TheBroadbandInfrastructureGrant(BIG),fundedthroughthefederalBroadband Equity,Access,andDeployment(BEAD)program,improvesaccesstoreliable broadbandforallunservedareasofUtah.TheUtahBroadbandCenter(UBC) administersthesefundsthroughacompetitivegrantprocess.
Eligibleapplicantsmustadheretoallgrantrequirementstoreceivegrantfunds Theserequirementscovervarioustopics,frompermittingandenvironmental reviewstolettersofcreditorperformancebonds.
Thisresourceprovidesdetailedinformationregardingthelaborstandard requirementsforBIGsubgrantees,includingtheelementsoflaborstandardsthat arerequiredforallapplicantsandthosethatarerecommendedbutnotrequired ForadditionalinformationregardingtheBIGgrantprocess,pleasereviewUtah’s approvedInitialProposalVolIl,whichoutlinesthegrantadministrationindetail.

Writtendisclosureofanyinstancesinthepastthreeyearswherethe applicant,itscontractors,oritssubcontractorswerefoundtohave violatedlawssuchastheOccupationalSafetyandHealthAct(OSHA), FairLaborStandardsAct(FLSA),orotherapplicablelaborand employmentlaws
Applicant’splansforfuturecompliancewithfederallaborand employmentlaws
Theseplansmustincludethefollowinginformation:
Strategiestomaintaincomplianceintheapplicant’soperationsandthe operationsofitscontractorsandsubcontractors
Wageandovertimepaymentpractices,includingapplicablewagescales foreachclassofemployeesdirectlyinvolvedinbroadbandnetwork construction
Implementingworkplacesafetycommitteesauthorizedtoraisehealth andsafetyconcernsrelatedtothedeliveryofbroadbanddeployment projects
Failuretoprovidetherequiredcertifications,confirmations,and/orbinding commitmentswillmakethegrantapplicationineligibleforfunding.
Newentrantstothebroadbandortelecommunicationsfieldwithouta three-yearrecordoffederallaborandemploymentlawcompliancemust submitbindinglegalcommitmentstostronglaboremploymentstandards andprotectionsforBIG-fundedprojects.
Thisinformationwillnotbescoredbutevaluatedtoensurethatallthose employedtodeployBIGprojectshavereceivedadequatetraining
Theprojectworkforceplanmustaddresseachofthefollowingelements:
Strategieswillbeusedtoensurethatanappropriatelyskilledworkforce alignswiththeproject’srequirementsandindustrynorms.Thefollowing maybeincluded:
Collaborationswithregisteredapprenticeshipprograms,institutions offeringrelevantcertifications,orotherjointlabor-management trainingendeavorsdesignedtobenefitallworkers
Specifictrainingprogramsadministeredbythesubgranteeorbya differentorganization,partnerships,orinitiativeswillbe implementedtoguaranteeaskilledworkforce
Ensuretheprojectworkforcewillhaveappropriatecredentials(such asappropriateandrelevantpre-existingoccupationaltraining, certification,andlicensure)
Guaranteetheprojectworkforceholdstherequisitequalifications, includingexistingoccupationaltraining,certificationprograms,and licensingprogramspertinenttotheproject
Supportisprovidedtoworkersneedingtoobtainparticular certificationsorlicensesmandatedbytheproject
Astatementaffirmingwhetherornottheworkforceisunionized.While UBCdoesnotrequireapplicantstoutilizeaunionizedworkforce, applicantsmuststatewhetherornottheywillbeusingaunionized workforcefortheproposedproject
Iftheprojectworkforceoranysubgrantee’s,contractor’s,or subcontractor’sworkforceisnotunionized,thesubgranteemust alsoprovide:

UBCwillnotawardBIGfundingtoapplicantswhofailtomeettheminimum requirementstoestablishaskilled,diverse,andaccreditedworkforce.
