The retreat came at a time when the government has gone into the top of its narcotics list by identifying senior officials involved in the drugs trade, after it has pruned its

Ronald M. dela Rosa, the decision of President Duterte to stop the vicious antidrugs campaign handed drug lords the victory and the setback for the police, both of which are, however, temporary. Duterte was hurting more, since he has given his “rock-solid” support to the police in the campaign, which occupies the core of his six-year presidency. After all, he wanted his administration to be remembered as the one that freed the country from the clutches of narcotics addiction. In his frustration, the President now considers reviving the Philippine Constabulary for the antidrugs drive and for the Armed Forces to take a more active role in the campaign, while running after

so-called misfits and scalawags in the police.

Best for PNP

While Duterte’s decision to temporarily freeze the anti-illegaldrugs campaign of the PNP until it has purged itself of misfits sounded demoralizing for the 165,000-strong PNP, some policemen and even dela Rosa himself admitted that it would be good—or yet, the best for the PNP—in the long run. Dela Rosa followed up Duterte’s order by first dissolving the Camp Crame-based Anti-Illegal Drugs Group (AIDG) and creating the Counter Intelligence Task Force (CITF) that will polish the police.
