Regional chambers of commerce have had more than their share of challenges as their target memberships morph and change with the times.

At the Cabarrus Regional Chamber, the challenge this year is even larger, in light of the sudden departure of CEO Patrick Coughlin. He was on the job almost two years, before getting his walking papers in December from the board of directors.

Tammy Whaley, chairman of the chamber, said the chamber is looking for something new and dif ferent in a chamber leader.

“The typical Chamber CEO is a dynamic public Whaley persona that articulates with ease and confidence.

Moving for ward in 2016, I think the Cabarrus County Chamber will not only be looking for this attribute in the new CEO but will also be looking for a business professional and manager that can manage the business and the finances of our chamber,” said Whaley, who is also senior manager of economic development for Duke Energy in Nor th Carolina.

At the same time, Cabarrus is also separating the roles of the head of the chamber and the head of economic development for Cabarrus County. In the past, including dur-

ing John Cox’s tenure, the CEO of the Chamber was also the CEO of Cabarrus Economic Development.

The Cabarrus Economic Development board will hire its own director, separate and independent from the Cabarrus Regional Chamber of Commerce.

Terr y Crawford, a retired hotel executive, was brought on as the interim president of the Cabarrus chamber and EDC. According to a press release, the EDC will continue to operate under its current staf fing contract with the chamber until it expires in June 2016, allowing each organization time to recruit an executive director.

Scott Lampe, LAMPE EDC director, said the two groups will continue to work together, but with two dif ferent “leaders who specialize in their own respective businesses.” Both organizations will remain in the same building on Hwy. 3 just west of I-85.

Whaley said the chamber plans to hire a manager who can evaluate the current membership, including needs and expectations “to determine how to create a business model that delivers those expectations within the budget that the membership is willing to suppor t. We can Continued on page 3

The chamber is down about 90 members in the past year, to about 628 members right now. Back in the day—around 2008—membership was on the order of 1,100. Crawford hopes to re-establish goals this year.

Baker has also been active in the Charlotte entrepreneurial community.

He helped bring a Grameen America branch to Charlotte. Founded by Nobel Peace Prize recipient Muhammad Yunus, Grameen America helps women who live in poverty build small businesses to create better lives for their families.

Baker worked for the IBM Corporation for more 32 years in a variety of executive and staff positions, most recently as senior consultant in IBM’s Global Government Revenue and Fiscal Management practice.

After retiring from IBM, Baker joined the Rotary Club and led initiatives to establish microfinance organizations in Uganda and Kenya. He has also served on the board of directors of Lincoln Ready to Work and the Episcopal Foundation of Western Carolina.

Baker earned a Bachelor of Arts from Duke University in 1966 and an MBA from The Wharton School of the University of Pennsylvania in 1968.

Speculative building: Some winners, some not so much

This spec building was finished a year ago but still sits empty

By Marty Price Concord Mayor Scott Padgett sees the boom in speculative building as a sign of a strengthening economy that will lead to more jobs in Concord as well as Cabarrus County. “We went from needing speculative buildings to now having more than 1 million square feet of buildings ready with more being built,” he said.

“We went through a down turn, we lost Phillip Morris and we lost the mills, but we have reinvented ourselves with these speculative buildings and with tourism,” Padgett said, stressing that both industries are important to jobs in Concord.

When big companies want to come to a new area, it helps if there are buildings in place that—with slight modifications—can fit their needs and allow them to get up and running quickly.

“Take Amazon on Derita Road. That is a spec building that they moved into,” said Padgett.

Amazon is putting a new distribution center in the 222,500 square foot building built on speculation by The Silverman Group. Expected to employ approximately 300 people when fully operational, the building is located on Derita Road, near the Concord Regional Airport.

“That airport is an economic engine,” said Padgett. “The city didn’t have to build the business park out there. Private businesses have built up around the airport but that extends to other areas, like International Drive, as well.”

Tom McMahon, president and managing director of Cornelius-based Sper-

ry Van Ness Commercial Property Advisors, said that a lot of vacant property along Poplar Tent Road has been sitting primed for development. “People have been waiting to develop that property for years, but with the economic slowdown, people were holding back.”

“Now they have started releasing the trigger on a lot of different projects.

Because the economy has come back around, the timing is coming around and banks are loosening up a little. The overall conditions are giving people the comfort level they want to do speculative building,” he said.

Most agree that the speculative building is market specific having varying results for different regions across the nation. Concord, with its infrastructure, proximity to Charlotte and the Concord Regional Airport is one of the markets that is booming.

However Harris Morrison, manager of Harris Morrison Company, a full service commercial real estate company based in Concord, cautions that it hasn’t been a success for everyone, yet.

He believes these buildings will eventually fill but some are moving faster than others.

The 280,000 square feet building at the corner of International Drive and Poplar Tent Road that was finished by Trinity Capital Advisors about a year ago still sits vacant. “Speculation by its nature is risky, but a sign of the times and a vote of confidence in this market.

It’s paid off for some, like with Amazon, but not yet paid off for others,” he said.

Cloutier said that the airport is not wanting to grow big enough to compete with Charlotte. “We are looking to compliment what Charlotte has, with low-cost carriers and different locations. We are looking to sustain growth that will have an economic impact on the community.”

Some 10,000 of the 60,000 annual operations—both take offs and landings are considered an operation—are commercial flights for Allegiant Air.

The number of passengers served has doubled from 50,000 in 2014 to 100,000 projected for all of 2015.

The new terminal will have better facilities than the temporary terminal—a remodeled hangar—that it will replace.

The addition will make the experience easier for passengers boarding the commercial flights that serve Concord daily.

By Marty Price When asked about the new construction, Rick Cloutier, aviation director for the City of Concord said, “We are building for the needs of today.” But rest assured he will be keeping his eye on the future at Concord Regional Airport.

The city broke ground on the new terminal in September, and even though they are still in the grading process, Cloutier said they are on schedule for completion in July.

A Federal Aviation Administration grant of $6.7 million will cover 90 percent of the cost for the 30,000 square foot terminal. The CRA is picking up the rest of the tab for the terminal and all of the costs for the parking deck.

Both additions are projected to cost $13.5 million. The two-story, 700-space parking deck will be paid for by the CRA. They will charge for parking to recoup costs and eventually create revenue.

“This airport takes no tax dollars from the general fund of the City of Concord.

We generate our own money,” Cloutier said. The $11 million a year budget includes the salaries of all the employees on site and operating expenses.

The Wilson Group of Charlotte is the architect for the new terminal being built by KMD Construction; Talbert, Bright and Ellington is the engineering consultant. When completed, the terminal will have two gates with covered,

that there is more speculative building going on in Concord that isn’t industrial, but has an impact as well. Several office spaces in the downtown area were renovated on speculation. Lofts 29, an apartment complex on the corner of Church Street and Cabarrus Avenue was a renovation that was done on speculation by Rehab Development.

Morrison’s own company rehabbed the old Cabarrus Creamery building on Church street. In addition to a few businesses on site, they recently opened 14 executive suites, named Synergy Office Suites. Morrison said all the work there was done on speculation, the suites booked up almost im-

mediately and there are plans for 20 more to be renovated on the speculation that they will fill as fast.

“All these buildings have good access to I-85. With the new interchange improvements they are all favorable locations,” said Morrison. “The infrastructure improvements have been the single biggest factor, but there are many others. There is a great work force here, the cost of living and quality of life are all good here. It’s a wonderful time to be in Cabarrus County,” he said.

Mayor Padgett said jobs are “No. 1 and filling these buildings will mean more jobs.”

“So much less hassle. Park right there, close to it (the terminal), roll your bag up and walk right in. They still did the security checks but it was a lot more comfortable and quicker. We were in Sanford, Florida in one hour and ten minutes,” he said. Padgett feels that the ease of use and location will continue to draw people to the airport for their travel options and they will continue to build to suit those needs.

Online petition: 6,500 anti-toll signatures in 36 hours

Dec. 15. By Dave Yochum. With Gov. Pat McCrory telling the Charlotte Regional Transportation Planning Organization to weigh in once and for all on I-77 tolls, he’s calling the question on managed lanes all around Charlotte.

Huntersville Mayor John Aneralla says “the people have already spoken loudly,” especially in North Mecklenburg. Indeed, an online petition calling for the CRTPO to vote “no” on the toll plan already has more than 2,000 signatures in less than 24 hours.

“We believe it is not a solution for this area,” Aneralla said. The CRTPO, which has oversight for transportation projects and timelines around the region, meets Jan. 20.

There is a widening gulf between much of the local political leadership and the governor. Mecklenburg County Commissioner Pat Cotham said the toll issue is “white hot” in North Mecklenburg.

‘Houston we have a problem’

“I think the governor realizes he is in a ‘Houston we have a problem’ moment in his administration,” Cotham says.

The Huntersville election results— the mayor, in particular—indicates ordinary people are in the driver’s seat, Cotham said.

“They can control his legacy and future with their votes. The governor is looking for friends with his letter or maybe someone to share the pain,” she said.

Long-time Cornelius Commissioner Dave Gilroy said the governor’s letter relied on “shameful scare tactics.”

Saying that it was obviously written by the NCDOT, Gilroy said the governor’s letter “is an over-the-top, ‘the world-as-you-know-it-will-end’ threat to our regional officials who are simply trying to represent the clear interest of 95 percent of their constituents faced with 50 years of calamity.”

The $650 million contract with Cintra, née Ferrovial is for 50 years. There is an all-out effort among a number of local legislators, including Sen. Jeff Tarte and Rep. John Bradford, to cancel the contract.

Not so much former Huntersville Mayor Jill Swain and former Huntersville Commissioner Sarah McAulay.

Gilroy said they were out of step with the majority of the population at a time when there is a critical need for “regional unanimity” in the political scene.

Ancient history

Gilroy said NCDOT’s talking points are “always the same, again and again, pointing to the…approval of I-77 tolls by local elected officials years ago.”

“While this is ancient history and nearly all regional leaders are now opposed to I-77 tolls, severe damage was indeed done through the profound poor judgment of Jill Swain, Sarah McAulay, John Woods, and Chuck Travis, who cast critical votes and have continued to advocate for tolls, even as new facts have piled up and grassroots public hatred of the project has escalated,” Gilroy said.

Travis, the mayor of Cornelius, and Woods, the mayor of Davidson, did not respond to emails asking for comment.

Neither responded to the I-77 Business Plan’s candidate survey this past fall.

Gilroy also blasted the NCDOT for its advocacy and what he said is a predilection for making policy as opposed to implementing it.

“We all always want to assume public officials are acting in good faith, but a reasonable person has to find this bizarre situation disturbing, with NCDOT leadership emotional and frantic for I-77 tolls to proceed; a sole bidder, Cintra/Ferrovial, marked by a longstanding history of bribery and corruption globally; and Cintra’s self-evident and well-reported failure to disclose

potentially disqualifying facts during NCDOT’s bid process,” Gilroy said.

Although he has a background in high finance, Gilroy did not comment on any costs Cintra might have incurred during the underwriting of the project this past year. Construction got under way in November. Estimates of a penalty for canceling the contract run as high as $100 million, but no one seems to really know.

Grave concerns about Cintra and Ferrovial were raised before the NCDOT went ahead and hastened the contract signing which apparently cedes critical rights of way over Lake Norman to a Spanish company.

Cornelius Mayor Pro Tem Woody Washam said the governor’s letter “once again passed the buck on toll roads” in Charlotte and Lake Norman.

Charlotte holds an ace in this deck, says Washam, Cornelius’ representative on the CRTPO. While Mecklenburg County, Cornelius, Davidson and Huntersville are coming out strong against the tolls plan, Charlotte City Councilwoman Vi Lyles has a weighted vote carrying 31 of the 68 total CRTPO votes.

“Our local issue is all about the bad deal that the NCDOT struck with a company like Cintra. With Charlotte controlling the weighted vote at CRTPO, I do think we have slightly more hope that their City Council may be allowed to provide a directed vote in this matter to their transportation rep, Vi Lyles. Once that is decided, we will have a much clearer picture of which direction this will take,” Washam said.

Charlotte Mayor Jennifer Roberts’ position on I-77 tolls is unclear, although she ran against the toll concept for Independence Boulevard/US-74.

“Her concern is the penalty,” Aneralla said, explaining that he had spoken to the new mayor.

LKN Chamber Chair Mike Russell said he is “quite troubled” that the governor is even suggesting a cancelation penalty that would be paid by local municipalities. “I was unaware that cancellation penalties from state contracts could be passed along to local municipalities,” he said.

Aneralla said the bigger issue is that the I-77 toll plan won’t work. “If this were a business and things changed and you have more information, then you do make changes. It has become very clear that this $650 million toll plan is not the solution we have talked about,” Aneralla said. “It looks like the only reason we are going forward is because a lot of planning has gone into it.”

Alternate routes

The Lake Norman Chamber came out strong against the toll plan in June after appearing to be neutral on the subject. Russell, chairman of the chamber, said the toll plan is a disaster for the local economy, partly because it prevents tractor-trailers from using the toll lanes—the contract states that they are not sufficiently thick to carry heavy loads.

The I-77 Business Plan, a high-level anti-toll strategy group that meets at the Lake Norman Chamber every week, is, among other things, suggesting that I-77 can be widened at a much lower cost by simply “hardening” the shoulders.

Such temporary lanes don’t need a full environmental report, Russell said.

On another front, the WidenI-77.org anti toll group goes to court Jan. 8 in an effort to stop the tolls. Organized by Concord businessman Kurt Naas, the group has raised more than $100,000 from businesses and private individuals.

Gilroy said the “really depressing point though is that there is zero engagement with NCDOT on any new or different ideas, only hyper-advocacy of tolls. This has been utterly true since the first moment the idea of tolls surfaced in local public meetings four or five years ago.”

Kannapolis dedicates City Hall and police HQ Dec. 18. Hundreds of people attended a ceremony Monday to dedicate the new Kannapolis City Hall and Police Headquarters. The building is located at 401 Laureate Way. The ceremony featured a formal flag-raising ceremony with a police and fire honor guard. The United States, North Carolina and city flags were raised while Drew Barkley played “God Bless America” on the bagpipes and Officer Cory Kluttz played the national anthem on his trumpet.

our population is changing now. This is something that is very desirable for many people,” he said.

“Fortunately, we have a lot of young people who are deciding to stay here and not move away or they are moving here,” said Padgett. It used to be that you went to Charlotte for a hip place to hang out.

“There’s no reason that you have to leave Concord and Cabarrus County.

We pretty much have everything here, it’s a full service city,” the mayor said.

The demand for these tap rooms is real. T.J. Creighton, founder of High

Branch Brewing Co., reported that during the opening night at his tap room in Gibson Mill, he and his wife, Maureen Creighton, sold between 600 and 700 draft beers to a steady crowd from 4 p.m. to 10 p.m.

None of this would have been possible when Steve Steinbacher and his seven other co-owners began Cabarrus Brewing Company in 2014. It was their efforts that guided the zoning and planning department in making the amendment that allowed for these breweries to operate—with tap rooms— in the city limits.

Also setting up in the Gibson Mill complex, in the old finished goods warehouse—which consists of 15,000 square feet—Steinbacher said they hope to open their tap room in early March. As construction of the offices, bar and brewing area continues, part owner and brew master Jason McKnight is working to get the fermenters and nano-sytems— smaller batch fermenters—ready for production.

“There are different recipes, but it comes down to four basic ingredients—barley, yeast, water and hops,” said McKnight. Acknowledging that each brew master uses their own additional ingredients for flavor, he stresses it isn’t a competition.

“We’re tr ying to create a synergy for breweries around here and be a destination for people who would like to check out different breweries,” he said.

“I love craft beer. I have been a 20-year resident of Cabarrus County and Concord. I’m thrilled to be doing something like this in our own back yard,” said Steinbacher. His group looked around the area at other locations, but picked the Gibson Mill location for its historical importance to the community.

Steinbacher said that they plan to use as much of the area’s histor y as possible while building their brand.

Having already invested between $1.3 million and $1.4 million in the brewer y, the group wants to embrace the locals. The bar will eventually have 24 taps. He is currently researching how to turn some of the old cotton spindles found at the mill into tap pulls.

“We intend to use textile terms and local landmarks in the names of our beers,” he said. Six beers

are planned for their opening but have named only one so far: Reed’s Gold Ale was named for Reed’s Gold Mine. The other five beers that are scheduled to be ready for March will be a light beer, an amber ale, an IPA, an English brown and a stout.

In addition to the 24 taps in the future, they hope to be canning product in the next six months to a year.

Steinbacher said that the cans will allow them to place small stories about the community on the beer to educate others about the histor y of the area.

AMCN has posted crawls during “The Walking Dead,” warning cable customers that the second half of season six, set to begin in Februar y, might not be available if their local providers don’t renew contracts with AMCN. The company employed similar tactics in its 2014 negotiations with DirecTV, using commercial breaks to urge customers to put pressure on the provider.

“AMC Networks owns AMC, whose only current hit show, ‘The Walking Dead,’ is extremely popular,” said David Auger, CEO of MI-Connection.

“However, in order to offer AMC, they are requiring us to carr y the lesser-viewed networks WE-TV, Sundance Channel, and IFC on our basic tier, which limits our ability to expand broadband capacity.”

While carr ying extra networks may indeed limit broadband capacity, Auger’s claim that “The Walking Dead” is AMC’s only hit may be debatable.

Around $100,000 has been raised by the anti-toll group Widen I77—it was founded by Concord business owner Kurt Naas—which is suing to stop the NCDOT-Cintra toll plan, which seems to have Gov. Pat McCrory’s blessings.

Businesses ranging from Aquesta to Sperry Van Ness Commercial Real Estate have contributed, not to mention ordinary citizens who first mobilized with a public protest on the Exit 28 bridge back in May. The Widen I-77 court date is Friday Jan. 8.

But the collective power of ordinary citizens who have jobs, employ people they care about and commute to Charlotte is formidable. One leading elected official—a respected Republican—in early January said McCrory and even politicians further up the food chain “couldn’t be elected dog catcher” right now. The issue of tolls or no tolls is pitting Republicans against Republicans.

Michelle Ferlauto, director of operations for Interactive Interiors in Charlotte, says the toll plan will have a huge negative impact on the Lake Norman economy.

“There is a touch of irony that once again an individual, who does not reside in North Mecklenburg, could decide the future of a region for decades to come,” Russell said.

Somebody close to WidenI-77 told Business Today they will seek a stay of the lawsuit. The group has always maintained it would rather have this resolved through the political process, rather than the courts.

Now that the governor has kicked the issue back to the CRTPO, it means there is an entirely new layer of confusion. This was evident during the Charlotte City Council meeting Jan. 4.

It’s possible that Widen I-77 will win the battle in front of Charlotte City Council, which will direct Lile’s vote.

But if CRTPO votes to re-affirm the most reviled transportation project in state history, the group will immediately move to lift the stay.

“The Walking Dead” is the most popular show in U.S. cable TV histor y—the Season 6 premiere drew 19.5 million live viewers—but the network clearly has a diverse plan for success. In 2015, AMC was the only cable or broadcast network with two Primetime Emmy nominees for Outstanding Drama Series, neither of which was “The Walking Dead.”

Both “Mad Men” and “Better Call Saul,” the “Breaking Bad” spinoff that debuted earlier this year, earned nominations; Netflix also had two.

For total nominations in this categor y, AMC trails only the broadcast networks, which have been around much longer.

But even if AMC is offering a valuable product, cable providers aren’t always willing to pay.

“Our goal is to protect customers from significant programming fee

increases,” said Auger. “We pay networks a fee per channel per month per customer. But when huge companies such as AMC Networks demand an unprecedented increase in monthly fees, we believe it’s our responsibility to take a stand.”

Some local cable providers are even willing to help customers “shave the cord,” the industr y term for choosing smaller cable packages.

Kristi Ramsey of TDS Telecommunications in Wisconsin said she will help customers find new episodes, which are often available within 24 hours, using streaming ser vices on Google Play, Amazon, and AMC’s own website.

And because local providers often offer internet as well as cable television ser vices, they won’t necessarily lose customers who do choose to shave, or even cut, the cable-TV cord.

$3.7 million deal in Cornelius puts exclamation mark on 2016 In Cornelius

Big deal: This home at 16709 Tinker Place was listed at $4.5 million and sold for $3.7 million

One of the largest residential sales in Mecklenburg County in 2015 was in Cornelius.

A 9,866-square foot lakefront home at 16709 Tinker Place sold in December for $3.7 million. Tinker is a small street off Molly Pop Lane, where race driver Denny Hamlin is building a 30,000 square foot house.

The three-level, seven-bedroom mansion that sold Dec. 17 was built in 2012.

The seller and builder was Jamie Rolewiscz of Champion Tire & Wheel in Cornelius. The buyer is James F. Burr.

The house has a five-car garage, an elevator, a salt water pool and a complete second kitchen on the lake level, as well as 5,000 square feet of outdoor living space.

The house was listed at $4.5 million by the father-son team of Jim Carlyle and Lance Carlyle of Cornelius-based Carlyle Properties.

Terry Donahue with Carlyle Properties brought the buyer.

The sale ties the most expensive home sold on Lake Norman for all of 2015, a $3.7 million sale in The Point, at 119 S. Longfellow, which was also listed with Carlyle Properties.

In October, a 9,800 square foot house at 4329 Fox Brook Lane in Charlotte,sold for $3.5 million.

Buyers in the $2 million-plus price range are a rare breed. “Buyers in this price point come from all over the world

with a good number of them paying cash.

Domestically, buyers from the northeast and the West Coast see our market as

quite a bargain, with taxes and luxury home prices being so much lower,” said Dixie Dean of Allen Tate.

A stately home at 19100 Meta Road in The Peninsula has sold for $720,000 after being listed at $729,000 by Dixie Dean in the Lake Norman office of Allen Tate Co. The 1.5 story transitional home, which backs up to the golf course, has 3,588 square feet of living area. There is a cook’s kitchen, and the master suite opens to a large slate terrace. The house, which has a tax value of $495,000, also has a threecar garage on two-thirds of an acre.

John Rhodes of Southern Homes of the Carolinas represented the buyers. The result: a noisier ride for many motorists and what some believe is a dangerously narrow roadway. These fears were borne out on Friday afternoon Dec. 11 when an 18 wheeler jack-knifed in the northbound lanes near Exit 23, creating a massive traffic jam and a difficult approach by first responders.

In fact, the Cornelius Fire Department had to pick up first responders and transport them from the scene because the truck, wedged in between the new construction and guard rail prevented them from leaving. During construction the general purpose lanes are smaller and so is the emergency shoulder.

To some officials, this is no surprise. “I said to expect the worst imaginable scenario,” said Gilroy.

Some of the problem appears to stem from a lack of specific communication between I-77 Mobility Partners and local officials on what impact their work would have.

“The information that we received was general,” said Andrew Grant, assistant town manager in Cornelius.

“It was stated that some of the first activities would be to remove rumble strips, restriping, erect concrete barriers and narrow lanes. We did not receive further details on those activities beyond that.”
