HEALTHCARE CAPTIVE The Next Big Thing: Pooling Creates Self-Funding Healthcare Alternative Long regarded as an effective cost control strategy, selffunding is an increasingly popular choice for those groups willing to accept a calculated amount risk. Usually, employers make the move because of their frustration with not knowing what’s driving up their premiums outweighs their fear of taking on more risk. At its most elementary stage, buying insurance is paying an insurance carrier to take away risk. What we are talking about today what if, you could manage risk in a way that turned into an asset. Carriers already know how to use your premiums as an asset. It is all a factor of large numbers and credible underwriting. Group purchasing is a long-standing risk management tactic that assists employers such as in purchasing health insurance by leveraging their collective buying power. By CAAL members creating a partnership and “spreading risk” over a large group of similar employer risks, they could build a strong employee benefits program and control costs. The concept of pooling risks and working together to negotiate together has greater advantages beyond pricing but better contracts and plan designs. By sharing what works and what doesn’t, members improve their ability to increase their return on investment. Members alter the market from being a buyer of insurance policies to owners of a Program and more control. CAAL is in the beginning stages conducting a Feasibility Study to see if “pooling” employee benefits program would work for their members. As mentioned earlier the key is having a large enough group to be credible from an underwriting standpoint. That means having 1500 lives as a minimum to underwrite. For members interested in participating, you would need to provide the following: 1) Census of the Group including: date of birth, gender, home zip, present plan election 2) Current plan design (s) 3) Aggregate paid claim and enrollment by month for last 24 months 4) Large claim report for each of the last 3 years over $25,000 5) Current Premium vs Claim Report 6) Current Carrier or Network This information will be collected by the insurance company to analyze the data to determine if the companies would qualify for the plan. EXECUTIVE DIRECTOR’S MESSAGE By Bill Temple

I am happy to report that CAAL is doing well as 2018 comes to a close, with record membership, an active Board of Directors and a very busy year soon behind us. Member company support has been great with participation, sponsorships, and feedback on what we do and how it gets done. This week we kick off our first scholarship program with three $1000 awards to students in Civil Engineering and or Construction Management programs. If you have a student that qualifies please encourage them to apply through their Department head. CAAL unfortunately lost our Membership and Promotions Director, Jack Kiefer to a member company, which was not totally unexpected given his talents and the demand for sales staff. Jack was effective in recruitment and retention of members and was really good at making members feel like they were part of something beneficial to our industry. Good luck to Jack! And then there were two…. Alison and I are moving forward to complete 2018 with seminars, social activities, and management of association’s committees that bring members into the decision making process. We have been fortunate to have an active Chairman, Matt Otwell, who has shown a lot of interest in helping CAAL to be its best. Likewise our Board of Directors have been vocal about changes they feel are needed and we are implementing a number of their ideas that came out of the summer convention. We spent the past Monday at our fall golf tournament at the Wetlands Golf Course north of Lafayette. It was a beautiful day and the course is spotted with lakes and birds trying to hide from the golfers. The course was constructed in 2006, and a bit of trivia, one of our Board members was project manager for the construction of the facility. I will let you guess who that might be… We look forward to visiting with you at our next meeting, seminar, or social event. Thank you for your support.
