Legislative Session Concludes

With the customary flurry of last minute activity, the General Assembly adjourned at midnight on May 9th. In the final hours of the legislative session, the legislators adopted revisions to the State Budget for 2018-19, with bipartisan support. Among the notable adjustments were restoration of $1.5 million to support the Teacher Education and Mentoring program (TEAM), and restoration of Education Cost Sharing Aid using updated student and town data. The Legislature also provided funding support for school districts who received students that were displaced by Hurricane Maria, and increased funding for bilingual education. The Legislature approved $5 million for school security projects that include multimedia interoperable communication systems that allow coordination between state and local officials. At the May meeting of the State Board of Education, the Board voted to adopt the Connecticut Certificate of Global Engagement Guidelines. The concept for the Connecticut Certificate of Global Engagement originated in the International Education Committee of the Connecticut Association of Public School Superintendents (CAPSS), on which CABE serves. During the 2017-18 school year, 12 Connecticut high schools piloted the guidelines. Connecticut school districts can elect to participate in the program to recognize high school graduates who have successfully completed a Global Education Curriculum and engaged in co-curricular activities and experiences that foster the development of global competencies and global citizenship. The guidelines provide flexibility to districts in determining the coursework and extracurricular programs that will be recognized. The three essential elements of the guidelines are:

Board Freezes Dues for the Third Straight Year Robert Rader

For the third year in a row, the Board of Directors froze dues at its April 25th meeting. Dues paid by school districts will remain at the Fiscal Year 2016-17 level. It is also expected that fees for workshops, the CABE/CAPSS Annual Convention and publications, will also remain the same. Due to uncertainty over State and local budgets, the Board recognized that these are very difficult fiscal times for our members. The Board, following the recommendations of the Finance Commit-

tee chaired by Secretary/Treasurer Michael Purcaro, determined that, despite the difficult environment, we should continue these activities as they are central to CABE’s mission. Mr. Purcaro stated, “We prioritized our budget to ensure the continuation and quality of our core programs that directly benefit our members. The budget was balanced by making strategic reductions combined with the use of reserves. The budget also further supports management strategies that enhance the effective and efficient delivery of our valued member services.” In past years, CABE had received support from SDE for some of our programs, including the Lighthouse project, the CABE Leadership Institute, New/Veteran Board Member workshop (which does not take See BOARD FREEZES page 7
