The city and school district of Ansonia will be investigated by the State Department of Education (SDE) on a 10-4b complaint as voted on by the state board of education. CT General Statute 10-4b outlines the complaint process in allegation of failure or inability of a board of education to implement educational interests of the state and within that statute it lays out the investigation, hearing and remedial process. Members of the CABE Executive Committee and staff, as well as representatives of CAPSS and CASBO, had the opportunity to meet with gubernatorial candidate Oz Griebel on September 7. As part of CABE’s advocacy on behalf of public education, CABE again extended invitations to each of the candidates for Governor. Repeated attempts were made to schedule conversations with Ned Lamont and Bob Stenfanowski, but as of press time, those meetings were not confirmed. Oz Griebel led the MetroHartford Alliance for 17 years, and was previously the CEO of Bank Boston Connecticut. He joined forces with Lt. Governor Candidate Monte Frank to form an “independent, nonpartisan ticket.” A key issue on everyone’s mind during this discussion was the candidate’s priorities for public K-12 education in Connecticut. Griebel indicated that a premier educational system is critical to obtaining his goal of 200,000 new jobs in the state. He sees a need for a greater connection between employers and the education system, as well as between the K-12 system and higher education. Griebel supports a refocus on the vocational-
imum Budget Requirement (MBR). The MBR is appropriating at least the same funding to the district made in the prior year. The statute does have criteria for a reduction. In FY 2017-18 the City of Ansonia failed to meet the MBR by $600,000 and they will fail to meet it this year unless it appropriates $600,000. The SDE has 20 days to investigate and must either recommend to the State Board to dismiss the complaint or to proceed with a hearing. The State Board also approved a continuation of the Alternative Route to Certification for Library Media Specialists (ARCLMS) program for seven years to be provided by the Area Cooperative Educational Services (ACES). For the last three years, the ARCLMS program has had 40-60 candidates annually.
