Projects show how affordable housing works

BY DEBBIE GRIFFIN Affordable-housing partners gathered April 10 with golden shovels to officially commemorate the start of two projects for people 55 years and older: The 60-unit, $8.5 million Prosperity Ridge in Kannapolis and the 68-unit, $10 million Cascade Garden in Mooresville.

The non-profit organizations Wesley Community Development of Huntersville and Prosperity Unlimited of Kannapolis are key partners involved in the developments, along with Community Foundations CDC on Cascade Garden. The companies share a common mission to help people and further community.

There is an affordable and workforce housing crisis across many parts of the country. From low- and middleincome workers to retirees, the high cost of housing is affecting employers and quality of life. Completely homogenous communities are nice, sort of, but they may not provide housing options for entry-level nurses or firefighters, teachers or caregivers.

A Lake Norman Economic Development Corp. study says the average apartment runs more than $1,200 a month. According to the study, the majority of people who work in North Mecklenburg establishments earn less than $40,000. The EDC recruits businesses in Cornelius, Davidson and Huntersville.

According to the North Carolina Housing Coalition, there are 1.2 million working North Carolinians who cannot afford housing. More than 500,000 households spend one-half or more of their income on housing costs.

Digging Prosperity: Workforce housing and affordable housing are hot button issues in Cabarrus and Lake Norman Collaboration is key Joel Gilland, president of Wesley Community Development, said the projects came together because of the many community partners committed to addressing a “critical need.”

Prosperity Ridge partners included the City of Kannapolis, Cabarrus County and the Cabarrus-Iredell-Rowan HOME Consortium, administered by the City of Concord.

“The hardest thing about putting together affordable housing projects is the funding,” Gilland said at the Kannapolis event. “They know the need is there, but they’re never easy.”

HUD Field Office Director Jody Moses called the efforts complicated and remarkable, “It’s so much more than wood and paint and drywall.”

Property bought in 2003, 2007 Louise Mack, CEO of Prosperity Unlimited, said the Kannapolis project has been in the works for at least five years. Prosperity Unlimited bought roughly six acres on North Little Texas Road in 2003 for $147,000 then bought an adjacent tract of about 5.5 acres in 2007 for $123,000.

The complex will include one- and two-bedroom apartments with rent ranges between $353 and $770. The formula makes them affordable to households earning between 30% and 60% of the area median income of $35,588.

Kannapolis Mayor M. Darrell Hinnant said he’s seen Mack at work in the community for 15 years and is glad to see building begin. With dirt moving

at the site, he said people have already begun calling the city for details about the property. Builders should finish construction this year, and tenancy is expected in the first quarter of 2020.

Mack herself cooks the food served at meetings; eating together helped build the relationships that made Prosperity Ridge come together.

One hiccup during the long preparation is when the affordable-housing tax credits changed in value, so everything had to be refigured. Gilland credits predecessor Helm for navigating that situation.

be paid back. There are a number of complicated options for such funds, from payback over time to complete forgiveness.

She explains how funding for the project is divided into two parts: Construction and postconstruction. It’s a “chicken-andegg” situation because construction financing Mack won’t come until a potential building team has lined up a purchase of the tax credits – equity financing – and a lender to provide a first mortgage.

However, equity funding and a firstmortgage lender can’t be secured until there’s an entity in place to fund construction. Mack says that the team had to apply for the mortgage loan a second time, changing the lender’s mind with a new financing structure and committed partnerships.

All the local and other funding helps control the cost of construction financing, which the permanent financing then replaces.

Affordable-housing tax credits are

awarded through the North Carolina Housing Finance Agency under a competitive process. In exchange for the financing, owners agree to keep rents affordable for a period of 15 to 30 years.

The Community Affordable Housing Equity Corp. (CAHEC) purchased the Kannapolis housing tax credits.

“This project is an excellent example of leveraging funding and creating an arbitrage of financing sources,” Moses says.

Created by the Tax Reform Act of 1986, the Low-Income Housing Tax Credit program gives a total to state and local LIHTC fund-allocating agencies of about $8 billion per year for relevant projects.

Two legislators recently introduced bills that propose the state offer a dollar-for-dollar match up to $2.5 million in nonrecurring funds for the 20202021 fiscal year.

Traffic and quality of life At lower income levels, the problem of workforce housing is more challenging. Retail workers at $10 or $12 an hour often can’t find decent housing—driving workers away from local jobs. The gap between the lowest pay scales and housing is real.

ing Strategy revealed residents wanted affordable housing. Similar to Kannapolis, public and private entities formed partnerships to build the Cascade Gardens on town-owned land along Williams Street.

Unaffordable housing means qualified workers may not be able to get to work. According to the Lake Norman Economic Development study, those who commute into North Mecklenburg for work tend to be in lowerpaying jobs than North Mecklenburg residents. More than 60% of North Mecklenburg residents who work elsewhere earn more than $40,000.

The inverse is true for individuals who work in North Mecklenburg but live elsewhere, where the majority (54%) earn less than $40,000. Only 45% of people who work in North Mecklenburg but live elsewhere earn at least $40,000 a year.

Transportation was mentioned most often when discussing the lack of affordable/workforce housing in the Lake Norman Economic Development study.

“Many respondents felt that if employees could live close or closer to their place of employment, then the congestion would decrease,” the study said.

The first thing we ask each other is how the other person is doing. “Emotions matter in the workplace…A big part of every one of us is our feelings,” says Gooty, an assistant professor at Belk College of Business at UNC-Charlotte.

She loves to teach working MBA students, as each class brings new perspectives to her course material.

It seems women have a competitive edge around emotions and connecting to passion to lead. Men are notoriously less able to manage through emotions,

yet only 5 percent of Fortune 500 CEOs are women.

Almost two-thirds of employees say they’d like a new boss over a pay raise.

More women in seats of corporate power might mean an increase in the GDP. “The one factor that changes the course of business time and again, as well as communities, societies and nations, is a good leader,” says Gooty, who graduated from a Catholic high school in her native India.

One of her key premises is that raising another person’s self worth also empowers that individual.

Huntersville startup one of 24 getting small business grants

BY DAVE YOCHUM A Huntersville start-up is among two dozen innovative small businesses across North Carolina on deck for grants to develop new products and hire more employees.

A total of $1.1 million from the One North Carolina Small Business Program will go to the technology-oriented businesses including Energyxchain LLC which is officially based in Huntersville but operates out of incubator space at UNC-Charlotte.

The company will receive $50,000 to create a blockchain technology platform to track and improve efficiency in the natural gas industry’s contract/ permissions, operations and settlement transaction processes, according to Energyxchain founder Rob Norris.

There are more than 68 million natural gas customers in the country. Energyxchain will let them know their transaction status in real time, as well as provide more control of their transactions independent of current monthly accounting cycles.

The company, which incorporated last year, has no revenue yet, beyond research grants.

Norris, who has started five businesses—this isn’t my first rodeo, he says—explains that the goal is to recruit partner companies that would work together toward building a commercial product.

Validation from the One North Carolina Small Business Program means he can meet with clients head on. “I don’t need cash, what i need is intellectual capital,” he said.

“These innovative companies have the ideas to succeed but need help with seed money to create new technologies and bring them to market,” said Gov. Roy Cooper, who announced the grants which are designed to spur new products and industries.

The One NC Small Business Program is one of the first of its kind in the nation. It provides state grants to match federal funds awarded through the highly competitive Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, which help small companies develop new and innovative technologies that have high potential for commercialization.

BY DEBBIE GRIFFIN North Carolina legislators introduced several bills in March that seek employee benefits ranging from paid sick time and family leave for all to an expanded definition of family and taxfunded insurance.

Some companies may already offer better benefits than the law requires.

Others wonder how they’ll stay in business if the legislation passes.

Multiple organizations express support of some type for the proposals, including the North Carolina Justice Center, MomsRising, RaiseUp, Blue Cross/Blue Shield, the NC Early Childhood Foundation (NCECF) and a recent Duke University study.

Kenny Colbert is president of The Employers Association, a membership-based human resources consulting firm serving about 950 member companies in the Charlotte area.

“People come to us for pay data and benefit data,” he said.

Colbert said various propositions for paid benefits come up every few years.

Typically, nobody gets too excited until a bill passes at least one chamber of the state legislature.

• The Healthy Families, Healthy Workplaces/Paid Sick Time bill calls for all employees to accrue sick time upon hire and gain it at a rate of at least one hour of leave for every 30 hours worked. The bill defines an employee as someone who worked at least 20 weeks of the preceding year, and a small business as having fewer than 10 employees.

• The Caregiver Relief Act supports expanding the definition of “family”

beyond the nuclear unit to include a grandchild, sibling, domestic partner, civil-union partner, grandparent, “or any other individual related by blood to the employee or whose close association with the employee is the equivalent of a family relationship…”

• An NC Families First Act is also known as the Family Medical Leave Insurance Act, which proposes payroll deductions made to a state-run fund that would pay for the benefit of 12-26 weeks of leave.

• NC Health Care for Working Families proposes that participants would be billed monthly to pay an annual premium equivalent to 2% of the family’s household income. They’d also be expected to do prevention and wellness activities. Funding would come from participant contributions and co-pays, as well as federal, state and county sources.

Bills support better health The federal Family Medical Leave Act of 1993 applies to covered employees at all levels of public agencies, all public and private elementary or secondary schools and private employers with more than 50 employees.

The act entitles workers to take up to 12 weeks of unpaid leave per year for: 1) birth of a son or daughter, 2) care of a spouse, parent or offspring with a serious health condition, 3) care of employee’s own serious health condition, and 4) when an urgent situation develops due to a military member’s service.

Leading banker announces bid for Cabarrus Commission Veteran business leader and banker Pat Horton will run for the Cabarrus County Board of Commissioners.

The regional president for Uwharrie Bank’s retail banking division is steeped in the Cabarrus community, having been a mainstay at First Charter, which was acquired by Fifth Third in 2008.

This is Horton’s first run for elected office. Her campaign treasurer is Ken Yelton, another veteran of Cabarrus business and an executive at Uwharrie as well.

Asked what question he fields the most, Colbert replied quickly it’s FMLA: “We get every day, two to three questions asking about the interpretation of the law,” he said. “It’s typically related to a person trying to work the system.”

Colbert said most small companies fill longer absences with a temp or a coworker, and sometimes the job just gets little or no attention during the leave. At bigger companies with several hundred employees, there are more resources to share the extra load.

Market affects pay, benefits, hiring Colbert is aware of other North Carolina bills, such as acts for pregnancy accommodations and economic security. He said the well-intentioned proposals often die due to a lack of sup-

election.

She’ll be supporting Commission Chair Steve Morris, the owner of the Gem Theater in Kannapolis and a former chair of the Cabarrus Chamber.

Horton has no plans to retire from Uwharrie. “The bank approved me to be a candidate by the board of directors and they want me to continue working,” Horton says.

She says she is passionate about issues surrounding mental health, early childhood education, managed growth, a strong school system and workforce development.

Benefits are better when unemployment is low and companies compete harder for quality people. Benefits become a touchy subject when, for example, there is a recession and unemployment is high.

Google recently increased its paid family leave from 12 to 18 weeks, which curbed new-mom attrition by 50%. Colbert said it’s a fine example but not an apples-to-oranges comparison to the majority of Charlotte-area businesses.

“It really comes down to what a company can afford to give,” he said.

Colbert confirms it’s a major economic transition for any company to start offering benefits at all or to expand them. The cost has to be budgeted and economically viable.

Aquesta net soars 52% Aquesta Financial Holdings, parent of Aquesta Bank, said first-quarter net rose 52 percent from $702,000 last year to $1.068 million during the three months ended March 31.

Core deposits rose 30.9 percent during the same period.

“We are off to an excellent start to 2019,” said CEO Jim Engel.

Key highlights include loan growth of $10.2 million in the first quarter, as well as core deposit growth of 30.9 percent to $20.9 million in the first quarter 2019.

During the first quarter, Aquesta also completed private placement of $15.2 million in equity capital “for continued organic growth and strategic opportunities in the Carolinas.”

Aquesta’s total assets were $475.3 million as of March 31, compared to $460.1 million at the end of last year.

Total loans were $379.3 million at March 31, vs. $369.0 million at yearend 2018.

Nonperforming assets were at $1.2 million as of March 31, level with yearend.

There is no foreclosed real estate on the books.

Net interest income was $3.9 million as of March 31, compared to $3.4 million during the same quarter last year.

Non interest income was $776,000 for the first quarter, compared to $1.4 million for the same three month period last year. Part of the decrease in non Interest Income is due to the sale of Aquesta Insurance subsidiary in June 2018.

Personnel expense was at $1.9 million as of March 31 of this year compared to $2.5 million during the same year-ago period.

M/I Homes re-entering Huntersville

April 18. M/I Homes plans to start construction on up to 450 new homes in the Charlotte region in 2019, making a dent, perhaps, in the shortage of inventory. Two hundred of the new houses are in Huntersville.

In the last three months of 2018, housing inventory nationwide retreated 4.6% from the previous year, according to new data from Trulia’s Inventory and Price Watch Report.

Trulia says affordability has worsened across all housing segments, which is largely attributed to tight inventory and slow wage growth.

The average starter-home buyer now spends 41% of their income on a monthly mortgage payment, which is an increase from 34.2% last year, according to Trulia.

M/I Homes aims for first-time, millennial, move-up, empty-nester and

luxury buyers under the M/I Homes and Showcase Collection brand names, according to Bloomberg.

“We’re very happy with our community locations for 2019 in an increasingly competitive market for purchasing land,” says M/I Division Vice-President Alan Beulah. “We’re always looking for opportunities in areas with great schools.”

M/I is re-entering the Huntersville market with Farrington, a community of 120 ranches and two-story homes in traditional and cottage styles. A model home will open in mid-May. M/I said prices have not been set as of this week.

Pre-sales at Ramsey’s Glen, also in Huntersville, are under way not far from NorthStone Country Club. Prices there are higher, in the $350,000 range.

M/I also has new homes under way in Heritage at Neel Ranch in Mooresville as well as Edenton and Allen Mills in Concord.

In spite of the new construction, it’s a drop in the bucket. Trulia says inventory nationwide is down 24% from five years ago.

Brendan Duffey retiring from Uwharrie in January April 22. Brendan P. Duffey, chief operating officer of Uwharrie Capital Corp and president & CEO of Uwharrie Bank will retire effective Jan. 2 of next year. Brickley echoes the weather woes and said it not only affects how many people play but also the maintenance schedule and course condition. Cold, wet weather delayed some winter bridge replacements at Rocky River.

He said chilly weather for longer than usual, especially at night, inhibits warm-weather grasses from reaching their full potential as soon as golfers would like. Under normal weather conditions, locals greens are usually lush by around the end of March.

Constant effort Brickley said the Rocky River course, which is owned by the City of Concord and managed by Embassy Suites-Concord, removed trees during winter to improve light and air flow to the greens and tee boxes. He commends maintenance supervisor Scott McArthur for doing a “great job” preparing for the growing season.

He said the course is redoing its bunkers this year after reconditioning the greens side of the course in 2016. All kinds of golfers at all skill levels grace the 18-hole course, including men, women and juniors (under 18).

Scott Knox: Ladies golf is on the upswing at Verdict Ridge League for kids 6-13 years, and it hosts a lot of charity and corporate groups, tournament play and events.

“Most of ours are repeat customers from previous years,” Brickley said.

Knox comments, “Ladies golf is one of the fastest-growing groups at our club.”

While the U.S. Golf Association rates its championship tees as the most difficult in Charlotte, Knox said the course also has tees for golfers of all skill levels. There are diverse challenges, with some holes like a mountain course and others like a coastal one.

He said Verdict Ridge creates a lot of social golf opportunities. One practice is to pair up new members with golfers of similar interest and skill level, as

well as night golf with glow balls and nine-hole opportunities.

He said the course just finished a new-addition fitness facility and soon completes a cart-barn construction project. The new structure will house golf carts acquired last fall: A fleet of GPS-equipped Yamahas with monitors, communication capability and terrain-sighting aids.

He said people typically have apprehension about the game’s difficulty, time commitment and equipment.

Brickley said the emergence of Topgolf, a golf-themed entertainment center, has helped raise the game’s profile.

Knox said there was recently a big party at Verdict Ridge, “We actually just celebrated the club’s 20th anniversary.”

He said it’s rare to have the same owners for 20 years, as is the case with his family. Knox credits much success to the course’s well-liked culture of friendliness and fun.

The 25 million golfers in the U.S., or about 8% of the population, are an impressive group. They have an average annual income of $95,000 and average age of 54, according to industry group American Golf.

They spend an average of $2,776 per year on the sport, making them an affluent and desirable demographic for luxury home builders. Developers and builders are designing and marketing their golf course properties in new ways.

Prices are up about 4%, still double inflation rate

With home prices continuing to climb, millennials and even older adults are going further afield for better deals on homes—and mansions.

Cheaper prices in the exurbs, where homes are more than 16 miles from central business districts, are motivating buyers to drive till they find what suits their pocketbooks.

Relatively low gas prices are helping the trend along nationwide.

The housing market hit an all-time high in prices in 2018, according to the National Association of Realtors. As a result, millennials are waiting to buy homes because it’s taking longer to save for down payments.

Indeed, Charlotte prices are up 4.2 percent year over year, according to S&P CoreLogic Case-Shiller. The national average was only 4 percent— an unusual instance where Charlotte price increases are outpacing the nation as a whole.

Fannie Mae loan data reveals that more retirees and Millennials alike purchased new homes located an aver-

age of 16 miles from central business areas last year – the greatest distance since 2004.

Prices in the exurbs can be a whole ‘nother thing compared to Uptown, where a penthouse condo can run well into the millions of dollars.

In Cabarrus, you get a mansion for $1.5 million. Matt Sarver with The Sarver Group at Keller Williams, has listed a 10,800 square foot home on two acres at 6826 Highgrove for $1.575 million.

That’s $145 a square foot. “If you are looking for a nice quiet area, a spacious home with property at a great value, then Cabarrus County has what you are looking for,” Sarver said.

The National Association of Home Builders says single-family construction in exurban areas rose 7 percent from last year, compared with just a 3 percent rise nationwide.

“A tractor pulling a deceased farmer to the grave is always special,” the fourth-generation funeral director says.

Non-traditional death parties can leave a lasting impression.

One of James’ customers, a “selfproclaimed humanist,” asked for a Mexican luncheon and a mariachi band in the funeral home’s community room following his memorial.

The funeral industry, already marked by consolidation, is adapting to changing demands. James says services can be more life-centered, as opposed to church-centered. Baby Boomers have moved more frequently than their parents; many don’t have a home church, so a burial may seem like an unnecessary expense.

The price of funerals is easily in the $8,000 to $10,000 range, a major investment with few prospects for a high rate of return. Cremations can reduce the overall expenditure.

Right now more than half of all decedents plan cremations, compared to 28 percent only 15 years ago. A cremation may cost a third the price of a burial; meanwhile, the green movement suggests that a traditional in-ground burial with a casket and a vault is old-school, and environmentally unfriendly.

The trend will only continue, James and Kepner say.

Within 10 years, people over 65 will outnumber children. About 3.6 million will die per year in 15 years, about 1 million more than in 2015.

James said the national cremation rate is just over 50 percent; by 2035 it is projected to exceed 75 percent.

Lake Norman and Charlotte are fairly similar to the national rate, which is not a surprise to James.

“This area seems to be a melting pot of our country. There are states like Hawaii that are almost entirely choosing options that are not traditional and there are areas like W.Va. and the deep south that are almost entirely burial,” James says.

Regardless of cost or the presence of a body, funerals and memorial services are meant to celebrate a life.

“I certainly see a trend in places that are more religious to lean towards traditional options. At the same time, there are those who do not hold those same convictions and choose a more thematic option.

“Or perhaps they have my same convictions but they want a funeral that is not centered around religious convictions but a theme,” James says.

Kepner handled the arrangements for the owner of a large garbage company.

“A very large processional to the cemetery included 15 of his spotless garbage trucks,” Kepner says.

Whatever the request, funeral directors should make sure the family walks away with a healing experience, James explains.

Kepner says the key to a “wellorganized, happy sendoff” is focusing on the personality of the deceased and honoring his or her life with celebration that centers on their accomplishments and interests.

And perhaps tattoos for the whole family.
