2022 PTAC Annual Report

WELCOME.

The Procurement Technical Assistance Center (PTAC) has proudly served Utah businesses for over 35 years. As a statewide program, we cover all 29 counties, with our eight offices located to maximize access to PTAC’s services. Our staff assisted 566 new businesses over the past twelve months, and spent a total of 2,300 hours counseling businesses PTAC staff participated in 87 events while managing the procurement efforts of hundreds of clients These metrics result from our commitment to our mission to help our clients enter into, navigate, and succeed in the government marketplace.

Each PTAC staff member is highly professional and well-trained. Our regional managers have years of experience in federal, state, and local government contracting. We offer one-on-one coaching, monthly outreach workshops, bid proposal assistance, and many other services.

I invite you to browse through this report and celebrate with us these highlights from our past program year. As the Executive Director of the Governor’s Office of Economic Opportunity (Go Utah), I have the privilege of overseeing many programs that act in concert to strengthen and grow our state’s economy. Our PTAC helps Utah businesses compete in the government marketplace and obtain contracts. The team counsels clients one-on-one in everything related to government contracting, from initial registrations to post-award compliance. This annual report details the many successes they’ve achieved.

PTAC plays a key role in the Go Utah Office: when Utah businesses win contracts, our state wins too. Jobs are created and retained, tax revenues increase, and the economy grows. PTAC’s impact on the state economy is significant. I’m pleased to report that this past year, with PTAC’s assistance, Utah businesses collectively won over $850 million in government contracts!"

Chuck is the director of the statewide PTAC program. Prior to his appointment in 2016, he served for 11 years as PTAC Deputy Director and was the Association of Procurement Technical Assistance Centers (APTAC) President from 2015 –2016. Chuck also served as president of the Utah Supplier Development Council from 2008 - 2011

Sara is a recent graduate of the University of Utah with a degree in Business Administration. She works closely with Chuck to organize and operate the PTAC program. Sara also serves as a liaison for the Supplier Diversity Initiative.

Troy served in the military for over 10 years. Throughout the following decade, Troy became a certified arborist, provided consultations for new and established businesses within his industry, and fulfilled numerous contracts with the Department of Veterans Affairs (VA) for tree maintenance and removal.

John is the PTAC Regional Manager for Davis, Morgan, and Weber counties. He retired in 2021 after a 25 year career serving as a foreign service officer (Bolivia, Serbia, Mexico, Dominican Republic, Washington DC) and a contracting officer for the US Air Force.

Paula was a Contracting Officer (CO) and Program Manager of the Director of Business Development for the Department of Defense (DoD). She was a pioneer in the field of third party contracting for the government. Graduate of the U.S. Army Logistics Management College in cooperation with NCMA. Received the highest professional certification of Level III from the Department of Army and the Army Acquisition Corps.

Alex spent nearly seven years in government contract management in the private sector, and spent the last 12 years at PTAC assisting businesses with government contracting strategies and how they can bid on contracts successfully. He has a degree in economics from Brigham Young University.

STRATEGIC PLAN

FY2022 saw the PTAC program return to a greater degree of normalcy after COVID-19 with our first in person Symposium in more than two years. But virtual Outreach Workshops also remained popular, so PTAC went to a hybrid approach.

PTAC "Stayed the Course" by continuing to provide excellent customer service to clients from experienced and skilled counselors who are experts in government procurement.

FY2022 was also a year of change in federal contracting. In April 2022 the System for Award Management (SAM) ended the Data Universal Numbering System (DUNS) for registration and transitioned to a 12-character alphanumeric Unique Entity Identifier (UEI) assigned to all entities who register to do business with the federal government. This transition has caused many difficulties for new and existing clients. PTAC counselors continue to assist clients with these problems.

INITIATIVES

This year, PTAC placed an emphasis in the defense and aerospace industry, with three very successful events - two Outreach events with Hill Air Force Base in January 2022, which drew over 200 attendees and an Aerospace/Defense Industry Event in June 2022 which had over 360 attendees. This event was also highlighted by a Prime/Subcontractor Meet & Greet activity.

HIGHLIGHTS

PTAC hosted 86 various events, trainings, and webinars this year.

The PTAC Symposium is the program's major annual event with 250+ attendees. This event included:

• Matthew Schoonover, a government contracts attroney, as keynote speaker

• 40+ booth exhibitors and B2B Netowrking

PTAC also hosted the UT Aerospace and Defense Industry Event in June 2022. With 350+ attendees, this large event featured:
