Digital Burnley has been led by the Burnley Tech Network - a group of businesses and individuals who are passionate about Burnley
and are dedicated to developing the digital tech economy within the area. The purpose of the Network is to cultivate a dynamic and interconnected ecosystem that drives innovation and creates opportunities.

Burnley is a borough that has never waited for permission to succeed.
We were and still are built on industry, innovation and hard work. When the world changed, we didn’t stand still - we adapted. We showed this during the Industrial Revolution and we still show this now in 2026.
When outdated perceptions threatened to hold us back, we chose to take control of our own story.
In 2009, Burnley launched one of the UK’s most ambitious and enduring place brands: Burnley. co.uk. Not as a shiny PR exercise, but as a shared commitment between public and private sectors to back the borough, champion its strengths and build a confident future together. Since then, hundreds of millions of pounds of investment have followed, national perception has shifted and the Burnley Bondholders network has become a benchmark for place-led collaboration across the UK.
The foundations were always here: world-class manufacturing and engineering, strong further and higher education, a resilient business base and a talented, hard-working population. What changed was our willingness to be bold about who we are and where we’re going.

WHAT IS DIGI-TECH?
When we talk about digital and tech, we need to be clear about what we mean. The below are a broad but not exclusive range of roles and business types that form what is considered within scope of the terms Coding, Programming, Software Engineering, Web and App Development, Digital Marketing, Cyber Security, Managed Service Providers, DevOps, AI/Machine Learning, Internet of Things, Cloud Administration/Architecture, IT Management/Consultancy/Support, Network Infrastructure Specialists.
The sector will drive innovation, support local businesses to scale including the foundational sectors and support Industry 4.0 unlocking new growth in supply chains such as smart manufacturing, automation, cyber, creative tech and AI. There are clear opportunities within foundational sectors to adopt new digital technologies to deliver productivity gains and better services.
NATIONAL CONTEXT
Over the past decade, the UK’s digital sector has experienced substantial employment growth. Notably, the field of computer programming saw an increase of approximately 274,000 employees between 2011 and 2021. By 2023, the digital sector accounted for about 5.6% of all filled jobs in the UK, highlighting its significant role in the national employment landscape
Digital and tech roles typically command aboveaverage salaries, with the UK tech sector offering median wages around 50% higher than the national average. The demand for digital skills is rising across all industries, from advanced manufacturing to creative media.
The sector promotes social mobility by providing career opportunities that do not always require traditional academic routes, instead emphasising digital skills and vocational training. A thriving tech industry also attracts young talent and entrepreneurs, helping to future-proof Burnley’s workforce and retain skilled professionals.
The Government Industrial Strategy focusses on 8 identified “growth driving sectors” one of which is digital and technologies. Supporting the growth of the digital and tech sector is crucial for fostering economic development at the local level, aligning with the UK government’s strategy. The government’s focus on expanding digital infrastructure, increasing investment in digital skills, and driving innovation through R&D offers a strong foundation for local authorities to leverage technology as a key driver of economic growth.
By nurturing the digital economy locally, we can enhance productivity, create high-skilled jobs, and improve public services, contributing to the broader national goals of increasing the UK’s digital economy’s value and achieving sustainable, inclusive growth. As the government estimates, the digital sector’s growth can generate significant job opportunities and economic value, and local initiatives that align with national strategies can ensure that these benefits are realised in local communities, leading to stronger regional economies and a more equitable distribution of prosperity.

The Lancashire Growth Plan 2025 identifies five sectoral strengths including Digitalisation and AI. Lancashire is uniquely positioned to lead in sustainable digital growth. The North West hosts the UK’s second-largest cyber cluster, with over 300 companies and around 12,000 professionals. Lancashire benefits from transatlantic digital connectivity, access to renewable energy, and a central role in the emerging Northwest Cyber Corridor. This positions the county to harness AI-driven innovation, create high-value digital jobs, and address the environmental and social impacts of digital transformation.
The Northwest Cyber Corridor is a dynamic and rapidly expanding hub for cyber security excellence. Spanning from Lancashire to Manchester and encompassing Cumbria, Merseyside, and Cheshire, the term “Northwest Cyber Corridor” was introduced during the announcement of the National Cyber Force’s (NCF) new headquarters at Samlesbury in Lancashire.
The NCF’s relocation to Samlesbury signifies a strategic investment in the UK’s cyber security infrastructure and a commitment to regional development. By leveraging the North West’s existing cyber expertise, the NCF aims to strengthen national security and contribute to the economic vitality of the area. Furthermore, digital innovation can enhance public services, education, and connectivity, improving overall quality of life for residents.
Supporting the growth of the digital and tech sector is a strategic way to attract future investment, as it signals a forward-thinking, innovation-driven environment that appeals to investors. The Lancashire Digi Tech sector is worth more than £1bn, with 4000 tech businesses and over 30,000 professionals. The County also has strengths in Advanced Manufacturing, is part of the 4th largest global aerospace clusters and has significant defence capabilities with applied digital technologies.
The Lancashire Digital Strategy 2022 identifies Burnley as one of the key clusters in the County. In 2013 Burnley was recognised by Tech Nation as one of the fastest growing digital towns in the UK.
Burnley has 322 active Digital and Technology Businesses with above average growth potential
(Growth Flag July 2025), was ranked 29th out of 63 for New Economy firms (Centre for Cities) and with a digi-tech sector worth £45m GVA per annum. The median Salary for a digi-tech worker in Burnley is 57% higher than the median salary for the town.
Burnley is now also home to a newly expanded University of Lancashire campus. With courses ranging from Digital Forensics to Networking and Infrastructure, the University is well placed to meet the needs of growing tech business in the area. Having a dedicated University campus in Burnley also shows the scale and level of ambition that the town has.
Through our UK SPF allocation, Burnley Council has also engaged IN4Group to deliver their Modern Worker for the Modern Workplace programme. Supporting 11 local businesses, the programme allows participants to understand how applying AI and foundational data can increase productivity. Utilising all three major suppliers of AI tools (AWS, Microsoft and Google) delegates will gain qualifications and create real world differences in their business through expert tuition.

The University of Lancashire has a growing Burnley campus located in former mills in a stunning canal side location. The University works in partnership with businesses to support innovation, productivity and long-term growth. Through its state-of-the-art Security Operations Centre (SOC), launched in 2024, students gain handson experience simulating real-world cyber incidents. The College’s CyberFirst Gold status, awarded by the National Cyber Security Centre, reflects its commitment to excellence in cybersecurity education. GOING FORWARD WITH NEW INNOVATION {INDUSTRY 4.0 TECHNOLOGY}
Burnley College has secured funding to revolutionise our Engineering and Manufacturing Centre of
Excellence. This transformation will integrate cuttingedge technologies, including the Industrial Internet of Things (IIoT) and Virtual/Mixed Reality (VR/XR), ensuring students gain the dual skill sets demanded by employers and essential for the transition to Industry 4.0. At the heart of these developments is the creation of an Insights Hub - an advanced monitoring and data analytics centre designed to act as a catalyst for delivering a Connected Curriculum informed by industry needs so that we can embed the latest digital and automated technologies into teaching and learning. Learners and employers will be able to monitor machine efficiency, maintenance requirements and interdependencies across operations. Access to real-time data will allow them to analyse key metrics, test scenarios and understand the impact of decisions on Overall Equipment Effectiveness, enhancing sustainability and enabling predictive and preventative maintenance.

Have been our key partner in creating the existing Burnley Tech Network; finding and engaging with the local tech sector businesses, hosting and facilitating tech-based events and hosting workshops and feedback sessions. Their role is to continue to build the Burnley Tech Network, growing the community and continuing to engage with relevant businesses. They will also continue to provide networking and community events on relevant subjects and providing feedback on the needs of the businesses.
BURNLEY COUNCIL
Will act as the lead on this project working with all partners, driving the action points and discussions, collating feedback from all stakeholders and working towards feasibility and funding for a physical digital hub in the town. The Council has also funded the work of Northern Reach utilising their expertise in building tech-based communities.
BURNLEY COLLEGE/ UNIVERSITY OF LANCASHIRE
Our two key further and higher education partners will work with the tech network from an educational perspective ensuring that curriculum meets the needs of the businesses in this sector. Also to look at how to increase opportunities to encourage start-up businesses in tech by students.
PRIVATE SECTOR LEADS
As the Burnley Tech Network has grown, several members have emerged as being very highly engaged. These are founders that have started their own tech businesses and then grown to be successful SMEs. The experience they have is invaluable to current and future members being able to offer advice and guidance having “been there and done that”. They have been speakers and panellists on previous events sharing their expertise, and there is potential to develop this further into providing digital mentors for new start and early-stage businesses in the network.
LANCASHIRE DIGITAL HUB
The Lancashire Digital Hub plays a central role in creating a recognised and vibrant tech business community by providing a focal point for digital innovation, collaboration and growth across the county. The Hub brings together tech businesses, start-ups, scale-ups, investors and support organisations through a programme of events, networking, skills development and business support activity. The Lancashire Digital Hub acts as a connector beyond the town, linking local businesses into the wider Lancashire digital ecosystem. Their established profile and reach will help position Burnley as an active contributor to the county’s digital economy, reinforcing the ambition to develop a strong, well-connected and sustainable tech business community.
BURNLEY BONDHOLDERS
Our 200+ strong business network; Burnley Bondholders has been established for 15 years and brings together businesses of all sizes and sectors with the common goal of promoting Burnley as a place to work, live, invest and visit. The Bondholders have created a powerful and influential voice for the town and its business community, fostering collaboration and putting Burnley firmly on the map. There are several opportunities here. One way is to utilise the tech network to help with digital transformation in non-tech businesses. Digital transformation is critical to business survival and growth, and we can use members of the Burnley Tech Network to help members of the Bondholders to achieve this change, using locally based companies benefiting all parties.
FHUNDED
Has been developed to create a network of investors for Lancashire businesses linking funders with founders. They act as a valuable starting point for tech businesses looking to raise finance and so will be utilised through conversations and events to ensure our tech-based sector are aware of the funding options to start or develop their business.
