Cambridge goalball club nets Team GB recognition If you watched any of the action from the Paralympics in London last year, you may recall that one of the most popular and exciting sports was goalball, a team sport for visually-impaired competitors. In the run-up to the games, Cambridge City Council provided support and funding to

start up a goalball club here in the city – the Cambridge Dons – which has since gone from strength to strength. In the year since the Paralympic flame was extinguished the club has attracted many members to their weekly training sessions, and the Dons have competed in tournaments across the region and beyond. Two of their team, Warren Wilson and Sarah Leiter, have even attended training sessions with the national squad after being spotted at a talent identification day, and Sarah recently made her Team GB debut in a tournament. Warren flew to Germany for training with the national squad earlier this year, which was an unforgettable experience. “The training camp was amazing,” he said. “I really loved being part of a team and the spirit and camaraderie that existed between the guys. I’m not sure what the outcome of the training camp will be but I get the impression I’m seen as a player with potential to eventually take part in tournaments with GB.” Not bad for someone who only took up the sport last year after being told about the new club by council officers. Cambridge Dons Goalball Club meet for

practice sessions every Friday night from 7.15pm-8.45pm at The Frank Lee Sports Centre, Addenbrooke’s Hospital. Visuallyimpaired and fully sighted people are equally welcome to attend, and no previous experience is necessary. The city council will be helping to host a Goalball UK national tournament in Cambridge next April, at the new Cambridge University Sports Centre in West Cambridge. Try a fun new activity this autumn Street games Two new ‘Doorstep Sports Clubs’ start this autumn at the Manor Sports Centre and the Abbey Leisure Complex, giving people aged 14-25 the chance to play sports including futsal (five aside football with a small ball), street basketball, rush hockey, Zumba, pop-up tennis, and street golf in an informal environment with qualified coaches. Forever Active – physical activity for older people Forever Active now offers weekly exercise to music, and yoga sessions in the evenings. There are now also sessions for older adults with specific long-term medical conditions, including cardiac and stroke rehabilitation. Take the plunge at your local pools Whatever kind of swimmer you are – from a complete beginner to someone who ploughs through 100 lengths every morning – Cambridge has a number of different swimming pools to suit you. If you’re new to the city, or haven’t been to a pool for a while, here’s a reminder of what Cambridge City Council’s swimming pools offer. Parkside Pools The city’s largest swimming complex is situated beside Parker’s Piece in the heart of the city. It has an eight-lane 25 metre pool, used for lane swimming, lessons and competitions. There’s also a smaller teaching pool with a moveable floor for diving, a fun children’s pool for the youngest swimmers, plus two flume rides for thrill-seekers. After your swim you can visit Parkside Pools’ café or health suite – with sauna, sanarium, spa pool and rooftop terrace. Open 7 days, phone: 01223 446100. The Tour de France is coming Make a date in your diary for Monday 7 July 2014 – and don’t forget to wear your cycle clips. Because that’s the day when one of the biggest sporting events in the world, the Tour de France, will be taking place here in Cambridge. The world’s top cyclists will be setting off from the city centre that morning, en route to The Mall in London on the third and final UK stage of the Yorkshire Grand Départ, following two stages up in Yorkshire itself. This year’s edition of Le Tour, won in fine style by Britain’s Chris Froome, was watched by millions on the streets and on TV worldwide, and next year’s third stage from Cambridge is expected to attract many thousands of visitors to the city and surrounding areas, to witness the event. Details of the start, and the precise route from Cambridge are being announced on

Home truths about shared housing If you live in a shared house, did you know that Cambridge City Council can help with free, confidential advice if you have any concerns about your accommodation or your landlord? Earlier this year the council carried out a survey of residents living in Houses in Multiple Occupation (HMOs), and also arranged some focus groups, to better understand the issues facing tenants and landlords alike. As a result we are improving the information we give to both tenants and landlords on their rights and responsibilities. Thank you to all those who took part, and congratulations to Jonathan Siddall, the winner of our prize draw who won a £50 gift voucher. A few points that the survey helped to highlight: Landlords and agents must ensure that the property you live in is safe. Contact the council if you have concerns. If serious hazards are not dealt with then the council can take enforcement action against the landlord or agent If you pay a deposit, the landlord or agent must register it with an approved Tenancy Deposit Protection Scheme. Always check that your deposit has been protected, to

help deal with any disputes over repayment Ask your landlord or agent for an Energy Performance Certificate before you decide to move in – they are legally required to provide one before they let the property. Council reclaims money from benefit fraudsters In recent months several Cambridge residents have been convicted of claiming benefits to which they were not entitled, helping the council prevent more than £300,000 of taxpayers’ money being paid out. The council investigates many different types of fraud including benefit fraud, council house sub-letting, tenancy fraud, and council tax fraud, and takes action where necessary, to ensure that benefit goes only to those that need it. Benefit services are vital for providing a safety net for the people of Cambridge who are in need of real help and support, and we

know these benefits can make a real difference to people’s quality of life in the city. Naomi Armstrong, benefits manager for Cambridge City Council, said: “Benefit fraud is simply unacceptable. I would encourage anyone who believes that benefit fraud is occurring to report it for free and in strictest confidence.” If you suspect anyone of being involved in these types of fraud, you can call our local confidential free 24-hour hotline, anonymously if you wish, on 0800 328 0572, or you can email fightfraud@ cambridge.gov.uk ■

Financial advice from Citizens Advice Bureau If you’d like to speak to someone to ensure you’re claiming the correct benefits, to help deal with debts or to discuss your finances, you can speak to the Citizens Advice Bureau at the city council’s Customer Service Centre in Mandela House on Regent Street. A CAB adviser will be there every Monday for a drop-in surgery from 9.30am-4pm, to give specialist independent advice on all Social Security benefit appeals such as Employment and Support Allowance (formerly incapacity benefit), Job Seeker’s Allowance, Income Support, Disability Living Allowance, Personal Independent Payment, Tax Credits, Housing Benefit and Council Tax support. Cambridge – Where people matter

Sheltered housing for older people Volunteering in older people’s housing – could you help?

An event was held recently at Arbury Community Centre to celebrate all of our council tenants who are over 90 years of age. Pictured is Cambridge mayor Cllr Paul Saunders with two tenants.

Did you know that Cambridge City Council runs a range of sheltered housing options across the city for people over 60? In total there are 13 locations across the city providing a variety of sheltered accommodation for hundreds of older people. All of them offer residents benefits such as privacy and security; access to all council services; a link to other agencies such as social services; emergency assistance when needed; and regular contact with staff to help them live independently. The recently-refurbished Brandon Court (pictured) is a typical example of some of the council-managed housing available. The development is in Prospect Row in the historic Kite area of Cambridge near Parker’s Piece, and consists of one-bedroom, two-bedroom and double-bedroom flats with wet room showers. There is lift access to upper floors and all the properties have gas central heating and double-glazing.

Brandon Court, like most of the council’s sheltered accommodation for older people, has extensive communal areas and gardens, and kitchen facilities that are freely available to tenants. ■

Our Independent Living Service currently has 19 volunteers supporting older people in sheltered housing and the wider community – but we’re looking for more people to get involved. Volunteers help arrange activities and events for older tenants, are involved in improving the service, and can perform a variety of roles. Here’s what one volunteer, Mr. Brown (pictured above) from the Lichfield Road scheme, has to say: “My wife, Ronni, and I started attending the Sheltered Scheme Residents Association meetings and volunteered to sit on the committee. We started taking part in some of the social activities held in Lichfield Road and were asked to join the Lichfield and Neville Road social committee. We thoroughly enjoy assisting with the functions arranged by the committee. I was also approached to act as a ‘Green Inspector’ for Lichfield Road and Neville Road sheltered housing and now inspect the complex and report my findings to the maintenance officer and the Estate Champion for Green Issues. Volunteering has meant my wife and I have an active life that we enjoy and has given us an opportunity to give something back to our local community”. ■

Councils join forces to deliver new CCTV service Cambridge City Council recently announced a plan to work together with colleagues at Huntingdonshire District Council on a shared CCTV service. This is part of the council’s drive to save money by entering into such partnerships, so that we can continue to provide quality services while reducing our expenditure. Sharing CCTV services with Huntingdonshire could reduce combined running costs by around £200,000 per year. If plans go ahead, the new service would be hosted by Huntingdonshire District Council and operate from its existing, purpose built CCTV control room in Huntingdon. Existing staff from both councils would be integrated into a common structure. Joining together into one large team will offer both authorities greater flexibility in providing CCTV services. The new service will benefit from using the shared knowledge and experience of staff from both authorities and will lower operating costs. There is also the opportunity to share more efficient technology from the Huntingdon base. This new shared service follows on from other similar initiatives, in which Cambridge City Council has joined forces with other councils, to provide shared services in areas including payroll, internal audit and the Cambridgeshire Home Improvement Agency. ■

Refurbishment at city cemetery The cemetery buildings at Cambridge City Cemetery on Newmarket Road have recently undergone a complete refurbishment. The project included providing a new waiting room with glass doors overlooking the cemetery, with a dedicated entrance into the chapel. The waiting room has been

fitted with a pitched roof, in keeping with the original architecture, and many original features have been retained to provide a bright, yet tranquil area, for families and friends to congregate when attending funeral services. The refurbishment also includes a new

information point, meeting room for visitors to the cemetery, and the public toilets also received a complete make-over. Earlier this year the city’s cemeteries and crematorium were awarded ‘gold’ status from the Institute of Cemetery and Crematorium Management. This national standard recognises high standards of customer care, information and choice, plus a commitment to om ro g itin The new-look wa environmentallyfriendly practices. The city council’s Bereavement Services team offers help and support with planning funerals, and options for memorials following the death of a loved one. ■

Latest news from the new neighbourhoods taking shape across the city

SOUTHERN FRINGE 1 There are five different sites making up the Southern Fringe development – four of them residential (Trumpington Meadows, Clay Farm, Glebe Farm and Bell School) plus the Cambridge Biomedical Campus. Trumpington Meadows (A) This site is divided into two sections, each to provide 600 homes, with a 60 hectare country park, primary school, games and play areas, local centre and allotments. The primary school has now been constructed and will be open in September 2013. Planting in the country park is taking place, with footpaths and cycleways due to open in 2015. The first scheme for 353 dwellings being built by Barratt Homes is a mixture of 1-2 bedroom apartments and 3-5 bedroom houses. The first residents moved in there in August 2012 and it is due for completion at the end of 2015. Southern Fringe

The redevelopment of Marshall’s existing site there and agricultural land proposes changes to Newmarket Road, a mix of housing, primary school and community facilities. Darwin Green 1 (F) – Land between Huntingdon Road and Histon Road, formerly known as the NIAB site will have 1780 dwellings and community amenities. Darwin Green 2 and 3 (G) are the proposed sites for 1000 homes to the north of Darwin Green 1, with provision for schools, shops and a community building. An outline application for Darwin Green 2 and 3 is expected by the end of this year. Working together to tackle severe weather

So… that wasn’t a bad summer in the end, with plenty of warmth and sunshine to enjoy, as well as the odd downpour. But as this July’s heatwave, following 2012’s torrential rains proved, the weather in the UK – including right here in Cambridge – is nothing if not unpredictable. So as the days get shorter and average temperatures get cooler it might be a timely moment to think about how prepared you might be if we experience adverse weather conditions during the autumn and winter, and how the council can help. Flooding The number of intensive rain showers we experience in the UK is increasing, so if you live in a flood risk area in the city it pays to be prepared for flooding, either from surface run-off or from rising river levels. You can check whether your property is in a flood risk area at environment-agency.gov.uk/ homeandleisure/floods or by phoning them on 03708 506506. Ways in which you can prepare yourself for possible flooding include: Ensuring you have adequate buildings and contents insurance If you live in an area of flood risk, ensure you know how flood warnings will be issued Create a simple flood defence as described at cambridge.gov.uk/flooding. If you’re not an internet user you can call 01223 457000 Following a flood warning: Alert your immediate neighbours Move people, pets and valuables to a safe place Check your car and move it to high ground if possible

Food – don’t let it go to waste Did you know that in Cambridge you can recycle ALL your food waste by putting it in your green wheelie bin? This includes cooked food, bones, meat, fish, dairy and egg shells as well as the more usual vegetable peelings and fruit skins. It all gets composted at AmeyCespa near Waterbeach, which turns it into a rich soil conditioner used on local farms and allotments - you can even collect some for your garden for free! Despite this, recent research commissioned by the city council showed that over 78% of Cambridge’s food waste is being put into the black wheelie bins. At the moment this food waste ends up in landfill. So why not follow our step-by-step guide to making recycling your food waste easy: 1. Reduce your food waste If you find that you often have to throw away leftovers or food that has gone past its use-by date, there are some simple tips that can help at www.lovefoodhatewaste.com. The average family throws away £50 worth of food every month, so it’s well worth the effort to plan meals, make a shopping list and ‘rescue’ those vegetables that are about to go ‘past it’. 2. Get a free kitchen caddy Available from all council receptions, kitchen caddies are small buckets with a lid which are a convenient and hygienic way to collect food waste in your kitchen. Simply scrape peelings and leftovers into it, then empty it every couple of days into your green wheelie bin. 3. Use liners in your caddy To help keep your caddy clean and make it easier to empty, it’s a good idea to use liners. Only paper liners (not biodegradable plastic or corn starch ones, sometimes sold in supermarkets) are suitable – other kinds do not break down quickly enough in our fast composting process. Paper liners are available from all council receptions except the Guildhall, and cost £2.80 for 50. You can also use a couple of sheets of newspaper instead.

4. Get composting! As well as using your green bin, if you have a garden why not have a go at composting at home? Cambridgeshire residents can get a good deal on compost bins (and water butts) at www. ccc.getcomposting.com. It’s a great way to involve children in recycling in the garden, and also takes the pressure off your green bin during the summer. n

In addition to being able to purchase specialist academic support, SMEs who apply for an Innovation Voucher have the opportunity to apply for the Low Carbon KEEP Capital Grant Scheme that allows businesses to recoup 40% of the cost of purchasing capital items, such as essential equipment or software, which are fundamental to the success of a Low Carbon KEEP project or Innovation Voucher. All capital items purchased utilising Low Carbon KEEP capital grant funding will remain in the ownership of the SME partner. What could a typical project look like? A typical Low Carbon KEEP project could address resource efficiency within a business, development of new products or services, innovation in process or attainment of accreditation. Cambridge – Where people matter

Don’t lose your vote, register now Voter registration forms will soon be dropping through letterboxes across the city and you should return yours as soon as possible, so that you have the opportunity to vote at future elections. The annual audit and subsequent publication of the updated electoral register will be much later than normal because the register needs to be as accurate as possible before the registration system changes in 2014. Cambridge City Council is delivering forms to all households in Cambridge between Friday 4 and Sunday 20 October in order to compile the electoral register. If you have not received your form by 20 October, you can contact Cambridge electoral services on 01223 457048 or email elections@cambridge.gov.uk. Antoinette Jackson, electoral registration officer and Cambridge City Council chief executive said: “Registering to vote is very simple. All you have to do is update the registration form with the details of everyone in your household who is eligible to vote and return it to us as soon as possible. “It is important that you complete and return the form, even if there are no changes, so that you’re able to take part in the city council and European Parliamentary elections in May 2014, otherwise you will not be able to vote.” If you are a citizen of a European Union country (other than Britain or Ireland), you will

need to register separately if you would like to vote in Cambridge for the European Parliamentary Election. You should complete and return the audit registration form, which will allow you to vote at the City Council elections, and we will then send you an EU registration form to complete. There are two versions of the register: a full register that includes the name of all registered voters and an edited register, which is available to commercial organisations. If you do not want to be included in the edited register you should ensure you tick the box asking if you want to opt-out. ■

Fire and lights

Remember, remember the fifth of November, because yes, as usual, that’s the date when the skies above Cambridge will be lit up by the spectacular annual Fireworks Display at Midsummer Common. Light the touch paper and retreat to a safe distance from 7.30pm on Tuesday 5 when the first rockets go up. Then before you know it, the festive season will have rolled around again, with all the fun of the Christmas Lights Switch-On featuring free entertainment across the city centre on Sunday 17 November. The fun starts in the early afternoon, with the big switch-on at the Guildhall from 5pm. ■

Accordia – a correction

In the summer 2013 edition of Cambridge Matters, the ‘Park life’ article on page 8 wrongly stated that the provision of a scooter park for the Accordia site (off Brooklands Avenue, Cambridge) was scheduled to take place in the coming months. This is not the case and the funding of this project has not yet been approved. The proposal for the scooter park and other project ideas for new or improved local facilities in the South Area will be considered by the South Area Committee in the second round of devolved decision-making over the use of developer contributions.
