Extension and modernization of water and wastewater systems

Current situation - Until now the water and sewage services have been provided to the population by small water operators.

In some regions in Romania : - Drinking water doesn’t have the proper quality due to the improper treatment schemes; - There is no sewerage or wastewater treatment; - Frequent interruptions occur in the water supply due to the age of the distribution networks; - Only 52% of Romania’s population is connected to both water and sewage services.

Without financing, most small water operators will not be able to comply with the acquis.

Romania’s commitments to the EU Following the negotiations for the accession to the EU, through Chapter 22 "Environment", Romania has a number of strong commitments, involving investments in the water and wastewater sector, over relatively short periods of transition.

Through the Accession Treaty, transition periods have been granted to Romania in order to comply with the acquis communautaire regarding the collection, discharge and treatment of municipal wastewater as follows: - the year 2015 for 263 agglomerations of more than 10,000 equivalent inhabitants; - the year 2018 for 2346 agglomerations from 2 000 up to 10 000 equivalent inhabitants.

In order to comply with the Directive 98/83 on drinking water quality the year 2015 has been obtained as a period for compliance.

CONCLUSIONS The projects intended for the expansion and the modernization of the water and wastewater infrastructure, financed through SOP ENV, will have a crucial contribution to the quality of water and sewage services provided to the population in the project area.

In terms of signed financing contracts, Romania ranks first in the EU. 95% of the total financing agreements through SOP Environment have been signed.

In the project implementation phase involving beneficiaries, local authorities, is essential for the success of the projects and the increase in the absorption rate of EU funds.

In 2012 the grant contracts will be signed also for last projects under preparation within SOP Environment 2007-2013.

SOP Environment projects must be implemented by 2015.
