THREE YEARS AND COUNTING: WHERE WE ARE NOW THE CENTRE

The Centre for the Study of Global Human Movement was established in March 2018. In this report, we would like to reflect on the three years since its establishment, assess our achievements, and develop a vision for the future. At our first incoming directors' meeting in November 2020, we have initiated a three year review of the Centre to appraise its strategic direction, research portfolio and sustainability.

Where are we now? Within three years since its establishment, the Centre for the Study of Global Human Movement has emerged as a unique research hub at the University of Cambridge. The Centre has succeeded in bringing together a wide range of members and stakeholders, working on some of the most pertinent issues of global movement and its prominent subfields of refuge, displacement and migration. At present our membership across the university extends to 80 academic members and over 40 doctoral students, across 5 schools and over 20 departments and institutes. Since its establishment in 2018, the Centre has organised over 50 events. 2021 the Centre established the Alf Dubs Lecture Series, opened by the Vice-Chancellor and delivered by Lord Dubs and Prof. Bhabha. The Centre has provided graduate training and support through methods workshops and joint doctoral schools with LMU (Munich) and Sciences-Po (Paris); it also hosted a platform for graduate research presentation and publication. With a presence of over 1,500 followers on social media platforms, various partners from policy, practice, academic communities and international organisations, the Centre has embedded itself in on-going debates on mobility and movement. For these partners and many others, the Centre has become the central point of contact for research and cooperation at the University of Cambridge. These figures confirm that the Centre fills an important gap at the university, significantly enhancing its research and collaboration infrastructure.

Looking forward, our strategic vision is to enable the Centre for the Study of Global Human Movement to transition from its version 1.0, a research hub/network, to version 2.0, a global centre of research excellence. This requires innovative, responsible and responsive research, attraction and retention of research group leaders with global reputation, and support structure for talented early career researchers. We will also continue our work in creating dense interdisciplinary networks and facilitating stronger collaboration between faculty, early career-researchers and practitioners.

With this vision in mind, we have started shifting time and resource commitments in our operations over the last months, keeping a lean and improved research hub model and aiming for a global centre of research excellence. To improve research and collaboration infrastructure, we are mapping the university research portfolio, expanding our research network internally and developing a global research network with universities and frontline organisations. We have reprioritized the needs of faculty and students at the University of Cambridge in terms or membership and activities.

In our operations, we have increased efficiency, migrated and redesigned our website and publicity, revised and streamlined our communication channels. At present we are appraising our research portfolio in line with our vision of a centre of global research excellence and in view of global challenges. We are in the process of elaborating our strategic plan accordingly, in consultation with our members, the wider university community, partners and stakeholders.

WHAT'S IN A NAME?

GLOBAL MOVEMENT

Global movement is a human condition.

Traces of global human movement are in every aspect of our daily lives: our food, music, languages, homes, ways of constructing meanings, all bear traces of past and present mobilities. These mobilities do not only include people, but also artefacts, ideas as well as translation and exchanges that have served as their conduit.

Nonetheless, a prevailing paradox of our global and interconnected era is the tendency to devalue (particularly cross-border) movement in public rhetoric and political practice, deliberately obscuring the ways in which human life, survival and prosperity has been defined and constituted through interactions with others.

The creation of the Centre for the Study of Global Human Movement is a response to the importance of movement as one of the greatest achievements and challenges of humanity, particularly in the 21st century. By contesting the narrow confines of refugee and migration studies to particular people on the move and confronting the exceptionalization of movement, the Centre foregrounds the ways in which movement has been and continues to be inherent in being human.

RESEARCH THE CENTRE AT THE CENTRE

Whether triggered by trade, desire, war, education or work, movement produces modern subjects, including the global worker, the stranger, the refugee, the coloniser and the expatriate, and redefines social relations. It provides for artistic, cultural and linguistic encounters and enables economic and material exchanges. At the Centre, we seek to capture this complex dynamic world which humans navigate and which they shape and are shaped by, so as to address contemporary challenges to global and national social orders.

To this end, the Centre promotes transdisciplinary conversations and collaborations on mobility and movement among the arts, humanities, social sciences, natural sciences and technologies. It brings together 80 academic members from over 20 different departments and institutes - including anthropology, archaeology, architecture, engineering, history, politics, land economy, geography, sociology, gender studies, psychology, health, education, management studies, criminology, law, modern languages and linguistics.

The Centre supports research, teaching, practice and policy-related activities on global movement. It creates cross-disciplinary networks and partnerships within the University of Cambridge and with external partners; it supports and provides a program of activities, workshops and conferences, focusing on various aspects of global movement; it supports graduate students through training, teaching and career opportunities.

We take account of the longer history of movements of elites between higher education systems, and the circulation of skills labour. However, our main focus is on the transnational movements of large numbers of students either studying in formal programmes or engaging in study abroad and Foundation Programmes, and the role this segment has begun to play in national governments development of educational services. Since the late 1980s, this number has expanded rapidly, with competition between institutions, nations and regions reshaping education and social landscapes – from cities to nations. At the same, time new counter-movements have emerged from those who have been sending countries to those who are now receiving countries – including Singapore, Malaysia and China. Paralleling these developments has

Cambridge Emergency and Displacement Group This interdisciplinary group brings together existing research groups, projects and individuals working on displacement, emergency relief, on refugee camps and holding centres globally, particularly but not only in the Global South. It aims to draw upon extensive research experience of academics and graduates working with displaced, migrant and refugee communities and individuals and with international humanitarian organisations, public and private sector aid givers and national and local government agencies so as to address the pressing challenges associated with global human movement.

SPECIAL SECTION:

REFUGEES AND DISPLACED PERSONS

79.5 million people were forcibly displaced worldwide at the end of 2019, according to the UNHCR. Many lack access to basic rights, such as education, health care, housing and freedom of movement. The alleviation of these problems requires collaboration.

Our Centre is the only hub at the University of Cambridge for those who work for and with refugees and displaced persons, bringing together research, practice and policy. We bring together architects, engineers, social scientists from land economy, politics and law, historians as well as those who work on education and public health to provide transdisciplinary approaches to alleviate the plight of displaced populations. We also serve as the central point of contact on refugees and displaced persons at the University for the City of Cambridge and for national and international organisations.

We provide in the following page three examples to illustrate the research conducted by our members at the University of Cambridge. This is by no means comprehensive.

Education: The Learning Passport The Learning Passport is a partnership with UNICEF to help children and young people facing barriers to learning because of poverty, discrimination, conflict and disaster. It is a true pan-Cambridge collaboration, drawing on people from Cambridge University Press, Cambridge Assessment and various parts of the academic University, including the Faculty of Education, Centre for the Study of Global Human Movement, Department of Psychology and Faculty of Engineering. The Cambridge partners have developed prize winning curriculum frameworks to cover maths, science and literacy, together with a speciallydesigned programme to meet children’s social and emotional learning needs. The aim is for the Learning Passport to support and supplement both formal and non-formal education in many different places and contexts across the world.

Syria's Displaced Healthworkers Employing displaced Syrian healthcare workers is a 'win-win' for both host communities and refugees as it would

strengthen national health services and allow highly-skilled medics to 'get on with their lives, rather than just get by'. A new short film made by Cambridge’s Centre for the Study of Global Human Movement and the Syria Public Health Network (SPHN) follows three refugees in the UK, Germany and Turkey as they set about retraining while discussing their lives new and old, and experiences of escaping wartorn Syria.

Digital Innovation and Inclusion Digital skills and digital work focuses on the acquisition of digital skills and opportunities presented by remote work for refugee populations. The rise and spread of digital work now provide an opportunity to develop scalable, sustainable and replicable models for refugee job creation. Technology has the potential to create and facilitate jobs for many, including refugees. Yet, this potential has not been fully realised. This project aims to examine how digital work can impact the lives of refugees and what effects it can have on the ecosystem including the individual, their community, and the host country.
