The Joint Utah-Mexico Partnership (JUMP) strengthens diplomatic, cultural, and trade ties between Utah and Mexico. This initiative is supported by the Utah Governor’s Office of Economic Opportunity (GOEO), the Mexican Consulate in Salt Lake City (the Consulate), and the World Trade Center Utah (WTCUtah).

JUMP’s 2025 strategic plan outlines eight actions across four focus areas — business and trade, workforce and talent, language and culture, and tourism. The plan strengthens industry and tourism partnerships, fosters diplomatic ties, connects key industries, and promotes Mexican culture and language learning in Utah.

Business & Trade

Build bridges between Utah and Mexico’s targeted industries

GOEO and the Consulate will coordinate trade show opportunities in Utah and Mexico

Facilitate one business trip to Mexico for Utah companies

WTCUtah and GOEO will organize a Mexico business trip for Utah companies seeking opportunities in advanced manufacturing

Workforce & Talent

Provide technical expertise on employment-based pathways

GOEO’s Center for Immigration will work with Mexican universities to promote employment-based visa pathways

Promote business resources for Mexican nationals living in Utah

GOEO and the Consulate will host a business services information session for the Utah–Mexican business community

Language & Culture Tourism

Increase brand awareness and visitation from Mexico

The Utah Office of Tourism will introduce new airline partnerships and marketing campaigns to boost media exposure and strengthen brand awareness

Support education and product development to disperse and increase year-round visitation

The Utah Office of Tourism will work with Online Travel Agents (OTAs) and key travel trade to promote year-round visits to Utah

Amplify Mexican cultural events for Utah Spanish language learners

The Consulate will partner with Utah dual immersion programs to promote Mexican cultural events

Support and encourage language programs

The JUMP Committee will support university language programs, including Weber State’s Spanish degrees and Salt Lake Community College’s Center for Latin American Studies

For Utah companies, Gov. Cox’s 2023 trade mission to Mexico generated $193.25 million in New Trade Opportunities (NTO).

The Utah Center for Global Talent hosted a Trade NAFTA Visa webinar about student mobility programs for Utah businesses.

With a grant from GOEO, Weber State University will offer certificates and degrees taught entirely in Spanish.

The Utah Office of Tourism attended the 2024 Brand USA Mission to promote Utah with key trade contacts in Mexico’s travel industry.

As Chair of the NGA, Gov. Cox hosted the NGA Winter Meeting Reception at the Mexican Cultural Center in D.C., which showcased JUMP on a national stage.

Salt Lake Community College’s Center (SLCC) for Latin American Studies established archival research opportunities for SLCC staff and faculty in Mexico with the Observatory on the Mexico-United States Bilateral Relationship and the Archivo General de La Nación.

SLCC’s School of Humanities and Social Sciences established instructional collaboration with the National Autonomous University of Mexico and plans to sign a Letter of Intent in 2025.

Trade with Mexico supports 51,000 jobs in Utah.

Trade between Mexico and Utah totals $6.2 billion, with Mexico as Utah’s #3 export market and #1 import market.

The Mexican Consulate in Salt Lake City is Utah’s oldest consulate — it has been in operation for 113 years.

About 10% of Utahns are Mexican or of Mexican descent.
