ITH the increasing population and expansion of service areas of both Maynilad Water Services Inc., Manila Water Co. Inc. and the Bulacan Bulk Water project, the Metropolitan Waterworks and Sewerage System (MWSS) is eyeing to serve around 20 million people by the end of the Duterte administration. Aside from the construction of the Kaliwa Dam, the government is also looking at the construction of the Laiban Dam and the revival of the Wawa Dam. The former can store up to 1,800 million liters per day (MLD) of water. The MWSS is also eyeing additional water capacity with the ongoing project of Manila Water to source additional 50 MLD from Laguna de Bay and 150 MLD for Maynilad through the Putatan Expansion project.

awmakers in the House of Representatives on Tuesday urged the Board of Investments (BOI) to set clearer rules and regulations in implementing the Motor Vehicle Development Program (MVDP) to attract new industry players. This after the House Committee on Ways and Means started its probe on the reported BOI move to cancel the authority granted to the Hyundai Asia Resources Inc. (Hari) to participate in the MVDP, allegedly for failing to comply with requirements set under Executive Order (EO) 156. During the hearing of the House Committee on Ways and Means, Deputy Speaker Party-list Rep. Sharon S. Garin of Aambis-OWA said the BOI’s seeming bias might discourage new but willing investors in the country’s car industry. “What you are doing is discouraging them from participating in the MVDP. T
he Information Technology and Business Process Association of the Philippines (Ibpap) remains optimistic that the business-process outsourcing (BPO) sector will post positive growth by the end of the year. The Ibpap noted that investment pledges registered at the Philippine Economic Zone Authority (Peza)
continues to show signs of recovery. Rey Untal, Ibpap’s president and CEO, noted that the proposed Tax Reform for Acceleration and Inclusion (TRAIN) has also buoyed the sentiment of major BPO players. “We will definitely end the year in growth, but I can’t give a figure. The latest version of the TRAIN bill at the Senate has been very favorable and supportive of what the industry is espousing,” Untal told the BusinessMirror.
Untal said the improving sentiment of BPO players has helped turnaround the performance of the sector in terms of Peza investment pledges. “The reduction in investments does not constitute a contraction, it means we grew less compared to the previous year. But with these numbers narrowing down, I’m very pleased, and it validates the information I’ve been getting from the ground,” Untal said. See “BPO,” A2

he Bangko Sentral ng Pilipinas (BSP) again moved to assuage fears over economic overheating, assuring the markets that it is ready to take action to avoid such a scenario. In his keynote address in the 2017 Security Bank Economic Forum on Tuesday, BSP Governor Nestor A. Epenilla Jr. said the Central Bank is ready to deploy tools in its arsenal should pockets of instability become more evident in the economy down the line. “The risk of economic overheating has been raised by some analysts. We do not believe that we are there yet, and we remain very vigilant to avoid it,” Espenilla said, adding that the level of credit growth remains “manageable.” Latest data from the Central Bank show bank lending growing by 21.1 percent in end-September, faster than the previous month’s 20.4 percent.
