of nearly 3,000 homes, plus community facilities, schools and shops. The University site will see 3,000 homes built over the coming years, plus 2,000 student units, a large amount of employment space, and local shops and other amenities. Approval has been given for a new primary school at the Cambridge University site, which will also include early years provision, and a centre for research and teacher training. Work is due to start on the infrastructure for Darwin Green including access roads, pedestrian and cycle paths, public open spaces and one allotment site in the autumn.

STATION AREA – CB1 When completed, the CB1 development around Cambridge station will combine residential space, offices, a transport interchange, shops, a hotel, public spaces and the largest cycle park in the country. Work started earlier this summer to create a new station square in front of the railway station which is planned to provide a new gateway to the city, with a large pedestrianised area. Work is due to start on a new 231-bed hotel, complete with restaurants, shops and a 3,000-space cycle park in November The station itself is also being redesigned to provide improved access and facilities for train passengers including a larger ticket hall.

development off Babraham Road where construction starts in the autumn. An application has been submitted for the council’s own development at Clay Farm – Quad21. This development aims to set new standards for sustainability for projects of its size in the city, with features designed to reduce water usage, lower energy consumption and encourage plants and wildlife in outside areas. A new multi-storey car park is now open at

the Cambridge Biomedical Campus neighbouring Addenbrooke’s Hospital. Work has also started on the energy centre there – while the Forum development has been approved, which will see a private hospital, hotel, development and learning centre, conference centre and additional car park built on the campus. Detailed planning applications for the new headquarters of AstraZeneca, and for the relocating Papworth Hospital are expected later this year.

SOUTHERN FRINGE There are five different sites making up the developments on Cambridge’s southern edge – four residential (Trumpington Meadows, Clay Farm, Glebe Farm and Bell School) plus the Cambridge Biomedical Campus, which will provide space for scientific and medical research companies. When complete, there will be 1,200 homes, a country park, a primary school, a local centre and allotments at Trumpington Meadows. Clay Farm will comprise 2,300 homes, a primary school, the first new secondary school in the city for 50 years (Trumpington Community College), a community centre, leisure amenities and a public square. There will be a further 286 homes at Glebe Farm and 347 dwellings including 100 student units on the former Bell School site. More than 700 homes in the southern developments were occupied by this summer – compared with 400 last October The 60 hectare country park at Trumpington Meadows is now open, with planting and landscaping continuing.

Refurbishment programme creates more space at local community centres The city council manages a number of community centres in neighbourhoods across Cambridge. These well-equipped spaces provide facilities hired by a huge variety of different groups for classes, meetings, social activities, playgroups and more. Two of the centres - the Ross Street Community Centre in Romsey and the Buchan Street Neighbourhood Centre in King’s Hedges – are undergoing some significant rebuilding work, to improve the facilities on offer and make them even more inviting for the people who use them. At Ross Street Community Centre, a small side extension is being built, and the layout of the building is being reconfigured to provide additional childcare space for up to 24 children. This is intended to help meet high demand for childcare facilities in that part of Cambridge, as part of a project with the county council. In addition, a new kitchenette, storage space and a fully accessible toilet have also been built. Over at Buchan Street, the neighbourhood centre’s entrance is being redesigned to provide space for an additional new meeting room. As at Ross Street, an extension is being built and the interior altered to make room for

more dedicated childcare space, to help meet local demand. The work is due to be completed in the autumn, with the new childcare spaces due to be up and running in the new year. Buchan Street will be open throughout the work, but Ross Street will be closed for part of the time, with activities taking place elsewhere. Celebrate Age with a series of events this October Each year, Cambridgeshire Celebrates Age holds a number of special activities and events in and around October, to coincide with the International Day of Older People. This is in addition to an ongoing programme of social, keep-fit and cultural activities throughout the year in Cambridge and the county for over-50s, which the council runs with other local organisations - and which is marking its 10th anniversary this year. The annual programme aims to promote good health and quality of life among older residents, and to highlight the massive contribution that people in their later years make to their communities. The way we all register to vote has changed You may have seen adverts in the media, on posters and on TV recently letting you know that the way people in the UK need to register to vote has changed. Since the summer, a new system of registration has been introduced, with people now registering as individuals, rather than one person in a household being asked to provide the details of everyone living there. As part of the new Individual Electoral Registration (IER) people can now also register online, where previously you had to ask for a form or download one, then fill it in and send it back to the council. The new system will also verify your contact details, and ask for your date of birth and National Insurance number to ensure your application is valid, by cross-checking against other records that the government holds. The aim of these changes is to improve the accuracy of the register, to help combat fraud, and to give everyone who is eligible to ■

vote the responsibility for registering themselves. Do I have to do anything? Since late August, everyone who is registered will have received a letter, and possibly then a reminder, letting them know whether or not they need to take any action. Here in Cambridge, 70% of people on the electoral register have already been transferred automatically, so will be informed that they don’t need to do anything. About 30% of people will need to re-register and provide additional information (either online or by returning the form we send) if records on the electoral register do not match up with records held elsewhere. Registering online should take less than five minutes. Electoral canvassers will then be visiting households who have not responded to the letter during October, to encourage them to register ahead of next year’s general and local elections.

If you currently have a postal or proxy vote and have been asked to re-register, you must do so by 27 November, or you will lose your postal or proxy vote.

Plastic fantastic - from November you can now recycle bags, film and wrapping Many different kinds of plastic - from carrier bags and bubble wrap to the plastic wrapping that comes round your toilet roll - can be recycled in your blue bin from November. This means that the majority of plastic packaging can now be recycled, to be turned into new products such as fleece jackets, park benches and new packaging. This scheme is helping to strengthen the local economy by assisting small and mediumsized businesses across Cambridgeshire in getting faster broadband and using digital technology more effectively. Recent statistics from the Federation of Small Businesses (FSB) show that 94% of small businesses view a good internet connection as essential and 71% of small companies now have their own website. With this free government funding available, there’s no better time to get a faster connection. The connection voucher funds the one-off installation cost of getting superfast broadband to businesses with up to 250 employees in and around Cambridge. Businesses based at home, sole traders and charities can also apply. The scheme has hundreds of broadband suppliers registered, providing business owners with a good choice of options to get a faster connection. Igentics, based on Tenison Road in Cambridge, is a creative agency that recently

benefited from a connection voucher as their previous internet connection was causing problems uploading large volumes of data. The company was able to improve its download and upload speeds from 5mb to 20mb through a dedicated business connection. An added bonus is that their new monthly subscription cost is now cheaper than their old, slower connection. Igentics Director, David Donnan explains: “Having faster internet will have a huge impact on our business, allowing our staff to work remotely and making it easier to manage client websites.
