he foregoing statement did not come from the mouth of a fire-breathing civil-society organization (CSO) street parliamentarian. It was written by veteran economists of the International Monetary Fund (IMF), the world’s leading advocate of neoliberalism. These economists are Jonathan D. Ostry, Prakash Loungani and Davide Furceri, all assigned in the IMF’s Research Department. The statement was part of an article carried by the IMF’s official journal-magazine, Finance & Development (June 2016). Continued on A11

NIA, DPWH need more time to complete 2 infra projects

T

he National Irrigation Administration (NIA) and the Department of Public Works and Highways (DPWH) are asking the interagency Investment Coordination Committee (ICC) for more time to complete two infrastructure projects. These projects are the P11.21billion Jalaur River Multipurpose Project Stage II (JRMP II) and the P2.45-billion Samar Pacific Coastal Road Project, both funded by South Korea. Data obtained by the BusinessMirror showed that the JRMP II has a physical accomplishment rate of only 14.5 percent. Also, its loan utilization rate is at less than 5 percent.

US consumer confidence at highest since 2000

U

nited States consumer con f idence rose more than expected in October to the highest in almost 17 years, as Americans grew more confident about the economy and job market, according to figures on Tuesday from the New Yorkbased Conference Board. Confidence index rose to 125.9 (est. 121.5), highest since December 2000, from 120.6 in September. Present conditions measure increased to 151.1, highest since 2001, from 146.9. Consumer

The NIA, an agency attached to the Office of the President, is asking the ICC to extend the proje c t i mple me nt at ion for 46 months. The loan will close next year. The loan agreement for JRMP II was signed in August 2012 and became effective in November 2012. Documents previously showed the project aims to provide

year-round irrigation water supply to 22,340 hectares from the improved five existing river Irrigation systems (RIS) and 9,500 rainfed areas. The total target irrigation service area for JRMP II is 31,840 hectares. This covers 7,000 hectares of farmland devoted to unmilled rice and 2,500 hectares for sugarcane. T he NI A estimated t hat around 60 percent, or P7.92 billion, of the total project cost will be financed by a foreign loan, while the remaining 40 percent, or P5.31 billion, will be financed by the national government as counterpart funding. OFW bank launch postponed

T

he proposal to launch a bank owned by overseas Filipinos has hit a snag, its maiden operation pushed back at least three more months later than originally intended in accordance with a regulatory directive, the Land Bank of the Philippines (LandBank) said. According to LandBank President and CEO Alex V. Buenaventura, the Bangko Sentral ng Pilipinas (BSP) has asked for the revision of the business plan for the proposed lender, specifically pointing out that if it wants to be classified as a bank, it cannot just offer a remittance service but should also be

To be a bank intermediate [we also have to], accept deposits and we have to lend.” The directive, Buenaventura said, will cause delays in launching the bank since the revised business plan needs to pass past the BSP, the Philippine Competition Commission (PCC) and finally through the Securities and Exchange Commission (SEC). He reckoned the BSP review would likely take at least three months, plus another three months
