HE next administration would have to amend the current personal incometax (PIT) scheme, as it is unfair to workers who are not high earners but are taxed heavily, according to experts from the government and the private sector.

In the Senate Centennial Lecture Series on Tuesday, experts from the Philippine Institute for Development Studies (PIDS), Department of

Finance (DOF) and the Tax Management Association of the Philippines (TMAP) all agreed that the country’s tax system needs to change.

Specifically, the country’s PIT has not been updated since 1997. This has resulted in what is called “bracket creep,” where low-income taxpayers “hurt more” than their high-income counterparts. “Actually, there’s no debate as far as the DOF is concerned. OMMUTERS will have to wait for three more years before the Metro Rail Transit (MRT) Line 7 commercially opens, as the private partner for the construction of the rail line envisioned to connect Bulacan to Quezon City has just reached financial closure. This developed years since the

P62.7-billion contract was awarded to San Miguel Corp. (SMC) in 2008 and may now start the construction of the rail line, as the conglomerate has now complied in full with the financial closure requirements of the agreement. Ramon S. Ang, chairman of SMC unit Universal LRT Corp. (ULC), said his company is now preparing to break ground on the vital infrastructure project. “We have already submitted

required documents to the Department of Transportation and Communications [DOTC] last week, certifying commitment from us and our banks to provide financing for the project,” he said. Transportation Secretary Joseph Emilio A. Abaya confirmed that his office has received the documents, and welcomed this development. “I think what is really important for the people of northeastern Metro

Manila is to get the service available as soon as possible,” he said. Hav i ng ac h ie ved f i n a nc i a l closure, the contract for the construction of MRT 7 is now deemed effective under the terms of the concession agreement. Given this, SMC asked the DOTC to determine the date for the project’s groundbreaking. Abaya said his office has yet to issue an official date for the event.

NLIKE the crew in Gone in 60 Seconds, local—and real-life—motor vehicle thieves have a hard-on for light trucks. At least last year. According to documents provided by the Philippine National Police-Highway Patrol Group (PNPHPG) to the BUSINESSMIRROR, some 115 light trucks from January to October last year were stolen. The figure only applies to the National Capital Region alone. The second-highest number of stolen vehicles in the same period was L-300 FB vans, commonly

used to ferry students to and from schools, and commodities to and from warehouses. The PNP-HPG document revealed 59 of these vehicles were reported stolen from January to October last year. According to the report, the PNP-HPG arrested last August six suspects involved in these thefts. Three were nabbed in Alaminos, C  A
